Newborns' health care needs the kiss of life

India can't afford to be complacent on efforts towards child survival even as the Union Health and Family Welfare Minister Ghulam Nabi Azad today underlined the gains in terms of reduction in various health indicators, including infant mortality rate (IMR).

Two-year-old raped
New Delhi, February 25
A two-year-old girl was allegedly raped by a 35-year-old neighbour in outer Delhi's Alipur area today. The accused, identified as Manjeet Pandey, was beaten before being handed over to the police. Pandey hails from Bihar and works as a labourer at Tikri Khurd village in Alipur where the girl lives with her family.

CBSE-CAER meet on educational reforms
New Delhi, February 25
Taking forward their partnership for education reforms, the Central Board of Secondary Education (CBSE) and the Centre for Assessment, Evaluation & Research (CAER) are jointly organising a 'CBSE-CAER International Conference 2014' where policy makers, school educators and noted experts are expected to brainstorm the ways to better the education assessment system in the country.

Sculpture to mark Indo-Canadian amity
New Delhi, February 25
A Canadian stone sculpture 'Inukusk' was unveiled at a roundabout on Shanti Path in the New Delhi Municipal Council (NDMC) area this morning. The sculpture 'Inukusk' is a gift from the people of Canada to the people of India and a symbol of Indo-Canadian friendship and corporation. This gift has been unveiled on the occasion of the first visit to India by Devid Johnston, the Governor General of Canada.

LG reviews system to redress public grievances

Lieutenant Governor Najeeb Jung today held a review meeting of a new Public Grievance Monitoring System (PGMS) which has been established for redressal of grievances received during the public hearing session.

India can't afford to be complacent on efforts towards child survival even as the Union Health and Family Welfare Minister Ghulam Nabi Azad today underlined the gains in terms of reduction in various health indicators, including infant mortality rate (IMR).

Even in Delhi which recorded the worst infant mortality rate (IMR) amongst the four metro cities during 2010-2012-Delhi-30, Mumbai and Kolkata (20) and Chennai (15)-health care of newborns remains a concern.

Even as the IMR in the national Capital has come down from 30 to 25 /1000 live births in the last few days, the progress in reduction of neo natal mortality rate (NMR) has been slower, reveals Save the Children's global report 'Ending newborn deaths, ensuring every baby survives' launched here today.

Quoting the 2012 figures, the report highlighted that in Delhi where 50 per cent of its children live in slums and 14.71 of its population is below poverty line, 64 per cent die within the first 28 days of their birth.

In a bid to apprise the targeted section of the findings of the report, which was launched by the Additional Secretary, Ministry of Health and Family Welfare Anuradha Gupta, the NGO had got activist and former Miss India Gul Panag on board who interacted with slum women, adolescent girls and lactating mothers in Okhla Phase-2 here.

Panag urged the government and all the stakeholders to invigorate efforts cutting down on these avoidable newborn deaths. Social and financial inequity in society is another major area which calls for attention and needs to be addressed so that every mother and child gets free requisite health care and infant deaths due to easily preventable causes can be checked, she stressed.

Save the Children's Delhi state programme manager Sajit Menon, said "About half of these newborn deaths can be prevented if every mother and baby had access to free and quality health care and skilled birth attendants."

India accounted for a staggering 29 per cent of the global deaths of newborns on their very first day of birth and nearly 40 per cent of neo-natal deaths happening on the first day of birth in India.

The global report states that in 2012, three million babies died within the first 28 days of being born and a million babies died within the first 24 hours of their birth and about half the first-day mortalities among them could be prevented if every mother and baby had access to free and quality health services.

Two-year-old raped

A two-year-old girl was allegedly raped by a 35-year-old neighbour in outer Delhi's Alipur area today. The accused, identified as Manjeet Pandey, was beaten before being handed over to the police. Pandey hails from Bihar and works as a labourer at Tikri Khurd village in Alipur where the girl lives with her family.

Her condition is said to be critical. She was first taken to the Satyawadi Raja Harish Chandra Hospital in outer Delhi and later referred to the Lok Nayak Jai Prakash Hospital in central Delhi.

According to the police, the victim was allegedly raped by Pandey, who took her away from her house.

"He took the girl to his room on the pretext of playing with her and allegedly raped her," said a police officer.

As the girl's family found her bleeding, they confronted Manjeet. Initially, he denied having sexually assaulted her. The victim's family and some locals then beat him and handed him over to the police.

The girl was rushed to the Satyawadi Raja Harish Chandra Hospital, where her medical examination confirmed that she had been sexually assaulted.

A case under the Indian Penal Code and Protection of Children from Sexual Offences Act has been registered at the Alipur police station.

CBSE-CAER meet on educational reforms

Taking forward their partnership for education reforms, the Central Board of Secondary Education (CBSE) and the Centre for Assessment, Evaluation & Research (CAER) are jointly organising a 'CBSE-CAER International Conference 2014' where policy makers, school educators and noted experts are expected to brainstorm the ways to better the education assessment system in the country.

CBSE chairperson Vineet Joshi said, "The conference will witness participation from national and international experts in education assessment and focus on sharing information and best practices. This is a major step towards achieving CBSE's goal of making the education system and its assessment more student-centric."

Participants of the conference will be able to identify and gain the skills that are necessary to carry forward assessment activities in their professional fields, identify national and international resources that will help meet their assessment needs and develop fruitful partnerships that will promote international exchange of ideas.

Explaining the idea behind the conference, Prof Jim Tognolini, vice-president, research & assessment, Pearson, the brain behind CAER, said, "Marks have no meaning, we need to create standards (instead of marks) for students, which reflect what they know/are capable of doing as per the standard granted to them."

The two-day platform aims towards improving the education system and make the evaluation process student-centric.

Sculpture to mark Indo-Canadian amity

A Canadian stone sculpture 'Inukusk' was unveiled at a roundabout on Shanti Path in the New Delhi Municipal Council (NDMC) area this morning. The sculpture 'Inukusk' is a gift from the people of Canada to the people of India and a symbol of Indo-Canadian friendship and corporation.

This gift has been unveiled on the occasion of the first visit to India by Devid Johnston, the Governor General of Canada.

This sculpture has been built using a naturally coloured purple-red Armour stone.

Stewart Back, Canadian High Commissioner to India and Jalaj Shrivastava, Chairman, New Delhi Municipal Council were also present on the occasion.

LG reviews system to redress public grievances

New Delhi, February 25
Lieutenant Governor Najeeb Jung today held a review meeting of a new Public Grievance Monitoring System (PGMS) which has been established for redressal of grievances received during the public hearing session.

A facility has also been provided to the citizens to register their grievances online. A helpdesk has been set up at the reception to have a direct interface with the public.

"The system is working on paperless mode through a portal. The details of the complaints are entered in the system, which are then scanned, uploaded and forwarded to the departments concerned for taking action in a timebound manner," said a senior Delhi government official.

Various guidelines and circulars have been issued in order to deal with the complaints. Approximately 200 departments of the Delhi government have been connected through this portal for timely disposal of the registered grievances.

"The departments concerned are required to upload their responses to the complaints within the stipulated time," said the official.

The Lieutenant Governor has instructed that there must be a speedy redressal of complaints through this new facility, adding that a review of its working will be done periodically.

BJP being recast to ensure two-thirds seats

Delhi unit of the BJP is being restructured to ensure victory in all the seven parliamentary seats, sources said.

According to the sources, appointment of Dr Harsh Vardhan is part of the move as there were allegations that during the presidentship of Vijay Goel, there were differences in the party because of which it could not win two-thirds seats in the assembly elections. The Rajya Sabha membership was an exit route for Goel from the state politics.
