Ad agency executive shot in Rani Bagh

A 55-year-old advertising agency executive was shot dead allegedly by two motorcycle-borne assailants at a market in northwest Delhi's Rani Bagh locality in broad daylight today. The motive behind the attack is yet to be established, the police said today.

Creating a faster response time to distress calls, the Delhi Police have implemented a system which ensures that as soon as a person dials 100, the information is simultaneously relayed to the local police station and the nearest Police Control Room vehicle.

Before this system was implemented, the Police Control Room (PCR) vehicle would reach the site of the incident, give a "halath (situation) report" to the Central Police Control Room (CPCR) through a wireless set and then inform the district control room, according to police sources.

The district control room would in turn inform the local police station about the incident. This process would take about 20 minutes.

The PCR vehicle was not supposed to leave until the local police reached the site. This meant that the vehicle would wait there and not be able to attend to the next distress call.

With the implementation of the new system, "100 number expansion till police station", this delay would not happen as the local police may even reach the site of the incident before the nearest PCR vehicle.

The new system has been implemented in the police stations of seven districts--East, South East, West, Central, North, North West and New Delhi--out of the 11 districts. There are about 100 police stations in these districts. "The system would also be implemented in the remaining four districts," said the sources.

Under the new system, when a person dials 100, the call is received by an operator at the CPCR, the information given by the person in distress, including the place of occurrence, is typed by the operator online and sent to the local police station as well as the district control room.

The operator at the police station, under whose jurisdiction the incident has taken place, informs the "emergency officer" and the beat officer. The information is received at the police station through a console which is connected to the CPCR. The dispatcher, meanwhile, relays the information to the nearest PCR vehicle over the wireless set, after seeing its location on the GPS.

"From twenty minutes, the response time of the local police will come down to a few minutes with the help of this system," said the sources.

The new system also provides greater accountability. After the local police arrive at the site of the incident, they will have to type a report on their console. "Since the console is connected to the CPCR, if the required details on the incident are not filled in, the main console at the CPCR will show that the distress call is 'pending'," said the sources.

FYUP rollback may stall permanent recruitment move

With feelers from the Human Resource Development Ministry that the Narendra Modi-led BJP Centre is considering reversing the Delhi University's Four-Year Undergraduate Programme (FYUP), a section of teachers today expressed concern that the probable move would stall the ongoing permanent recruitment process.

They argue that the scrapping the FYUP would result with recalculation of workload and this may consequently lead to the permanent appointments, which have been already been started by as many as six colleges among the total nearly 29 DU colleges that have invited applications, be pushed for indefinite time.

These teachers, under the banner SC/ST/OBC/PH/Gen ad hoc teachers for recruitment, condemned Left-led DUTA for seeking HRD Ministry's intervention in the matter while calling the opposition against FYUP "anti-teachers" stand.

"The intervention of the ministry in terms of rollback of the FYUP will affect the career prospects of nearly 4,500 ad hoc/temporary teachers. Under the FYUP, foundation courses have been introduced and their removal in switching back to three year system would change in scenario. The FYUP is the need of the time at a time when developed nations have such a four-year system," said convenor of the group Deepak Lal Kujur, who is an assistant professor of political science in Dayal Singh College.

Accusing DUTA president Nandita Narayan of keeping the autonomy of the university "hostage" to the HRD Ministry and "sabotaging" the appointment process, he pointed, "Ever since the appointment process began, the DTF-led DUTA has constantly been taking anti-teacher stance by extending their overt support to all the regressive moves to counter the regularisation of the ad-hoc teachers. It met the HRD Minister and solicited her interference which will only infringe upon the autonomy of the university, resulting with delaying the appointment process for indefinite time."

Adding that currently several colleges have already completing screening process while colleges like Kalindi, Ramanujan, Venkkateswara, Kirori Mal, Maitreyi, Delhi College of Arts and Commerce have already completed nearly 90 regular appointments of teachers, he stressed, "We are fighting for the cause of ad-hoc teachers and any attempt to delay will incite strong opposition from us."

Noting that 4,500 teaching positions, which were duly sanctioned by the government under the OBC expansion plan, have been vacant in DU colleges, teachers running a Facebook account Delhi University Ad-Hoc Teachers asserted, "Owing to uncertainty these qualified and experienced teachers are prevented from delivering their best. This in the long run will affect both the quality of teaching and research in the university."

Crackdown on gas agencies for illegal sale of cylinders

The Department of Food Supplies and Consumer Affairs today came down heavily on unauthorized sale of LPG cylinders, unauthorized filling of the cylinders and sale of illegal non-standardized small sized cylinders across the city.

The department had received information that a number of gas agencies in the city are engaged in the business of illegal filling of LPG from the bigger cylinders into the non-standardized small cylinders and selling such cylinders illegally.

Constituting 53 teams headed by assistant commissioners and Food and Supplies officers, the department conducted raids for detection of violators.

A total of 162 premises have been inspected, of which in 34 premises, illegal filling of LPG from big to small cylinders was detected. The officials seized 315 LPG cylinders from these premises and 34 FIRs under the Essential Commodities Act, 1955, were lodged against the violators and one such place was sealed.

"If convicted, violators may face imprisonment up to seven years," said the official.

Main areas where raids were conducted and violations were found are Kishanganj, Sadar Bazar, Regarpura, Mahipalpur, Kapashera, Dabri, Uttam Nagar, Dakshinpuri, Govindpuri, Rahgubir Nagar, Khyala, Mayapuri, Nangloi, Kotla Mubarakpur, Sarojini Nagar, Azadpur, Wazirpur, Shakur Basti, Burari, Shahbad Daultatpur, Rithala, Sultanpur, Padam Singh Road and Jwala Nagar.

Ad agency executive shot in Rani Bagh

A 55-year-old advertising agency executive was shot dead allegedly by two motorcycle-borne assailants at a market in northwest Delhi's Rani Bagh locality in broad daylight today. The motive behind the attack is yet to be established, the police said today.

The deceased has been identified as Om Prakash who worked as a marketing executive with a private company at north Delhi's Pitampura area. The police said that the incident took place when he was on way to a bank at Rani Bank at around 1 pm.

"Om Prakash was travelling in an autorickshaw and going to the bank to submit some cheques," said a police officer. He had just got off the autorickshaw at Fauwara Chowk when two men on a motorcycle opened fire.

Prakash sustained two gunshot wounds in his chest and fell to the ground. "He was rushed to a nearby hospital by the autorickshaw driver, but was declared dead," the officer added.

The attackers managed to flee without being confronted. It is also alleged that they opened fire in the air while leaving the spot. A case of murder has been registered at the Netaji Subhash Place police station.

Investigating officers have ruled out robbery as a motive behind the incident as the attackers did not try to snatch the bag that Prakash was carrying. His wallet and mobile phone have also been recovered. The police have questioned Prakash's family. "The attackers are yet to be identified," the officer added.

Prakash's body was handed over to his family after postmortem at Baba Saheb Ambedkar Hospital. He is survived by his wife and two children.

"Our environment is precious and we must all contribute towards conserving it. We owe it to our future generations and must do what we can to contribute to a greener tomorrow," Jung said.

The Chief Secretary and other officials of the Delhi government along with around 100 children and teachers from six schools in the area participated in the plantation activity.

A total of 250 saplings of different species were planted in Garhi Mandu including fruit-bearing trees, which may attract large number of birds, which are visiting every year as passage migrants like Greylag Goose, Northern Pintail, Ruddy Shelduck, Rosy starling, Golden Oriole and it is expected that over 5 lakh trees will be planted in the year to come, said a statement issued by the LG House.

DMRC to maintain green cover in Phase 3

All the upcoming Metro stations under the Phase III of the Delhi Metro expansion will be designed and constructed as "green buildings" with specific provisions for the conservation of energy as well as better carbon dioxide saving, water saving and waste management arrangements.

"To reduce the effect of heat island, which contributes to the increasing temperature of the microclimate of the building and reduced energy efficiency of a building, the roofs of the stations will be either finished with high reflective materials or landscaped with vegetation," said DMRC official.

AAP decries ‘faulty’ Gujarat model

The AAP today questioned the timing of the reported decision of LG Najeeb Jung on sending the top bureaucrats to study the Gujarat model of development that according to the AAP is "much hyped and faulty".

Reportedly the LG has sent teams to study the Sabarmati river project to use the concept for cleaning the Yamuna and generating electricity through solar power.

"AAP in principle supports the use and promotion of solar power across the country, but at this point of time it may not be of any use for the people of Delhi, especially when they face hardships due to power cuts, water shortage and even disruption in Metro services," the party asserted.

"The model could have been analysed at a later stage," said the party.

NDMC employee arrested for taking bribe

The Delhi Anti-Corruption Branch (ACB), Directorate of Vigilance, has arrested Rajesh Kumar, a driver in Health Enforcement, New Delhi Municipal Corporation, for demanding and accepting a bribe of Rs 500 from a vendor.

ACB Additional Commissioner V Renganathan said that the accused was threatening the complainant to remove his vend of momos and chowmein at Kali Bari Marg, Goal Market, New Delhi, and was demanding a bribe of Rs 500 for allowing the same.

The complainant reported the matter to the ACB. A trap was laid by the officials and the accused was caught red-handed while demanding and accepting Rs 500 from the complainant near Kali Bari Marg, Goal Market.

Renganathan further said that a case has been registered and the driver arrested.
