Five get life term in two murder cases

District and Sessions Judge Krishan Kumar has sentenced five persons to life imprisonment in two cases of murder. The court sentenced Rajesh Devi and her paramour Satish Kumar, a resident of Alwar in Rajasthan, to life imprisonment in the murder case of Jaswant.

50,000 contractual staff set to be regularised

In a bid to woo employees ahead of the Lok Sabha and Vidhan Sabha elections, the Hooda government is set to regularise the services of over 50,000 contractual employees.

A meeting between Chief Secretary SC Choudhary and representatives of the Haryana Karamchari Talmel Committee will chalk out modalities for accepting various demands of government staff, including regularisation of contractual employees.

A senior government functionary said the state government was favourably inclined to the regularisation. Over 2 lakh government employees went on a three-day strike from January 20, demanding regularisation of over 50,000 contractual employees having a service of two years or more, besides other things.

Committee general secretary Subhash Lamba asserted that over 50,000 contractual employees had been working for years and the government was competent to regularise their service. "Punjab and Himachal Pradesh have regularised the service of employees working for three and six years, respectively," he said.

During employee unions' meetings with the officers' committee formed on January 24, it was highlighted that conditions imposed in the regularisation policy dated July 29, 2011, could be relaxed to give relief to contractual employees with a view to ultimately regularising their service.

Under the regularisation policy, the employee must have completed not less than 10 years' service as on April 10, 2006, not on orders of courts or tribunals, against a duly sanctioned vacant post to be regularised.

A Supreme Court judgement dated April 10, 2006, barred courts from direction for regularisation of service of daily and temporary workers as they had not been recruited following due procedure and recruitment rules. These issues would be discussed before taking a final call on fate of the 50,000 contractual employees.

Give DNA reports or death certificates: victims’ families

A day ahead of the seventh anniversary of the February 18 blast on the Samjhauta Express at Diwana railway station here, family members of the unidentified victims, buried in the Mehrana graveyard on the outskirts of the city, sought either the death certificates of those killed or their DNA reports to establish their identities.

The family members had already given their blood samples for the DNA test a few years ago and are still awaiting reports.

“Either DNA reports should be made available without any further delay or death certificates should be issued to such claimants,” Panipat-based counsel Momin Malik said on behalf of his clients. Momin is representing the families of 11 out of total 19 unidentified bodies that lay buried at the Mehrana graveyard.

“Their families in Pakistan are facing lot of problems in the division of movable and immovable properties among legal heirs in the absence of death certificates,” the counsel told The Tribune. He added that since these persons were not identified till now, their family members could not get the get compensation of Rs 10 lakh as announced by the government.

Mohammad Shakeel, 32, of Mirpur Khas in Sindh lost his father Fateh Mohammad, mother Rayesa and sisters Aasea and Sahiba in the blast. Shakeel, who was also injured in the blast, gave his blood sample at the Indian High Commission in Islamabad in 2008 for identification of bodies.

Mohammad Ikram Khan of Karachi and 10 of his family also lost their lives in the blast. While five of them were identified, the identity of other six remained yet to be ascertained.

Ikram’s daughter Nazia Khatoon and son Nazrudin had deposited their blood samples with Panipat GRP on May 29, 2010.

Mohammad Wakil’s daughter Rahila, who hails from Dhingranwali village in Hafizabad district of Pakistan, had provided her blood sample for the DNA test at Panipat Civil Hospital a few days after the blast for identification of the body.

On September 9, 2010, NIA AIG (PCA) NKD Dubey stated that Wakil was killed in the blast and body 38 was his. However, on January 20, 2012, NIA AIG (Admn) YM Upadhyay said: “Wakil’s name does not fall in the list of deceased.”

Reacting on the contradictory statements, Momin said: “If required, my clients are ready to give their blood samples again.”

Momin, meanwhile, did not forget to thank the then ASP B Satheesh Balan, now SP, Panipat, for his help in identifying 49 bodies out of total 68 killed in the blast.

He also expressed gratitude towards the residents of Siwah and Diwana villages and the members of Jan Sewa Dal for helping the injured.

HC refuses to review elevation to IPS

A delay in legal proceedings has worked in favour of Haryana Inspector-General of Police Paramjit Singh Ahlawat. Acting on a petition filed by the Centre against his promotion, the Punjab and Haryana High Court has ruled against turning back the clock 14 years after his elevation as an IPS officer.

The High Court has refused to interfere with his promotion ordered way back in 2000. In its petition filed in 2003 against Ahlawat and other respondents, the Union of India had argued that the Central Administrative Tribunal vide its order dated August 30, 2000, had upheld the Haryana Government’s stand that there was at least one vacancy in the IPS cadre in the promotion quota in 1998. But, there was no vacancy available that year.

The Union of India’s endeavour to seek review of the order also did not succeed. During the pendency of the review application, the tribunal directed that the state government and the Union of India should reconcile the issue.

As the case came up for resumed hearing before the High Court, the Bench of Chief Justice Sanjay Kishan Kaul and Justice Arun Palli observed: “The Union of India assailed the impugned CAT order by way of the present writ petition but no interim order was granted. Thus, the respondent got the benefit of promotion vide a notification dated December 14, 2000. Fourteen years have passed since then and the respondent has earned his promotions and is now stated to be holding the post of IG.

“The controversy as raised by the Union of India would be whether he could have been promoted for the year 1998 vacancy or the next subsequent vacancy. There is no individual appearance, who is aggrieved by the promotion of the respondent. To set the clock back would disturb the seniority of number of officers….”

Dismissing the petition, the Bench concluded: “We are of the view that lapse of time is such that to set the clock back would be grave injustice to the respondent for no fault. It would create a number of complications without giving benefit to anybody else”.

Selection of college lecturers
HC asks state to file reply in 2 days

Just 10 days after the Punjab and Haryana High Court issued notice on a petition challenging the move to select around 1,400 Assistant Professors in colleges across the State, the Haryana Government today failed to file its reply.

Taking a stern view, the High Court gave the state two days to respond to the averments made in the petition. The Bench headed by Justice Jasbir Singh had on the previous date of hearing asked the Principal Secretary, Department of Higher Education, to file an affidavit to explain the criteria.

The challenge to the selection process was thrown primarily on the ground that the state government has refused to exempt Ph.D degree holders from passing the NET examination.

The petition was filed by Rajeev Mohan of Ambala and other petitioners. They contended that the Haryana Public Service Commission on January 24 this year advertised 1,396 posts of Assistant Professor in the college cadre. Ph.D degree holders had not even been considered for selection.

Counsel for the petitioners, Amit Khatkar, argued that the Haryana Government’s decision to delete the exemption clause for Ph.D holders was in direct contradiction of the UGC regulations.

Activist of Pratima Raksha Samman Samiti today burnt the British flag at the committee chowk here to protest the “derogatory remarks” made by a UK-based historian against Indian freedom fighters.

The organisation also wrote a letter to the President and the Prime Minister and urged them to take the matter on the international level.

The activists also demanded an apology from the British Government for the “misdoing”.

“The UK-based historian has hurt the feelings of the people of India by calling Bhagat Singh and Chandrashekhar Azad as terrorists,” David Hardiman, a professor of history at the University of Warwick, while speaking on the ‘Nonviolent Resistance in India during 1915-1947’ at the Centre for Social Studies at Surat on Friday had said: “Every nonviolent movement has a violent group aiming to achieve the same ends, but with violence. This group often indulges in terror acts like bombings, shootings and assassinations. The movement is benefited because the authorities feel it is better to deal with nonviolent people than the dangerous terrorists.”

“Terrorist groups, who predate Mahatma Gandhi, were always there alongside the Gandhian movement. Some of these famous figures were Bhagat Singh and Chandrashekhar Azad, who were involved in organisations like Hindustan Republican Association and Hindustan Socialist Republican Army.”

Two robbers held after 2-hr action

A two-hour film-style action sequence took place at Badhra village in Bhiwani district today. Four robbers who took away cash were chased by the victim along with his colleagues amid firing by the robbers. The action ended with the arrival of the police and subsequent arrest of two of the robbers.

Ex-serviceman Rajender Singh, employed as cashier with a power utility, withdrew Rs 25 lakh from the local branch of Punjab National Bank to pay the sellers from whom he had purchased a plot. He put the cash in a bag in his office and was waiting for the sellers when two youths barged in.

They picked up the bag, rushed outside and left riding pillion on two motorcycles waiting for them. The victim and six of his colleagues chased them in a Mahindra jeep. About 10 km away, they spotted the robbers with the bag in a mustard field while their motorcycles were parked on an approach road.

On being challenged, they drove away in different directions, opening fire on those chasing them. The chasing team informed the police about the incident and the location of the robbers. They cornered two robbers near Haraudi village.

They rammed the jeep into the motorcycle. The robbers shot at the occupants of the jeep and took another motorcycle. The chasing team cornered the robbers after they entered an abandoned house and closed doors from inside.

People gathered outside and a police team led by SP Satyender Gupta reached the spot.

The police told the robbers to surrender, but they opened fire again. The robbers threatened to shoot anybody who tried to approach them. Mahender Singh and Rohtas Singh barged in and overpowered the robbers.

"The police recovered Rs 13.94 lakh and two pistols from them. Separate teams have been dispatched in search of the co-accused who fled with rest of the cash," said Charki Dadri DSP Inderjit Singh. The SP said the power officials and policemen would be honoured.

Jat body seeks quota notification by Feb 20

Representatives of the Sarv Jat Khap Panchayat have threatened to intensify their agitation if the Centre fails to issue notification regarding their inclusion in the Backward Classes by February 20.

A meeting of the representatives from Kaithal and Jind districts was held here today under panchayat president Nafe Singh Nain.

National spokesperson Sube Singh Samain said they had already put up their case before the National Commission for Backward Classes, but the commission was yet to send its report to the Centre.

He said they were concerned about the unnecessary delay. “The Lok Sabha elections are around the corner and any further delay can send a wrong signal to the community,” he said.

“We may be forced to oppose the Congress in the coming elections if it disappoints us on the reservation issue. Now, our hope lies on the next meeting of the Union Cabinet on February 20,” he added.

However, if the Cabinet took no decision, then they would decide the further course of action in their next meeting at Danoda on February 23, he said.

Telu Ram Kandela, natioal convener, Dharamveer Singh Kolekhan, Ram Kishan Dhanda and Mohkam Singh were among the other prominent members of community present in the meeting.

Guest teachers seek regularisation

Demanding regularisation of their services, hundreds of guest teachers protested outside the mini-secretariat here today. Later, they marched towards the residence of Industries Minister Randeep Singh Surjewala, but were stopped at some distance from the residence by the police.

They burnt an effigy of the state government and threatened to intensify their agitation if their demand was not met.

A guest teacher said the government had failed to utilise their services for the betterment of the students who were at the receiving end due to shortage of teaching staff. Nearly 15,000 guest teachers were facing uncertain future. Many of their colleagues had started a dharna in Delhi in support of their demand. The protesters also threatened to oppose the Congress candidates in the coming Lok Sabha elections if the government failed accept their demand.

Chief Minister Bhupinder Singh Hooda has welcomed the decision of the UPA Government to enforce the one-rank, one-pension norm in the country. The decision was announced by Union Finance Minister P Chidambaram while presenting the interim Union Budget in the Lok Sabha today.

“It's a good news. I heartily welcome the decision of one-rank, one-pension, for which the state government has been pressing hard,” Hooda said.

Haryana Ex-servicemen Cell chairman Maj Nirpender Singh Sangwan (retd), a former MLA from Charkhi Dadri, also hailed the decision. He thanked Congress president Sonia Gandhi and party vice-president Rahul Gandhi. — TNS

Board to oversee IPS officers’ posting

To provide stability of tenure to serving IPS officers, the Haryana government today notified the setting up of a Civil Services Board to streamline the process of their posting and transfer.

This move comes close on the heels a Civil Services Board set up for IAS officers earlier this month pursuant to a Supreme Court judgment. The Government of India had asked the states to set up a board for IPS officers also.

Sources said the board would be headed by the Chief Secretary and comprise five members, including the DGP and the Additional Secretary (Home) and Secretary, Home.

Sources said the state government had prescribed a minimum two-year tenure for police officers except in the case of promotion, retirement, deputation or training beyond two months.

Sources said any departure from the two-year term would require noting a reason in writing. So far, the Home Department had no say in the transfer and posting of IPS officers that were finalised by the Police Department. However, with the constitution of this board, all transfers will be put up before the members.

Ex-minister moves tribunal against son

Former Haryana minister and three-time MLA Sharda Rani has approached the Senior Citizens Welfare Tribunal here for relief in connection with her complaint against her son over residential property in Sector 9 here. She had lodged a complaint with the district authorities, including the SDM and the police.

Appearing before the tribunal at Ballabgarh today, Sharda Rani alleged that her son had occupied her house in a fraudulent manner and rendered her homeless. The tribunal headed by the Ballabgarh SDM directed respondent Narender to submit all documents and evidence regarding his claim on March 19.

While Sharda Rani alleged fraudulent means by her son Narender to occupy her house, the respondent refuted the allegation and claimed that he had been occupying the property in a legal manner and there was no irregularity in this connection.

Family sources said the former minister had given the house to her youngest son, who had shifted to the US a couple of years ago. It was transferred through a general power of attorney to another person, who later entered into a rent agreement with the respondent, occupying the accommodation at present.

Vinod Mittal, one of the members of the tribunal, said the respondent appeared before the tribunal today and contended that his mother had filed two criminal cases under Sections 448 and 506 of the IPC, but her claim was false and baseless.

Sharda Rani won from Ballabgarh in 1968, 1972 and 1982. She was Minister of State for Home in her first tenure and later served as Panchayat and Education Minister. Her husband Guru Dutt, who was an MLA, died around 38 years ago.

According to the prosecution, victim’s wife was having extra-marital relations with Satish. She gave some sedatives to Jaswant and then he was strangulated to death on the night of April 15, 2012. The body was dumped in a nearby field near Kishangarh village.

In another case, the court awarded life imprisonment to three youths — Jai Veer, Ajit and Mukesh — of Buroli village in the murder case of Yudhvir (32). He was murdered on the night of June 11, 2011.

According to the prosecution, the youths called Yudhvir from his house on the pretext of having a talk and stoned him to death at a secluded place. Later, his family members, who had reached the spot searching for him, picked up his body.

The assailants fled the place after the family members raised the alarm.

AS Gulati, general secretary of the confederation, said if the authorities could decide to remove the toll plaza from the Gurgaon-Delhi border, why such a barrier could not be removed from the Badarpur border here.

Confederation chairman NK Garg said the Badarpur flyover, which was constructed for unhampered movement of people, had failed to serve the purpose as the government had burdened the commuters with unwanted tax liability and waiting at the toll plaza daily.

The police said his wife Shakuntala remained the sarpanch from the year 2000 to 2005 and was facing a criminal case for embezzlement of Rs 12 lakh.

Earlier, a defamation case was also filed against Raja Ram by a Sub Divisional Officer of Panchayati Raj department, the police said.

They also added that his son Radhe Sham was also facing criminal trial in two different cases.

Raja Ram who supported Indian National Lok Dal during 2009 polls later shifted his loyalty to Congress and is now believed to have enrolled as an Aam Aadmi Party (AAP) member, sources said.

He is interested in contesting the forthcoming elections on the AAP ticket, said a source. Prahlad Singh Bharukhera, a state executive member of the AAP, however, said he was not aware whether Raja Ram was a member of the party or not.

Pargat Singh of Malakpur village in Jind district was going from Karnal to his native village with his wife Simarjeet Kaur and son Anshdeep in his car.

Their car hit a tree when they reached near Piyonth village.

They were rushed to hospital, where the woman and son were declared dead.

She said ASI Naresh Kumar, then posted at the Nissing police station, raped her on the pretext of marriage.

Jagdish Mor, SHO of the police station, said the ASI was arrested and booked under Section 376 of the IPC.

The police have arrested three persons, including a minor, for allegedly murdering a 17-year-old boy. Ankit was found murdered near his house at Bhim Nagar here yesterday.

On a complaint lodged by the victim’s brother Sagar, the Sadar Bazaar police had registered a case of murder against Tarun, Rahul, both residents of Janakpur, and a minor boy.

National adolescent health programme launched

Karnal, February 17
The Health Department launched the Rashtriya Kishor Swasthya Karyakram (national adolescent health programme) here today. Besides Karnal, it was launched in Yamunanagar, Panchkula and Ambala.

Deputy Commissioner Balraj Singh said the programme covered girls and boys between 10 and 19 years of age. He said it included nutrition, mental health, substance abuse, gender violence and non-communicable diseases. Dr Vandana Bhatia, Civil Surgeon, said efforts had so far been confined to sexual and reproductive health of adolescents.

Women’s safety top priority: Renuka

The Haryana Janhit Congress (HJC) MLA from Adampur, Renuka Bishnoi, said women’s safety would be the top priority of the HJC-BJP alliance if voted to power in the state.

Addressing a convention of women workers here today, Renuka said the state government had failed to provide safe environment to the women as incidents of crime against them had gone up drastically in the last two years.

Additional charge for IAS officer

The Haryana Government has issued the transfer and posting orders of two officers, including an IAS officer. SS Prasad, Principal Secretary, Higher Education, has been given additional charge as Principal Secretary, Archives Department, and Secretary, Rajya Sainik Board.

Security check protested

Scribes often get VIP treatment at political rallies in Haryana. Perhaps for the first time, journalists were subjected to thorough frisking in the Dabwali rally of Chief Minister Bhupinder Singh Hooda on Sunday. Some of them were even asked to leave their jackets or pullovers outside the venue. A journalist complained that the police took out his laptop from his bag, checked it before allowing him entry to the press enclosure. Hundreds of plainclothesmen were seen roaming among people, including in the media enclosure. Every small movement was being viewed with suspicion. The recent 'slapgate' at Panipat and threat of protests by computer teachers and jawans of the disbanded Haryana State Industrial Security Force seemed to have prompted the police to take stern security measures. The arrangements failed to deter villager Raja Ram who succeeded in hurling a shoe at Hooda.

XEN pays for his misdeed

On February 9, Urban Local Bodies Minister and Hisar MLA Savitri Jindal administered the oath of honesty to contractors. The contractors who take tenders for development works floated by the Hisar Municipal Corporation took the vow not to give commission or bribe to any official of the MC. They promised to complete works as per quality norms in the city. A contractor, Manish Kumar, was quick to approach the Vigilance Bureau when an Executive Engineer asked him to cough up Rs 50,000 in for getting a work order. A vigilance team caught the XEN accepting a bribe from Manish on Saturday.

In race for Bhiwani LS seat

Infighting in the ruling Congress surfaced at a wedding reception here recently in which two leaders, a former MP and a sitting MLA, were heard staking their claim to the seats in their respective constituencies. While the MLA was heard of claiming to be a potential candidate for the Lok Sabha poll from Bhiwani, the former MP announced to oppose anyone, especially a prominent Congress leader, if he or any of his kin decided to contest the Lok Sabha or Assembly poll this year.The MLA, who is considered quite close to the Hooda camp, also disclosed his plans, saying that he would be a candidate from Bhiwani in the next Lok Sabha poll, come what may.

AAP in line of fire

The alacrity shown by AAP president Arvind Kejriwal in quitting the top post in Delhi seems to have infused the same energy amongst the party rank and file in Haryana. The party leadership shifted its state head-office from Ambala to Sonepat in more or less the same manner in which the Delhi Cabinet resigned. Though party insiders are maintaining that the decision was taken in view of the easy reach of Sonepat from all parts of Haryana, it has provided rivals with enough political meat to munch. A number of AAP rivals are planning to target the party for taking "hasty decisions" and generate public opinion against the "lack of stability" that the party is exhibiting.

Panel meet of little use

What a common man can expect from the district grievances committee (DGC) when its members are unable to get their own complaints redressed. This came to the fore in Jind this week where the DGC meeting ended without properly redressing grievances. Two senior members of the committee alleged lack of action while the minister, who presided over the meeting, failed to disclose on what basis only 12 complaints were included for discussion. "It's nothing more than a lunch to ministers by the administration, " rued a dissatisfied complainant.

Cong men fall for tractor

Although 'tractor' is the election symbol of the HJC(BL), it is being liked by Congress supporters too in Jhajjar villages these days, it seems. People are using the tractor to take MP Deepender Singh Hooda to programme venues. It happened three times during Deepender's last two visits to Jhajjar when villagers organised a tractor show for the MP. To please the villagers, Deepender drove the tractor to the programme venue. "As tractor is considered to be the lifeline of farmers, we accorded a warm welcome to our leader in a traditional style," quipped one of the organisers after such a programme.
