BJP to sharpen its strategy on seat-sharing with HJC
Pradeep Sharma
Tribune News Service

Chandigarh, September 22
The core committee of the state BJP, at a meeting with BJP national president Rajnath Singh here tomorrow, will brainstorm on several keys issues, including seat-sharing arrangement with its alliance partner Haryana Janhit Congress (HJC), ahead of parliamentary and Assembly elections next year.

Buoyed by Narendra Modi’s impressive September 15 rally at Rewari, the state BJP top brass will try to put a united front before the party high command, particularly on the issue of the BJP-HJC alliance, at tomorrow’s face-to-face meeting with the national president -- primarily organised to gear up the party organisation in the region for the next year’s Lok Sabha poll.

Though the final seat-sharing with the HJC is expected to be finalised at the BJP-HJC coordination committee meeting at Kurukshetra on September 30, yet a broad consensus is expected to emerge at tomorrow’s meeting. The BJP and the HJC have agreed to fight on 45 seats each in the state Assembly elections while the BJP will contest eight Lok Sabha seats leaving two seats to the HJC.

In fact, tomorrow’s deliberations before Rajnath Singh and party in charge Jagdish Mukhi will assume importance against the backdrop of speculation about the future of the BJP-HJC alliance and BJP Campaign Committee chairman Narendra Modi’s fascination for Om Prakash Chautala’s led-INLD. Recently, the INLD pledged an “unconditional” support to Modi if the BJP formed the next government at the Centre.

Though state president BJP Ram Bilas Sharma today rubbished reports of BJP-INLD tie-up, claiming that the “BJP-HJC alliance is as solid as rock”, yet an influential section with the BJP believed that only the BJP-INLD alliance could take on the Congress in the next year’s elections.

BJP sources said since Chautala and his MLA son Ajay Chautala had been convicted in a corruption case, the tie-up with the INLD could send wrong signals to the electorate in the run-up to election as the BJP had made Congress-led UPA government’s corruption as major election issue.

“The tie-up with the HJC will last till the Lok Sabha election as by that time the BJP will have a fair assessment of the support base of various parties, including our junior partner,” a BJP leader told The Tribune.

State must not snatch houses of poor: HC
Saurabh Malik
Tribune News Service

Chandigarh, September 22
Displaying the humanitarian side of law, the Punjab and Haryana High Court has minced no words to say that the state must not snatch the houses of the underprivileged, if it does not have the money to provide them with shelter.

The indictment of sorts came on a petition filed by “underprivileged” landowners, whose land was acquired for development purposes. Conditionally upholding the acquisition of their land, the Bench directed: “Unless the respondent state or its agency allots an alternative plot at least measuring 150 square yards to the petitioners in an urban sector of Faridabad, in terms of its policy dated November 9, 2010, they will not be dispossessed from the acquired property”.

In their petition placed before the Division Bench of Justice Surya Kant and Justice Surinder Gupta, Chamba Devi and other petitioners were seeking the quashing of notifications dated July 4, 2011, and July 2, 2012, issued under Sections 4 and 6 of the Land Acquisition Act.

The petitioners had added their land measuring two bighas and six biswas with dwelling units constructed on it, situated within the revenue estate of old Faridabad, was acquired vide the impugned notifications for the development of roads from Sectors 75 to 89 in the Urban Estate, Faridabad.

Taking up the petition, the Bench asserted: “While it may be true that the construction of the sector road is a public utility of paramount importance, for which acquisition of the land may be justified. However, the petitioners, who apparently belong to the underprivileged section of the society, are living in a small dwelling unit.

“This court will take notice of the fact that the amount of compensation is normally paid after a long span and is totally inadequate for providing social shelter to small scale landowners and their families.

“It hardly needs emphasis that right to shelter is an integral component of right to live with dignity and honour and, thus falls within the four-corners of Article 21 of the Constitution. If the state owing to its financial constraints is not in a position to provide roof over the head of all the landless people, it must not snatch the residential houses of lesser fortunate people in exercise of its power of eminent domain under Article 300-A of the Constitution.”

Defaulters to get red power bills
Tribune News Service

Sirsa, September 22
Power distribution corporations (Discoms), the UHBVN and the DHBVN, have decided to sent red-coloured bills to defaulting customers from now. The red-coloured bills will also serve the purpose of notice for disconnection.

The Discoms have taken this decision in view of the huge pending arrears and failure of the power authorities at the local level to disconnect power supply to the defaulting consumers for months.

The DHBVN is going to start issuing red bills from the coming months.

A spokesperson of the Discoms informed The Tribune that the Chairman and Managing Director (CMD), Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam, Devender Singh announced this at a meeting of senior officers of the DHBVN called to review the operation activities of the nigam.

Devender Singh asked the officers that no defaulter should remain connected and premises of disconnected defaulter consumers should be checked frequently to ensure that he was not committing any unscrupulous activity.

The CMD said every checking for detecting power theft would now be reported and all reports would be filed online.

Earlier, the checking teams were required to report merely theft cases and not those where there was no pilferage of power.

The Discoms are planning to constitute committees at circle levels. The committees will be headed by Superintending Engineers.

The committee will decide the case within seven days. He said the period of paying off the amount of penalty was also being extended from 48 hours to 72 hours.

A warning

If a state resident receives a red-coloured electricity bill from power utilities, it indicates that the authorities are going to disconnect his power supply soon if he does not pay pending bills immediately

16 Haryana MLAs ‘tainted’
Geetanjali Gayatri/TNS

Chandigarh, September 22
Over one-sixth of Haryana MLAs, 16 in a 90-member House, are "tainted". Six of them, including Leader of the Opposition Om Prakash Chautala, are serving jail terms.

Former Haryana minister OP Jain and former Chief Parliamentary Secretary Zile Ram Sharma are the latest "additions" to this list following their surrender before a CBI court yesterday.

The first to take a "big hit" in January was the INLD. A CBI court convicted Leader of the Opposition Om Prakash Chautala and his elder son, Ajay Singh Chautala, in the JBT scam, besides party MLA Sher Singh Badshami, among others. For the Chautalas, there is more to come with the disproportionate assets case hanging like a Democles' sword over their head.

The recent monsoon session saw a sudden surge in the number of "tainted" MLAs. An Opposition-sponsored sting on cash-for-change-of-land use (CLU) stung the Treasury Benches, taking seven MLAs in its fold.

The matter has since been referred to the Lokayukta for a thorough probe. However, though the veracity of the CDs is yet to be proved, CPSs Ram Kishen Fauji, Vinod Bhyana and Jaleb Khan, besides Naresh Selvel, Ran Niwas Ghorela, Sampat Singh, Jarnail Singh have been left "tainted" for the time being.

Among other members facing trial is Chief Parliamentary and Congress MLA Ram Krishan Gujjar, a Congressman, in the abetment-to-suicide case.

Minister of State for Sports and Youth Welfare and Independent MLA Sukhbir Kataria, has been accused of being allegedly involved in bogus voting in Gurgaon during the assembly election of 2009. He is on anticipatory bail.

Former minister and Independent MLA Gopal Kanda is facing trial in the Geetika suicide case.

Sources said in a House where MLAs on either side are facing investigations, constructive criticism and a healthy debate are impossible.

"They are so busy ensuring that the heat is not turned on them that they deflect any attempt at discussion by indulging in a slanging match," a senior legislator observed.

Clinic conducting illegal abortions raided, ANM held
Tribune News Service

Fatehabad, September 22
A joint team of the Food and Drug Administration (FDA) and the Health Department today raided an illegal abortion and delivery centre being run by an auxiliary nurse midwife (ANM) in Hans Market of Fatehabad and seized a number of instruments and medicines.

The team comprising Naripen Goyal, Senior Drug Control Officer, Hisar, Renu Bala, a Medical Officer in General Hospital, Fatehabad, and Rajnish Dhaliwal, Drug Control Officer from Hisar, raided the clinic of Radha Kamboj, an ANM working with the Health Department, where she used to conduct illegal abortions and deliveries, said GL Singal, State Drug Controller-cum-Joint Commissioner, FDA, Haryana.

Radha Kamboj is the fifth catch of the FDA and the department in a week, as the authorities have earlier caught two women in Panipat, booked a couple at Samalka and nabbed another woman at Hansi for illegal abortions and deliveries in the past seven days.

"We have lodged an FIR with the police against her under the Medical Termination of Pregnancy Act as well as for the theft of medicines received by her under government supply," Singal said.

The police has arrested the ANM.

Radha Kamboj was running her clinic right under the nose of the Civil Surgeon office — Hans Market is hardly 200 metre from there — and though she was posted at Dhani Issar, she had managed a deputation to a convenient station Jhalnia.

"After receiving a tip-off, our team conducted the raid and even the Civil Surgeon Suraj Bhan Kamboj was not given details of the raid and he was merely requested to provide a woman medical officer for the raid," Singal said.

"On Monday, we caught ANM Meena at Panipat and on the basis of leads received from her, our teams raided the clinic of Manisha, a gynaecologist, and both were booked and arrested under the MTP Act. Later, Vandana Malik and her husband Satyawan Malik, both BAMS doctors from Samalka, were booked under the MTP Act, but both have been at large since then and two days back, our teams caught Munni Bai, an ANM at Hansi, and she was also booked and arrested under the Act," said GL Singal.

Mirchpur Dalits claim admn ignoring them
Deepender Deswal
Tribune News Service

Hisar, September 22
The Dalits of Mirchpur, who have deserted their houses to live in a temporary accommodation in a farmhouse near Hisar after a clash with jats three years ago, alleged that even after instructions by a Supreme Court team, the administration has ignored their problems.

The team visited them and instructed the local administration to look into their demands after the Dalits raised their problems before it. The team comprised Sessions Judge Ajay Jain and Shamim Modi of Mumbai’s Tata Institute of Social Sciences during its two-day visit on August 5-6.

The team had asked the Dalits to meet the district administration and assured them that their demands would be fulfilled.

The next day, a delegation led by advocate Rajat Kalsan met District Development and Panchayat Officer (DDPO) Sumit Kumar with the demands, including providing them good quality tents, gas connections, electricity, daily water supply, two quintals grain to each family and to ensure admission of their children to schools.

However, the Dalits are divided over the relief provided by the administration with one delegation member Ramesh Kumar maintained that their demands for tents, water supply, grain supply and admission of children had been fulfilled except to a couple of families.

However, another Dalit youth Satyawan refuted the claims of Ramesh, stating that none of their demands had been fulfilled. He argued, “Still there are around 15 families which are without tents while the water supply too is irregular like earlier. Even the grain is not reaching each family”.

Similarly, he also disputed the fact that the administration had been able to drain out rainwater from the farmhouse where they had been residing. He stated that their main demand was to provide them jobs and plots for rehabilitation and the administration had not taken any step in this regard so far.

DDPO Sumit Kumar, however, maintained that all demands except providing gas connections had been fulfilled. “There is no provision to provide gas connections. We have given them 90 tents, provided grain and also ensured daily water supply”, he said.

Tribune News Service

Karnal, September 22
The Karnal administration has imposed a ban on entry of heavy earth-removing machinery and transport vehicles within 200-metre radius of canalbeds to check illegal mining of sand and grit.

The orders promulgated by Karnal Deputy Commissioner Vikas Yadav under section 144 of CrPC will remain in force for the next two months.

Clamour for EWS quota restoration in private schools
Tribune News Service

Chandigarh, September 22
A social organisation, 2+5 Mudde Jan Andolan, has decided to step up its agitation for the restoration of 25 per cent quota for the economically weaker sections (EWS) of society in private schools.

Addressing a press conference here yesterday, Satvir Hooda, president of the organisation, said members of the organisation would sit in a relay fast here from October 9 to pressurise the Haryana Government to restore the quota for the poor students, which had been reduced to 10 per cent from 25 per cent allegedly under pressure from private schools.

“Besides restoration of the quota for the poor, the organisation is agitating against the high fee structure of the private schools which has made education virtually out of the reach of the common man,” he said.

Threatening to intensify the agitation against the “anti-people” policies of the Hooda Government which favoured the private schools, he said in the first phase, three activists of the organization would sit in the relay fast.

Earlier, the organisation, which is also waging a legal battle against the Hooda Government on the issue of education for the poor, had handed over a representation to MLAs during the recent monsoon session of the Vidhan Sabha to oppose the government's "anti-people" decision to reduce the quota for the poor in private schools from 25 per cent to10 per cent.

Former minister’s daughter flays Cong for ‘ignoring’ old leaders
Tribune News Service

Sirsa, September 22
Former Haryana Minister LD Arora’s daughter Sunita Setia today came down heavily on Sirsa MP Ashok Tanwar and some other local Congress leaders for "ignoring" the real and old Congress leaders for a “tainted" former minister Gopal Kanda.

Addressing a gathering of her supporters organised to thank them for the victory of her candidate Sangeeta Sachdeva in the September 17 byelection to Ward 8 of the Sirsa Municipal Council, Setia alleged that people of Sirsa had given a befitting reply to those, who had termed Sachdeva as a candidate of the “fake” Congress during campaigning.

Two former MPs from Sirsa - Atma Singh Gill and Sushil Indora - were among those who attended Sunita’s public meeting.

“Let the people of Sirsa decide whether my father, who won Sirsa seat as a Congressman on five occasions, was the real Congressman or an independent MLA facing serious charges of moral turpitude in a Delhi court (obvious reference of Gopal Kanda), whom Tanwar and some other Congress leaders were supporting, was the real party leader,” Sunita Setia said.
