Yellow rust attacks wheat crop in Sirsa

More farmers have approached the agriculture authorities here today with complaints of yellow rust attacking their wheat crop. Yellow rust, a fungal disease that attacks leaves of the wheat plant, has been detected in several areas of the district.

Notification issued on chowkidars’ honorarium

The Haryana Government has issued a notification on increased honorarium and allowances to chowkidars serving in the villages that have been included in the newly constituted municipal corporations of Panchkula, Yamunanagar-Jagadhari, Ambala, Karnal, Panipat, Rohtak and Hisar from November, 2011, to September, 2013.

Jind development plan notified
Chandigarh, February 20
The Haryana Town and Country Planning Department has issued a notification on the Draft Development Plan 2031 for Jind city and controlled areas falling under it. An official spokesman said here today that as per the plan, the population of Jind city would be around 5,17,000 by the year 2031 and this Draft Development Plan had been prepared to provide basic facilities to them.

17 injured in road mishap

Seventeen persons were injured, two of them seriously, when a Haryana Roadways bus overturned after colliding with a Maruti Swift car and a truck near Badopal village in the district today.

Over 25 injured in caste violence in Sirsa

More than 25 persons were injured in caste violence on the Rania road here today. Stones were hurled and lathis used by both the parties residing on the either side of the road. Several shops were also damaged in the clash. The police have arrested many persons from both the sides and cases of rioting and hurting religious sentiments have been registered.

A heavy force has been deployed and the authorities have promulgated prohibitory orders in the area.

Sources said some members of the two groups had clashed last night when some miscreants torn posters of Guru Ravi Dass.

However, the police brought the situation under control and today, when a police Gypsy went to take some youths from both sides to the police station, the violence erupted again.

Suddenly, some abusive language used by a youth triggered the clash and soon the situation worsened with both sides hurling stones at each other and it was free for all for the next almost three hours.

Later, Deputy Commissioner J Ganesan and Senior Superintendent of Police Saurabh Singh went to the site and took control of the situation with the help of a heavy police force.

The road was blocked from both sides and the police organised a flag march in the area. Saurabh Singh said a peace committee of local residents was formed and the two sides had promised to sink differences.

Tension in Y’nagar village over damage to idols

Yamunanagar: Communal tension gripped Baniawala village located under the Khizrabad police station after members of the minor community allegedly damaged three idols in the village temple late last night.

Sensing the gravity of the situation, two platoons of the police were deployed in the village. Besides, Deputy Superintendent of Police Suresh Kumar, Chhachhruali Tehsildar Mohinder Singh, Khizrabad SHO Sandeep Kumar and other senior officers reached there.

The reason behind the dispute was reported to be a piece of land registered in the name of the temple.

Villagers Ramjatan, Sulekh Chand, Pawan Kumar, Ramesh and Dharampal said priest Kalawati and members of the temple committee members got a fence erected on the land with the consent of people of the minority community yesterday.

However, the fence was uprooted and idols were damaged allegedly by the members of the minority community late last night, they said. The villagers said members of the minority community wanted to take possession of the land.

Superintendent of Police (SP) Shashank Anand said some members of the minority community wanted to build a community hall on the land. “In the records, the land belongs to the temple. Therefore, people of the minority community have been asked not to indulge in any kind of activity on the land,” the SP said.

After pepper spray in Parliament, slapgate in the J & K assembly and MLAs going shirtless in the UP House, the Congress-led Haryana Government is on tenterhooks as it readies for its last budget session tomorrow.

Speaker Kuldeep Sharma has called a security meeting before the House meets, besides an all-party meeting for smooth functioning of the Assembly.

Sources said the frisking of MLAs had been ruled out since the idea had not found favour with even Parliament. Police presence would be strengthened and those without passes would not be allowed near the Assembly.

Sources maintain that the government is apprehensive that the Opposition may try to stall proceedings from the very beginning. The INLD has been demanding the registration of an FIR against Chief Parliamentary Secretary Ram Kishan Fauji in an alleged graft case and is expected to raise the issue in the House in a big way.

INLD insiders expect its leadership to release all-new clippings of Congressmen in continuation of their cash-for CLU scam “series” which has seen nine such “releases”, most of them coming hours before the monsoon session in September last year.

The Congress will try to hit the INLD’s raw nerve by launching a counter-offensive on the indictment of its chief Om Prakash Chautala in the JBT recruitment scam.

Since this is the last budget session, Chief Minister Bhupinder Singh Hooda is expected to dole out sops for various sections of society.

Also, the budget session, probably one of the shortest ever, will conclude after six sittings on March 4, according to the tentative business schedule. Two days each have been set aside for discussion on the Governor’s Address and the Budget. However, the final call will be taken by the Business Advisory Committee (BAC) which meets tomorrow.

Sources said that the Speaker’s office had received nine calling-attention notices shared between Congress MLA Sampat Singh and INLD’s Rampal Majra. These pertain to malnutrition, free of cost medicines at government hospitals, resentment among government employees on contract and outsourcing, among others.

As many as 14 Bills will be moved in this session and the government will bring eight ordinances for approval.

INLD to corner govt on power issue

Demanding dismissal of Chief Minister Bhupinder Singh Hooda-led government in the state, the INLD sought registration of an FIR against Ram Kishan Fauji in the cash-for change of land use scam in accordance with the recommendations of the Lokayukta.

A delegation of MLAs led by senior party leader and Ellenabad MLA Abhay Chautala submitted a memorandum to Governor Jaganath Pahadia here today. The memorandum states that the INLD had exposed Congressmen who were shown striking deals in exchange for CLUs .

Terming the grant of CLU as a big scam, Chautala said that the Hooda government had granted CLUs for 22,000 acres. He said the INLD’s drive to create awareness of the misdeeds of the Congress would continue.

Panipat: Apart from the cash-for-CLU scam, the INLD will corner the Hooda Government on the power issue. Alleging that the government had shut down most of thermal and hydro electricity units in the state to purchase power from several private companies to get “commission”, Israna INLD legislator Krishan Lal Panwar said he would raise the issue in the Assembly. “Most of the thermal units set up at Panipat, Hisar, Yamunanagar and Faridabad have been shut down in the name of “no demand”, whereas the state is reeling under undeclared power cuts.” — TNS

The removal of toll plaza may have brought cheers to a lot of people, but the Delhi and Gurgaon traffic authorities have predicted more chaos and traffic jams at important intersections.

Citing increased vehicular volume and unregulated speed, analysts and authorities have suggested designing of an expressway that would work with toll barrier.

While the expressway has eight lanes, the three major roads that cater to the Delhi-bound traffic are four to six lane wide, which could result in bottlenecks at crucial points.

“We expect the number of vehicles to go up by almost 20 per cent and a major increase in heavy commercial vehicles will be witnessed. The toll plaza had been a speed breaker for vehicles flowing in from Delhi and vice versa but now it will be a run-through for them. Vehicle breakdown on the expressway and accidents will be major problems and important exists like Rajiv Chowk will be choked due to unregulated vehicle flow," said an official of the Gurgaon traffic police.

The Delhi police share the same concern and have already taken measures foreseeing the trouble. They have identified area like RTR Marg, Mehrauli-Badarpur road and Sardar Patel Marg as problematic. Besides, the Dhaula Kuan crossing and the Vasant Kunj-Mehrauli road are likely to prove a headache. N Ranganathan, a traffic expert, said the expressway had been designed keeping toll barriers in mind. In their absence, road design at major intersections would have to be altered in the long run, he said.

Yellow rust attacks wheat crop in Sirsa

More farmers have approached the agriculture authorities here today with complaints of yellow rust attacking their wheat crop. Yellow rust, a fungal disease that attacks leaves of the wheat plant, has been detected in several areas of the district.

Wazir Singh, Deputy Director, Agriculture, Sirsa, said so far the disease had been detected on over 25 acres of land and added the Propiconazole, a fungicide used in the yellow rust was being distributed among farmers on 50 per cent subsidy.

He said it was not possible for the department to survey all fields and they would be distributing fungicide as and when farmers approached them with the problem.

Yellow rust, also called stripe rust, manifests as powdery yellow stripes on wheat leaves.

“Temperature up to 23 degree Celsius and heavy humidity are highly conducive to the growth of the disease,” said Wazir Singh.

Weather conditions conducive for disease

Karnal: With a sudden rise in temperature, the fungal disease has become a threat to the wheat crop.

Dr Indu Sharma, Project Director of the Directorate of Wheat Research (DWR), said: “The prevailing weather conditions are conducive for the disease.” She said farmers were advised to monitor their crop till March 10.

Dr Sharma said if farmers found disease symptoms, they should contact the nearest research centre or Agriculture Department office.

Dr MS Saharan, Principal Scientist, DWR, said farmers were advised to check symptoms of the disease by touching the leaf with finger or white cloth and if yellow colour appeared then they should spray the crop with fungicide.

The Haryana Government has issued a notification on increased honorarium and allowances to chowkidars serving in the villages that have been included in the newly constituted municipal corporations of Panchkula, Yamunanagar-Jagadhari, Ambala, Karnal, Panipat, Rohtak and Hisar from November, 2011, to September, 2013.

An official spokesman said the chowkidars in villages falling under these corporations would get an honorarium of Rs 2,000 per month with effect from November 1, 2011, Rs 2,500 per month from April 1, 2013, Rs 3,500 per month from January 1, 2014, besides an uniform allowance of Rs 2,000 per annum and Rs 750 per annum as an allowance for lathi, battery and whistle.

Housing board to build 50,000 houses for EWS

The Haryana Housing Board has launched a massive housing programme for the construction of 50,000 affordable houses for the economically weaker section (EWS), BPL and other categories over the next two years. Construction of about 30,000 houses has already started.

A spokesman of the board said here today that the total cost of the project was likely to be over Rs 2,250 crore.

The construction of 22,600 houses was in progress at Ambala City, Yamunanagar, Karnal, Kurukshetra, Panipat, Jind, Fatehabad, Ratia, Hansi, Tohana, Hisar, Sirsa, Sonepat, Barhi, Gurgaon, Narnaul, Rewari, Faridabad, Palwal, Sisoth, Jhajjar, Bahadurgarh and Rohtak.

He said the registration for 6,892 houses had been floated recently, which included 1,506 houses for Scheduled Castes and Backward Classes at Dadri.

About houses for the EWS and BPL categories , he said the houses would comprise two rooms with a 300 square feet covered area and cost about Rs 4.50 lakh per unit.

Dabwali shoe hurler acted out of frustration

The man who hurled a shoe at Chief Minister Bhupinder Singh Hooda in Dabwali on February 16 appears to have done it out of sheer frustration, as he was unsuccessful in seeking action against some officials for 10 years.

The police said Raja Ram, a panchayat member from Nathusari village, hurled a shoe at Hooda to gain cheap publicity, but an application moved by him, which is presently with the District Development and Panchayat Officer (DDPO), reveals that he wanted action against 11 officials, including an IAS and an HCS officer.

While he had complaints against some Panchayati Raj Department officials, he alleged that a senior administrative officer had stonewalled his complaint against a corrupt official in 2004. DDPO Kulbhushan Bansal confirmed that his office has received the application earlier this month from the ADC office. He, however, declined to comment further.

The application reveals that the State Vigilance Bureau, on Raja Ram’s complaint, laid a trap to arrest a “corrupt” official red-handed on December 6, 2004.

However, the then DC, for some reason, did not grant approval to the SVB’s plea for conducting the raid.

In his complaint to the SVB, Raja Ram had alleged that the panchayat secretary had demanded Rs 10,000 as bribe for clearing each cheque meant for development works in the village, where Raja Ram’s wife Shakuntla was the sarpanch.

Raja Ram has since been trying to take up the issue at various levels and on November 19, 2008, the police booked his wife Shakuntla for embezzling panchayat funds on the complaint of Block Development and Panchayat Officer.

Recently, Raja Ram had demanded information under the RTI asking how much money has been spent in Chopta area from January 2011 to November 2013 under the MP Local Area Development funds. The 787-page information is ready with the officials of the Panchayati Raj Department now.

Farmers want SEZ land back

With the state government’s decision to take back thousands of acres that were given to Reliance Industries for developing special economic zone (SEZ), local farmers have made efforts to get possession of the land while describing it their legal right.

Farmers have approached the Jhajjar Deputy Collector by moving a petition in his court, demanding that the land should be either declared surplus or returned to its previous owners. The collector has fixed February 25 as the date of hearing.

Dr Ram Kumar Dulina, a social activist, who is raising the issue on behalf of the farmers, told The Tribune that the initiative had been taken to fight a legal battle for ensuring justice to the farmers, who had lost their land in the name of development.

“Around 7,700 acres in 22 villages of Jhajjar district were purchased by Reliance Industries to develop the SEZ in the region. Since the development project for which the land was bought is not in existence anymore, the farmers should be returned their land,” said Dulina. He further said farmers were ready to return the full compensation amount in lieu of their land.

He maintained no company, in addition to special conditions, could purchase more than 18 acres as per the Haryana Ceiling on Land Holdings Act, 1972; therefore, the district collector can legally declare the land surplus. That was the demand being raised by the farmers in their petition, he added.

Work with dedication, women doctors told

The opening of three medical colleges and the setting up of a health university in nine years were aimed at providing the best health facilities to the people of the state, said Chief Minister Bhupinder Singh Hooda.

He said this while inaugurating the first sports meet of BPS Government Women Medical College, Khanpur Kalan, here yesterday.

He exhorted budding women doctors to discharge their duties with dedication and discourage social evils such as female foeticide.

He praised the college for becoming a model institution in providing health facilities to the rural population and implementing the Mukhyamantri Muft Ilaaj Yojna.

“Haryana is emerging as an education hub and sports power in the country because of inventive policies of the state government,” he said.

College director Dr RC Siwach said the college hospital had provided free medicines to over three lakh people under the Mukhyamantri Muft Ilaaj Yojna since January.

Earlier, the Chief Minister laid the foundation stone of an auditorium, to be constructed at a cost of Rs 60 crore with the seating capacity of 1,000 persons, at the college.

50 legal aid clinics ‘unable to help’ people

The District Legal Service Authority (DLSA) will launch an awareness campaign in the district to help people. Renu Rana, CJM-cum-secretary DLSA said there were 50 legal aid clinics in the district, but the common people were unable to reap its benefits due to lack of awareness.

Interacting with mediapersons here, she said there were six legal aid clinics in Karnal urban area, 40 in different villages and four in Assandh block.

She said any citizen desirous of legal advice could personally visit these clinics.

The clinics offer aid, including legal advice, drafting petitions, notices, replies, application and other documents. The clinics help in resolving disputes as well.

“The Karnal District Legal Services Authority has a helpline no. 0184-2266138, which is functional from 10am to 5pm on all working days. The DLSA will organise the second national lok adalat on April 12,” she said.

‘Jharu Sandesh Yatra’ sweeps through Sirsa

The ‘Jharu Sandesh Yatra’ of the Aam Aadmi Party (AAP) has gained momentum in Sirsa, where the party activists today campaigned at the Mini-Secretariat and court complex.

Prahlad Singh Bharukhera, state committee member of AAP, Daljit Singh Sra, president of District Bar Association, Suresh Mehta, a former president of the District Bar Association, Ramesh Mehta, a municipal councillor, and several others participated in the yatra today.

The yatra also went to the Housing Board Colony, Bansal Colony, Bata Colony, Shakti Nagar and some other residential areas of Sirsa to exhort the people to support AAP in the upcoming elections.

Bharukhera said by giving the reins of power to honest persons, the people would actually vote for their own brighter future.

Meanwhile, the party would organise its yatra at Fatehabad from tomorrow.

Dharambir Kajla of the party said the party activists would gather at Ambedkar Park in the morning and move towards the Mini-Secretariat.

Jind development plan notified

The Haryana Town and Country Planning Department has issued a notification on the Draft Development Plan 2031 for Jind city and controlled areas falling under it.

An official spokesman said here today that as per the plan, the population of Jind city would be around 5,17,000 by the year 2031 and this Draft Development Plan had been prepared to provide basic facilities to them. He said as per the plan, 1,745 hectares of area has been reserved as residential area, 209 hectares as commercial, 452 hectares as industrial , 483 hectares for transportation system, 101 hectares for public utilities, 310 hectares for public and semi-public services, 4,307 hectares for agriculture purpose and 565 hectares as an open area.

He said sectors would be developed in 1,745 hectares of land reserved as a residential area, which would be divided into 25 parts.

VAT cut on scientific instruments

Haryana Excise and Taxation Minister Kiran Choudhry today announced to reduce value added tax on scientific instruments from 12.5 per cent to 5 per cent.

300 donate blood at HIMS

The Haryana College of Technology and Management (HCTM) organised a blood donation camp at Haryana Institute of Medical Sciences (HIMS) and Hospital here on Wednesday.

It was the 10th such camp organised by the college. District Red Cross Society and OBC sponsored the event. College MD GK Sethi inaugurated the camp and director DP Gupta presided over the event, in which 300 people donated blood.

He highlighted the free medical services being provided by the institute to poor patients.

The MD said HIMS had introduced a bus service from various locations in Kaithal to ferry patients to the hospital.

A number of tests were conducted for free, while others were done at concessional rates.

17 injured in road mishap

Fatehabad, February 20
Seventeen persons were injured, two of them seriously, when a Haryana Roadways bus overturned after colliding with a Maruti Swift car and a truck near Badopal village in the district today.

The injured were rushed to the General Hospital here while the two seriously hurt were shifted to Hisar.

Sources said seriously injured Nitesh Saini and Jitender Saini, both residents of Gurgaon, were going towards Gurgaon from Sirsa when in an effort to overtake a truck, their car collided with a Haryana Roadways bus coming from the opposite direction.

After hitting the car, the bus collided with the truck and then overturned.

Nearly 15 bus passengers were injured in the accident.

Sanctuary to be community reserve

The Haryana Government has decided to convert the area of the Abubshehar Wildlife Sanctuary in Sirsa district into a community reserve, as it will ensure participation of local people in the conservation of wildlife.

The decision was taken at a meeting of the State Board for Wildlife of Haryana held under the chairmanship of Chief Minister Bhupinder Singh Hooda here today. The matter of de-notification in this regard would be placed before the Standing Committee of National Board for Wildlife.

CM offers support to France

The Haryana Government today offered full support to France to set up industrial units in the state. It also offered to set up French institutes in the universities of the state. This offer was made by Chief Minister Bhupinder Singh Hooda at a meeting with French Ambassador to India Francois Richier here today.

Ambala railway overbridge closed for repairs

Ambala, February 20
The railway overbridge on the Ambala-Hisar road (NH-65) near Ambala city will be closed for two months for repair. The bridge was constructed about 30 years ago. According to information, Rs 5.24 crore has been sanctioned by the Ministry of Road Transport and Highways for the repair of the bridge.

During the repair of the bridge, heavy vehicular traffic will be diverted from the Jansui head (Ambala-Hisar road) to Mohra on NH-1.

The light vehicular traffic will pass through the newly constructed railway overbridge between the Aggrsain chowk and Court road and through the INCO bridge and the grain market. — OC

Just 6 per cent candidates clear HTET

A total of 21,111 candidates have qualified the Haryana Teacher Eligibility Test (HTET), the result of which was declared here today. KC Bhardwaj, chairman, Haryana Board of School Education (HBSE), said 3,36,874 candidates had appeared for the exam held recently, out of which 6 per cent of the total candidates were successful.

Women outperformed their male counterparts, he added.

Board secretary Anshaj Singh said in case a candidate finds an error after comparing the answer key and the question paper, he/she could send the complaint to the Board secretary through registered, speed post or by hand with relevant facts and proofs.

He said such complaints should reach the Board office within seven days of the declaration of the result after which no complaints would be entertained.

Recruitment on for 1,347 posts of constable

The Haryana Police Recruitment Board is filling 1,347 posts of constable meant exclusively for ex-servicemen and their dependents at Jhajjar. This will be the first police recruitment in the state in which the radio frequency identity device will be used to maintain transparency.

Brig (retd) JS Maan, chairman of the board, said the board had received 10,687 applications for these posts.

The Karnal District Legal Services Authority has a helpline (0184-2266138), which is functional from 10am to 5pm on all working days. The DLSA will organise the second national lok adalat on April 12.

Brick-kiln worker held on rape charge

Sonepat, February 20
The police have arrested Sachin (17), a brick-kiln worker at Khanda village and residing in Kharkhoda, for allegedly raping a minor. The police arrested the alleged accused on the victim’s complaint. After her medical examination, he was produced in the court and sent to judicial custody.

The police said the girl had lodged a complaint yesterday that Sachin had raped her in the fields on February 17. The accused had also threatened her of dire consequences if she disclosed the matter to anyone. — OC

Board to build 50,000 houses for EWS

The Haryana Housing Board has launched a massive housing programme for the construction of 50,000 affordable houses for the economically weaker section (EWS), BPL and other categories over the next two years. Construction of about 30,000 houses has already started.

A spokesman of the board said here today that the total cost of the project was likely to be over Rs 2,250 crore.

The construction of 22,600 houses was in progress at Ambala City, Yamunanagar, Karnal, Kurukshetra, Panipat, Jind, Fatehabad, Ratia, Hansi, Tohana, Hisar, Sirsa, Sonepat, Barhi, Gurgaon, Narnaul, Rewari, Faridabad, Palwal, Sisoth, Jhajjar, Bahadurgarh and Rohtak.

He said the registration for 6,892 houses had been floated recently, which included 1,506 houses for Scheduled Castes and Backward Classes at Dadri.

About houses for the EWS and BPL categories , he said the houses would comprise two rooms with a 300 square feet covered area and cost about Rs 4.50 lakh per unit.
