In view of the upsurge in dengue cases this season, with a total of 1,355 as compared to 30 of last year, the Delhi Health Minister, Dr. A.K. Walia, today issued directions to increase the number of beds in government and private hospitals for dengue patients.

The BJP has decided to bring a white paper on the 'state of water' in Delhi. The Chief Minister has been chairperson of the Delhi Jal Board for the last 15 years, but water supply is totally mismanaged. Poll panel to keep tabs on paid news

The Delhi Election Commission today said it will keep a close watch on the coverage of paid news of political parties and their candidates during the assembly elections. An effective mechanism, including a round-the-clock monitoring system, will be put in place to check the cases of paid news in the run-up to the assembly elections.

JNU forms panels for gender-safe campus

With an aim to ensure a gender-safe campus, Jawaharlal Nehru University (JNU) has constituted four committees to prepare action plans for the implementation of various measures recommended by a 10-member committee of JNU, set up in the wake of July 31 incident on campus in which a spurned lover attacked a fellow student inside the classroom and later committed suicide.

Man robbed of car, cash in Dwarka

Four men allegedly robbed the car of a 38-year-old man in the Dwarka area last night when he was on his way to office in Manesar. The victim, Randhir Singh, works as a technician with the Manesar plant of Maruti Suzuki. He is a resident of Ganpati Enclave in Najafgarh.

Woman, daughter prevented from committing suicide

A Central Industrial Security Force (CISF) woman constable saved a 50-year-old woman and her daughter from allegedly committing suicide at the Nawada Metro Station in Delhi on Sunday afternoon.

DUSU Executive Committee poll on Oct 15

The Delhi University registrar today said that the election to the 11th Executive Committee of the University Students Union (DUSU) will be held on October 15. The last date for receipt of the nomination papers would be October 4 (2 pm) and in the panel two members have to be females as mandated by the DUSU constitution.

Some senior doctors say that the government should have invoked ESMA

Following an impasse of nearly four days, about 400 resident doctors of Lok Nayak Jai Prakash Hospital today called off their strike after an agreement with the Delhi health ministry on extra deployment of security personnel inside the hospital and constitution of a committee to look into the incident behind the strike.

Though some senior doctors have expressed dissatisfaction over the manner in which the whole issue was handled by the administration. They argue that the government should have invoked the Essential Services Maintenance Act (ESMA).

The deadlock had crippled both the hospital's casualty and OPD services after doctors declared a strike around 11 pm on September 18 following an alleged manhandling of a lady doctor at the gynaecology department by patient's relatives. The strike came to an end around one this afternoon after hectic parleys between both the sides.

"I had discussed the matter with the hospital authorities and the resident doctors and the matter is settled now. They had demanded better security and arrangements have been made accordingly," said Delhi Health Minister Dr AK Walia.

According to senior doctors, the latest strike was another instance of bullying tactics of the resident doctors and the government should have thus taken stern action, such as cutting pay, etc.

"It was a non-issue and there was a delay in seeing the patient. More than the patient who was seven and a half months pregnant, the lady doctor was at fault. But the administration kept silent and allowed them to take the law for a ride. This is an attitudinal problem nowadays in young doctors and strikes have been so frequent," said a consultant at the hospital requesting anonymity.

Prior to today's negotiations, similar attempts had failed to mollify the striking doctors even as the Health Minister had gone to meet them and additional security along with women security personnel in the gynaecological department was put in place.

The doctors insisted on getting an apology from the medical superintendent while poor patients bore the brunt at a time when the hospital receives over 3,000 patients in the OPDs alone.

LNJP's medical superintendent Dr Richa Dewan said, "The strike has been called off. Most of their demands were the same old ones and we have made proper arrangements for security."

Several senior doctors confirmed that in the last three days, not only were all those admitted in the wards were discharged but most of the surgeries were postponed while patients requiring emergency treatment with viral fevers had to be turned away.

"They continued strike even after the patient's husband was arrested the next day as they had demanded. This episode has sent a wrong message of the bullying tactics of doctors. And in all this it is the patient who suffers," said a senior doctor posted on emergency duty.

Hospitals to have more beds for dengue patients

In view of the upsurge in dengue cases this season, with a total of 1,355 as compared to 30 of last year, the Delhi Health Minister, Dr. A.K. Walia, today issued directions to increase the number of beds in government and private hospitals for dengue patients.

"We have told all the 34 designated government hospitals to increase the number of beds by 10 each so that patients with dengue requiring admission do not have any difficulty," said Dr Walia following a high-level review meeting attended by health officials of the civic bodies and the central monitoring agencies.

He also impressed upon private hospitals to increase their dedicated beds for dengue cases by at least five beds each adding that the number of cases is rising and it is essential that no patient is denied diagnosis and treatment.

"It has been observed that the relatives of the patients have to rush from one hospital to another in search of proper diagnosis and treatment. At present there are 34 government hospitals having 558 dedicated beds. Increase in the number of beds in both the government and private hospitals will provide much-needed relief to the patients and lead to better management and care of dengue patients," he observed.

Dr Walia also asked the medical superintendents to constitute special inquiry committees in case of death of patient due to dengue and these committees would meet frequently on regular basis to assess the handling of such cases. "This will enable the hospital administration to review their preparedness and management with regard to dengue. Any shortcoming noticed must be rectified immediately to put in place better dengue management system," he said while cautioning that any lapse in patient care would be seriously viewed.

Dr Walia directed that all the designated hospitals should have in place adequate stock of platelets, availability of staff, medicines and other consumables and the health department has been asked to make them available as per requirement. He directed the health officials of the local bodies to improve anti-larval measures, step up fogging and increase vigilance of domestic breeding checkers.

Delhi BJP president Vijay Goel said, "Water and power will be the key issues on which the BJP will contest the assembly elections. The party will soon release a white paper on the 'state of water' in Delhi."

"It is shocking to see that there is more than 1000 per cent increase in water tariff over the last 15 years. The DJB has illegally inflated bills by 30 per cent. The current tariff in Delhi is already very high and the CAG has observed that it is nine times that of Mumbai," he said.

Goel said, "People in Delhi have been handed in water bills running into lakhs of rupees due to faulty reading of water meters installed by the DJB or private companies. The DJB under this government continues to be insensitive towards the people of Delhi."

"Overcharging for erratic and inadequate water supply and just a token rebate will not do when the bills for June and July running into lakhs of rupees have been kept out of the purview of rebate," he added.

Delhi produces around 835 million gallons (MGD) of water per day, which is at least 300 MGD short of the actual demand.

Water mafia has a free run. The mafia colludes with the staff to siphon off the DJB supply and then sell it. The tankers have a field day because they cater to a large market in Delhi that would otherwise become the responsibility of DJB.

Poll panel to keep tabs on paid news

The Delhi Election Commission today said it will keep a close watch on the coverage of paid news of political parties and their candidates during the assembly elections. An effective mechanism, including a round-the-clock monitoring system, will be put in place to check the cases of paid news in the run-up to the assembly elections.

Usually the poll panel complains to the Press Council of India (PCI) about the cases involving the print media and to the News Broadcasters Association (NBA) for violations committed by TV channels.

Election Commission of India Director General Akshay Rout said the poll panel will soon hold discussions with the Information and Broadcasting Ministry on how to check the growing incidents of paid news.

"The poll panel will keep a vigil on the menace during the polls and punitive action will be taken as per the provisions of the law," he said during a workshop organised to sensitise the media ahead of the polls here.

Resolving to deal with the problem, he said a '24x7 mechanism' is being put into place in Delhi to monitor the content in electronic and print media after the notification for the election is issued.

"We are setting up media certification and monitoring committees in all districts which will be headed by the district electoral officer. These committees will keep a vigil on the media content," he said.

In case of any violation of the norms on paid news, the panel would post the names of the political party, the candidate and the media house concerned on its websites. At the same time, Rout said proper care will be taken to discourage frivolous complaints.

"If we come across any confirmed cases of paid news, we will put the names of candidate, the political party he belongs to and the media house on our website," he said.

As per the norms, if the news is confirmed as the paid news, Rout said the poll panel will add up its cost as election expenditure of the candidate concerned. He said in case of erring media house, the commission will forward the complaint to either the PCI or NBA.

JNU forms panels for gender-safe campus

With an aim to ensure a gender-safe campus, Jawaharlal Nehru University (JNU) has constituted four committees to prepare action plans for the implementation of various measures recommended by a 10-member committee of JNU, set up in the wake of July 31 incident on campus in which a spurned lover attacked a fellow student inside the classroom and later committed suicide.

In its report, as confirmed Vice-Chancellor Prof Sudhir Sopory, the committee set up earlier has suggested the constitution of an independent counselling centre with faculty members and experts from outside for assistance of university students. The centre would have a dedicated helpline manned by trained counsellors.

Apart from the committee for counselling, there would be committees for developing courses on gender sensitisation, establishing a women's resource and advocacy collective, overseeing orientation programmes in schools/centres and hostels.

"Orientation programmes" would help in sensitising students on issues of gender relationships by schools/centres and in this regard a sub-committee has been constituted.

The committee has suggested development of standard security operating procedures, increase in the number of women security guards, training of the security persons on gender sensitisation, checking of identity cards and quick response in the event of any dispute.

Man robbed of car, cash in Dwarka

Four men allegedly robbed the car of a 38-year-old man in the Dwarka area last night when he was on his way to office in Manesar. The victim, Randhir Singh, works as a technician with the Manesar plant of Maruti Suzuki. He is a resident of Ganpati Enclave in Najafgarh.

According to the police, he had left his house in a Maruti Swift car about 10.50 pm. Randhir was driving towards Gurgaon via Dwarka underpass when he stopped at a traffic signal near the Dwarka Sector 21 Metro station.

Two men armed with countrymade pistols forcibly entered Randhir's car at the traffic signal. They told him to quietly shift to the rear seat.

"The two men then took a U-turn and drove the car towards Chhawla. Two more men boarded the vehicle at Pochanpur (in Dwarka)," said a police officer. Randhir was later taken out of the car near New Era Public School in Dwarka Sector 23. They fled with the car. Randhir alleges that they also took his mobile phone and Rs 2,000. He approached the police and a case was registered.

Woman, daughter prevented from committing suicide

A Central Industrial Security Force (CISF) woman constable saved a 50-year-old woman and her daughter from allegedly committing suicide at the Nawada Metro Station in Delhi on Sunday afternoon.

According to the CISF, the woman has been identified as Parvati, who is a resident of Nand Nagri and her daughter, Puja (27), who is married and stays in Dwarka.

On Sunday, the CISF woman constable, Geeta Yadav, was present at platform number one of the Nawada Metro Station. She noticed Parvati and Puja moving towards the metro track. She rushed towards them and with the help of other commuters stopped them.

"Parvati and Puja were brought to the station control room. They said that they were facing domestic problems and had come to the station with the intention of committing suicide. The station controller called the Delhi Metro Rail Police and handed over the two women to them," said the CISF PRO, Deputy Commandant Hemendra Singh.

Weaker sections should be aware of welfare schemes: CM

Chief Minister Sheila Dikshit today exhorted the members of the weaker sections to know their rights so that they could avail the benefits of various welfare schemes being implemented by the government.

"The government has been formulating the schemes and also publicizing them. The people are also supposed to know their rights under the government programmes," she said while addressing a Dalit Muslim Sammelan at Talkatora Stadium.

She said that certain political parties are out to disintegrate society just to achieve their political goals. People should be wary of such dangerous forces.

"They want to weaken society and the country. In case, their designs are fulfilled, it would hamper the pace of development," said Dikshit.

While addressing the sammelan , she said that the welfare of weaker sections, including Dalits and Muslims, would take forward our society and country.

DUSU Executive Committee poll on Oct 15

The Delhi University registrar today said that the election to the 11th Executive Committee of the University Students Union (DUSU) will be held on October 15. The last date for receipt of the nomination papers would be October 4 (2 pm) and in the panel two members have to be females as mandated by the DUSU constitution.

In an official statement, she said the election would take place as per the DUSU constitution and the final list of candidates would be out on October 5.

The counting would start on the polling day itself.

On September 14, the central body of the DUSU was elected in which the Akhil Bharatiya Vidyarthi Parishad (ABVP) bagged the post of president, vice-president and joint secretary while the post of secretary fell into the kitty of the National Students' Union of India (NSUI).
