HARYANA BUDGET SESSION
CM flays Oppn conduct
Tribune News service

Chandigarh, February 25
Chief Minister Bhupinder Singh Hooda today criticised the Opposition for its conduct in the House. Interacting with mediapersons here, Hooda said it was the responsibility of both the ruling party and the Opposition to ensure smooth functioning of the House.

About the Lokayukta report, Hooda said the government had referred the matter back to the Lokayukta for review. The Lokayukta had given its report and the government was examining it, he said.

Commenting on the letter written by Public Health Engineering Minister Kiran Chaudhary and MP Shruti Chaudhary about the murder of a BJP leader, Hooda said they had sought justice and strict action against the culprits. ‘I have directed that those found guilty in the case should not be spared and the innocent should not be implicated’, the Chief Minister added.

Hooda said the government had always taken care of the interest of guest teachers, adding that all guest teachers terminated during their dharna would be reinstated.

INLD, BJP assail govt attitude

  • Anil Vij,leader of the BJP Legislature Party, said the onus of running the House was entirely on the government. “The Opposition is only a scapegoat for the government. Our job is to raise issues and their job is to give replies. However, the government and its MLAs behave like musclemen and do not allow the Opposition to speak in the House,” he said.
  • INLD’s Abhay Chautala and Ashok Arora said the government chose to blame the Opposition for the derailment of proceedings. “The CD issue was referred to the Lokayukta who asked the government to register an FIR. The government is sitting on that recommendation and does not even want us to ask questions. Will we not fail in our duty by keeping quiet on an issue as crucial as corruption in government?” he asked.

INLD leaders walk out during discussion on Guv’s Address
Tribune News Service

Chandigarh, February 25
Amid a war of words between the Treasury Benches and the Opposition during the discussion on the motion of thanks to the Governor’s Address, two senior INLD leaders — Abhay Chautala and Ashok Arora — staged a walkout. They were protesting against the Speaker’s decision not to revoke the suspension of 25 INLD and SAD members.

As Congress MLA Anand Singh Dangi initiated the discussion on the Governor’s Address, Chautala and Arora were on their feet pleading with Speaker Kuldeep Sharma to revoke the suspension of 25 MLAs. The 25 MLAs were named by the Speaker for disprupting the proceedings of the House in protest against his decision to disallow an adjournment motion on the Fauji issue.

Saying that the Opposition wanted to raise public issues on the floor of the House, Chautala asserted that all they wanted was a statement from Chief Minister Bhupinder Singh Hooda on the Fauji issue.

Joining his party colleague, INLD MLA Ashok Arora wanted the government to make a statement on the letter written by state minister Kiran Choudhry and her MP daughter Shruti Choudhry to the Chief Minister and the Governor in connection with the killing of a BJP leader in Bhiwani.

Even as the INLD leaders were on their feet, several Congress members, including Naresh Sharma, Fauji, Shakuntla Khatak and Anil Dhantori, virtually came to the Well of the House protesting against Chautala’s remarks against Fauji. However, Chautala later expressed regrets over his remarks.

As the INLD members’ pleas for the revocation of suspension of INLD members failed, Chautala and Arora staged a walkout. The Speaker said it was for the House to revoke the MLAs’ suspension.

However, Hooda, who is also the Leader of the House, parried questions to the revocation of the suspension of the INLD MLAs, saying that the House should run smoothly so that decisions about public welfare could be taken.

Sidelights

Missing line of defence

Randeep Surjewala, Parliamentary Affairs Minister and Chief Minister Bhupinder Singh Hooda’s troubleshooter, was clearly not in his elements. The young minister, who is the government’s first line of defence with his oratorical skills and shrill voice, surprisingly kept quite even when the Opposition tried to put the government on the mat on the issue of CLU ‘scam’ involving CPS Ram Kishan Fauji and state minister’s Kiran Choudhry’s alleged involvement in a murder case in Bhiwani. The countering of the Opposition was left to the second-rung leaders, relying more on lung power than argumentative skills. Well, is it on account of greater role given to Surjewala as the AICC spokesman or there is something more than meets the eye?

Unlucky INLD MLA

Luck was not on the side of senior INLD MLA Ram Pal Majra. First, when turn came for his question in the Question Hour, the clock stuck 3, signalling the end of the Question Hour. Later, his adjournment motion on malnutrition in the state was lost in the din between the Treasury Benches and the Opposition, ultimately to be rejected by the Speaker. Last but not the least, the former CPS was suspended for the rest of the session for disrupting the proceedings of the House.

Fumbling FM

Finance Minister HS Chattha, who also holds the irrigation portfolio, was at his worst again. The senior minister, who is to present the ‘populist’ state Budget on February 28, fumbled for words when giving out statistics for the Jind district represented by the Opposition MLAs. With lots of statistics to be rattled out during the Budget, one can image the condition of the Finance Minister.

Abhay vs Fauji

It was INLD MLA Abhay Chautala versus CPS Ram Kishan Fauji again in the Vidhan Sabha. Chautala, who once faced music for allegedly threatening Fauji, was today quick to apologise for his 'disrespectful' behaviour towards the Dalit MLA, facing allegations of demanding bribe for the grant of CLU permission.

Madan Lal (45), his nephew Aditya (10), Sudhir (23), Hardutt (52) and Dhollu (17) died on the spot while Subhash (35) and his son Rajiv (12) were seriously injured. The mishap occurred at about 10.30 pm.

The villagers, who assembled in a large number at the accident site in the morning today, said the wedding party of Manjit, son of Om Prakash from Arnianwali in Sirsa, had come to the bride’s house at a dhani located between Suchan and Jodhkan village.

The unmanned crossing, where the accident occurred, is right in front of the dhani that hosted the wedding.

“The bride’s family had deployed some persons to provide green signal to baratis’ vehicles in order to avert any accident. But when this ill-fated car approached the rail crossing late in the night, nobody was there to provide signal,” said Roshan Lal Suchan, a villager.

As soon as the car approached the rail crossing, the car driver noticed a speeding goods train coming from the Sirsa side. He tried his best to avoid any mishap, but failed. The train dragged the car to a distance of nearly 150 meters before it stopped.

Police was informed who, with the help of villagers, extricated bodies from the mangled car facing a lot of difficulty.

Attempt to portray khaps in good light
Nitish Sharma
Tribune News Service

Kurukshetra, February 25
President of the Mahila Wing of the Sarva Jaat Sarva Khap Mahapanchayat Santosh Dahiya has sought to scotch the notion that khaps are not female-friendly. She states, “If it were true, there wouldn’t have been the ‘Mahila Wing’ and I wouldn’t have been the president.”

She concedes that there have been some instances wherein khaps have been found guilty. She adds, “Most of the time, khaps were falsely implicated for individuals' decisions in respective cases. Those who have been commenting on khaps are not aware of the ground reality.”

Talking to The Tribune, Dahiya says, “We all were taken by surprise when the khaps decided to form the mahila wing in May 2010. The decision was taken because women could play a decisive role in curbing honour killings and women's sufferings. And the khap panchayats have been holding meetings and working on issues in Haryana and other states since then.”

She says, “It has been found that people are not aware of the ideology and working of khaps. Hence, we have decided to raise awareness among the state's people. Women’s cells are being set up in every district. Currently, cells have been set up in Kurukshetra, Karnal, Sonepat, Jind, Rohtak, Hisar, Kaithal and Panchkula. The rest will be filled in the near future." "After this, mahila wings will be set up on the gram panchayat level as well as in the state," she says.

Not only household women with rural background but also the highly educated and working women have extended their support, she states. “Women from Delhi and Gurgaon have also joined us. In Jind, Narwana, Kaithal, Pai, Rohtak and Meham choubisi, there were about 2,000 to 4,000 women in every meeting, says Dahiya, adding, “We don’t want youngsters to be fed with wrong information. Thus, young khap members have started raising the issue in social media.”

Power issues dominate Question Hour
Tribune News Service

Chandigarh, February 25
Chief Minister Bhupinder Singh Hooda today said the government would study the new land acquisition policy to see if there was any provision for compensation to farmers on whose land high-voltage electricity poles were installed. He said this in response to a question by INLD MLA Ashok Kashyap.

On a question by Abhay Chautala on a number of thermal plants and the reasons for shutting them down and buying power from private suppliers, the minister said the government wanted cheap power to the consumers.

Capt Yadav pointed out that the government had launched a pillar box scheme whereby consumers could have their meters moved outside their homes.

"We have have announced 24-hour power supply to all such villages," he explained.

INLD's Ashok Arora said villagers in the minister's own constituency as also in Bhiwani had rejected the scheme outrightly and declared they would be the last to come into the initiative's fold. "Something is amiss. If the government and its ministers are unable to convince the consumers in their constituencies, why would those of the Opposition go for this scheme?" he said.

INLD's Parminder Dhull sought to know the fate of the 200-bed hospital announced by the CM in his constituency while Sumita Singh said the bus stand project for Karnal was still hanging fire.

With Jain in jail, no one to look after his constituency
Dharmendra Joshi
Tribune News Service

Panipat, February 25
There is no one to look after the interests of the areas falling under Panipat rural Assembly segment, which is represented by former minister and Independent MLA Om Prakash Jain, as he is languishing in jail these days. Jain is lodged in Ambala jail in connection with the mysterious death of former sarpanch of Kambopura village Karam Singh.

Recently, Bhupinder Singh Hooda led Congress government regularised 875 unauthorised colonies in the state, but none of the 67 illegal colonies falling under Jain’s segment were regularised.

Interestingly, only 20 illegal colonies of Panipat district falling under the two Assembly segments of Panipat City and Samalkha were among the list of 875 unauthorised colonies which were regularised recently.

Of the 20 illegal colonies, four colonies fall under Panipat city Assembly segment, represented by Congress MLA Balbir Pal Shah, whereas the remaining 16 fall in Samalkha Assembly segment represented by HJC MLA Dharam Singh Chhokhar, who supports the Hooda government.

While none of the 67 illegal colonies represented by Independent MLA Om Prakash Jain have been regularised, the area of Israna INLD MLA Krishan Lal Panwar had also been ignored.

While Panwar accused the Hooda government of adopting favouritism in regularising colonies and carrying out other development works, Panipat senior deputy mayor Kajal Bathla expressed hope that the illegal colonies under Jain’s segment would be regularised soon.

Representing ward 1, Bathla said she had met the CM and the DC several times for getting the illegal colonies falling under her areas regularised at the earliest.

She said the survey of illegal colonies falling under Panipat rural Assembly segment was on and that they would be regularised soon.

Forest officer airs grievances on social networking site
Says he is being persecuted for honest work
Sushil Manav
Tribune News Service

Sirsa, February 25
Close on the heels of allegations of harassment by whistleblower forest officer Sanjeev Chaturvedi, another senior officer of the department has alleged he is being persecuted for doing his work honestly.

Conservator of Forests Vinod Bhatia has taken the Facebook route to air his grievances against Principal Chief Conservator of Forests Chhotu Ram Jotriwal, who, he alleged, has been blackmailing him for “not falling in tune to his diktats.”

Expressing his frustration, Bhatia said: “In government system, honesty has become a rare species ever so threatened like never before.”

Bhatia, presently posted as the Conservator of Forests (Monitoring and Evaluation), has posted his six-page annual confidential report (ACR) for 2011-12 on the Facebook, which shows his boss GK Ahuja, then Chief Conservator of Forests (Production) and presently on deputation to the AYUSH Department as its Director General, gave him 9 out of 10 grades in his ACR on May 15, 2012.

However, Jotriwal gave Bhatia 3.5 out of 10. Ahuja found Bhatia’s integrity “beyond doubt” in the ACR signed by him.

In the pen-picture of the officer, Ahuja wrote, “The officer has very good managerial abilities. He is hardworking and has very good leadership qualities. Professionally, he is very sound with good communication skills, both oral and written. His attitude towards work is very positive and possesses very good planning and decision making abilities. He can motivate subordinates for good work.” Jotriwal wrote that he did not agree with the assessment done by the earlier reporting authority and gave Bhatia 3.5 grades out of 10 instead.

When contacted, Jotriwal maintained that the grades given to Bhatia were based on his records and denied allegations of “blackmail” levelled by the officer.

Interestingly, in Sanjeev Chaturvedi’s case, Vinod Bhatia, as his immediate boss, had given 9.5 and 8.75 out of 10 grades to him while writing his ACR of 2010-11 and 2011-12, respectively.

As reviewing authority, GK Ahuja gave him 9 and 8.5 grades, respectively.

When the file went to the Principal Chief Conservator of Forests, Chaturvedi was given 3.5 grades out of 10 for both years. On a memorial filed by Chaturvedi, the President expunged the adverse remarks and restored him the outstanding grades awarded by the reporting and the reviewing authorities on January 31, 2014.

Court reserves order on Kanda bail plea

New Delhi, February 25
A Delhi court today reserved for March 4 its order on bail application of former Haryana minister Gopal Goyal Kanda, an accused in the airhostess Geetika Sharma suicide case. Additional Sessions Judge Yashwant Kumar fixed March 4 for order after the Delhi Police and Kanda's counsel concluded their submissions.

The police, during the argument, opposed the bail plea of Kanda saying he may influence the witnesses and tamper with the evidence.

Additional Public Prosecutor Rajiv Mohan claimed Kanda had given false documents related to treatment of his wife at a government hospital here to secure bail.

The prosecution claim was opposed by the counsel for Kanda who told the judge that it was a typographical error and the police could verify from the hospital.

Kanda had approached the court on February 17 seeking bail on the ground that he had to look after his ailing wife.

He said he was under judicial custody for the past 18 months and the probe into the case had also been completed.

Kanda's counsel had also told the court that the charges of sexual exploitation had been dropped against him by the Delhi High Court and earlier bail applications of his client were rejected on the ground that there were serious charges of sexual exploitation against him.

Kanda had surrendered before the police on August 18, 2012, while Aruna Chadha, Kanda's employee and co-accused in the case, was arrested on August 8, 2012.

The High Court had recently granted bail to Chadha.

The trial in the case had begun on May 27 last year when the court recorded the statements of eight witnesses, including police personnel and the doctor who had conducted the postmortem of the victim.

Chadha and Kanda are accused of abetting the suicide of the 23-year-old former airhostess who was earlier employed in Kanda's MDLR Airlines.

Both the accused have also been charged with forgery for cheating and harming the reputation of the victim. The airhostess was found dead on August 5, 2012, at her Ashok Vihar residence in northwest Delhi. In her suicide note, she had said she was ending her life due to "harassment" by Kanda and Chadha. — PTI

Ravinder Saini
Tribune News Service

Rewari, February 25
Medical store owners across the state will not be able to sell as many as 46 drugs without the prescription of doctors from March 1. The Department of Food and Drug Administration has directed the chemists to follow the lawful procedure for selling the drugs otherwise they will face strict action under the Drugs and Cosmetics Act.

The chemists will now have to maintain the record of drug supply, including names and addresses of patients and doctors prescribing the medicines and the quantity of drugs sold.

These medicines were recently listed in Schedule-H 1 of the Act, which regulates the import, manufacture, distribution and sale of drugs and cosmetics.

Amandeep Chauhan, Drug Controller Officer (DCO), Rewari, said 46 drugs, including 24 antibiotics and 11 intoxicated, had side-effects due to which doctors suggested a fixed dose as per the patients’ condition.

“A record of doctors prescribing the drugs, patients and the quantity of drugs sold will be maintained by chemists in writing for the next three years and they will be bound to show the record during inspections by officials of the Department of Food and Drug Administration,” said Chauhan.

Stern action would be taken against those found flouting these rules, which includes cancellation of the chemist's licence, said the DCO.

“The action is being taken following the notification of the Ministry of Health and Family Welfare, which has recently amended the Drugs and Cosmetics Act. The new guidelines will be implemented from March 1,” said Chauhan.
