Teachers up in arms against electoral duty

Primary schoolteachers across the state are up in arms against the allocation of duties of booth-level officers (BLOs) to them by the election offices at the district-level for the revision of electoral rolls in violation of the provisions of the Right to Free and Compulsory Education Act and guidelines of the Supreme Court in this regard.

Murder accused arrested

Ram Chander of Kheri Dahiya village, an accused in a murder case, was arrested from Sonepat railway station today. He was planning to escape to Mumbai by train. Ram Chander had allegedly stabbed Jaiveer, a native of the same village, on September 13 when the victim was working in his fields.

Honour Killing
Couple hacked to death, girl's father, uncle held

Rohtak, September 18
The police arrested two persons for alleged honour killing of a couple at Garnawathi village of the district this evening. The bodies of the victims have been sent for post-mortem in the PGIMS after registration of a case of murder against the accused.

According to information, the victim couple Dharmender Singh (23) and Nidhi (18), both residents of Garnawathi village, reportedly having an affair for the past several months, had been missing from the village for the past three days.

It is learnt that relatives of the girl located them in New Delhi this morning. They were brought to the village. The father of the girl and her uncle allegedly hacked them to death in their house in a fit of rage over their affair. While the body of the boy was dumped outside his house in the village around 5 pm this evening, the relatives took the body of the girl for cremation secretly, claimed sources.

But the police stopped the cremation and retrieved the half-burnt body of the girl and sent it to the PGIMS along with the body of the boy. The police has reportedly arrested the father of the girl Billu and her uncle.

The deceased girl was pursuing a vocational course at Rohtak. Dharmender was the son of Om Prakash residing in the same village, it is reported. They were of the same sub-caste and could not marry as they were considered as brother and sister as per the traditional norms of the village community, said a local resident.

Student gang-raped in Sirsa

A class VIII student from Burjkaramgarh village was allegedly gang-raped by two youths from Farwai village of Sirsa. Another woman was allegedly raped by an acquaintance at her Bhagat Singh Colony residence here.

The police has booked both accused in the minor girl's case. Harpinder Singh has been booked in the second rape case.

The minor girl said the two accused took her to Farwai on a motorcycle after offering her some intoxicant in a cold drink.

The girl's uncle said she was found lying unconscious near Laal Batti Chowk last evening. The police took the girl for her medical examination and registered an FIR on her complaint.

In the second case, a woman from Mangala village, who presently lived in Bhagat Singh Colony, alleged that Harpinder Singh, who used to come to her house, raped her after finding her alone.

Man rapes minor daughter

Kaithal: The police has arrested a man for allegedly raping his minor daughter. The accused, a resident of Nouch village in this district, is a truck driver .

A class VIII student said her father raped her a few months ago. Even though she informed her mother, the latter kept mum due to social stigma.

When the accused tried to rape her again, the victim's mother lodged a complaint against her husband.

Minor Dalit girl abducted, raped

Rohtak: The police has arrested a youth for alleged abduction and rape of a 17-year-old Dalit girl of Lakhanmajra town in the district. The accused remanded to judicial custody today.

According to the police, the incident took place on Monday when the accused Pardeep alias Dhila of Khema Kheri village of Jind district took her to Narnaund village on the promise of marrying her. The girl is a student of Class XII and was waiting for a bus to go to her home after school.

While relatives of the girl lodged a complaint against the accused, the police nabbed him and rescued the girl from Narnaund village the same day, claimed the investigating officials, who said the girl was minor and had been raped by the accused, a couple of hours after her abduction.

The police, which handed over the victim to her relatives, got the medical examination of the victim conducted last night. The accused, who also hails from a Dalit community, was produced in the court today which sent him to judicial custody.

Woman gang-raped

Faridabad: A woman was asked by a man to meet him for getting her brother's name delected from an FIR.

Subsequently, he and two of his friends gang-raped her.

An FIR was lodged against the victim's brother by Pawan, the main accused.

The victim works as a maid. Pawan called her last evening when she was on her way back home after work. He asked her to meet him at Bharat Colony as he wanted to talk to her in connection with an FIR against her brother. She was later taken to a house in Bharat Colony by Pawan where two of his friends arrived shortly and raped her. The police has registered a case. No arrest has been made so far.

Man held for minor's rape

Rewari: The police has arrested a man Vinod, a resident of the Baghpat area of Uttar Pradesh, who had allegedly raped a teenaged Dalit girl (16) of Garhi Alawalpur village, near Dharuhera, at an isolated place about three months ago.

He was today produced in a local court which remanded him in judicial custody.

Vinod, who was an employee of a private company and was then engaged in the preparation of Aadhar Cards in Garhi Alawalpur village, sexually exploited the girl following which he left the place. However, he again visited the village yesterday after a gap of about three months. When members of the victim's family recognized him, they overpowered him and handed him over to the police. The police registered a case of rape, criminal intimidation and under the POCSO Act as well as the SC/ST Act against the accused.

Abductor held

Rewari: The Kosli police has arrested Bittoo Yadav (20) who had allegedly enticed a class IX student from Naya Gaon Jatonwala village, about 50 km from Rewari, on Monday. He was today produced in a Kosli court which remanded him in 14-day judicial custody. The girl who was recovered by the police from Bhoorthala village, near Kosli, was restored to her parents.

Ambala, September 18
The death of a college student, who was crushed under a pick-up van after being attacked by two traffic policemen on the Ambala-Jagadhri road, triggered a protest by students here today. The students went on a rampage and burnt a police motorcycle and blocked the highway for more than five hours.

The protest followed after Amardeep (24), a B.Com-II student of GMN College and resident of Dukheri village, was run over by a van after two traffic policemen tried to hit him with a baton. To escape the hit, Amardeep, who was riding pillion on a motorcycle along with his friend Bhag Singh of Dhanora village, jumped from the moving bike and was hit by the van which was coming from behind.

The police said the youths had been signalled to halt on Janata Sweet Chowk, but they sped. The ASI and other policeman, who was checking the vehicles, started chasing the bike. As they crossed the Gandhi Ground, one of them tried to hit the two with a baton to stop the bike and the mishap took place.

Around 2 pm, a large number of students gathered at the Ambala Cantt Civil Hospital and blocked the Ambala-Jagadhri road in protest against the police action. Soon police teams reached the spot to deal with the situation. Some students set on fire one of the police PCR motorcycles and even threw stones on the police, following which the police had to resort to mild cane charge on the protesters.

Commissioner of Police Rajbir Deswal said the department had registered a case under Section 302 of the IPC against ASI Dev Raj and constable Mahinder and the two had been placed under suspension. He said there were written instructions that the police would not use baton to stop traffic violators.

He said the police would also take action against those who had set the motorcycle on fire as the whole incident was got videographed by the police.

Meanwhile, senior functionaries of the district administration, including Deputy Commissioner K M Pandurang and senior officials of the police department, also reached the spot and tried to pacify the agitators to lift the blockade which remained in force till late in the evening. Local BJP MLA Anil Vij also reached the spot to take stock of the situation.

PIL against release of land dismissed

The Punjab and Haryana High Court has made it clear that a third party cannot intervene and question the release of acquired land by filing public interest litigation as the issue is between the owners and the state government.

The ruling came during the hearing of a petition filed in public interest by Randhir Nambardar and other petitioners against Haryana and other respondents. In their petition placed before a Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih, the petitioners had challenged the release of land in Narwana.

The petitioners had contended that a notification under Section 4 of the Land Acquisition Act, 1894, was issued on October 6, 2006, to acquire land for a market committee at Narwana. The notification was followed by Section 6 of the Act in July, 2007. Subsequently, the owners sought release of their land and their request was acceded to in January, 2011.

Taking up the matter, the Bench asserted: “The present public interest litigation has been filed by some residents of the village, seeking to question the release of land and that too without even impleading the owners as parties”.

Dismissing the petition, the Bench added: “We find this public interest litigation completely misconceived. The question of acquisition of land of the owner is between the state and the owner. The statutory power has been exercised for release of the land. There is no question of someone else questioning this release of the land and, thus, seeking to prejudice the owners and that too in their absence before us”.

Recruitment of 350 Constables

Coming down heavily on Haryana for alleged non-compliance of court orders in recruitment of 350 constables in the Government Railway Police and the Haryana Armed Police in 2003, the Punjab and Haryana High Court today directed the Chief Secretary to be present before the Division Bench on the next date of hearing - October 1.

Earlier, on August 14, the Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih had imposed costs of Rs 10,000 on the Haryana government for non-compliance of the court orders.

Alleging large-scale irregularities in the selection process during recruitment, Shailender Kumar has alleged that he was given a message to join as a constable but was not allowed to join on the grounds that his name was in the waiting list. Disposing of the matter in 2008, the High Court had issued directions to Haryana to take appropriate action as per law on the report submitted by the CBI.

It was also directed to take a decision as to whether constables, who were selected and appointed at that time, be retained in service or not.

The Bench had also made it clear that if the government decided to retain in service those candidates, whose selection was in dispute, the petitioner may also agitate his right for getting the appointment.

The textile industry of Panipat today observed a three-hour bandh in protest against the levy of 12.5 per cent VAT on accessories like pillow cover, cushion cover, bolster cover and duvet cover which have been erroneously categorised under unclassified goods by the taxation department.

A call for bandh was given by the Haryana Handloom Association to draw the attention of the government to the fact that these items were accessories with bed sheets and imposing additional VAT would make these items dearer and the industry would suffer.

The textile industry was already passing through a crucial phase due to competition from foreign countries and if the industry was burdened with multiple taxes, it would be difficult for the industry to survive. Om Prakash Nagpal, president, Panipat Handloom Traders Association, said.

In a memorandum to Chief Minister Bhupinder Singh Hooda, with copies to State Excise and Taxation Minister Kiran Chowdhary, Karnal MP Arvind Sharma and Panipat MLA Balbir Pal Shah, the association made a plea for exempting the accessories from VAT.

Reeling under a high rate of inflation, the textile industry was under pressure due to higher interest rate of 13-14 per cent, increased cost of migrant labour, raw material and power and further taxing the accessories would be a blow to the traditional handloom industry.

A spokesman of handloom manufacturers and traders Madhur Kataria said sugar and textile was exempted from the excise duty on April 8, 2011, and as there was no tax on pillow covers etc. in Gujarat, Tamil Nadu, UP and Rajasthan, the customers of handloom products would switch to other states due to lower prices.

The association also reminded the government that economic activities such as packaging, transport, advertising agency, banking, etc were also dependent on handloom and any move detrimental to the growth of the industry would be suicidal.

CDLU clash: Students stay away from classes

The ongoing spat between outsourcing employees of Chaudhary Devi Lal University and the agency has taken an ugly turn.

After the police registered an FIR two days back in connection with the incident of alleged thrashing of a contractor by some women outsourcing employees on September 3, a number of students boycotted classes and started a demonstration outside the administrative block of the university after locking a teaching block, Tagore Bhawan.

The students were angry at the registration of a criminal case against four students, who, they said, had nothing to do with the incident.

Persuasions by the university authorities failed to pacify the striking students, who wanted cancellation of the FIR as well as nullifying of the contract with the outsourcing company.

The students relented only after ASP Rajinder Kumar Meena assured them that no innocent person would be arrested.

After the incident, Rajesh Kumar, a partner in Friends Security Services, had lodged a police complaint naming Manoj Siwach, university Registrar, and Virender Neol, Jagdish, Subhash, Vijay Saini, Karan Kaswan, Munshi Ram, Deepak Sharma and others on September 4.

Irate students alleged that students Virender Neol, Deepak Sharma, Karan Kaswan and Vijay Saini, who have been named in the FIR, were not present at the site of the incident.

Teachers up in arms against electoral duty

Primary schoolteachers across the state are up in arms against the allocation of duties of booth-level officers (BLOs) to them by the election offices at the district-level for the revision of electoral rolls in violation of the provisions of the Right to Free and Compulsory Education Act and guidelines of the Supreme Court in this regard.

Teachers allege that nearly 10,000 of their members in Haryana have been assigned the duties of BLOs, which require them to entertain claims and objections on draft electoral rolls published on September 6 by sitting in their respective schools on all weekdays from September 6 to October 4.

“In Sirsa and Fatehabad districts, where the election authorities have set up 893 and 592 polling booths, respectively, nearly 80 per cent have teachers as BLOs,” said Gurdeep Saini, in charge of the media wing of the Haryana Rajkiye Adhyapak Sangh.

“This is in violation of the Right to Free and Compulsory Act, which requires primary teachers to take classes for 200 days and upper primary for 220 days in a year,” said Dalip Bishnoi, spokesperson of the Rajkiye Prarthmik Shikshak Sangh, Haryana.

Bishnoi alleged that even repeated communication by the Director-General of Elementary Education to the authorities at the district-level had failed to mitigate their problem.

At Fatehabad, primary teachers met Deputy District Education Officer (DEO) Krishna Sihag and demanded that their members should be relieved of the duties of the BLOs.

The Director-General has recently written to the DCs asking them to free the teachers from the election related work so that they could work towards the success of the RTE.

Earlier, when the election authorities assigned similar duties to the teachers last year, the Director-General wrote to all DCs informing them that the teachers could not be spared to perform BLO duties during school time.

Citing a Supreme Court order, the Director-General had said: “Teachers cannot be deployed for non-teaching work during teaching hours and any violation might invite legal complications, including contempt of court petitions.”

Sirsa Deputy Commissioner J Ganesan said he had not so far received any complaint from the teachers in this regard.

Vehicle facility for education officers

Chief Minister Bhupinder Singh Hooda said the Block Education Officers (BEOs) in the state would be given the facility of a vehicle so as to ensure effective monitoring of schools.

Hooda was presiding over the fifth meeting of the General Council of Sarva Shiksha Abhiyan (SSA) and fourth meeting of the General Council of Rashtriya Madhyamik Shiksha Abhiyan here today. He said the BEOs would be provided vehicles on hire basis.

While taking note of the delay in the construction works in schools, the CM directed Additional Deputy Commissioners (ADCs), who are also chairman of the SSA at the district level, to carry out regular monitoring of all civil works being carried out in their districts concerned. He also asked them to submit detailed reports in this regard to the headquarters on a monthly basis. The minister concerned should also be kept informed about the progress of work, Hooda added.

The CM said the ADCs would also mention in their report the time period in which the construction work would be completed. “You are not the signing machines. The ADCs should visit the site personally before signing the report and sending it to the headquarters concerned,” said Hooda.

When Hooda was apprised that the ADCs usually carried out field monitoring of ongoing works in six to eight village schools every month, he said this number was very less. He directed them to carry out inspection in maximum schools falling in their jurisdiction so that civil works could be completed on time.

Gurgaon to have six-lane flyover at Hero Honda chowk

A six-lane flyover will be constructed at Hero Honda Chowk on the National Highway No. 8 in Gurgaon. Costing about Rs 100 crore, it will be completed in 15 months.

A decision to this effect was taken at a meeting between Union Minister for Road Transport and Highways Oscar Fernandes and Chief Minister Bhupinder Singh Hooda held in New Delhi today.

Fernandes said the construction work of the flyover at Bahalgarh Chowk and widening of the bridge near Rasoi village on the Delhi-Panipat section of National Highway No.1 would be awarded by year-end.

On Hooda?s request, the union minister and the Secretary, Ministry of Road Transport and Highways, enhanced the budget allocation from Rs 44 crore to Rs 110 crore for maintenance and upkeep of the national highways in Haryana.

Fernandes also approved the proposal to construct a highway from Jhajjar in Haryana to Dwarka in Delhi via Dhansa border on Najafgarh drain at an approximate cost of Rs 100 crore.

Fernandes directed NHAI officers to improve the maintenance level of the national highways passing through Haryana immediately, apart from completing the projects in time.

Man dies of dengue, four more infected

A man died of dengue in Nathupur village yesterday. Victim Muni Ram was admitted to a private hospital in Delhi. A number of people with suspected dengue fever were admitted to private hospitals from Nathupur village, located near Delhi.

A medical team led by Dr Parmanand, District Malaria Officer, took blood samples of patients in the village.

Accumulation of water at different places in the village was suspected to be the reason behind breeding of dengue larva. Dr Parmanand said the prevailing weather conditions were favourable for the breeding of dengue larva. "Dengue infection is suspected in more than 30 cases. Out of these, four are confirmed dengue cases ," he added.

Two persons were killed on the spot while 15 others injured when a speeding Haryana Roadways (Ambala depot) bus, which was on its way from Delhi to Ambala, hit a tractor trolley, carrying 24 labourers near ITI Chowk here today.

The injured have been rushed to a trauma centre and the condition of four of them is stated to be serious. The tractor trolley was carrying labourers from UP to Indri and had just crossed ITI Chowk when the tragedy took place. One of the injured Gautam said they were going to Indri to cut trees. The deceased have been identified as Sonu and Lilu of Bharmo village near Saharanpur. The injured included Gautam, Sushil, Kulbir, Billa, Shiv Kumar, Mukesh and the driver of the bus Naresh.

Four jailed for killing man

A local court sentenced four persons to 10-year imprisonment and also imposed a fine of Rs 80,000 in a case of culpable homicide at Theri Mohar Singh Wali village today.

RP Goyal, Additional Sessions Judge, convicted Harbans Singh, his father Makhan Singh, Harnek Singh and Gurmel Singh for culpable homicide.

According to the prosecution, Harbans Singh had a dispute with his neighbour Joginder Singh. On July 23, 2010, the four accused went to his house and attacked him with sharp-edged weapons.

The victim remained hospitalised for nearly five months and died on December 15, 2010. In another case, Sandeep Singh, Additional Sessions Judge, sentenced Sahib Singh, a resident of Sangatpura, to 10-year imprisonment for raping a girl by luring her on a false promise of marriage. The accused worked in a two-wheeler company in Gurgaon.

He knew the victim, a resident of Nakoda village in Sirsa, and promised to marry her. He then called her to Gurgaon where the girl stayed with him for nine months. During this period, he allegedly made physical relations with her. When the girl asked him for marriage, the accused refused her. — TNS

Women dies in accident

Sonepat: Geeta of Kami village died on the spot and her husband Ashok and their two children were injured when their cycle was hit by a speeding Tata-407 car, on Kami road this morning.

The victims were on their way to Sonepat. They were rushed to the Civil Hospital where Geeta was declared brought dead while her husband and children were admitted to the hospital.

Geeta's body was handed over to the family members after a postmortem examination. A case has been registered against the driver who sped away after the incident.

Bid to take away newborn, one held

Kaithal , September 18
A middle-aged woman took away a one-day-old baby girl from the Community Health Centre, Rajound, today. However, she was arrested and the child was restored to her parents.

Amrik Singh of Kheri Raiwali village said that he brought his wife, Sudesh, to the CHC for delivery around 9 pm yesterday. She gave birth to a girl around 11 pm.

A middle-aged woman entered the patients ward and took the newborn in her arms around 8 am today and took Rs 25 from the patient's attendants on the pretext that a form had to be filled under the Ladli Scheme.

As the woman did not return, the baby's father went outside to look for her. He went towards the bus stand and noticed that the woman had boarded a bus for Kaithal.

He immediately informed the police control room in Kaithal. The police found the woman with the newborn at Titram police station.

Rs 5 lakh stolen from SBI branch

Kaithal, September 18
A man stole Rs 5 lakh from the Karnal road branch of the State Bank of India here. The theft came to light when Rs 5 lakh was found short during compiling bank statement in the afternoon.

The thief was noticed when CCTV footage was checked.

Head cashier Jogi Ram told the police that Rs 5 lakh was stolen when he went outside the bank to check CCTV on Monday.The police has registered a case and taken CCTV footage in its possession. — OC

State youth selected for NASA training

Chief Minister Bhupinder Singh Hooda showed immense happiness over the selection of Ashish for a three-year astronaut training programme of NASA. He said his selection was an exceptional achievement. Ashish belongs to Dhaulera village of Mahendragarh district.

Hooda honoured Ashish with ‘Pratibha Samman’ at his residence here today. He presented a cheque for Rs 1.5 lakh and a certificate to him. Hooda also congratulated Ashish's father Radhye Shyam.
