Honour killings: Sinister silence in Rohtak

Rohtak, September 23 And, that is why, Nidhi’s father, Narender alias Billu, and her family members were left with no choice but to avenge this disgrace thrust upon them. To salvage whatever was left of their lost honour, they made the couple pay for falling in love with their lives. Their frightfully painful end — Dharmender’s head, an arm and a leg were severed from a repeatedly stabbed torso while Nidhi’s body, too, was sliced — has no witness who heard them scream or saw them writhe in pain as they were “slaughtered”. All that’s left behind is a sinister silence. In a village with a woman sarpanch, we stand waiting for her husband, who runs the show for her, to arrive. In response to a call, he asks us to wait. Nobody comes. Any attempt to speak to the veiled women, tending to cattle or busy with household chores, meets with a blank expression. Villagers refuse to acknowledge that they had paused to hear us out and walk off at the mention of the “honour killing”. Finally, we venture into the village on our own to reach the headman’s house. His daughter, at home with her friends, informs him of our arrival. Left with no choice, he sends his cousin, Om Prakash Moni, a member of the village panchayat. “Nobody knows anything. The village has a neutral stance to the killings. It is only between the two families. We were playing cards when I saw a police jeep whizz past around 5.30 pm. The police laid a siege to the village in a few minutes. That’s when we got to know that Billu had killed the two. We would have definitely intervened had we known of the affair,” he insists, volunteering no more. Asked to accompany us to the boy’s house, he flatly refuses. Despite being elected a panch from that pocket, fellow villagers, he has called for support, also turn down his request. Moni finally asks the girls to accompany us. As we walk down the slushy village lane and attempt to strike conversation with the women enroute, they slink away into their homes, shutting their gates. The girls, all of them educated, too, shy away from giving direct answers on the killings but counter-question, “Isn’t this considered wrong in the cities? They seemed nice people until they did this. The girls are now free to study but we know this freedom should not be misused like they did.” At Dharmender’s house, the gates are open. The two-room brick house has men and women sitting separately in the two rooms, mourning the death. As we step in, an elderly villager, comes out charging, “Are you from the media?” Before I can answer, he warns rather menacingly, “Since you are here, you can have tea, sit silently to condole the death, share our sorrow and leave. Mind it, you cannot utter a word,” repeating this twice. As I deliberate and make my way towards where the women are, thinking I might as well sit with them a while, he comes back. “You will not sit with the women. No. Sit with us, if you must, have tea and go away,” he remarks. When the reasoning to let a woman sit with the women cuts no ice, we leave. We are followed till we sit in our car. On the way, we ask an 80-year-old Ragubir Singh, walking down the road, about the crime. He sums up the village mood. “The boy was a bad man and got the death he deserved for thinking he could marry his sister. The message has gone everywhere. The youth will mend their ways,” he says and walks off. |

Sirsa: In a new twist to the incident of her alleged kidnapping, a college-going girl from Khari Surera village in the district today alleged that she was gang-raped by four youths by offering her a drink laced with intoxicants, but a woman sub-inspector (SI) coerced her against making any such allegation in
her statement. The girl had yesterday alleged in her statement given in the presence of a woman lawyer empanelled with the District Legal Services Authority that the youths had kidnapped her in a car and after offering her a drink laced with intoxicants, they had thrown her by the roadside in an unconscious condition. The girl today appeared before mediapersons and alleged that she was prevented from recording her true statement and the woman SI, who accompanied her, threatened to send her to jail if she levelled allegations of rape in
her statement. The victim’s family members today met SSP Saurabh Singh and demanded the registration of a rape case against the four accused. The SSP entrusted the probe to ASP Rajinder Kumar Meena. “Earlier, she had alleged that she was kidnapped and the police registered a case accordingly. Now, the victim as well as her family members are alleging rape and have demanded her medical examination again and now, we have decided to send her to the PGIMS, Rohtak, to be examined by a medical board," said Meena, adding that the police would register the case as per the allegations of the victim. Sonepat: Vikas and Ravi of Baiyanpur village attempted to rape a girl of the village last evening. The girl’s mother and other family members reached the spot and rescued her. Both accused were arrested after receiving a complaint from the girl. In a complaint to the police, the girl alleged that she was standing outside her house in the village when the accused took her forcibly in their house in the village and attempted to rape her. However, she raised the alarm and her mother reached the spot. The accused attacked her mother with a brick and injured her. Her family members also reached the spot and rescued her. Additional District and Sessions Judge Manisha Batra had sentenced rapist Rakesh alias Kala of Kharkhoda to 10-years imprisonment and imposed a fine of Rs 25,000. The rape victim had set herself on fire after the rape incident. The victim’s mother lodged a complaint on January 11 this year, alleging that her daughter, a student of Class 10th was raped by the accused on January 5 and 11. He also threatened her with dire consequences if she disclosed it to her parents. The victim’s mother stated that her daughter disclosed to her on January 11 and when she was out of the house, her daughter set herself on fire. She was taken to the PGIMS Rohtak where she succumbed to burns. |
Rajnath keeps doors open for Rao Inderjit

BJP. BJP national spokesman Capt Abhimanyu welcomed Rao Inderjit Singh's exit from the “corruption-ridden” Congress. However, BJP state president Ram Bilas Sharma, who hails from Mahendragarh area that falls under the Gurgoan Lok Sabha seat, was more vocal, claiming that Rao Inderjit Singh was a champion of rights of the people of southern Haryana. The BJP is desperately looking for leaders who could assure it of a seat in the next parliamentary elections. Rao Inderjit Singh can influence the result of the Lok Sabha elections in at least two seats of Gurgaon and
Bhiwani. The party already has an alliance with the Haryana Janhit

Rajnath Singh today urged the core group comprising senior Haryana leaders to launch an intensive campaign at the booth level. While it was decided to hold meetings for Rohtak and Bhiwani parliamentary constituencies on October 3, a similar meeting is scheduled for Hisar and Sirsa Lok Sabha seats for October 4. A month-long programme of worker meetings from November 10 to December 10 has also been planned in the run-up to the parliamentary elections. Paying tributes to Rao Tula Ram and other martyrs of the state, the INLD leaders maintained that their party’s government had taken several initiatives to honour and support the families of martyrs. They launched a scathing attack on the Hooda regime and lambasted it for alleged sale of change of land use
(CLU) permissions and government jobs in the state. Arora asked the party voters to ensure the installation of INLD supremo Om Prakash Chautala as next Chief Minister of Haryana, expressing hope that he would be acquitted and released from jail
soon. Abhay Chautala said the game-plan of Congress leaders had backfired as instead of disintegrating, the INLD cadres had emerged even stronger after the arrest of their leaders. Woman, minor daughter strangled for dowry
Karnal, September 23 The victim's father, Babu Ram, alleged that his daughter was being tortured and maltreated for dowry since her marriage. Babu Ram was informed last night that Rita had committed suicide and her body was found hanging from the ceiling while the granddaughter was found dead on the bed. He alleged that his daughter and granddaughter Bhumi were strangled
by her husband and mother-in-law. Babu Ram said he had given Rs 4 lakh to his
son-in-law on credit for business six months ago. When he asked Jai Bhagwan to return the money, the latter along with his mother and aunt started torturing Rita for dowry,
Babu Ram said. As the news spread, the police visited the village and sent the bodies of Rita and her minor daughter for a post-mortem examination. A case of murder and dowry
death was registered against husband Jai Bhagwan, mother-in-law Kalawati and aunt Nikki. The victim's husband and mother-in-law have been arrested . Both mother and daughter were cremated at Badanpur village in the presence of the police today. This is the second case
of dowry death in the past one week as an eight-month pregnant woman, Puja, was allegedly done to death by her in-laws in Rajivpuram on the night of September 16. |
NCW team visits victims’ houses
Rohtak, September 23 Though both NCW member Safina Shafi and village residents condemned the killing of the couple, they had different angles of their stand on the incident. While NCW member Safina Shafi appealed to the villagers and the local panchayat to ensure that such incidents were not repeated, the latter in turn sought an assurance for bringing an amendment to the Hindu Marriage Act to ban inter-gotra and same village marriages. The police has meanwhile arrested the sixth accused named in the FIR. Shafi met the parents and families of the boy and the girl and spent about an hour collecting information about the gruesome incident. While the boy's family members reportedly admitted that the affair and eloping of their son with the girl of the same village was wrong and unacceptable, it told the NCW team that they could not do much as any exhibition of anger or protest by them could result in their social boycott. A majority of the villagers told the NCW team that though they condemn the incident, they added this was primarily due to laxity in the law related to marriage. Demanding that the government must bring an amendment to the marriage Act, they concluded that no marriage within the same gotra (sub-caste) and the village was acceptable to them. Meanwhile, the police has arrested the sixth accused, Rajesh Kumar, in the case. More arrests could not be ruled out. Rajesh has reportedly told the police that he had accompanied the girl's kin to trace the couple but was not present at the spot when the two were murdered. |
Faridabad Dy Civil Surgeon divested of additional charge
Faridabad, September 23 Dr MM Sharma, another Deputy Civil Surgeon of the hospital and head of the immunisation programme in Faridabad, has been given additional charge of PMO of the hospital. The Health Department had recently asked Mehta to respond to a charge of having claimed tour allowances twice for two tours undertaken by him. Last week, the power given to him to make direct disbursement as PMO was withdrawn. Earlier, Mehta was embroiled in another controversy when a Faridabad Civil Surgeon in a letter (September 6, 2012) to the government pointed out that the former had taken a bribe and illegally granted permission to a 'private person' to inoculate children against killer diseases, hepatitis B and Typhoid. Although the government inoculates children free of cost under the aegis of the National Rural Health Mission, the 'private person' charged money. The Civil Surgeon had addressed the letter regarding Mehta to Mission Director, National Rural Helath Mission, Haryana, and the Director-General, Health Services, Haryana. However, no action was taken in the matter. |

Khaps to form 101-member panel for amendment to marriage Act
Jhajjar, September 23 Dhankhar Sabha chief Om Prakash Dhankhar said here today Baljeet Singh Malik, chief of the Malik-Gathwala khap, would lead the committee to mount pressure on the state government for amendment to the marriage Act in order to prevent the rising incidents of same-gotra marriages and honour killings. "We have also resolved to call on Chief Minister Bhupinder Singh Hooda in Delhi next week to persuade him for amendment to the Act at the state-level," said Dhankhar. The khap leader said a delegation of various khaps had also met Hooda a year ago in connection with the demand. The Chief Minister had at that time assured them to raise the issue with the Centre for quick action, he added. "This time, we wish to get the amendment done to the Act as the state government can also amend the law. Such amendments have already been done by the governments of Karnataka, Pondicherry, Tamil Nadu, UP and Punjab," he said. |
Mystery shrouds death of 10 buffaloes
Hisar, September 23 Sources said the death of buffaloes had been reported after which veterinary doctors from the Lala Lajpath University of Veterinary and Animal Sciences took samples and conducted the post-mortem examination to diagnose the disease which caused the deaths. Chief superintendent at the farm Dr Kalyan Singh said, "There is nothing to worry about it as deaths occur at the farm frequently due to various reasons. There are around 400 buffaloes and death rate at the institute is around 3-4 per cent which is not uncommon." |

Fatehabad, September 23 Meanwhile, eyebrows are being raised over the recovery of large quantities of drugs meant for government supplies from the private clinic being run by the ANM. The raiding teams seized seven types of medicines bearing stamps of "Haryana Government Supply, Not for Sale" or "State Health Society NRHM, Government Supply, Not for Sale". Two types of drugs bearing stamps of "Central Government Hospital Supply, Not for Sale" and "Reproductive and Child Health Supply, Not for Sale" were also seized during the raid. Cattle trader stabbed to death in Hisar
Hisar, September 23 The victim, Umardeen, a resident of Bhajanpura in Delhi, was going back after purchasing buffaloes from a cattle fair in Fatehabad district. The accused also took away two buffaloes after killing the trader. The police said the victim had hired two vehicles to ferry the buffaloes from Fatehabad to Delhi. The victim’s vehicle was following another vehicle in which one of his relatives was travelling. When the first vehicle returned to know whereabouts of the second vehicle, they found the body of Umardeen lying by the roadside while the vehicle was missing. |
