Chandigarh, February 12 One of the grounds for challenging the process was that the commission did not reject their candidature or declared them ineligible, yet did not call the candidates for interview. The restraint order came on a petition filed by Robin Bathla and other petitioners. In their petition, Bathla and others contended that they passed their masters in urban and rural planning from Deenbandhu Chhotu Ram University of Science and Technology, Sonepat, in June, 2013. Their counsel, Akshay Jindal, contended that the petitioners were fulfilling the essential qualifications prescribed for the post as mentioned in the advertisement dated January 18, 2013. They, as such, applied in for the post. Referring to the notice issued by the commission on February 3, Jindal added that interviews were to be held from February 10 to February 13 and interview letters to the eligible candidates were being sent separately. The petitioners, being eligible, waited for the interview letters, but when they did not receive the same till February 9, they approached the respondents on February 10. But, instead of issuing letters or giving reasons, 'evasive replies' were given. "No order or decision rejecting their candidature or declaring them ineligible has been passed," Jindal said. He added that the petitioners would suffer an irreparable loss in case their claim for appearing in the interview was not considered by the respondents and that too, when they were fulfilling eligibility criteria and qualifications prescribed for the post. After hearing the counsel, Justice Masih ordered, "The Haryana Public Service Commission is directed to interview the petitioners provisionally for the posts of Assistant Town Planner. The result shall not be declared till a specific order in this regard is passed by the court and the same shall be kept in a sealed cover. Mere participation in the interview shall not confer any right, equity or claim in favour of the petitioners." |
Resentment among Murthal varsity PG holders
Sonepat, February 12 After the intervention of the Punjab and Haryana High Court, the interviews were rescheduled for February 10 and the commission was told to invite all applicants for interview. Holders of PG degrees in town and country planning from Murthal University were not called for the interview, saying the degree was not recognised by the Institute of Town Planners of India (ITPI). The candidates not called for interview said they knocked the doors of the Chief Minister and senior officers of the Town and Country Planning Department, but to no avail. They said, “Murthal university is the only technical institute in the state giving a PG degree in town and country planning. If the holders of this degree are not eligible for the posts in the Haryana Government, it is useless to spend money and time on this degree.” District Town Planner, Sonepat, Dilbag Singh, said, “The syllabus has to be approved by the ITPI as per recruitment conditions of the Town and Country Planning Department. Murthal university’s PG syllabus may not have been approved by the ITPI.” Murthal university Registrar RK Arora said the candidates concerned had met him and told him about their problem. “I have written a letter to the chairman of the commission, explaining that the PG degree given by Murthal university is equivalent to PG degrees being given by IITs,” he added. |

Chandigarh, February 12 Taking a stern view of the trend, Justice Augustine George Masih asserted: “Off late this is precisely what is happening when government employees tend to retain the official accommodations beyond permissible statutory periods, which not only leads to litigation, but puts to hardship the incumbents, who are posted/transferred against their places. The warning was issued after Pramod Kumar Roy and another petitioner moved the High Court against Haryana and other respondents. They had challenged the April 21, 2012, order whereby Rs 1, 80,000 was directed to be deposited as a penal rent for overstay in the official accommodation. Roy was required to vacate the premises after his request for extension to retain it was declined by the Principal and Director of Moti Lal Nehru School of Sports, Rai(Sonepat). Justice Masih said: “The action taken against the petitioners, being in consonance with the statutory rules, cannot be interfered with merely because the employees are seeking mercy of the court when there should not be any for such employees. Finding no merit in the present writ petition, the same stands dismissed with Rs 5,000 as costs to be shared by the petitioners equally. The costs be deposited within 15 days with the Mediation and Conciliation Centre of this High Court”. |
INLD demands Hooda’s resignation, Fauji’s arrest

Party workers will go from door to door to tell the people the truth behind the conspiracy against party supremo Om Prakash Chautala,” he said. Fatehabad: State INLD president Ashok Arora demanded the immediate arrest of Chief Parliamentary Secretary Ram Kishan Fauji after the registration of an FIR against him in the cash-for-CLU case. He launched the ‘Nyay Yatra’ of the party in the district. He said the state government should initiate action against Fauji after the Lokayukta dismissed the review petition. “The Lokayukta had not suggested action against the government, but against Fauji. If anybody was aggrieved, it was Fauji and not the government,” Arora said. |

Farmers await compensation
Jind, February 12 The tomato crop has suffered a damage of 40 per cent, potato 30 per cent, chilly 20 per cent and brinjal 30 per cent. “We have suffered huge losses and submitted applications. At the time of filing applications, officials told us that they would take up our case immediately, but there was no action even after days,” said Dhoop Singh, a farmer. Almost the entire tomato crop has perished at villages like Kamas Khera due to low temperature. A total of 140 acres of the tomato crop has been affected. “The loss to the tomato crop is 100 per cent. We need compensation immediately. We met officials concerned in this regard. If the money is not paid for a long time, the compensation loses its value,” said Randhir Singh of Kamsa Khera. During a preliminary assessment last month, it was found that the tomato crop suffered the maximum damage of around 80 per cent, potato 35 per cent, other vegetables 30 per cent and flowers around 40 per cent. After the final assessment some days back, losses had been reduced for tomato, but losses to other crops were almost the same. When contacted, Rajinder Malik, assistant project officer, Horticulture Department, said they had sent applications of farmers and their reports for compensation to the government. “We are awaiting the government response,” he said. |
Police form panel to check security lapses

Rewari, February 12 The police have formed a three-member committee headed by the ACJM to find out the security lapses and to give suggestions for beefing up the security arrangements on the court premises to avoid repetition of such incidents, which have not only put the police in bad light, but also created panic among the masses. Besides, a special committee led by a deputy superintendent of police (DSP) has also been constituted to find out the policemen responsible for negligence that resulted in killing of an undertrial amid security cover. Rewari SP Pankaj Nain told The Tribune that the committees had been asked to submit their reports within one or two days so that remedial action could be taken as per the findings. "The ACJM committee will work on strengthening the security measures on the court campus, while the DSP committee will expose the laxity on the part of the policemen responsible for security check," Nain said. Meanwhile, the police today produced both the accused - Naresh of Jaundi Sampka village (Gurgaon) and Hawa Singh of Kamalpur Mundanvaas village - in a local court, which sent them to police remand for two days. "A criminal case has been registered against them on the complaint of constable Bhim Singh, who also suffered bullet injuries on his leg in the fatal attack," said a police spokesman. |

Ambala, February 12 The police said in the evening that three persons were arrested and two policemen suspended for dereliction of duty. Trader Himanshu Gupta had recently been provided police security after he reportedly received extortion calls demanding Rs 20 lakh. Despite this, two motorcycle-borne youths fired at his shop from across the divider on the road and fled. A bullet hit Rinku in the leg. He was working on bags of animal feed when the bullet hit him. Himanshu was at home at the time of the incident and his father Jagmohan Lal was at the shop. DCP (Urban) Surinder Pal Singh and other senior officers reached the spot soon after the incident. He said the police constituted four teams, which arrested three accused by the evening. They were identified as Rishi Rana, Ajmer Singh and Rakesh Alia Shelly. Sub-inspector Gursharan Singh and constable Satnaam Singh were hardly 30 feet from the scene of the crime with a PCR vehicle, but could not catch the assailants. The vehicle was being repaired at a mechanic’s shop. They pushed the PCR vehicle in a bid to start it, but could not start the vehicle and the assailants got away. They were subsequently suspended for dereliction of duty. Soon after the shootout, a large number of traders assembled at Himanshu's shop and threatened to take out a march against the 'failure' of the police in maintaining law and order. They were joined by local BJP legislator Anil Vij. The DCP and other senior officers pacified them by assuring prompt action. The DCP said the police were on the job and a breakthrough was expected soon. He said the accused were being questioned to get further leads into the working of the gang. He said the security of Himanshu's family was increased and he was provided four police personnel and a PCR vehicle for security. Some miscreants shot at brothers Surender and Vinod, who were traders, and their relative Vanshu on Saturday night in an attempt to snatch a money bag from them. They sustained firearm injures and had to be rushed to the PGI in Chandigarh. Local traders held a protest and downed their shutters in Ambala on Sunday. |

Doctor hits patient with surgical blade, apologises
Fatehabad, February 12 Dhanna Ram (66) of Ward No. 20, Bhuna, alleged that he had gone to the doctor for treatment of his right thumb which had a swelling. The doctor told him that an incision would be made on his thumb to drain out pus from the his thumb. "As he started the process, I felt an acute pain and requested him to anaesthetise my thumb first. However, he hit at my face with the surgical blade, resulting in severe injury on my cheek,” alleged Dhanna. After the incident, the doctor allegedly ordered the patient to get out of his room and bolted his cabin from inside. With both his thumb and cheek bleeding profusely, the victim called his son to the centre. Residents called up the Civil Surgeon as the doctor failed to give any satisfactory reply for his conduct and apologised.

Discoms to shift lines from residential areas
Chandigarh February 12 Power Minister Ajay Singh Yadav said Rs 58.26 crore would be spent by the power utilities on shifting HT and LT lines. Capt. Yadav said that there were 3336 HT and 3431 LT overhead lines having a length of about 1,520 km and 1,308 km, respectively, in the areas falling outside 'lal dora' in the state. These wires would be shifted in about six months, he added. Earlier, the overhead lines passing through the residential areas outside 'lal dora' in rural areas were shifted at the expense of beneficiary. |

Power engineers oppose new promotion policy
Chandigarh, February 12 In fact, the Haryana Power Engineers Association is already on the warpath against the “ill-conceived” policy holding daily gate meetings and planning a statewide protest at Hisar on February 17. “We will move the court if the Hooda Government did not take back the promotion policy which is tailored to favour its blue-eyed engineers,” said KK Malik, senior vice-president of the association. Under the new seniority-cum-merit policy recently okayed by the DHBVN’s Board of Directors for promotion from XENs to SEs and from SEs to CEs, 50% weightage has been given to ACRs in the last seven years. While 40% weightage will be given to the interview, 10% weightage is for the additional qualifications acquired during the service period. In the earlier policy, seniority and service record played a dominant role in promotions. However, undue weightage given to the interview marks has sent the prospective promotees in a tizzy. “The 40% weightage to the personal interview would surely give rise to nepotism and favouritism as those scoring high in the interview would have an edge. At the level of the promotion to senior posts, service records and technical expertise should be deciding factors, not the interview,” pointed out an SE on condition of anonymity. Engineers meet CMD

Attempt-to-murder charges dropped against Bishnoi
Chandigarh, February 12 The court was not convinced with the arguments of the prosecution in the case and dropped charges of Section 307, IPC (murder attempt), against all accused in the case. The UT police had registered the case on March 5, 2010, when over 70 persons, including the HJC chief and around 35 police personnel, were injured
in a violent clash when they were stopped from marching on to the Haryana Assembly. Over 1,000 party workers, led by Bishnoi, had gathered at the Sector 25 ground to protest the policies of the state government. A clash broke out when police stopped them from jumping a barricade, following which the police had used batons, tear gas shells and water cannons to disperse the mob. Irked by the pelting of stones by the protesters, who also tried to breach the security cordon, the police chased and cane-charged them before smashing the windowpanes of their vehicles parked in the Sector 25 rally ground. An FIR was registered under sections of murder attempt, rioting, obstructing public servant from performing duty, damaging public property against all the accused. With the murder attempt charges dropped, the case under the remaining charges will be tried in a magistrate court. |

suspended in Akhil Chauhan suicide case
Karnal, February 12 The wife’s father was suspended following appearance of
his name in the victim’s suicide note. The court has also issued
arrest warrants against the accused. Two police officers have already
been suspended in the case. Even four days after the death of Akhil,
no arrest had been made and the youth’s body is still lying in the
mortuary. Demanding the arrest of the accused and CBI inquiry in the case, the family and community members continued their dharna on the fourth day in front of the mortuary and took out a protest march in the city. They also blocked the road near the mini-secretariat. The protesters sat on a dharna outside the mini-secretariat and raised slogans against the police and the accused. Duty Magistrate Hari Om Attri and DSP Headquarters Joginder Rathi tried to assure them, but they continued the protest. A
marathon meeting was also organised between the community members and
Deputy Commissioner Balraj Singh, but no result came out and Akhil’s
parents refused to perform the last rites. “I have lost my son and
I will not cremate his body until the accused are arrested,” said
Krishna, mother of Akhil. “The police have taken the arrest warrant
of the accused from the court. We are trying our best to arrest him,”

Rape bid: Allegations against PF staff found false
Panipat, February 12 Taking serious note of the false complaint, the district police have decided to initiate legal proceedings against Goyal. Superintendent of Police (SP) B Sathish Balan said the allegations levelled by Goyal had been found to be false during verification and they would initiate legal proceedings in a competent court under Section 182 of the IPC against him. To a query, he said “As the offence is non-cognisable, the police cannot register an FIR against the person providing false information on their own.” Haryana-cadre IAS officer Krishan Kumar Jalan, currently on central deputation and posted as Central Provident Fund Commissioner (CPFC), and several Karnal-based PF officials were booked on Sunday for allegedly attempting to rape a Panipat woman, on the complaint of Goyal. An FIR under Sections 354, 376, 511 and 506 of the IPC was registered against Jalan and PF officials - Surat Singh, NK Singh, Yogesh Sharma, MK Sharma, Sanjay Sharma and Jitender Bansal. Goyal had alleged that the PF officials came to his office on August 27 last year, molested his 47-year-old wife and tried to rape her. The complainant had further alleged that he had submitted a complaint to Jalan for taking appropriate action against the “erring” PF officials, but he did not take any action. The complaint, on a prima facie, appeared to be false as Goyal had submitted the complaint after a cheating case was registered against him and the manager of the Panipat branch of Karnataka Bank Mohammad Munavar on the complaint of PF official Surat Singh. Surat had alleged that Goyal and Munavar hatched a conspiracy to cheat some gullible workers and did not deposit money in their PF accounts. Lodging of false FIR punishable
Lodging a false FIR is punishable under IPC. Such complainant can be proceeded against under Section 182 of the IPC or under Section 211 of the IPC. Private person against whom false FIR/complaint has been lodged can also file complaint in the court for the offence of defamation. Under Section 182, a false complainant may be punished with imprisonment which may extend to six months or with fine which may extend to Rs 1,000 or with both, whereas under Section 211, a false informant may be punished with imprisonment, which may extend to seven years and will also be liable to fine. |

Woman abducted at gunpoint, gang-raped
Jhajjar, February 12 As per the police complaint, the duo abducted her at gunpoint when the victim was going towards Bahadurgarh in her car on February 8. They then took her to their office where the accused along with their third accomplice first made her consume liquor and then took turns to rape her. After committing the crime, the accused took her towards Panipat in her car. She somehow managed to free herself from the clutches of the accused and returned to her home. She approached the police after three days and lodged a complaint against the accused.

Rao Inderjit quits Congress, to join BJP today
New Delhi, February 12 In a terse two sentence communication, the Rao said : “I write this letter to apprise you that I no longer wish to remain a member of the Congress. Kindly treat this letter as my resignation from the membership of the party.” Inderjit, who had been bęte noire of CM BS Hooda and who also fell foul of the Congress camp after he raised the alleged questionable land deals of Robert Vadra in the state, was a rebel in the party for more than three years. He had announced recently that he would join the BJP on February 13. The Congress’ loss with regard to Inderjit would be the BJP gain on account of the sizeable strength of the Yadav community in more than 12 Assembly seats in Haryana. Moreover, he is of immense symbolic value to the BJP in Haryana politics. Indications are that BJP chief Rajnath Singh will welcome Inderjit into the party fold in Delhi tomorrow. |
End to contract system of safai karamcharis sought
Sirsa/Fatehabad, February 12 The newly appointed member of the NCSK was at Fatehabad last evening and Sirsa today on his first visit to the two districts after his induction. He said he was of the view that appointment of safai karamcharis should be direct and regular so that they could get emoluments they deserved. “I have been told that contractors eat into a major part of the Rs 8,100 the government pays to them,” Sahotra said while speaking to mediapersons today. He said he would take up the issue in the NCSK and with the state government so that safai karamcharis in Haryana got their due. He said as many as 438 safai karamcharis were working in the district and they were getting Rs 8,100 per month as remuneration. |
Giant-sized idol priced at Rs 40 lakh
Faridabad, February 12 The idol is made of 'siwani' wood, found only in Karnataka. It is around 11 feet high and weighs over 500 kg. People are awed by it, claims Chander, the 30-year-old artist who has carved and brought it here. He says the wood is water and termite resistant. He says it took him and his family around eight-and-a-half years to prepare the idol. An idol of Radha and Lord Krishna is on display as well. It is 11 feet high, weighs 300 kg and is priced at Rs 12 lakh. An idol of Lord Ganesha is priced at Rs 9 lakh. Chander says he is least worried about buyers as his art work has been recognised at this level. At least two dozen artisans have displayed their wares made of wood at the mela. |

Karnal, February 12 Dr Rakesh Gupta, Mission Director, National Health Mission, and Commissioner, Food and Drug Administration Department, said malnutrition was a major challenge for public health. He held meetings with the Health Department and flour millers at Karan Lake today. “We have started giving training to flour millers in Karnal. It is provided by GAIN, Delhi,” said Dr Gupta. They would mix a powder of iron, folic acid and vitamin-B12 in the flour to check malnutrition, he said. Children with severe acute malnutrition have nine times higher risk of dying than well-nourished children, he added. |

Chandigarh, February 12 Thereafter, tuition and laboratory fee would be reimbursed for study in government, government-aided, recognised private educational institutions, technical institutions and professional colleges for two living children of a deceased employee. However, the reimbursement would be equivalent to the fee charged by government colleges or institutions or less. The reimbursement of fee would be made by the department concerned, he added. |

Sonepat, February 12 Ram Singh along with his wife, Ramkali, and Ravi was returning after meeting his another son residing at Bahalgarh. As they were crossing the GT road after getting down from a three-wheeler, they were hit by a vehicle. The police brought the victims to the local civil hospital where they were declared brought dead. The police have booked the vehicle driver.
