China: New visa pact with India soon
New Delhi, June 9 Addressing a press conference here, Chinese Foreign Minister Wang Yi expressed Beijing’s readiness to sign a Free Trade Agreement (FTA) with Delhi to further intensify economic links between the two countries. Wang, who is here as the Special Envoy of President Li Jinping, called on President Pranab Mukherjee and Prime Minister Narendra Modi. The Chinese leader said he had delivered a message to Modi from his President. Li has praised Modi’s leadership and sought ‘peaceful cooperation’ and inclusive development of the two countries. “Under your leadership, India will achieve greater development and progress. India and China are partners in long-term strategic cooperation. Therefore, let us work together to achieve peaceful cooperation and inclusive development for the benefit of our people and in the interest of peace, stability and
prosperity in Asia and in the world,” said Li in his message. The Chinese Foreign Minister confirmed that President Li would be visiting India later this year. The date of the visit was being worked out. He said Modi had spent a lot of time discussing with him the cultural links between the two countries. Modi, he said, was of the view that both countries must remember that they
were ancient civilizations and could together educate the world. Modi said there was a huge potential for greater cooperation between India and China for a strong and prosperous Asia. He also talked about joining hands in various areas such as counter-terrorism and promoting vigorous cultural exchanges. China was well aware of India’s concerns over increasing trade deficit between the two countries, said Yi. On its part, China said it was ready to import more from India. Both countries should create more favourable environment for promoting investments, it said. On boundary dispute, Wang said the two countries were committed to maintaining peace and tranquility along their border and ensuring that the dispute did not cast a
shadow on bilateral ties in other areas. Asked why China continued to issue stapled visas to Indian residents of Arunachal Pradesh, he said there were relatively big areas of dispute between the two countries in the eastern sector. ‘’As a special arrangement, we have resorted to the practice of issuing stapled visas…this is a gesture of goodwill. It does not compromise with our respective positions.” |

New Delhi, June 9 “We emphasise that the future of shared prosperity can only be built on the foundation of stability in the region, which requires sensitivity to security concerns and an end to export of terrorism to neighbours,’’ he said in his address to a joint session of Parliament. Observing that the Narendra Modi government had sent a “unique and bold signal” to the South Asian region by inviting leaders of SAARC countries to its swearing-in ceremony, Mukherjee said India was grateful to the leaders for accepting the invitation at such a short notice. “Their participation, as also the gracious presence of the Prime Minister of Mauritius, not only added to the sheen of the ceremony but also represented a celebration of democracy in the region and convergence of our shared hopes and aspirations,” he added. It would be the government’s endeavour to work with other South Asian countries to revitalise SAARC as an effective instrument for regional cooperation and as a united voice on global issues. The President said the government would engage energetically with other neighbours in the region, including China, with whom it would work to further develop strategic and cooperative partnership. The government would strive to make progress in the initiatives that were taken with Japan, especially in the field of building modern infrastructure in the country. Russia, he said, would remain a privileged and strategic partner and the government would build further momentum on the firm foundations of this relationship. Referring to ties with the USA, the President said the government would bring a renewed vigour to this engagement and intensify it in all areas, including trade, investment, science and technology, energy and education. “India also values its broad-based cooperation with Europe. The government will make concerted efforts to achieve progress in key areas with the European Union as well as its leading members,” he added. |

The Congress took exception to the fact that the BJP put into President’s address its “Ek Bharat Shreshtha Bharat” slogan implying India was not united before Modi came to power. The party also trashed the use of 5 Ts, 3 Ds and 3 Ss as jugglery of words. The only points Congress welcomed in the address include — 33 pc reservation for women in Parliament, implementation of Goods and Services Tax and nuclear capacity enhancement. “We, however, want to ask why the BJP is against a policy which the Apex Court also hailed as pro farmer,” Sharma asked. On other initiatives in the address – new IITs, 100 cities and infrastructure boost, the Congress said these are old initiatives. Won’t oppose any Bill in RS for the sake of it, says Azad
New Delhi, June 9 However, he clarified that the Congress won’t oppose any Bill or resolution for the sake of opposition. With the Congress appointing Azad as the leader of the party in the Rajya Sabha, Chairman Hamid Ansari today announced he is recognising the Congress MP as the Leader of the Opposition, a position the party may not get in the Lok Sabha unless the Speaker Sumitra Mahajan so decides. The Congress led-Opposition in the 245-member House which at present has 14 vacancies, can virtually stall any Bill or resolution of the Government. However, on assuming the new role, Azad told The Tribune that the party would not oppose for the sake of opposition. Having handled Parliamentary Affairs Ministry, Azad has cross-party contacts which can prove useful at many a juncture. The BJP-led NDA government knows it does not have the numerical strength in the bicameral Parliament to push through its agenda and the first test could be the move to replace the Ordinance promulgated on day one in office. The Modi government issued an ordinance last month clearing the way for Nripendra Misra to become the Principal Secretary to the Prime Minister, negating the Telecom Regulatory Authority of India Act that prohibited former Chairman to hold any post-retirement job with the Government. The current session of Parliament is scheduled to adjourn on June 11 after both the Houses debate on the Motion of Thanks to the President’s Address. JD-U’s 15 rebel MLAs field their own RS candidates
New Delhi, June 9 A one-to-one meeting between JD(U) president Sharad Yadav and Nitish Kumar at Patna yesterday to sort out ticklish issues had raised hopes among parties arraigned against the NDA government, especially after the former suspended a rebel MLA, Ravinder Rai. The 15 rebel MLAs, including Rai, are considered close to Yadav. Yadav’s move to suspend the MLA before his meeting with Kumar was seen as a move to placate the latter. During the campaign for the Lok Sabha election, Yadav, who lost from Madhepura, had alleged Kumar of indulging in caste politics as Chief Minister. He had, however, later dissociated from the statement. Significantly, the rebels not propping any candidate against Yadav, who also filed his nomination papers, brightened the prospects of him being returned to the Rajya Sabha unopposed. Their soft-approach towards him has set alarm bells ringing in non-BJP circles in the capital, especially on account of the BJP being indulgent with them. The developments in the JD (U) have shadow of Prime Minister Narendra Modi’s on them. According to many, Yadav was not in consonance with Kumar (the then Chief Minister) on the issue of JD (U) breaking away from the NDA after BJP declared Modi as its prime ministerial candidate. It could win only two seats in the LS elections. It had won 20 in the 2009 elections. Kumar resigned from the post of Chief Minister. The BJP led NDA is in minority in Rajya Sabha even though it is well placed in the lower House. On this count too, the non-BJP forces are apprehensive of the developments in the JD (U). 9 Ansari said Parliamentary Affairs Minister M Venkaiah Naidu had written to him on June 2 informing that Jaitley will the Leader of the House in Rajya Sabha. He said the letter regarding Azad being made the Leader of Congress came to him yesterday. Jaitley , a senior BJP member was earlier Leader of Opposition in the Rajya Sabha during UPA government, while Azad was the Union Health Minister in the previous UPA government. Both Jaitley and Azad lost elections from Amritsar in Punjab and Udhampur in Jammu and Kashmir respectively in this Lok Sabha polls but the tenure of their Rajya Sabha membership still remains. Jaitley had lost to Amarinder Singh of Congress while Azad lost the Lok Sabha polls to BJP's Jitendra Singh, who is now Minister of State in PMO. While Jaitley is a member of Rajya Sabha from Gujarat, Congress leader Azad is a member from Jammu and Kashmir. Cong writes to Speaker for Kharge as Leader of Oppn
New Delhi, June 9 The move comes amid indications that the government may be disinclined to oblige the Congress with the Leader of Opposition’s post and may cite the 1984 instance when there was no recognised Leader of Opposition in the Lower House. That was the time when former PM Rajeev Gandhi had led the Congress to an absolute majority in the Lok Sabha and the TDP, the single largest party after the Congress, had not been conceded the Opposition post as it did not have 55 MPs – a number, which according to some legal experts, is required for a party to be recognised as the Opposition by the Speaker. The Lok Sabha secretariat today submitted the legal aspects on the issue to the Speaker who may seek further clarification from the government’s law officers if necessary given two schools of thought on the matter — one which holds that she need not consider the 55 MP-mark (equivalent to one-tenth strength of the House which is the quorum) for a decision as the 55 MP requirement is not statutory and is part of Speaker’s Directions number 120 and 121 which predate the actual law on the subject titled the Salaries and Allowances of Leader of Oppositions Act 1977. The 1977 law defines the Leader of Opposition as the “leader of the single largest party in the Opposition to the government”. Another school of thought in the LS secretariat says the 1977 law can’t be read in isolation and must be read alongside Speaker’s Directions which mandate a party should have 55 MPs to be recognised as a political party in the House. The secretariat has submitted the legal pros and cons of both eventualities to the Speaker and the Speaker is studying the matter. The Congress for its part has argued that it fought the just-concluded Lok Sabha elections as a pre-poll UPA alliance which bagged 58 seats though the Congress alone has 44 MPs — below the 55 MPs-mark under discussion. Maneka’s ministry clears 1,350 kg office

9 The ministry headed by Maneka Gandhi disposed of a whopping 1,350 kg of waste files and paper. The going rate for waste paper disposal being Rs 10 a kg, the government is set to mint some money from the cleared stock. The ministry today said it had reclaimed significant office space by weeding out dead stock furniture and clearing unwanted files and papers. “Our officials were working over the weekend to weed out about 1,800 files and documents and 1,350 kg of waste paper. They have been handed over for suitable disposal,” the ministry headed by Maneka Gandhi said. It would be interesting to find out how much waste paper each ministry disposes by the end of the exercise. |

Green nod puts Project Seabird on fast track
New Delhi, June 9 Its first phase has been completed but the ambitious plan of having secluded base has been stuck over environmental concerns for more than a decade. It already has a Naval Armament Depot (NAD) for a facility for storage, preparation and maintenance of various types of armaments and explosives, this needs to be augmented. At Karwar the Navy also has limited capabilities for the Missile Technical Position (MTP) is a highly specialized technical facility for the storage, preparation, maintenance and upkeep of surface to surface (SSM) and surface to air (SAM) missiles. Fake encounter: Uttarakhand Police disappointed over verdict
Dehradun, June 9 Besides awarding the life-imprisonment, the court imposed a fine of Rs 50,000 each on seven cops — Santosh Kumar Jaiswal, GD Bhatt, Rajesh Bisht, Neeraj Kumar, Nitin Kumar Chauhan, Chander Mohan Singh Rawat and constable Ajit Singh — who were facing murder charges and found guilty by the court. The remaining 10 policemen, who were convicted for conspiracy to kidnap and kill Ranbir Singh, have been fined Rs 20,000 each. The court has directed the authorities to collect the money as compensation from the convicts and hand it over to the victim’s family. However, the family of the deceased expressed displeasure over the court judgement and said they would move high court against the verdict. Ranbir’s father has been demanding death penalty for the convicts since the trial began. Even the CBI demanded death penalty for seven of the convicts. The eighteenth policemen, Jaspal Singh Gosain, has been awarded two-year sentence for framing incorrect record with an intention to save a person from punishment under Section 218 of the
IPC. |
4 teams deployed to crack Vijay Pandit's murder: IGP
Lucknow, June 9 "Four teams of the local police station, crime branch, Special Task Force and SSP Bulandshahr have been deployed to work out the case," IGP (Law and Order) Amrendra Sengar told reporters here. Though no arrests had been effected so far, the case was expected to be worked out soon, said the IGP. "Several people are being called for questioning after which they are allowed to go," Sengar said. Protests in Noida and Dadri were held today for which adequate police were deployed, he said. "Both the agitational programmes passed off peacefully," the IGP
said. Pandit, husband of Dadri Nagar Panchayat chairperson Geeta, was shot dead by four persons in Dadri Saturday night. Furious over the murder, Pandit's supporters torched 16 vehicles and pelted stones at a police team. Police fired in the air to restore calm. Four persons were yesterday detained for questioning in connection with Pandit's murder. Uttar Pradesh Chief Minister Akhilesh Yadav had directed the authorities concerned to work out the case at the earliest. He had also said any person found guilty would not be spared.

India to have National Maritime Authority
New Delhi, June 9 President Pranab Mukherjee, while addressing a joint session of Parliament today, said: “Recognising the importance of coastal security, my government will set up a National Maritime Authority”. The announcement is significant as this will be an overarching body that will look at all angles of security, trade, commerce and offshore oil-rigs associated with the 7,516 km-long coastline. The Ministry of Defence-backed think-tank, the Institute of Defence Studies and Analyses (IDSA), in its policy brief to the new government on May 22, had suggested the setting up of a National Maritime Commission - something like what the President promised today. After the November 2008 Mumbai terror attacks, the Indian Navy had been mandated as the overall security provider while coordination with other ministries was lagging. The waters around India offer fish, minerals, gas and oil that need to be tapped for the benefit of the economy. Speaking of reforms in defence procurement, including increasing FDI and opening up the sector, the President said: “The government will encourage domestic industry, including private sector, to have a larger share in design and production of defence equipment. We will introduce policies to strengthen technology transfer, including through liberalised FDI in defence production”. At present, the FDI limit is 26 per cent with selective cases being allowed higher investment. Under the new regime, the Commerce Ministry has suggested three-graded FDI — 49 per cent, 76 per cent and up to 100 per cent FDI. The President hoped that the country would emerge as a global platform for defence manufacturing, including software. “(It) will strengthen our defence and spur industrial development as well as exports.” He promised a stronger defence preparedness plan by modernising armed forces and addressing the shortage of manpower on priority. Mukherjee, who was defence minister from May 2004 to October 2006 during the first term of the UPA, promised on behalf of the NDA regime, to set up a ‘Veterans Commission’ to address grievances of retired soldiers. “My government will do everything to repay the debt of our brave and selfless soldiers”, he said while adding that a National War Memorial to honour the gallantry of our soldiers will be built. Maoist belt to get more choppers
New Delhi, June 9 At a high-level meeting chaired by Home Minister Rajnath Singh, it was also decided to provide multi-skilled 2,000 personnel for carrying out development work in Chhattisgarh which has been worst-hit by Naxal violence. During the meeting, which was attended by Chhattisgarh Chief Minister Raman Singh and top Home Ministry officials, Union Home Secretary Anil Goswami gave a presentation during which he informed that four helicopters were being used for rescue operations or troops in conflict situations. The state government requested the Centre to use helicopters for troops’ deployment or sending reinforcement when an encounter is on, which was agreed to, official sources said. It was agreed in principle by the Home Ministry to increase the number of helicopters to six subject to approval by the Defence Ministry, they said. Facing shortage of contractors for carrying out development work in Naxal-hit areas, the Chief Minister sought the Centre’s help in providing nearly 2,000 multi-skilled personnel having technical knowledge. “Two technical battalions (about 2,000 men) comprising engineers have been sought for construction projects in Chhattisgarh,” Raman Singh told reporters here after the two-hour meeting. The Border Roads Organisation (BRO) had been involved in various projects in Chhattisgarh till 2010. However, it started withdrawing after the then UPA government decided to strengthen road network along India-China border for which BRO is the first choice.

Looking forward to Modi’s visit: US
New Delhi, June 9 The exact date for the meeting between the two leaders was being worked out, US Assistant secretary of State for South and Central Asia Nisha Biswal said here after holding talks with Indian officials on the entire gamut of bilateral relations, including Modi’s visit to Washington. Biswal, who is the first senior US dignitary to visit India after the installation of the new government in India, held substantive talks with Vikram Doraiswamy, Joint Secretary (Americas) in the External Affairs Ministry before calling on Foreign Secretary Sujatha Singh. The US is learnt to have proposed September 30 as the date for the Obama-Modi meeting, but India wants to club the bilateral meeting with Modi’s visit to the US for the United Nations general assembly around September 26. Biswal said Washington was committed to the Indo-US relationship. Her visit was an opportunity to hear the priorities and the opportunities that the new government was seeking in terms of its desire for this relationship. “The US is excited about the opportunity and the road ahead because we see the mandate with which this government has come in, with which Prime Minister Modi has come in and the hopes and the aspirations of the Indian people,” she added. Chavan: Will not interfere in Campa Cola case
Mumbai, June 9 "The government is unable to provide relief to the Campa Cola residents as the Supreme Court has refused to grant any relief to the residents who had moved the court against their eviction," Chavan told reporters here. The residents of the Campa Cola building, located in suburban Worli, face the threat of losing their homes after living there for years as the Supreme Court on Tuesday rejected their plea seeking a stay on the demolition of their flats till the court decides on their curative petition, which is to come up for hearing next month. The curative petition, quoting information received through RTI, says the Municipal Corporation of Greater Mumbai and the state had decided to regularise the illegal construction in 1985. — PTI |

Karwar (Karnataka), June 9 "Brahmos' representatives successfully conducted the installation test-firing of the cruise missile from the launcher in coordination with the Mumbai-based Mazagon Dockyard Ltd, which built the warship," a senior naval official told IANS here, about 500 km from Bangalore and 660 km from Mumbai. Though the lead ship in its class was launched in 2006, it has been undergoing sea trials for its commissioning into Indian Navy later this year. — IANS |
More Punjab students making it to NDA
Chandigarh, June 9 They were among the 41 cadets of the AFPI’s second batch that took the entrance examination. Last year, seven cadets from the AFPI had been selected for the NDA. Besides cadets from the AFPI, there are 10-12 students from the state who have also made it to the final merit list. The NDA admits 300 cadets for each course and cadets from the AFPI comprise nearly 8 per cent of the course strength. Besides AFPI cadets, 10-12 students from Punjab join the NDA course each semester, taking the total strength from Punjab to 33-35, making up to 12 per cent of the course strength. “This is the largest number of youth from Punjab that has joined the NDA in 20 years,” said Maj Gen BS Grewal (retd), AFPI director. “When I was a cadet at the NDA in 1968, youth from Punjab comprised nearly 30 per cent of the course strength. When I was posted there as the Deputy Commandant in 2009, the figure was down to 2 per cent. In one course, there were only six boys from Punjab,” he added. The AFPI, a Punjab government initiative, admits selected students after Class X for a two-year programme to train and orient them towards officer-like qualities. The institute is affiliated with a school to enable them to complete their Class XII, which is required for joining the NDA. A similar institute to impart training girls for getting a commission in the Armed Forces is being constructed. Once known as the sword arm of the nation for contributing the highest number of officers to the armed forces among all states, the share of Punjab had plummeted owing to various socio-economic factors. Even the intake from Punjab in other service institutions such as the Indian Military Academy has been abysmal. Mumbai, June 9 Patil, who made the statement in the state legislature, said those behind the posts would be arrested soon. After the controversial posts were forwarded by different social media, violence had broken out in different parts of Maharashtra. Mohsin Sadiq an employed with an IT company, was waylaid by the alleged members of the Hindu Rashtra Sena last week and was beaten to death in Pune. On Sunday, another Facebook post maligning Dr Babasaheb Ambedkar led to more violence in different parts of Maharashtra. Patil said the controversial posts have been traced to a single group of people. He, however, refused to identify the group. The Home Minister added that the police would act not only against those uploading such mischievous posts but even those ‘liking’ them. “Those who like objectionable content are actually supporting those creating mischief,” Patil said. The Home Minister pointed out that the government would also take action against the owner of the mobile or computer from which such posts are made. “The owner of the mobile or computer is responsible for it. He or she cannot say someone else misused it,” Patil said. |
Security beefed up at 59 major Indian airports
New Delhi, June 9 At least 29 persons, including 10 militants, were killed in the attack. "Over 23,000 Central Industrial Security Force (CISF) personnel, deployed at the 59 Indian airports, were informed to be more vigilant just after the terror attack on Jinnah airport," CISF spokesperson Hemendra Singh told IANS. "As there is enough deployment of security personnel at all these airports, we have no need to increase the force. But, all the officials deployed have been asked to keep a close watch on all movements of passengers and other people," he said. Officials have been asked to take quick action if they find anyone involved in suspicious activity, he said. Delhi's IGI Airport, whose inner security is covered by over 5,000 CISF personnel and outer security by Delhi Police officials, has been kept under tight vigil following the attack on the Pakistani airport, a police official said.

India condemns terror attack on Karachi airport
New Delhi, June 9 “If left unchecked, terrorism will continue to hinder efforts to promote national economic development, overcome poverty and provide people better quality of lives,’’ MEA spokesperson Syed Akbaruddin said. He said there could be no justification whatsoever for any act of terrorism. This scourge must be fought urgently and comprehensively, without making any exception. Airports across India have been put on an alert in the wake of the Karachi airport attack. |

Police identify group behind controversial Facebook posts
Mumbai, June 9 Patil, who made the statement in the state legislature, said those behind the posts would be arrested soon. After the controversial posts were forwarded by different social media, violence had broken out in different parts of Maharashtra. Mohsin Sadiq an employed with an IT company, was waylaid by the alleged members of the Hindu Rashtra Sena last week and was beaten to death in Pune. On Sunday, another Facebook post maligning Dr Babasaheb Ambedkar led to more violence in different parts of Maharashtra. Patil said the controversial posts have been traced to a single group of people. He, however, refused to identify the group. The Home Minister added that the police would act not only against those uploading such mischievous posts but even those ‘liking’ them. “Those who like objectionable content are actually supporting those creating mischief,” Patil said. The Home Minister pointed out that the government would also take action against the owner of the mobile or computer from which such posts are made. “The owner of the mobile or computer is responsible for it. He or she cannot say someone else misused it,” Patil said. |

GPS to track vehicles carrying PDS foodgrains
New Delhi, June 9 Also, SMS will be sent to the ration card holders attached to that fair price shop (FPS) about the arrival of ration commodities. The system is likely to be functional in four months. The Department of Food, Supplies and Consumer Affairs has started work on the setting up of a comprehensive web based, real time tracking system for effective implementation of the Public Distribution System. "The objective is to continuously track the movement of vehicles to ensure that the ration commodities are properly and timely delivered to the FPS and are not diverted to the open market," said SS Yadav, Food Supply and Weights and Measures Commissioner today. It will be implemented by the Delhi State Civil Supplies Corporation (DSCSC) Limited which is responsible for supplying foodgrains from the six Food Corporation of India (FCI) godowns in Delhi to about 2,500 Fair Price Shops (FPS) across the city, informed Yadav.
