Lok Sabha poll on mind, Cong starts pruning block, district units
Shimla, September 18 As per the party’s constitution, a Block Congress Committee (BCC) should have a maximum of 21 members and the District Congress Committee (DCC) 31 members. However, most units have 50 to 100 members and there are cases like Kinnaur having over 150 members. Besides, the party has made it mandatory to hold monthly meetings at all levels, which will be closely monitored by PCC office-bearers and observers. Each unit will have to prepare and circulate agenda for the meeting well in advance and maintain a register for recording the attendance. An office-bearer who fails to attend three consecutive meetings will be liable to be removed from the post. The Ministers, Chief Parliamentary Secretaries, chairpersons of board and corporations will also be required to attend the meetings. The functioning of the units will be closely monitored by the respective in-charges and observers. Pradesh Congress Committee chief Sukhvinder Singh Sukhu today appointed observers for all 68 blocks. Sukhu said these observers would monitor the functioning of block-level Congress committees and ensure their smooth functioning. “These observers will educate party workers about the important programmes of the UPA regime like the Food Security Bill and the Land Acquisition Bill. The workers will further create awareness among the masses and seek their support for the party,” he said. The observers have also been directed to send the detailed report along with documents of these meeting to the HPCC President. CM inaugurates skill development centre
Nahan, September 18 Constructed at a cost of Rs 1.21 crore in the public-private partnership mode by the Department of Technical Education, it is a joint venture of the National Skill Development Council of the Government of India and IL&FS Skill development Corporation Limited. The Chief Minister also dedicated a modern police station building at Nahan which had been constructed at a cost of Rs 1.5 crore. Speaking on the occasion, the Chief Minister said the government was laying emphasis on the skill development of youth to enhance their employability and generate self-employment opportunities. The Skill Development Scheme would benefit 83,000 youth this year and Rs 500 crore would be spent on the scheme in the next five years where eligible educated youth in the age group of 18-35 years would be provided Rs 1,000 per month as Skill Development Allowance, he said. Persons with 50 per cent or more disability would get Rs 1,500 per month, he said. Virbhadra said the centre would provide specialised training in hospitality, tourism and catering. Since the state had tremendous potential for tourism, the government would make all efforts to exploit the sector to generate income for the state and also to provide employment opportunities, he added. Stressing the need for technical education, he said one ITI would be opened in every constituency. Technical Education and Transport Minister GS Bali said three more centre of excellence for skill development would be opened in the state to provide professional know-how to the youth. He said professional training would be provided to 50,000 students in the next four years. He said the ITI at Nahan had been linked with IL&FS Company, which would ensure hundred per cent placement to the students. Orders probe into 'encroachments' on forest land by Asaram’s trust
Nahan, September 18 The issue was brought to his notice by mediapersons here today during an interaction. The Chief Minister said he was not aware of any such issue but if the allegations pertaining to the encroachments on 14 bighas of forest land were found correct, the officials should rid the forest land of encroachments by demolishing the buildings. Virbhadra directed the Superintending Engineer, PWD, to enquire into the poor condition of the Nahan-Kumarhatti National Highway and directed officials to ensure its completion by March. He said the elevation of Gujarat Chief Minister Narendra Modi would fail to have any impact in Himachal Pradesh. |

Opens disaster data recovery unit
Nahan, September 18 Later addressing the gathering, he said various issues of the state, including due share in Bhakra Dam and Pong Dam projects and rehabilitation of oustees were pending since long and it was unfortunate that despite Supreme Courts directions, the state was not getting its due share. He said the Disaster Data Recovery Centre of Paonta Sahib would serve as a backbone for all IT services and applications aimed at improving the overall efficiency and productivity in the HPSEB. It had been connected with the Data Centre in Shimla and during natural calamity the entire IT operations would be shifted to this centre, thereby ensuring uninterrupted continuity of all IT services across HPSEB offices as well as to all the consumers in the state. It would also enable HPSEB Limited to generate automated computerised bills for HT consumers besides identifying high loss feeders. The Chief Minister later addressed a public meeting at Majra and directed the police authorities to take action in the case of violation of the model code of conduct during the bypoll to the Renuka Ji Assembly Constituency within a week. He said action would also be taken against errant officials who did not register a case despite serious violations. Power and Agriculture Minister Sujan Singh Pathania, Chief Parliamentary Secretary Vinay Kumar, MLA Kirnesh Jung, Deputy Chairman, HP State Planning Board, GR Musafir, and Director, Industries, Mohan Chauhan, were also present on the occasion. |

BJP: Virbhadra trying to influence phone-tapping case
Shimla, September 18 In a statement issued here today, state BJP chief Satpal Singh Satti alleged that the statements of Virbhadra clearly reflected that the Congress government was acting with pre-determined motive to unleash political vendetta on its opponents. “The Chief Minister is behaving as if he is the police, inquiry officer as well as the judge in the phone-tapping case,” he said. Taking strong exception to the remarks made by the Chief Minister in Nahan yesterday, Satti said such statements by Virbhadra would influence not just the direction of the inquiry but also the investigating officers who would want to please the chief minister. “The BJP has nothing to fear. It has been demanding an impartial and time-bound inquiry into the case right from the beginning,” the BJP chief said. Satti further said it was high time that Virbhadra stopped blaming the BJP for the CD case that he faced. “The CD case was registered against Virbhadra because of his own ministerial colleague with whom he later compromised giving a perfect example of political opportunism and convenience,” he alleged. |
Promoted by BJP, 25 IFS officers may get notice
Shimla, September 18 The screening committee, headed by the Chief Secretary, will soon meet to review the IFS officers’ promotion. The other two members of the committee include Principal Secretary (Forest) and the Principal Chief Conservator Forest (PCCCF). The committee is likely to issue show-cause notices to the officers so that they can get an opportunity to place their viewpoint before any final decision is taken. The Congress regime had made it clear already that it would review the “wrong move of the Dhumal regime to promote IFS officers”, making the Forest department top heavy. “The previous regime had promoted 32 IFS officers. Since promotions of seven officers were due, they will not be affected, but in the case of remaining 25, they could be reverted to their previous post,” said an official. Forest Minister Thakur Singh Bharmouri has already made it clear that since the opinion of the Law Department is clear that these 25 officers were promoted in violation of the norms, there was no problem in reverting them to their previous designations. These officers had been promoted as Principal Chief Conservator Forests (PCCF), taking the total number of officers on this rank to an all time high of 32. It was in July-August last year that the BJP regime had given promotion to 25 officers in two batches within a span of one month. This had taken the total number of PCCF in the Forest Department up to 32. In fact, some officers from the 1984 and 85 batch got two promotions within a span of less than a month. Even though all these officers have completed the mandatory 25 years in service, since there were not many posts of PCCF, the move was termed as unjustified. The seven junior IFS officers, whose promotions were affected as they were kept in abeyance, had given representation to the government to give them their due. “Since we had completed the requisite 18 years in service, seven of us from 1989 to 1993 batches should have got our promotions,” said an officer. These officers, too, have been seeking justice from the government time and again. Monsoon withdraws abruptly from state
Shimla, September 18 According to the local met office, the monsoon is set to withdraw from the region completely by tomorrow against the normal withdrawal time of September 25. The monsoon set in on June 15 as against the normal date of June 25 but despite early arrival, the overall precipitation in state has been 6 per cent less than normal. The state received 747 mm of rain since June 1 till today as against the normal precipitation of 799 mm. As many as five out of 12 districts recorded below normal precipitation with cold desert of Lahaul and Spiti having the lowest rainfall of 112 mm (minus 73 per cent ), followed by Chamba 779 mm (- 42 per cent ), Solan 777 mm (- 18 per cent), Shimla 546 mm (-9 percent) and Bilaspur 812 mm (- 2 percent). The tribal Kinnaur, which was devastated by heavy rain and snow from June 15 to 17, recorded 395 mm (67 per cent excess) precipitation during the season. It was followed by Una district, which received 1,162 mm (43 per cent more rain than the normal). Other districts which had excess rain were Kullu 610 mm (+24 per cent), Kangra 1,884 mm (+24 per cent), Mandi 1162 mm (+11 per cent), Sirmaur 1,360 mm (+7 per cent), Hamirpur 1,067 mm (+ 6 percent). The monsoon really pounded the state in June and it received 143 per cent excess rain for the month. However, July turned out to be relatively dry with the average rainfall of 221.9 mm as against the normal of 311.1 mm, a deficiency of 29 per cent. In August, too, the state experienced deficient rain with an average precipitation of 246.1 mm, which was 15 per cent less than the normal of 290.8 mm. |
Farmers shift towards profitable vegetable crops in maize belt
Mandi/Kullu, September 18 “We have failed to tap maize potential in corn, starch and other processing food items due to the lack of maize processing units in the state,” said Dr RC Thakur, former Director, Research, Agriculture University, Palampur. “Farmers get Rs 11 per kg for maize, whereas they can fetch Rs 40 per kg if they produce as per the needs of the industry,” he added. The Directorate of Maize Research, New Delhi, has claimed an average grain yield of 5,638 kg per hectare in hybrid varieties of maize, with Tamil Nadu producing about 6,042 kg per hectare. But Himachal maize production averages around 2,432 kg per hectare, the highest among hill states, with maize cultivated in 294.2000 hectare area that yielded 7.15 lakh tonnes of maize in the state in 2011-12, it said. “We need state-specific food processing industry and farmers cultivating maize should be trained to produce industry-specific crop,” Dr Thakur said. Secondly, stray cattle menace and a shift towards more profitable vegetable crops like capsicum, cabbage, tomatoes and peas had contributed to the decrease in area under maize cultivation that once used be the staple crop in the hills, said agriculture officials. Even the high protein quality hybrid maize varieties introduced by Agriculture University, Palampur, are not finding favour with the farmers. “Its cultivation remains on an experimental basis as they have to change seeds every year,” said farmers. In Mandi district, the area under maize crop has dropped from 48,000 hectares in 2010-11 to 47.75000 hectares this year. The production has declined from 2.9 MT to 2.8 MT per hectare. In 2010-11, the maize production was 1,25,000 MT and 1,18,000 MT in 2012-13, said officials. “About 40 per cent production is damaged in plain areas, but hilly areas in Dharampur, Sarkaghat, Jogindernagar, Gohar, Seraj and Karsog have a good crop,” said Harish Jamval, Deputy Director, Agriculture. In Kullu district, the maize area has come down from 22,000 hectares to 15,750 hectares in the last five years. The production was expected to be 38,900 MT this year, said the officials. However, the major blow to maize comes from vegetable crops as farmers are getting two crops instead of one maize crop, where irrigation is available. “The area under vegetable has increased to 5,410 hectares that yielded 1.44 lakh MT in Kullu district,” said RK Kaundal, District Agriculture Officer. In Mandi district, it had increased from 7,000 hectares in 2011 to 8,554 hectares in 2012-13 that was expected to yield about 2 lakh MT, said Jamval. Mandi, Kangra, Chamba and Sirmaur districts contribute a major share towards growing the crop with an average yield ranging from 2 MT to 2.5 MT per hectare. “Bilaspur has shown a marginal increase in area and production, but other maize districts have shown a negative compound annual growth rate, indicating that no further expansion in area is possible in these districts,” officials said. |
Now, grow medicinal mushroom on commercial scale
Shimla, September 18 Dr Maninder Jeet Kaur took up the study of the prized mushroom, called lentinula edodes by botanists, in 1990 for her M.Phil degree. She went on to obtain her doctorate degree carrying out detailed studies of physical and physiological
conditions required for the mushroom’s cultivation. The commercial production of shiitake, also known as the Japanese mushroom, was started at Dhangiara village under Gohar block after standardise cultivation module on blocks of poplar and eucalyptus sawdust mixture and a few other locally available enriching ingredients. Sawdust waste from saw mills of Punjab and
Haryana, which otherwise is discarded, gains value by cultivating the mushroom. The project, funded by the Department Science and Technology (DST), Government of India, is one of the many projects being implemented by the Himalayan Research Group
(HRG), a local non-government Organisation. Explaining the technique, Dr Kaur said
steam-sterilised sawdust blocks were inoculated with culture of shiitake and incubated at room temperature. It took around 45 to 60 days for colonisation of sawdust block at ambient temperature of 23°C to 25°C. Mushrooms started appearing after the temperature was lowered to 12°C to 18°C. The required humidity was maintained by sprinkling water on the block. She said standardised cultivation modules did not require specialised infrastructure like compost unit and cropping facility. Natural shiitake cultivation in temperate climate started in February and March and ended around November and December. It could be grown in temperate climate at minimal cost by stacking the sawdust blocks in temporary sheds and household rooms. A 10x10x10-ft room could accommodate about 500 blocks of a kg each in a three-tier arrangement to produce 500 kg of mushroom, which yielded 100 percent profit at the lowest
rate. HRG director Dr Lal Singh Director said the achievement would not have been possible without the sustained support of the Department of Science and Technology. The marketing was initially a problem, as people hesitated to purchase the mushroom due to lack of awareness and even considered it poisonous as it looks like wild mushroom. However, the dried produce displayed in exhibitions helped in breaking the ice. The HRG plans to carry out commercial production over 5,000 to 6,000 blocks at its field station in Gohar for consumption of general consumers in Mandi and Manali areas. Once it became popular among consumers, interested farmers would be trained in its cultivation and provided with colonised blocks to establish their household enterprises, he said. |

Mandi to get Rs 100-cr water scheme soon: Minister
Mandi, September 18 Speaking on the sidelines of the Ganapati festival here today, Anil Sharma said, “We have sent a detailed project report (DPR) of the gravity water scheme to the Ministry for sanction. The Centre will bear the 80 per cent cost of the project.” He added that the scheme would also benefit outlaying areas, including Taliar, Mazhvar, Badi and Gumanu, which faced the water shortage. The scheme aimed at addressing the future water needs of the town, keeping its growing population in mind. The 13-member house of the town had already passed a unanimous resolution demanding the declaration of Mandi Municipal Council a Municipal Corporation by including its surroundings areas. Besides, it had decided to lay the cross-drainage system along the roads from Chauhat Bazaar that would keep rooms for the cables whenever these were required to be laid in future, the minister said. Sharma said the Rs 60-crore project had been sent for sanction to the ministry. Apart from this, the circular road and the bridge would be built along the present Victoria Bridge to decongest the town, he added. On the problem of parking in the town, Sharma said a parking lot for 350 vehicles was coming up at the Jail Road shopping complex. Another parking lot to accommodate 350 vehicles would come up at Chanj Ki Naun in the town, which had been approved by the Cabinet, he added. |
Dhumal opposes CM’s directive to officials
Bilaspur, September 18 Dhumal said Virbhadra Singh should realise that he was not "Raja of Rampur", but a democratically elected representative of people of his constituency, as were 67 others in the state and all of them had equal democratic rights and privileges that couldn’t be withdrawn by anybody, including the Chief Minister. Talking to mediapersons here today, Dhumal said since the Chief Minister had publically expressed his opinion to register FIR against him, it clearly showed what he wanted and was determined to do. “Let him do whatever pleases him. I have done nothing wrong. I will fight it out to prove him wrong,” he said. Dhumal denied Virbhadra’s charge that he had concocted three cases against him when in power and tried to harass him. Giving details of all three cases, Dhumal said these cases were the result of his own deeds and he had nothing to do with any of these. Dhumal clarified that phones were tapped by the police or Intelligence or CID under the norms guided by the Indian Telegraph Act, 1885, and permission for it was given by the Home Secretary of state or the Centre. Neither any Chief Minister nor any minister had ever anything to do in this matter as it was purely “confidential” with the police. No files were sanctioned by any Chief Minister as these cases were never brought to his notice at all. |
‘Cong gave poor governance’
Bilaspur, September 18 He alleged that the country was passing through a critical phase as the Central government was completely indecisive and confused on all the issues of public interest and also of national consequences, resulting in despondency and desperation in all the sections of society. “It is in this background that people are seeing a new hope and ray of awakening for a new India emerging under Modi’s leadership,” he said. Dhumal alleged that the Chief Minister had nothing to show as his achievements during the last 10 months, as all the development works had come to a standstill and no new projects and schemes had been started. He further alleged that scores of bus routes had been stopped due to paucity of staff, students had been denied due uniform, employees were being deprived of their 4-9-14 benefits, while their pension commutation had been halved to 20 per cent and several cheaper rations had vanished from government depots. |
Personality test for forest guards from today
Chamba, September 18 Disclosing this to mediapersons here on Monday, the Chief Conservator of Forests (CCF), Chamba, ARM Reddy, who is also the chairman of the recruitment committee, said the personality test carried a total marks of 15 per cent, with further breakup of 5 per cent for certificate holders of national and state-level merits in sports, National Cadet Corps, National Service Scheme and cultural activities. The CCF said 10 per cent marks had been earmarked for the knowledge of customs, culture and dialects of the state as well as the suitability for appointment under peculiar conditions prevailing in the state. “Candidates are supposed to produce original certificates of their qualifications and all other relevant certificates like caste, IRDP, date of birth, etc,” the CCF said. He said the entire process had been started from March 17 and more than 7,578 candidates had applied for the post of 25 forest guards. Now out of this, only 76 candidates had been called for the personality test and the selected 25 candidates would undergo training at the Forest Training Institute, Sundernagar, from October 1, he said. He said with the recruitment of these guards, their shortage in the field would be fulfilled to a great extent in the Chamba Forest Circle. |

Pensioners urge CM to implement demands
Chamba, September 18 Disclosing this to mediapersons here today, state spokesperson of the association PC Oberoi said the pensioners' demands were discussed at a largely attended meeting held in Shimla recently. Oberoi said their demands included the constitution of pensioners' joint consultative committee (JCC), enhancement in their basic pension at the rate of 5, 10, 15 per cent at 65, 70 and 75 years, one-month basic pension after every two years for visiting religious places and an enhancement of Rs 500 as fixed medical allowance with a fresh option. The association also demanded the construction of houses for pensioners at all the district and sub-divisional headquarters, Oberoi said. Oberoi claimed that these demands were based on the Punjab pattern for which the state government had already made a committee to fulfill these.

BJP workers gherao police station
Palampur, September 18 The BJP workers, headed by party’s state general secretary Bipan Singh Parmar, reached the police station and staged a dharna demanding the arrest of the accused. Parmar said of the three accused, two were serving in the state government. He demanded their immediate suspension. Addressing mediapersons later on, Vinay Sharma, BJP district president, said a deteriorating law and order situation in the Palampur region had become a matter of concern and no woman was safe. He alleged that anti-social elements were no more scared of the police. Senior BJP leader Himansu Misra warned that if the police failed to take action against the accused, the party would launch a statewide agitation to press for their demands.

Dharamsala, Baijnath, Churah, Bhatiyat and Chamba. He claimed that the community had a strong presence in 12 out of 17 Assembly segments of Kangra Lok Sabha seat and comprised 3.50 lakh voters. He informed such mobilisation meetings had also been scheduled by the morcha in
Dharamsala, Sihunta, Chamba and Shahpur in the days to come.Rajya Sabha MP Shanta Kumar said the party should also conduct a survey in this regard.

HPTDC to have counters in post offices
Shimla, September 18 A business module to book rooms in HPTDC hotels through different post offices has been agreed upon between the two partners and modalities are being worked
out through Post Master General (Shimla). This is the first association of any tourism industry or hotel chain with the postal authority. It will not only help boost the HPTDC hotel business but also generate handsome revenue to the Postal Department. Along with the counter at different post offices, the department will also book the luxury coaches. Initially, HPTDC will have its exclusive counter in post offices at Amritsar, Ludhiana, Jalandhar, Noida, Gurgaon, Jaipur, Ahmedabad, Vadodra, Bharuch, Bhuj, Surat, Rajkot, Bhavanagar, Jamnagar, Kolkata, Malda, Pune, Nagpur, Aurangabad, Panajim, Bangalore, Belgaum, Mangalore, Kochi, Trivandrum, Chennai, Sikandrabad, Vaishakhapatnam, Vijaywara, Bhubaneshwar, Cuttak, Rourkela, Jamshedpur, Bhopal, Gawalior, Indore, Jabalpur, Patna, Lucknow, Kanpur, Delhi, Madurai, Coimbatore and

90 villages without power supply
Kangra, September 18 Residents alleged that as there was no power supply in these panchayats, it had affected the water supply too. They further alleged that children in schools were suffering for want of drinking water. Executive Engineer, HPSEB, Jaryal was not available for comments. Reports from Gharli, Sakrala and Bannie, near Pragpur, said these villages too were without power supply since Sunday evening.

Chamba: The district unit of CITU has threatened to launch a stir if its state leaders, who were recently arrested by the government, are not released and the dismissed employees of a Shimla-based hospital not reinstated forthwith. District general secretary S Thakur in a press statement here today said about 15 employees of a Shimla-based hospital had been sacked "illegally", and when state leaders of CITU joined a demonstration to register their protest, they were arrested. Man gets death sentence for killing parents
Shimla, September 18 The mother of the accused used to work in the house of Daulat Ram Chauhan. When she did not come for work, Chauhan went to her place and found it locked from inside. He contacted the village pradhan, who informed the police. Om Prakash’s wife told the police that he had killed both his parents. Finding the case as the
rarest of the rare, the court awarded death sentence to the accused.

Doctor booked for causing death due to negligence
Palampur, September 18 The police said here today that Arvind Kumar of Hallu village brought his wife Pooja to the Primary Health Centre on September 14, as she was in an advanced stage of pregnancy. A doctor on duty admitted her despite the fact that there was no gynaecologist in the hospital. Arvind in his complaint alleged that despite repeated requests, doctors and other staff did not attend her for about four hours. When she developed complications, only then doctors came to her rescue, he said. He said doctors made efforts to deliver the child, which further deteriorated her condition. Later, they referred her to the DRPGMC, Tanda, where she underwent a major surgery. The doctors saved her, but could not save the child. Later, Arvind, along with his relatives, staged a protest against the doctors and staff of the health centre and demanded action against them. He also filed a complaint at the Lambagaon police station. However, Dr SK Bhatia, Block Medical Officer, Thural, denied the allegation and said when Pooja was brought to the hospital, she was in pains and the doctor directed her husband to take her to the Tanda hospital, but he insisted on admitting her at Thural. The doctor on duty tried his best to save Pooja and her child, he added.

Body of newborn girl found
Kangra September 18 Dr Dinesh Sood, Medical Superintendent, DRPGMC, said following the foul smell an employee of the electricity section detected the body of the baby. He said the police was informed and they took the body. Dr Sood said it was either a case of illegitimate child birth or some patient had left the baby there as it was a girl child. The baby seemed to be three-four day old. Kangra Sub Divisional Police Officer Ashok Verma said following the recovering of the body, a case under Section 318, IPC (concealment of birth) was registered. He said the body was sent for the postmortem and blood sample was taken for the DNA test too. The college has no CCTV facility, so resentment prevails among people, particularly attendants of patients, over the failure of the police to control criminal activities, interference from outsiders in the campus, besides drug and alcohol addicts finding the premises a haven for their activities.

Kidnapped girl recovered
Solan, September 18 SP Ramesh Chjata said a case under Section 363, IPC, had been registered in this matter. It was learnt that Jia Lal Thakur had allegedly kidnapped the girl. The police today recovered the girl from a hotel located on the Kasauli road near Dharampur where she had been taken by the youth last evening.
