Govt affects major reshuffle in Navy

Faced with an unprecedented situation of having seen two senior-most officers having quit the Indian Navy, the BJP-led NDA government has affected a major reshuffle in the Navy by posting new officers to head crucial commands.

Two vacancies had been created following resignations of Admiral DK Joshi in February and Vice-Admiral Sekhar Sinha in April.

As per the new orders approved by the Appointments Committee of Cabinet, Vice-Admiral Sunil Lanba will be Vice-Chief of the Navy, a post that was vacated after Admiral Robin Dhowan was elevated as Navy Chief. Vice-Admiral Lanba was last heading the Delhi-based National Defence College.

In this case, there are no hiccups. Lamba will succeed Admiral Dhowan as the next Navy Chief in May 2016 on the basis of his seniority.

When Admiral Dhowan was elevated, he superseded Western Naval Commander Vice-Admiral Sekhar Sinha, who then quit under protest. Vice-Admiral Anil Chopra, who heads the Eastern Command at Visakhapatnam, has been moved to Mumbai. Replacing him will be Vice-Admiral Satish Soni, who heads the Kochi-based Southern command. Vice Admiral SPS Cheema, presently posted at Delhi will replace Soni at Kochi.

Vice-Admiral Pradeep Kumar Chatterjee, will be the new Commander-in-Chief of the tri-services command at Andaman and Nicobar Islands. Vice-Admiral RK Pattanaik is the new Deputy Chief of Naval Staff replacing Chatterjee. Lastly, Vice-Admiral Girish Luthra will now be the new Deputy Chief (operations) in the Integrated Defence Staff headquarters in Delhi. This is a tri- services body.

Repeat good show in Assembly polls, Modi tells party leaders

In his first party-specific meeting after taking over as Prime Minister, Narendra Modi today discussed with BJP president Rajnath Singh and general secretaries ways to strengthen the party ahead of Assembly elections in four states of Haryana, Delhi, Maharashtra and Jharkhand.

Later, he again met Rajnath and Nitin Gadkari, a former party president, apparently to discuss changes in the party’s organisation after the government formation.

Sources said Modi asked senior leaders to be prepared for the Assembly polls in the four states, expected to take place later this year. Next year, Jammu and Kashmir and Bihar are due and the following year West Bengal, Tamil Nadu, Kerala, Assam and Puducherry.

Modi is believed to have asked leaders not to let the momentum and vigour recede in the wake of massive mandate the party received recently. He asked them to keep the cadres enthusiastic and involved and act as a bridge between them and the government.

“The coming Assembly polls will be the BJP’s first acid test after winning the General Elections and Modi wants 100 per cent results. He wants to ensure that the party does not become lax. That cadres are kept enthusiastic and the party vibrant,” they add.

Apparently, the RSS also wants the BJP organization to remain energetic and strong unlike in 1999 when all senior leaders shifted to the government and the party lost touch with masses. The RSS, too, has augmented its grassroot resources.

Nationwide the BJP received only 31 per cent votes. The fact that it still managed a whopping 282 Lok Sabha seats continues to puzzle poll analysts. As far Haryana is concerned the BJP got 34.7 per cent votes, with the INLD and the Congress close behind at 22.4 per cent and 22.9 per cent votes, respectively.

Those present in the meeting at his residence were general secretaries Amit Shah, Ananth Kumar, Dharmendra Pradhan, Varun Gandhi, Rajiv Pratap Rudy, Thawarchand Gehlot, JP Nadda, Tapir Gao and Murlidhar Rao, and general secretary (organisation) Ram Lal.

The sources added the BJP Parliamentary Board may meet early next month to take a call on urgent organization-related matters.

Storm kills 45 in east, north India

New Delhi, May 31
At least 45 persons were killed in North and Eastern parts of the country due to massive storm and lightning, while accompanying rains brought down mercury in many places reeling under heat wave.

At least 14 people were killed in Delhi and the NCR region and over two dozen injured in incidents of falling trees, collapse of walls and electrocution.

The national capital witnessed pleasant morning as minimum temperature was recorded at 25 degree Celsius, three notches below the normal level, a day after the massive thunder storm.

According to the Met department, the maximum temperature was 42.8 deg C, 2 notches above normal.

A massive thunder storm hit the national capital and several other states last evening and early this morning.

In Uttar Pradesh, at least 14 persons were killed due to thunderstorm which hit several parts of the state last evening. In Jharkhand, seven persons were killed in a storm that raged across the state early this morning uprooting electricity poles and hundreds of trees.

In West Bengal, 10 persons were killed and 28 others injured in lightning strike in three districts which experienced widespread pre-monsoon showers this morning, officials said. While five people died in Murshidabad district, three persons were killed in Purulia district and two others died in Burdwan district. — PTI

Power supply restored in storm-hit areas

Power Minister Piyush Goyal on Saturday reviewed measures to restore electricity supply in storm-hit Northern India. By the evening, the supply has been restored in many areas of the region. A statement issued by the Power Ministry said of the 68 lines of the Northern Grid that tripped due to the storm causing load interruptions, 49 lines had been fixed and the supply has been gradually restored in all affected states. — TNS

Chief Minister Harish Rawat has ordered reconstruction of the damaged infrastructure in the Kedarnath area with special emphasis on the security of pilgrims and locals. He took the decision after a visit to the Kedarnath temple yesterday.

Addressing mediapersons here today, Rawat announced that in the first phase of reconstruction, outer protection walls would be constructed near the Chorabari glacier and the Mandakini and Sarswati rivers flowing on both sides of the Kedarnath area.

He added an inner protection wall would be constructed behind the Kedarnath temple for immediate safety of the temple complex in case of flashflood in the future.

Rawat said though the Geological Survey of India (GSI) had given its report after the last year’s floods that resulted in more than 5,000 deaths, two fresh reports would be sought from GSI experts.

Maharashtra's Deputy Chief Minister Ajit Pawar is under fire after an inquiry into the troubled Maharashtra State Co-operative (MSC) Bank found him guilty of mismanaging the institution during his tenure as director.

A probe into the functioning of MSC Bank by State Co-operative Commissioner Dinesh Oulkar revealed that Pawar and other directors had forced the management to lend as much as Rs 1,600 crore to dubious borrowers between 2007-08, 2008-09 and 2010-11. As a result, the bank's net worth turned negative to the tune of Rs 140 in 2011. Subsequently, the RBI dissolved the bank's board.

Obama sending key aide to India this week

Nisha Biswal, US Assistant Secretary and President Barack Obama’s points-person for South and Central Asia, will visit India from June 6 to establish contact with the Narendra Modi government.

During her four-day visit, she will meet top representatives of the Modi government as well as key officials to discuss a range of bilateral issues as well as global matters, particularly the situation in Afghanistan.

“This will be the first visit to India by a senior State Department official since India’s national elections this spring,” the US State Department said. Ahead of Biswal’s visit, the US has appointed Ambassador Kathleen Stephens as its Chargé d’affaires in India to replace retiring Ambassador Nancy Powell. Stephens will remain in the position until a new ambassador is nominated and confirmed by the US Senate.

Biswal’s visit to New Delhi was announced by the Obama Administration just two days after Secretary of State John Kerry telephoned Sushma Swaraj to congratulate her on taking over as India’s external Affairs Minister.

Ever since the Modi government has assumed office in New Delhi, Washington has been trying to reach out to New Delhi. Obama had also called Modi to congratulate him and invited him to visit Washington.

During Biswal’s visit to India, the two sides are likely to finalise the dates for the India-US strategic dialogue to be held in Washington. Biswal is of Indian origin.

A Delhi court today reserved its order for July 2 on whether the charge of criminal intimidation be added against Congress leader Jagdish Tytler in a defamation case filed against him by senior advocate HS Phollka.

Additional Chief Metropolitan Magistrate (ACMM) Gaurav Rao in Patiala House Court today reserved his order after hearing the counsels of HS Phoolka and Jagdish Tytler.

HS Phoolka has filed a case against Jagdish Tytler for allegedly making a derogatory remark about him in a TV programme aired on a private news channel on September 7, 2004.

Phoolka’s counsel argued that the accused in a TV interview in 2004 allegedly threatened and defamed him (Phoolka) saying that “he earned money dishonestly from others”. Phoolka also argued that he fought the case of 1984 riot victims as a lawyer.

During the proceedings, the court wanted to know whether Phoolka wants an out-of-court settlement or public apology, but the advocate ruled it out, saying serious allegations were levelled against him by Tytler.

Social engineering aids HP self-help groups

The social engineering in Himachal Pradesh has helped the self-help groups (SHG) in the state perform much better than similar groups in Haryana. The SHGs in Himachal Pradesh are not just saving linked, but also credit linked.

These are the findings of a study on Implementation and Impact of Microfinance through SHGs in Himachal Pradesh and Haryana, which were presented to delegates during a workshop on Emerging Issues in Microfinance and Financial Inclusion. The workshop was conducted at Centre for Research in Rural and Industrial Development (CRRID) here today.

Dr SS Sangwan, Professor SBI Chair at CRRID, told the delegates that inclusive growth would be possible only with financial inclusion. Banks had a role to play in ensuring credit linkage of SHGs, he said.

“Banks should monitor not just the savings of SHGs, but also ensure that these loans do not turn into bad loans,” he said.

During the workshop, another study on the implementation and impact of financial inclusion in two villages - Dhanaula and Nanowal of Khumano Tehsil, was also presented. This study showed that most of the accounts opened of members of SHGs remained inoperative.

Kamal Nath is pro tem Speaker

Former Parliamentary Affairs Minister and senior Congress leader Kamal Nath has been appointed as the pro tem Speaker in the new Lok Sabha.

A notification issued by the Lok Sabha Secretariat said President Pranab Mukherjee had appointed him to perform the duties of the Speaker. The Narendra Modi government had recently conveyed its recommendation to Mukherjee to appoint Nath, who is the senior most member of the Lower House, as pro tem Speaker. — PTI

HRD Minister Smriti Irani today urged the Delhi University Vice-Chancellor to reinstate five members of the varsity’s non-teaching staff suspended on Thursday for leaking her BA admit card of the School of Correspondence.

Tweeting today about the row, Irani said she was prepared to face any scrutiny as she now had a public life. “In public life, one should be open to scrutiny and criticism. So am I. Since DU is an autonomous institution, I have put forth my appeal to the V-C to reinstate the officials,” she wrote after Congress leader Digvijay Singh questioned the move. — TNS

The Maharashtra Government has reinstated two top officials who were involved in the Adarsh Housing scam.

Mumbai’s former Municipal Commissioner Jairaj Phatak and Mumbai’s former collector Pradeep Vyas, who cleared increases in the height of the building and allotted land meant for a bus depot for the structure, have been given postings, said a release issued by the state government. — TNS
