Major chunk of ministers from UP
Lucknow, May 26 In all, nine ministers led by Prime Minister Narendra Modi, who represents Varanasi, took charge in Delhi today. They included four Cabinet ministers, two ministers with independent charge and two ministers of state. If the sequence of ministers taking oath of office is any indication, party national president and Lucknow MP Rajnath Singh seems to be next in line to Modi. The other Cabinet ministers who represent UP in Modi’s government are Deoria MP Kalraj Mishra, Pilibhit MP Maneka Gandhi and Jhansi MP Uma Bharti. Another senior BJP leader and Kanpur MP Murli Manohar Joshi, however, could not make the cut. Former Army Chief and first-time MP from Ghaziabad VK Singh has been inducted as minister with independent charge. Singh defeated Congress’ Raj Babbar by 5.67 lakh votes. Bareilly MP Santosh Gangwar, senior party leader who was part of the Atal Behari Vajpayee government, returns to the NDA government. The two ministers of state are: Ghazipur MP Manoj Singh, a Bhimihar leader considered close to the BJP president; and Muzaffarnagar MP Dr Sanjeev Kumar Balyan, a Jat leader from the area that saw communal violence last year. The head of BJP’s alliance partner Apna Dal, Anupriya Patel, who was rumoured to be given a berth has not been accommodated. Sultanpur MP and BJP’s youth icon Varun Gandhi was also missing from the list of ministers. Rajya Sabha MP Smriti Irani who recently hit the headlines for giving Congress vice-president Rahul Gandhi a tough fight has also been rewarded with a Cabinet berth. Purvanchal region that till now had been BJP’s weakest region now gets three ministers, including Varanasi MP Modi, Deoria MP Kalraj Mishra and Ghazipur MP Manoj
Sinha.

His journey from Vadnagar to PM’s office
New Delhi, May 26 For a person, who wears with pride his humble origins, Modi became the first person born in independent India to power his way to the most commanding office on the Raisina Hill, charting en route unprecedented success for the BJP that rose like the proverbial phoenix from just two seats in 1984 Lok Sabha elections to 282, three decades later. In the process, the bearded and bespectacled leader, achieved the unique distinction of being the first Prime Minister of a non-Congress party to form a government on its own majority, breaking a 25-year-old cycle of fractured mandates in parliamentary elections. Narendra Modi, third child born to Damodardas and Hirabehn on September 17 1950, grew up in a single-storey 40 x 12 square feet house in Vadnagar in Mehsana district of Gujarat and arrived tonight at a 12-acres sprawling 7, Race Course complex, the official residence of the Prime Minister located in elite Lutyens Delhi. Hours before he was sworn-in as Prime Minister, Modi paid homage at the samadhi of Mahatma Gandhi, while he never hid his spiritual leaning towards Swami Vivekananda, whose mission to awake India, is a path as an RSS pracharak he promised to tread.
After initial days of struggle, straddling between school and assisting the family-owned tea stall to make both ends meet, Narendra Modi left home at the age of 17 to travel across the country and worked as a pracharak based in Ahmedabad. He also worked underground during the 1975-1977 days of emergency. Having acquired reputation for his organisational abilities, in 1987 he was drafted for party work as the general secretary in Gujarat, a phase that turned his career towards politics and saw the party emerge victorious in 1995. Later, Modi worked in Himachal Pradesh and Haryana that contributed significantly in the BJP-led alliance victory in the 1998 parliamentary elections. Although Modi was directed to keep out of Gujarat owing to factional problems, he eventually returned to the state in 2001 as the CM and continued in office till last week winning successive elections. Modi modelled his government as one that worked for development and put the state as a preferred destination for investment. He successfully conceptualised the idea could be replicated across the country, which eventually became his campaign mantra. Having mastered the art of oration, Modi worked his way establishing a connect with the electorate through excellent communication skills honed by experience and carried forward through modern technology, a system he promises to maintain to stay in touch with the people. For a person who acquired a serious, businesslike style of work, Narendra Modi wields the pen not just to underline his authority but also to write poetry after starting his day with yoga.

Modi and Obama: Leaders with much in common
Washington, May 26 Modi, 63, who was sworn in as India's 15th Prime Minister, used modern technology and social media tools to change the face of election campaigning like Obama. The two are also the most popular politicians on the social media. It is during this election campaign that Modi outnumbered other global politicians to be the most liked politician in the world after Obama. Modi is also fast catching up with Obama on Twitter. Modi started his day by visiting Rajghat and it is a well-known fact that Obama is an avid follower of Mahatama Gandhi. A few people know that there is a picture of Obama and a Gandhi bust in the Oval Office of the White House. Like 52-year-old Obama, Modi too is a great advocate of climate change and adopting technologies that address the dangers posed by the global menace to the world. As the Gujarat Chief Minister, Modi pioneered India's first incentives for large-scale solar power in 2009. While Obama has been emphasising on building infrastructure of the country - from road, bridges and ports to airports - Modi too has promised to his nation that this would be the top priority of his government. Like Obama, he too has promised to bring in an era of transparency and accountability of the top executive office of the country. As part of this, Obama has made massive use of internet and IT technology to put on the World Wide Web real time data of government expenditure and projects. During his election campaign, Modi had promised to use IT and internet not only to bring in transparency in his governance, but he said he believes that this would help in addressing the issue of corruption in a big way. After receiving a historic victory on May 16, Modi has indicated restructuring the government and making it lean and thin. After becoming the US President in January of 2008, Obama has worked hard to restructure the US Government, which also includes reducing the work force in many cases. Obama has stressed on the importance of diplomats donning on the role of being CEOs to sell the country's products worldwide and bring in foreign direct investment. During his election campaign, Modi has emphasised on the important role that a diplomat can play in achieving the economic goals of the country. During his campaign, Modi spoke about the importance of tourism in enhancing the country's economy. — PTI Similar approach * The two are the most popular politicians on the social media * Modi is also fast catching up with Obama on Twitter * Both are avid followers of Mahatama Gandhi * Like, Modi is also a great advocate of climate change * Like Obama, Modi has also promised to bring in an era of transparency and accountability * Modi has indicated restructuring the government and making it lean and thin |

HP BJP workers disappointed
Shimla, May 26 Euphoric over the elevation of Narendra Modi as prime minister, the BJP leaders and cadres were confident that Himachal would get due representation at the Centre with the induction of former Chief Minister Shanta Kumar and Bharatiya Janta Yuva Morcha's president Anurag Thakur, as their names were making rounds. BJP leaders are putting up a brave face and hoping that the state would get representation whenever the ministry is expanded. They are also pinning hops on the elevation of party general secretary JP Nadda as BJP national president. "It would be a great moment for the state when Jagat Prakash Nadda, who hails from Bilaspur in Himachal, would become national president of the party. It would be for the first time in the history that a person from Himachal would be president of the BJP which is ruling party at the centre with clear majority in Lok Sabha," said state BJP chief Satpal Singh Satti, who called upon the workers to celebrate the swearing-in ceremony of Modi as festival.

She is the lone Muslim face in Modi Cabinet
New Delhi, May 26 Once a prominent Congress member in the Rajya Sabha, she left the party in 2004 due to a strain in relationship with top party leaders for her close association with the Atal Bihari Vajpayee-headed NDA government and joined the BJP. Heptullah, who was re-elected to the Upper House five times between 1986 and 2012, was elected to a one-year term as the deputy chairman of the Rajya Sabha in 1985, and she again served in that post from late 1988 to mid-2004. Rising quickly in the BJP leadership, she was fielded by the party as a candidate for the post of vice-president against the UPA nominee, Hamid Ansari. She, however, lost the election. When Nitin Gadkari became the president of the BJP in 2010, she was appointed as one of the 13 vice-presidents of the party. She had almost lost prominence in the BJP when Rajnath Singh became the new chief of the party. Heptullah was dropped from the post of BJP vice-president and was made a member of the party's national executive. An eminent writer, Heptullah has published several research papers in foreign and Indian journals and also contributed to many Indian and foreign magazines on issues relating to women and social development. Heptullah (74) has also worked as a member of the Advisory Committee and Editorial Board of 'The Indian Journal of Zoology' and 'Journal of Anatomy'. Born in Bhopal, she is married and has three daughters. She holds both a MSc degree in zoology and a Ph.D in cardiac anatomy from the University of Denver. Maneka, the only Gandhi family member in govt Animal rights activist Maneka Gandhi made a comeback to the Union Cabinet as the only member of the Gandhi family in the BJP-led government. The seven-time MP and younger daughter-in-law of former Prime Minister Indira Gandhi, Maneka Sanjay Gandhi was also in the council of ministers during the previous NDA government under Atal Bihari Vajpayee as the first Animal Welfare Minister of the country. In just-concluded Lok Sabha election, Maneka won from the Pilibhit constituency by a margin of over 3 lakh votes. — PTI |

New Delhi, May 26 A section of the protesters also set the Sri Lankan national flag on fire, besides burning the portraits of Rajapaksa on Parliament Street here. Addressing his supporters, Vaiko, whose MDMK is part of the NDA, said the presence of Rajapaksa would "pollute the sanctity" of Modi's swearing-in ceremony. He also alleged that the Lankan President had committed genocide against the Tamils in the island nation. — PTI |

151 fishermen handed over by Pak at Wagah border
Attari, May 26 They crossed over to India through the Attari-Wagah land route. They were released as a goodwill gesture by the Pakistan Government on the orders of Pakistan Prime Minister Nawaz Sharif, who attended Modi's swearing-in ceremony. Of the 151 fishermen, 59 were released from Karahi Malir Jail and the remaining from prisons in Hyderabad, Sindh. They were brought to Wagah on buses and then handed over to the BSF personnel at the Wagah joint checkpost. Usmail, a resident of Gujarat, who served an 18-month sentence in Karachi, said at least 30 fishermen were in poor in the jail while around five fishermen had died in recent past due to ill health. He said there were at least 229 fishermen languishing in Pak jails and 780 boats lying with Pak authorities. Jadesh, another fisherman opined that the country has ushered in a new era with Narendra Modi, former CM Gujarat had been elected as Prime Minister. He said as the Gurjarat has emerged on the world map the whole country would witness huge development in the coming future. He hoped that in future both countries would take lenient view of the fishermen who unknowingly entered in the water territory of the neighbouring country. Answering media queries, Dheeru, a native of Gujarat who was arrested by the Pakistani Navy around nine months ago, said people there do talk about Narendra Modi. He said the Indian government should also respond in a positive way and release fishermen languishing in the jails here as a goodwill gesture. This is for the first time that the Pakistan government has decided to release the fishing boats. Fifty-seven boats would be released from Pakistan and modalities for this are being made in consultation with the Indian authorities.

Airhostess suicide case
New Delhi, May 26 The court had reserved its order on the pleas on May 16 after Additional Dealing with the plea of Kanda that media reporting in the trial be halted as reports are “prejudicial” in nature, a bench of Justice V P Vaish said that “fair reporting” of court proceedings cannot be stalled. It, however, restrained the media from publishing contents related to charges which have been dropped by the High Court. The lower court had on October 14 last year dismissed the bail plea of Kanda and, later, on March 4 this year, granted him bail after noting that co-accused Chadha had been released on bail by the high court. Kanda and Chadha are facing trial for abetting the suicide of 23-year-old Geetika who was earlier employed as an air hostess in Kanda’s MDLR airlines. Earlier, the court had asked Kanda and Delhi Police to file their replies to the bail cancellation plea. The plea had alleged that being an “influential” politician, Kanda may tamper with evidence and influence the witnesses in the trial. — PTI |

After poll loss, M’rashtra gets aggressive on quotas
Mumbai, May 26 The decision to speed up reservations for these two communities comes after the debacle suffered by the Congress-NCP in the Lok Sabha elections. “The government is keen on implementing the Narayan Rane committee report which recommends 20 per cent reservation for Marathas in education and jobs in the state,” a state government official said. Though the decision was to be announced on the eve of the Lok Sabha elections, objections by certain leaders like PWD Minister Chhagan Bhujbal forced the government to put these measures on cold storage. Following the delay, representatives of Muslim organisations have also demanded quotas be announced for members of the community as well. Sources say the government may earmark around 3 to four per cent quota in education and jobs for the Muslims in addition to 20 per cent for the Marathas. But the Prithiviraj Chavan government will have to ensure that existing quotas for Scheduled Castes, Scheduled Tribes and Other Backward Castes are not disturbed. Officials at the Mantralaya, the state secretariat, say the state government has already sought the advice of the legal department on implementing the quotas. While the Marathas account for 35 per cent of Maharashtra’s population, the Muslims number 16 per cent. Earlier attempts to extend quotas to the Marathas have been rebuffed. Even the Mandal Commission report noted that the community should not be classified as backward. Though traditional rivals of the Marathas, other OBCs and some Dalit groups are backing the community’s demand for being made eligible for reservations. OBC leaders such as BJP’s Gopinath Munde and NCP’s Chhagan Bhujbal have said they are okay with reservations being extended to the Marathas as long as the share of the backward caste groups are not eroded.

Plea in SC challenges Telangana formation
New Delhi, May 26 Advocate G Venkatesh Rao, appearing for the committee, sought urgent hearing of the PIL citing media reports that said a “war room” is being created to drive out persons, who do not hail from Telangana, from Hyderabad. “Let it be tagged with other similar petitions,” the Bench said. A political decision has been implemented days before the tenure of the 15th Lok Sabha came to an end with an aim to get “political and electoral gains”, the plea said. It said the APR Act was passed by both Houses of Parliament “unconstitutionally and undemocratically”, at the behest of the ruling Congress at the Centre, by mala fide political maneuvers and therefore by no stretch of imagination can it be considered the ‘will’ of the people of the undivided State of Andhra Pradesh,” it said. The PIL has made Ministry of Home Affairs, UPA chairperson Sonia Gandhi, Secretary Generals of Lok Sabha and Rajya Sabha and Cabinet Secretary as parties. It alleged the ruling dispensation ignored the decision of the Andhra Pradesh Assembly and the “in-depth analysis and weighty recommendations of the ‘Justice Srikrishna Committee Report – 2010”. “The Bill was introduced at the behest of a political party called Telangana Rashtra Samiti whose representation in the Andhra Pradesh Assembly was only 10 members (MLAs) in an Assembly having a strength of 294 members, thereby having only 3.99% of the vote share in the total votes polled in the 2009 Assembly elections. “Even in the 2009 General Election, the TRS had won two seats out of the 42 MPs elected,” it said. — PTI

Congress set to stake claim to Leader of Oppn post in LS New Delhi, May 26 The claim is critical as LOP sits on the selection panel of several top authorities, including the Lokpal, National Human Rights Commission chairperson and members, Chief Vigilance Commissioner among others. The law is on the Congress' side on the issue, though the confusion arose because a law titled Leaders of Recognised Parties, Chief Whips Facilities Act 1998 states that for the Speaker to recognise an outfit as a political party in the Lok Sabha, the said party should have numbers equal to 10 per cent strength of the House (quorum) which is 55. This Act, however, is not the governing Act for Leaders of Opposition in the Houses. Speaking to The Tribune today, former Lok Sabha Secretary General PDT Achary said, "The parent Act for LOPs is the Salary and Allowances of LOPs Act, 1977, which clearly defines the LOP as leader of the single largest party in opposition to the Government and recognised as such by the Speaker. The 55 seat norm is not even there in the principal Act governing LOPs. It is part of the 1998 Act which is irrelevant to the discussion at hand. Even in the 1998 Act, the purpose of 55 seat requirement is limited. The Speaker follows it to recognise political outfits as parties in order to grant them facilities like office rooms, etc. Outfits that don't fulfill the condition become groups.” Congress strategists' preliminary consultations with constitutional experts has revealed that its position on the LOP issue is not challengeable on law. All it has to do now it - write a letter to the Speaker of the 16th Lok Sabha (as and when he/she assumes charge) and present their claim on LOP post. "The Speaker will pass what's called a speaking order recognising the opposition party in Lok Sabha and its leader as the Leader of Opposition. No group can stake this claim; only the party with single largest numbers to the ruling party can," said former law secretary and former LS secretary general TK Vishwanathan. With the law on its side, Congress leaders are now urging party president Sonia Gandhi to assume the LOP's role. Party urges Sonia to be Leader of Opposition *

Attack on Herat Mission New Delhi, May 26 Officials said Director General Goswami and his officers, drawn from the operations and intelligence wings, will tour the Indian Embassy in Kabul and its four Consulates in Jalalabad, Mazar-e-Sharif, Kandahar and Herat and they are expected to meet the Indian Ambassador and local Afghan police and administrative authorities. “The team will take stock of security arrangements at all Indian missions, which include the Kabul Embassy and other Consulates which are under the security cover of the Indo-Tibetan Border Police in Afghanistan,” official sources said. The team will prepare an assessment report after their return from the country, they said. ITBP troops had repulsed an audacious attack on the Consulate in Herat on May 23 when four heavily armed terrorists tried to breach the security of the mission. The force had in April bolstered the security of not only the Herat mission but also other Consulates and the Embassy in Kabul by deploying a fresh squad of 79 commandos who were distributed equally amongst all the five locations. The touring team will also look into the requirements of additional logistical and operational gadgets of the paramilitary troops deployed at these installations. The force has beefed up security at all these locations and a high alert has been sounded in the wake of the latest incident. — PTI |
