Season's first winter rain in Doon
Dehradun, November 29
Uttarakhand’s capital Dehradun today experienced first winter rain of the season. After a morning full of sunshine, Dehradun had a sudden change of weather by the afternoon and it became completely cloudy. By 3 pm, it started raining heavily.

DMC told to provide land to roadside vendors on city outskirts
1750 people to be given licences

The state government has finally shown concern for the poor people who earn their livelihood by selling items on ground (Phadiwale) or in their carts but are displaced time and again under anti-encroachment drives stirred by the district administeration, the police the and Dehradun Municipal Corporation (DMC).

The state government has asked the DMC to provide land to vendors/hawkers on the outskirts of the city. The DMC has decided to give licences to 1750 people of this category before permitting them space.

Mukhya Nagar Adhikari, DMC, Ashok Kumar, said: “The team set up for identifying the land to rehabilitate vendors or hawkers or phadiwale has been asked to look for a big chunk of land at the end of Sahastardhara Road or Saharanpur Road, Ballupur or Balliwala Road. As we are facing a severe crunch of land, because of the rampant encroachment on the DMC land, wherever we get sufficient piece of land to accommodate 1750 people in the beginning, we will finalise the portion.”

He said the area would be divided into many sections, each comprising people selling the same type of items, such as those selling vegetables will have their own group, segregated by those selling garments, shoes, household items etc. This would make it easy for the consumers to shop. He said many other connecting issues such as fixing the rate of things or providing sitting arrangements for consumers would also be decided.

Since in a survey conducted some seven years ago, the number of

vendors, hawkers or phadiwale in the city was found to be around 5000, which would certainly have increased by now, accommodating merely 1750 seemed inadequate relief in this direction.

Ashok Kumar said: “We will start the project with 1750 people in the beginning, but if the need arose, more would be provided space.” He said a paltry sum would be charged from these people on monthly basis. They would also be subjected to adhere to guidelines prepared in this regard.

This one stroke of the state government would serve many purposes, from providing space, legitimacy and honour to the business of vendors or hawkers to preventing them reverting to the same locations from where they had been removed repeatedly. With their settlement, the perpetual problem of encroachment and jams in the markets or roadsides would also be solved.

Mercury dips in Mussoorie with a spell of rain

Mussoorie, November 29
The Queen of Hills, Mussoorie, witnessed a dip in the temperature with the advent of rain triggered by western disturbances, forcing the residents to remain indoors today.

The high mountains around Mussoorie experienced a moderate spell of hail, snow and rain during the day.

The fresh spell of showers that began around evening in Mussoorie forced the Hindi medium school children returning home to head for cover as the mercury plummeted drastically within a span of a few hours here.

Considering the dip in the temperature, most of the boarding schools shut down for annual winter vacations and would reopen in the month of March.The Mall Road wore a deserted look and only a few honeymooning tourist couples were seen strolling and enjoying the cold weather covered with warm woollens. Lokesh and Rani, a honeymooning couple from Sirsa in Haryana, said this was their first visit to Mussoorie, and considering the weather conditions, they were hopeful to witness snowfall at night with temperature dipping further. The farmers in the Garhwal region who were waiting eagerly for the rain also had something to cheer about after the fresh spell of showers that lashed the region today. Sandeep, a farmer from Kandi Khal, said that the area was mostly rain-fed. The fresh rain would be helpful for the Rabi crops sown in the month of winter.

Apple growers of Dhanaulti are also a pleased lot, with the prospect of snowfall increasing with the dip in the temperature, accompanied by rain. They believe that if the spell continues in similar fashion, good growth of apple could be expected this year in comparison to last year.

Officials of the Agriculture Department have also welcomed the fresh spell of rain and were of the view that the non-irrigated areas would benefit immensely from the rainfall.The power situation remained erratic the whole day and seemed to play hide and seek with consumers due to the extra consumption of electricity in the form of room heaters in the town.

Daily wagers were the most affected due to the severe cold and remained huddled together, warming themselves at various cross sections of Mall Road by the side of firewood provided to them by the administration.

By 3 pm, it started raining heavily.

People were seen scurrying for cover as they were not prepared for the sudden rain.

Rain created a cold wave in Dehradun. People could be seen wearing heavy woollens.

Meanwhile, Dehradun Meteorological Department sources have predicted more rains 
in the region in the next 24 hours.

Chief Minister Vijay Bahuguna directed the officers concerned to expedite the utilisation of funds allocated for development projects.
He said that as departments were inter-dependent, it was necessary to maintain coordination amongst them.

Bahuguna today in Dehradun reviewed the development projects of Dehradun district.

He asked the officers to give priority to road construction works in the district under Asian Development Bank.

Looking into the delay in district plan projects, he instructed them to complete the approval formalities for projects six months prior.

He also directed to convene MDDA Board meeting and expedite reconstruction of Chakrata Road.

Bahuguna, holding Principal Chief Conservator of Forests responsible for forest clearance, directed the PCCF to arrange review meetings with Divisional Forest Officers every month and resolve pending issues at the earliest.

He directed officials to resolve land transfer cases speedily. He laid emphasis on keeping in mind the running projects while preparing proposals for the new ones.

Expressing his concern over the slow pace of works under ADB in Dehradun, Bahuguna directed the Chief Secretary to hold a meeting with the ADB team scheduled to visit Dehradun next week and find out the solution. Stressing on better coordination amongst Peyjal, Public Works Department and other related departments, he asked the departmental officers to submit reports about the location of construction sites every year so as to avoid re-digging of roads.

The new traffic plans launched by Senior Superintendent of Police
Kewal Khurana on Wednesday night for easing the traffic flow from Clock Tower till Bindalpul by blocking cuts on the stretch were not changed today despite opposition coming from a few people.

With these plans, the traffic on Clock Tower, Chakkuwala and Chakrata Road till Bindalpul remained unobstructed. To those who came to express their resentment today, Kewal Khurana made it clear that he would not cancel the plans if these benefited the majority of the public and created inconvenience for some. He reasoned, saying that the time taken in traffic jams was much longer than taking a little longer route with smooth traffic. For pedestrians, he said they, including senior citizens, could easily cross the barriers, one ft high, without any problems. He proved so by taking along some senior citizens and making them cross the barriers without any problem on the site.

He also banned parking of autos at Connaught Place and said they would halt slightly to pick or drop customers. These autos or public buses will now have to ply from Clock Tower to Prem Nagar and Ballupur without stopping on the way. With this new system in place, the traffic is proceeding smoothly.

Kewal Khurana said: "I am getting a positive response from the public as well as traders from Clock Tower, who are happy with the smooth traffic flow. Now they do not waste their precious time and petrol in long traffic jams."

After Adat Bazaar and Paltan Bazaar, he has made efforts to make

the stretch of Clock Tower and Chakrata Road till Bindalpul free of traffic snarls. Since it is only some traders who are posing opposition to the new traffic plans despite the fact that they themselves had been flouting the rules by encroaching upon the pavements or space in front of their shops, Kewal Khurana made it clear that he would start levying penalty of Rs 5000 on such shops, and in case if they continued to flout rules, then their shops would also be seized. Reacting on the jams created by some traders on Chakrata Road to display their anger against the new traffic plans, he said those who intervene and disturb traffic or misbehave with traffic police would be jailed for obstructing the administrative work.

‘Boycott families indulging in female foeticide’

At a workshop on declining sex ratio, Geeta Gairola project Director Mahila Samakhyha said that the declining sex ratio in the state was a cause of concern and punitive measures at the level of the government and social boycott at the community level was required to curb female foeticide in the state.

"I suggest we begin boycotting the families who indulge in this heinous practice so that they are compelled not to repeat the mistakes. Any cases of female foeticide should be reported immediately so that punitive measures are taken," said Geeta Gairola.

She was speaking at a workshop 'Himmat hai jenae ki,' a campaign against adverse child sex ratio, organised by Mount Valley Development Association (Tehri Garhwal), Janadesh and Action Aid.

Gairola said that the NGOs should work together and put pressure on the government so that the PC PNDT Act was implemented vigorously in the state.

Bindeshwari Devi of Pakhi village (Chamoli) said that families where there are one or two daughters should be presented as role models so that others could emulate it.

Laxman Singh Negi of Janadesh (NGO) said that the government had woken up to the stark reality only now as the international agencies are also putting pressure on it to act. "The governments act only when the elections are round the corner. As such the social organisations have a greater responsibility to carry forward the campaign," he said.

CM visits family of Mumbai attacks martyr

Chief Minister Vijay Bahuguna yesterday visited the house of National Security Guard (NSG) commando Gajendra Singh Bisht, who died in the Mumbai terrorist attacks, in 2008.

Bahughuna presented a shawl to martyred commando’s mother and paid floral tributes to Gajendra Singh’s photograph.

The Chief Minister said Uttarakhand has always remained a land of brave soldiers, who had sacrificed their lives for their motherland.

He said the nation was proud of their sacrifices and his government would provide every possible for the families of the martyred soldiers.

The Chief Minister also met Vinita Bisht, wife of Gajendra Singh Bisht and other family members. Sahdev Pundir, Sahaspur, MLA,

Congress vice-president Suryakant Dhasmana and Congress leader Aryaendra Sharma were also present on the occasion.

Nurses, midwives continue relay strike

Protesting against the non-fulfilment of their pending demands, the Auxiliary Nurses and Midwives who have been on strike since November 1 continued with their relay strike today outside Vidhan Sabha.

The members under the aegis of Uttrakhand Matar Shishu Evam Parivar Kalyan Mahila Karamchari Association today performed 'Budhi shudi yagya.' They also condemned the attitude of the DG, Health and Family Welfare, who had promised to look into their demands.

President of Uttarakhand Matar Shishu Evam Parivar Kalyan Mahila Karamcharhi Association Guddi Matuda said: " An agreement has already been reached between the government representatives and the office members of the association for the speedy payment of arrears (from 1979 to June 2010) but the government has failed to implement it. Now the DG office is saying that the matter is pending with the Finance Department," charged Guddi.

The ANMs are also demanding immediate creation of 257 new posts of ANM worker that were sanctioned in June 2012. The ANM workers said that they would continue with their hunger strike till their demands were met.
