High court to monitor Badaun case

Allahabad, June 11
Taking a grim view of the spurt in crimes against women in UP, the Allahabad High Court today decided to monitor the probe into the Badaun gangrape and murder case and asked the Director General of Police (DGP) to submit a detailed report of the investigation into the matter and all such cases registered in the state in the last six weeks.

The court also ordered adequate security for family members of the victims.

A Bench comprising justices Tarun Agarwala and Ram Surat Ram Maurya passed the order on a PIL filed by Stree Mukti Sangathan, which had sought the court’s directions to the state authorities for an expeditious probe into the Badaun case and stern action against the culprits.

Fixing July 3 as the next date of hearing in the matter, the court asked the state’s Director General of Police to submit a detailed report of the investigation into the matter so far besides stating that “We shall be monitoring the investigation in the case.”

The court also said adequate security be provided to the family members of the two girls, who were raped and murdered before their bodies were hung from a tree, “if the same has not been provided till now”.

Besides, the court asked the DGP to submit a report containing details of “all such cases of crimes against women that may have been registered across all police stations of the state in the last six weeks”.

The two teenaged girls, who were cousins, were allegedly gangraped and murdered with their bodies found hanging from a tree, a day after they went missing on May 27, in a village in the Ushait area in Badaun.

Order reserved on PIL seeking CBI probe

Earlier in the day, the Lucknow Bench of the court reserved its order on a PIL seeking direction for a CBI probe into the case.

The order was reserved by a vacation Bench of justices Imtiyaz Murtaza and Rajan Roy here on the PIL filed by NGO ‘We the People’ through its general secretary Prince Lenin.

On behalf of the Uttar Pradesh Government, Additional Advocate General Bulbul Godiyal submitted that the CBI has accepted the government’s request for a probe by the agency.

She said adequate security had been provided to the family members of the victims and the witnesses.

The petitioner had sought direction for a CBI probe into the Badaun incident as well as action against the erring police officers concerned, besides providing adequate security to the family members of the victims. — PTI

36 IAS officers transferred

Lucknow: Chief Minister Akhilesh Yadav on Tuesday transferred 36 IAS officers after he met senior officials to review the law and order situation in the state. At the meeting, Yadav told the district magistrate and senior superintendents of police to be more vigilant in their respective districts. This is the second major reshuffle within a week. Another woman found hanging from tree in UP

Bahraich (UP), June 11
In a chilling reminder of the horrific Badaun incident, body of a 45-year-old woman, belonging to a backward caste, was found hanging from a tree here today after she was allegedly abducted and gang-raped.

The semi-nude body of the victim was found hanging with a saree from a tree in Ranipur area, Additional Superintendent of Police Sunil Kumar Singh said.

The woman, belonging to a backward caste, went missing last night, he said. A resident of Loniyanpur village in Ranipur, the woman was allegedly abducted from Bahraich, gang-raped and later hanged, Singh said.

The victim was heading to Lucknow for treatment when her son informed her on mobile that she had become a grandmother and asked her to return immediately, the ASP said.

On reaching Bahraich, the woman called up her son to pick her up and when he reached there, he found his mother missing, the officer said. Her mobile, which was found switched off, and footwear were found near the tree from where she was found hanging, he said.

In a complaint to police, the family named five persons who they alleged had committed the crime, the ASP said.

An FIR had been registered against Vijay, Raju, Onkar, Ramswarup and Naeem under section IPC 302 (murder), section 201 (causing disappearance of evidence) and section 376 (rape), Singh said.

All the accused were absconding, he said adding “rape cannot be ruled out. We are waiting for the post-mortem report”.

Locals alleged the woman had enmity with some persons involved in the liquor trade.

She had made a complaint against them earlier also, they said. Nearly two weeks ago, in Badaun district, two tenenage cousins, aged 14 and 15, were found hanging from a tree after they were allegedly gang-raped and murdered, sparking country-wide outrage. — PTI

Patil reportedly told the council that it was not possible to completely halt all attacks on women. “Even if a policeman was posted in every home, attacks on women will not come to an end,” the minister was quoted as saying.

After the remarks, which were part of the minister’s statement on crime in the state, were picked up by the media, Patil went on the defensive. Addressing a press conference, Patil said the state government was committed to protecting women in the state. “I have said nothing about women not being safe even if one policeman is stationed in every home,” said Patil. — TNS

Be it Dushyant Chautala, the youngest MP in the House, Aam Aadmi Party’s Dharamveer Gandhi and Bhagwant Mann, Akali Dal’s Prem Singh Chandumajra or UP’s Anupriya Patel, debutants delivered power performances on the Presidential address.

Responding to repeated Indo-China comparisons, Dushyant, INLD chief Om Prakash Chautala’s grandson, asked the BJP what use would be 100 smart cities if India’s growing numbers were not tamed.

If we go at current rates, we will soon surpass China on one front – population,” said the 26-year-old MP. He later slammed the Congress government in Haryana for failing to meet power deficit, preventing mass kidnappings and ensuring progress on the SYL issue. He did enough to provoke Deepender Hooda, Congress’ Rohtak MP and Haryana Chief Minister Bhupinder Singh Hooda’s son who was seen attempting some disruption only to later request the Speaker to give Dushyant more time to speak.

Akali Dal’s Prem Singh Chandumajra, who defeated Congress veteran Ambika Soni from Anandpur Sahib seat, also made an impact by stressing the need to restore the primacy of agriculture. Since he spoke on behalf of his party, which found a place in Modi’s Cabinet, Chandumajra generously lauded Modi for his “cooperative federalism” idea.

Another first-timer who cast a spell was AAP’s Sangrur MP Bhagwant Mann. The quintessential comedian delivered his punch in the two minutes he got. His question to Modi was innocent: “You are talking of bullet trains but asking Delhi residents to do with minimum electricity. I personally don’t have a problem as I’m used to darkness. Our CM in Punjab is Parkash Singh Badal but our state mostly remains plunged in darkness.” As Mann was asked to stop, Cong MPs were seen thirsting for more of his punch. Earlier, Guntur MP Jayadev Galla, a business tycoon-turned-politician, spoke substance in his accented English. “We don’t have any silicon microchip manufacturing unit,” he said reminding the BJP of India’s electronic imports outstripping oil. Galla, the MD of Amara Raja Group, advised the Centre to generate non-migratory jobs. He was the sole MP to seek NREGA review blaming it for underemployment. “People are happy doing farm jobs rather than enter organised factories thanks to NREGA,” he said.

The issue of Badaun rapes and lack of toilets was raised forcefully by BJP’s ally Anupriya Patel, the firebrand leader of Uttar Pradesh’s Apna Dal, a backward class party. Patel had company in good debating from Shiv Sena’s Arvind Sawant, the giant killer of Congress’ Milind Deora in the high profile South Mumbai constituency. The first-timer impressed all with his punch on the Ganga clean-up mentioned in Presidential address. Sawant cited two Raj Kapoor songs to mirror travails of the river — “Jis desk mein Ganga behti hai” and “Ram teri Ganga maili ho gayi …”

Prime Minister Narendra Modi's maiden speech in Parliament today exhibited shades of a bipartisan approach in preferring to respond to the Opposition jibes in a soft manner rather continue with the stinging attacks witnessed during the Lok Sabha polls.

Responding to the Motion of Thanks to the President's Address, Modi chose to put behind the electoral rhetoric but made a momentary lapse in the Lok Sabha addressing members as "Bhaiyon aur Behon", a courteous preface heard at public meetings and not in Parliament, where members at all times address the Chair.

Considering that Modi was making his maiden speech, members extended the courtesy reserved for such occasions with Modi himself seeking pardon for any inadvertent indiscretion on his part in observing the rules.

Yet it was not that Modi let go the opportunity to spar with the Opposition, be it Congress leader Mallikarjun Kharge's Pandava-Kaurava analogy or his deputy Amarinder Singh's critique of the policies as an "old wine in new bottle''. In an obvious reference to the Amritsar MP, the Prime Minister said: "Unko sharab yaad aana swabhavik hai (It is natural for him to remember liquor)".

As for Kharge's reminder that the ruling coalition should remember that five Pandavas triumphed over much larger Kauravas, Modi said era was over and read a line from Mahabharata.

Modi said once Kaurava crowned prince Duryodhana, when asked about whether he was aware of righteousness, truth and goodness, the latter replied that while he did, it was not in his DNA. Seeking to turn the tables on the Congress, Modi said just as Duryodhana was aware, the Congress, too, knew what is the truth and what is good.

While suggesting that it was time for cooperative federalism, and healthy competition among states to move ahead on the path of development, Modi made a not-too-subtle praise about the AIADMK-led Tamil Nadu Government and Trinamool-led Mamata Banerjee government, strengthening the talk that these parties are being wooed by the BJP to shore up its numerical strength in the Rajya Sabha.

Ashwani slams govt over MoS’ remarks on Art 370

Cautioning the BJP against making statements that may have "international ramifications", senior Congress leader Ashwani Kumar today slammed the Government, referring to a statement by MoS in Prime Minister's Office Jitendra Singh on the Article 370.

"Please restrain yourself from making statements that may have international ramifications," Kumar said, participating in a debate in the Rajya Sabha on motion of thanks on President's address.

The former minister also sought to remind the BJP-led NDA that it was the Congress government in the Jammu and Kashmir which initiated the process of rehabilitation of Kashmiri Pandits.

"Leader of the Opposition Ghulam Nabi Azad, when he was the Chief Minister of the state, initiated the process (of rehabilitation of Kashmiri Pandits). We (Congress) understand the feelings of people. We are not unmindful of it," the former minister said.

Apparently the BJP is working on a comprehensive plan for the return of Kashmiri Pandits to the Valley and their rehabilitation.

Congress’ Deputy Leader in Lok Sabha Capt Amarinder Singh today trashed President’s address to the Parliament as old wine in new bottle and asked the Narendra Modi-led BJP Government to come up with something innovative.

Taking on the BJP government for failing to put out a road map for the realisation of 58 promises made in the address, former Punjab Chief Minister and incumbent MP from Amritsar said it was all very well to make promises but how these would be fulfilled was more important.

“The address talks of building 100 smart cities in five years. It doesn’t say how that would be done. The government promises 24X7 power supply and toilets within eight years when India will celebrate 75 years of its freedom. It does not mention how. The implementation of promises policy measures must be explained,” Singh said in his maiden speech in 16th Lok Sabha. He spoke from the front row where Congress president Sonia Gandhi also sat.

The former Punjab Chief Minister made it a point hammer alarming levels of drug addiction in Punjab, provoking reactions from Akali MPs Sher Singh Gubhaya and Prem Singh Chandumajra. Singh spoke of 90 per cent people in Amritsar’s Maqboolpora dying of drugs and another 10 per cent seriously ailing, asking the state to go after “the big fish of the drug trade instead of rounding up addicts and jailing them rather than putting them in hospitals”.

He was indirectly attacking the Akali-BJP government in Punjab, but told his squabbling adversaries, “I am not attacking any government here.” That said, the former Punjab CM went on to ask the Centre what its plan for drug de-addiction was.

“Do you have a drug policy in mind to seal cross border trade of noxious substances? Are you giving any money for de-addiction?” asked Capt Singh flanked by Leader of Congress in LS Mallikarjun Kharge whose use of the term “Kauravas” for BJP members he recalled for effect today.

Ansari drops action against 5 BSP MPs

Rajya Sabha chairman Hamid Ansari today dropped disciplinary proceedings against five BSP members who yesterday created ruckus in the House after BSP chief Mayawati strongly opposed the move.

“I emphasise Rule 255 has not been invoked,” Ansari announced in the House after Mayawati refused to let the House run, protesting the naming of Brajesh Pathak, Veer Singh, Ambeth Rajan, Avtar Singh Karimpuri and Munquad Ali in the House bulletin.

Mayawati rose to protest as soon as the House met for the day, arguing for her colleagues who wanted to raise the issue of law and order situation in Uttar Pradesh yesterday. She demanded a discussion on the law and order situation in UP and the power and water crisis in Delhi, calling them matters of public interest.

She also wondered why the BJP was silent at attacks against party leaders in the state.

The bulletin read that the members were named “due to gross disorderly conduct in violation of rules and etiquette of the Rajya Sabha” as they entered the ‘Well’ of the House and persistently and willfully obstructed the proceedings.

While seeking to pacify Mayawati and her colleagues, Ansari said the bulletin only showed proceedings of the House.

Agitated BSP members then stormed the Well, forcing adjournment of the House for 10 minutes.

When the House reassembled, Leader of the Opposition Ghulam Nabi Azad said members had only been named and asked the Chair not to go ahead in this regard by invoking Rule 255. Leader of the House and Finance Minister Arun Jaitley also agreed with Azad, saying that the Leader of Opposition has given a “reasonable suggestion”.

Under Rule 255, “The chairman may direct any member whose conduct is in his opinion grossly disorderly to withdraw immediately from the Council and any member so ordered to withdraw shall do so forthwith and shall absent himself during the remainder of the day’s meeting.”

The NDA government is set to replace Governors and Lt Governors in some states and the first of the moves could be made over the next few days in Delhi, with the incumbent Najeeb Jung reportedly being replaced by one of the BJP favourites.

Sources said the two names making the rounds for the post were Lalji Tandon and bureaucrat-turned-politician Hardeep Puri.

Reports suggest that with the political scenario in the Capital not clear, the Modi government is of the view that a party “sympathiser” should be holding the fort in Delhi.

There were also reports that another BJP veteran from Delhi, Vijay Kumar Malhotra had also thrown a hat in the ring to take over the reins of the Capital, but the party was not in his favour due to his active political involvement in Delhi. However, Malhotra has reportedly been told that he would be adjusted as a Governor, but not of Delhi.

Hardeep Puri, who had last year retired as India’s permanent representative to the UN, formally joined the BJP in January this year. Puri had been a vocal critique of the Congress-led UPA government.

The other name being floated for the Lt Governor’s post is that of former Lucknow MP Lalji Tandon, an acolyte of Atal Bihari Vajpayee.

The party has already discussed to ‘accommodate’ Tandon at a suitable post after he was compelled to vacate the Lucknow seat for Rajnath Singh. Tandon, who actively campaigned for Rajnath, had been assured of a post by the party post- elections.

Jung taken over as the 20th Lt Governor, Government of NCT of Delhi, on July 9 last year replacing Tejinder Khanna.

US court dismisses suit against Sonia

A US court here has dismissed a lawsuit against Congress president Sonia Gandhi in a 1984 anti-Sikh riots case filed by a Sikh group. In a 13-page order, US District Judge Brian Cogan granted Gandhi’s motion to dismiss the complaint filed by Sikhs for Justice (SFJ) for “lack of subject matter jurisdiction and failure to state a claim.”

He, however, denied the request by Gandhi that the court should impose an “anti-suit injunction” prohibiting the SFJ from bringing further lawsuits.

Cogan said the court could not consider Gandhi to be personally liable, based upon the allegations of extrajudicial killings or torture when she only became Congress president in 1998, more than a decade after the 1984 riots. He said the anti-Sikh riots occurred almost 30 years before the SFJ and the plaintiffs filed the lawsuit, and “the statute of limitations poses an obvious hurdle for plaintiffs.”

Responding to the order, Gandhi’s attorney Ravi Batra said justice had been “well served” as the SFJ’s “ill-conceived meritless publicity-case” had been dismissed. However, SFJ’s legal advisor GS Pannun said the court had not granted Gandhi’s plea to bar the SFJ from filing further lawsuits relating to the 1984 riots. — PTI

Ministers to submit property details to PM within 2 months

This was stated in the Code of Conduct for ministers re-issued by the Home Ministry after the new government took charge. The code, whose observance will be monitored by the Prime Minister, also asked ministers to uphold the political impartiality of civil services and not ask the civil servants to act in any way that would conflict with their duties and responsibilities.

It also asks the minister to “ensure that his family members do not start or participate in business concerns engaged in supplying of goods or services to the government and there should be total prohibition on employment of spouse and dependents with a foreign mission”. — PTI

His sense of proportion has gone for a toss after his party’s debacle in Lok Sabha polls,” Uddhav said in an editorial in Sena mouthpiece Saamana. “There was one murder (Pune techie killing) in Maharashtra. Uddhav claimed that NCP minister Jitendra Awhad who is close to Pawar, doesn’t allow police to act against goons in Mumbra-Kalwa area in Thane as the culprits belong to a specific religious community.

On Saeed blaming Modi for the Karachi airport attack, Uddhav said he should remember that Tehrik-e-Taliban has claimed responsibility for it.

In a veiled attack on the Centre’s ruling party, Pawar had on Sunday said “communal fever” was spreading after BJP came to power.

“Over 15 days have passed since BJP came to power with absolute majority and a communal fever is spreading. Communal violence rocked some places in the state and a young professional was killed,” Pawar told a meeting of NCP workers, while referring to the killing of techie Mohsin Shaikh at Pune last week allegedly by rightwing Hindu Rashtra Sena.

“This has not happened before. Certain ideologies which were lying low all these years are now raising their heads and some sections of the society are living in fear,” he had said. — PTI

Congress criticises Home Ministry’s move in Ishrat Jahan case

The Congress today termed as “unwarranted” the Home Ministry’s move seeking documents related to the Ishrat Jahan fake encounter case from the CBI before granting sanction to prosecute Intelligence Bureau officials, and said it would reflect on the autonomy of the probe agency.

“The entire move is absolutely unwarranted and it is not required because that will reflect on the autonomy of the investigating agency,” senior party leader M Veerappa Moily told reporters outside Parliament House.

The Home Ministry has sought certain documents related to the case from the CBI with official sources quoted as saying that no sanction will be accorded in the case without proper application of mind for which material available on record is required.

The CBI is learnt to be planning to seek legal opinion on whether the documents can be handed over or not to the Home Ministry.

The agency has sought sanction from the Home Ministry to prosecute Special Director Rajinder Kumar (now retired) and three other officers in connection with the alleged fake encounter killing of college student Ishrat, in which the chargesheet has been filed after the completion of investigation. — PTI

IMA honours outstanding cadets

An award ceremony of the passing-out course of 134 regular and parallel courses was held at Khetarpal Auditorium of the Indian Military Academy (IMA) here today.

Lt Gen Manvender Singh, Commandant, IMA, gave away the awards to the outstanding gentlemen cadets who excelled in various fields during their training at the academy.

In his address, the Commandant congratulated the gentlemen cadets for successfully completing their rigorous training at the academy.

Stealth frigate at Oz port

Maritime diplomacy is an important aspect of foreign policy and towards this extent Indian naval warships regularly undertake overseas deployment and call upon foreign ports across the world. In the latest such mission, INS Sahyadri, an indigenously built guided missile stealth frigate, reached Darwin in Australia yesterday.

During their four-day stay the ship’s crew would participate in various events like professional interaction, sports events and social fixtures. The port call at Darwin will serve to reinforce naval ties between the two countries. This is Sahyadri’s second visit to Australia since being commissioned in 2012, the earlier visit being to Sydney in October 2013 for the International Fleet Review. INS Sahyadri is enroute to Hawaii for participating in the largest multilateral naval exercise in the world, RIMPAC (Rim of the Pacific Exercise), scheduled for June 26 to August 1.

Karnal school alumni is Assam Rifles chief

Lt Gen RK Rana, an alumnus of the Sainik School, Kunjpura near Karnal has taken over as the Director General, Assam Rifles. He had represented the school in hockey, football and boxing and had been adjudged as the best all round student, before joining the National Defence Academy where he was adjudged the best shot in firing and best cadet in physical training, first in academics and the Best Army Cadet of his course. Commissioned into the Rajputana Rifles in June 1976, he has commanded an infantry battalion in counter insurgency operations, a mountain brigade in high altitude area, an infantry division on the China border and the Special Frontier Force under the Cabinet Secretariat. As head of the 179-year old Assam Rifles, he will be exercising administrative and operational control over its 46 battalions that are tasked to guard the Indo-Myanmar border and undertake internal security duties in the North-East.

The Rhino turns 73

The warriors from the north-east will observe their regiment’s 73rd anniversary this week. It was on June 15, 1941 that the Assam Regiment, which draws its troops exclusively from the seven sisters, was raised in Shillong by Lt Col Ross Howman to meet the claims of the then undivided state of Assam for its own fighting unit and to counter the threat of the Japanese invasion of India. With the rhino as its mascot, the regiment comprises 23 battalions that include 15 regular infantry units, three Rashtriya Rifles units, three Territorial Army units and two Arunachal Scouts units. The battalion was baptised by fire when was moved to Jessami and Kharasom in 1944 to delay the advance of the Japanese 31st Division. In its very first operation, the regiment won 71 gallantry awards.

FDI in defence

The government’s move to raise the cap on foreign direct investment (FDI) in the defence sector is being keenly watched by the industry that hopes to reap immense benefits for the expected changes in policy. Reacting to President Pranab Mukherjee’s address to Parliament on Tuesday, the Confederation of Indian Industry (CII) has estimated that the defence and aerospace sector has the potential of creating one million new jobs in the country and FDI would expedite this process. Stating that a meager 4.8 million dollar FDI under the 26 per cent cap has come to India ever since the defence sector was opened up for the private participation, CII said that the FDI in this sector would catalyze both the development and the influx of high-end technologies and efficiencies into the country. — Vijay Mohan

BJP leader shot at in Bulandshahr

Lucknow, June 11
A BJP leader was shot at by unidentified assailants at Gulawati in Bulandshahr district today. Seriously injured Puneet Garg was rushed to a hospital in Meerut. In protest against the attack, traders held demonstrations and blocked roads in Bulandshahr.

This was the third attack on BJP leaders in the state after Vijay Pandit in Noida and Omvir Singh in Muzaffarnagar during the last one week. Condemning the attack, state BJP vice-president Shiv Pratap Shukla demanded immediate arrest of the assailants. — TNS
