Amarinder questions security cover for VIPs outside state
Maine (Patiala), November 29 Taking a dig at Deputy Chief Minister Sukhbir Singh Badal, Amarinder said as he held the Home portfolio, he needed to explain how slain liquor baron Ponty Chadha managed to get Punjab Police security. “He has ordered a probe, but that means the state police does not know whom their men are protecting. The responsibility should be fixed,” he said while interacting with The Tribune on the sidelines of the opening ceremony of the 2nd Asian Shotgun Championship at Maine village. Questioning the security cover provided to politicians like Haryana former Chief Minister Om Prakash Chautala and various others without any security review by the intelligence wing, Amarinder said such selective policies needed to be stopped. “Both the Chief Minister and his son are provided security cover by national agencies, the SSG, the CRPF, apart from the state police as they do not have faith in the Punjab Police. Are they not safe in their state?” he said. Defending Sarna, Amarinder said the Akalis were desperate to control Delhi gurdwaras and were leveling all sorts of allegations from violence to Congress interference. “The fact of the matter is that the Akalis cannot see anyone else control the religious affairs of the Sikhs.” He ruled out the possibility of a pact with PPP leader Manpreet Singh Badal in the near future but said all options were open for

Wants CBI inquiry into Valtoha’s role in Tarn Taran case
Chandigarh, November 29 In a statement, Amarinder said the five policemen, including the SHO of the Khalra police station, who have been dismissed from service, had been made scapegoats in order to protect Valtoha. He said the police station SHO had registered a case against two - Mohinder Singh and Joga Singh - for allegedly possessing five crates of liquor. But the same persons were later accused in a case of multiple murder in which four persons were killed while another was injured at Kashipur in Uttarakhand. Amarinder said the SHO could not have acted on his own and had clear instructions from Valtoha’s personal assistant who was speaking on behalf of the Chief Parliamentary Secretary. He said the issue could not be allowed to be hushed up by merely dismissing five policemen and the extent of probe needed to be broadened. The PCC chief maintained that since the police of two states were involved, it was only fair that the probe was conducted by the CBI. He also referred to Valtoha’s terrorist links during militancy in Punjab and said one could not expect a fair probe by the Punjab Police, which would be out to protect him.

Badal asks Congress not to interfere in Sikh affairs
Lambi/Muktsar, November 29 He also lashed out at the Congress for its “old habit” of interfering in the religious affairs of the Sikhs. “On the one hand, the Congress government in Delhi is doing injustice to the Sikhs by not conducting the Delhi Gurdwara Sikh Management Committee elections, on the other the Congress government in Uttarakhand has hurt the sentiments of the Sikhs by arresting devotees,” said Badal, who is on a two-day “sangat darshan” tour of his Lambi Assembly constituency. He further said the religious sentiments of all sects must be respected, as the Constitution advocated adopting a secular approach. On the threats made by Pakistan fundamentalists after Ajmal Kasab’s execution, Badal said the state government had made necessary security arrangements and there was no threat to peace in the state. Reacting to the shortage of coal in thermal plants of the state, he said the state government was aware of the situation and efforts were afoot for its uninterrupted supply. “I have written to the Jharkhand Chief Minister to seek his intervention,” he claimed.

Rapped by CAG, state opts for transparency in contracts
Moga, November 29 The tentative draft titled "Taxation on works contracts under PVAT" has highlighted several deficiencies in compliance of provisions of the VAT Act by various departments of the state government getting works contracts executed by different contractors. The Commissioner of Excise and Taxation, A Venu Prasad, in a recent circular, has made it mandatory for all departments to furnish information about each contract of more than Rs 5 lakh or above along with a copy of the contract within 30 days of transacting a contract. He had asked department heads to apply to the Excise and Taxation Department for a tax deduction number (TDN) to deduct tax at source. The tax deducted has to be deposited in the government treasury within 15 days of the close of the month. Further, each department is to file monthly returns with the designated officers of the Excise and Taxation Department regarding payment of each works contract. All departments are to ensure that the contractors applying for any government contract of more than Rs 5 lakh for a single work must have a valid VAT registration number (TIN) issued by the Excise Department. All departments must mention in the notice inviting tenders that only those contractors with a TIN number are eligible to participate in the tender process. This is to ensure a complete transparency in the allotment of works. Departments supplying material to a contractor also need to get the TIN number and need to issue VAT invoices to the contractors. Hoping to plug tax evasion, Prasad has suggested the departments handling construction work to appoint a nodal officer for coordinating with the Excise and Taxation Department for proper realisation of taxes.

Trade Jam: Sand trucks yet to get clearance
Amritsar, November 29 Talking to The Tribune, Customs official Balwinder Singh said samples of the sand had been sent to the quarantine department in New Delhi for necessary clearance. He said he could not furnish more details as the official concerned was on leave. Amritsar Exporters Chambers of Commerce vice-president Rajdeep Uppal, who imported two trucks of sand, said he was alarmed at the delay in clearance and would be meeting the Customs officials tomorrow. CII Member of the National Council on Public Policy, CII, Gunbir Singh, said there should not be any need for quarantine if the imported sand had to be used for construction activity. If at all there was any doubt, the process should be completed in a time-bound manner to facilitate smooth trade. While sand importers are having a tough time, Indian traders exporting goods via the rail route are an equally harried lot as non-availability of wagons is taking a toll on their business. The Deputy Commissioner, Customs, Vijay Bahadur Singh, said the gravity of the situation could be gauged from the fact that only 241 wagons of goods had been exported to Pakistan in November as against 1,400 wagons in October. Leading exporter Rajesh Setia said the trade had come to a halt, but it seemed the government was least bothered. "We are not being provided with rail wagons to export goods to Pakistan as a result of which we have stopped taking further orders from Pakistan traders," he said. The situation arose after Pakistan traders stopped exporting cement to India via the rail route owing to repeated instances of heroin seizure. As per an estimate, goods worth Rs 600 crore are lying at the Amritsar rail cargo facility awaiting export to Pakistan. These include soyabean, polymer, chemicals and spices. |

Govt frames policy to improve livestock
Chandigarh November 29 The policy came up for a detailed discussion at a meeting of the State Advisory Committee of Animal Husbandry, Dairy Development and Fisheries which met under the chairmanship of Sarwan Singh Phillaur, Animal Husbandry
Minister. The policy has specially underlined the need to create self-employment avenues for the youth in the state. The minister said that according to the latest livestock census carried out in 2007, there were 17.61 lakh cows and 50.04 lakh buffaloes in the state, including 10.31 lakh breed-able cows and 29.08 lakh breed-able buffaloes. Punjab is a major milk producing state in the country with an annual milk production of 94.23 lakh tonnes during 2010-11. The state contributes about 9 per cent to the total milk production in the country though it has less than 2 per cent of the total cattle and buffalo population in the country. The per capita availability of milk in Punjab is 931 gm, the highest in the country.

Sleeper coaches, tourist buses defy HC directives
Ludhiana, November 29 A survey by The Tribune reveals that these buses, under the garb of carrying passengers, have virtually turned into “cargo carriers” by transporting heavy goods, putting the lives of those travelling in them in danger. The authorities concerned prefer to look the other way as these bus operators enjoy “political patronage”. The court had ordered all district transport offices in the state to ensure that buses with national permits complied with the terms and conditions of the permit. These buses were barred from picking up or dropping passengers within the state.Buses violating the norms could be impounded, the order stated. Shashi Sharma, an office-bearer of the Punjab Human Rights Organisation, Jalandhar, said buses involved in the illegal activity were from Nagaland, Uttar Pradesh and Himachal Pradesh. The sleeper coaches were banned in Punjab but “influential” bus operators, after tying up with operators from other states, were engaged in transporting heavy goods using such buses. “Most of these buses are being plied in Ludhiana and Amritsar districts. The bus operators have opened small offices outside the bus stand to book passengers and heavy goods,” said Sharma. Sources claimed that some of these buses were being used to smuggle opium from Rajasthan, where the contraband was readily available. At least 25 such buses plied daily on state roads, causing losses worth crores of rupees to the state exchequer through tax evasion. District Transport Officer MS Chatwal said the department was charging Rs 5,000 from each sleeper coach and Rs 4,000 from tourist buses per day. On buses being used as cargo carriers and for picking up and dropping passengers locally, which was against the court orders, Chatwal said: “They were initially not paying the taxes but now 100 per cent tax has been levied on them. We will implement the court directives in toto,” the DTO said.

Patiala, November 29 The bus will travel across 35 cities in India for over three months. The ‘Torch of Learning’, talks about an innovative approach towards education development in India. Through the tour, officials will emphasise on easy access of knowledge for everyone. They will focus on developing the students’ creative skills through their unique learning styles. Officials plan to educate students, parents and educators about the ideal classroom setting using the built-in demo classroom in the bus. Flagging of the event, Rakhra said, "They are working on a noble cause. Education is the best gift you can give to anyone. They have created a future classroom which integrates technology with concept teaching." Apology for a shelter home
Muktsar, November 29 The room which was converted into the shelter home is being used as a storeroom by the fire safety office. The room is in a dilapidated condition with hardly any space to accomodate the homeless. The display board to inform the public about the shelter home lies abandoned in a corner. The bathroom emanates a stench and the toilet is without a door. When contacted, Fire Safety Officer Chaman Lal Sharma said: "Acting on the orders of the higher-ups, a room in the office was converted into
'raen basera' for the poor. But so far not a single person has availed of the facility." On the board lying inside the fire safety office, the officer failed to give a reply. "Had the authorities concerned sincerely wanted to provide shelter to the needy, they would have either opened it near the bus stand or the railway station and installed boards to publicise the shelter home," said a local

14 years later, Bathinda dairy project still to take off
Bathinda, November 29 In 1998, the Improvement Trust had mooted a proposal to develop a Dairy Nagar. Under a notification in October 1998, the land for the scheme was acquired on the Bathinda-Goniana road. The next five years saw no progress on the project. However, in April, 2003, the then Punjab Local Bodies Minister Jagjit Singh laid the foundation stone of Dairy Nagar. But for the next five years, the project was again put on the back-burner until Sukhbir Badal, Deputy Chief Minister at the time, laid its foundation stone in February 2008. At present, the project stands where it was four years ago. Now with a steep rise in the market price of land (32.5 acres) meant for the Dairy Nagar, there is little possibility that the project will see the light of day. The Improvement Trust, Bathinda, also contemplates to develop a residential colony on the land to earn more revenue. After the inauguration of the project by the Deputy CM in September 2008, the Municipal Corporation, Bathinda (MCB), conducted a survey on the number of dairies in the town. The Improvement Trust then demarcated 206 plots for dairy farming on 32.5 acres.But the dairy owners showed no interest in purchasing these plots as the reserve price at Rs 6,048 per square yard was very high. Two years ago, the reserve price was revised downwards to Rs 3,700 per square yard but only 71 applicants showed interest. So the allotment was adjourned and in April, 2012, a three-member committee was constituted to decide the fate of Dairy Nagar. In their report, the committee members recommended to develop 32.5 acres as a residential colony. "Developing the Dairy Nagar on this land will cause many problems to the residents of Adarsh Nagar, an adjoining residential colony. So the Dairy Nagar should be situated outside the Ring Road of the town," the committee members had observed. But these recommendations are also ignored as the Improvement Trust was dissolved days before the committee submitted its report. "We are hopeful of a decision in the coming days," said HS Chahal, executive officer, Improvement Trust, Bathinda. However, the applicants who had deposited 10 per cent in advance are still awaiting their refunds. "The Improvement Trust has not informed us about its plan to develop a residential colony at the land where the Dairy Nagar was supposed to come up," said Bobby Walia, president of the Bathinda Dairy Owners' Association.

Sukhbir’s missing relative
Lahore, November 29 The authorities stepped up efforts to trace her after Sukhbir took up the matter with Shahbaz Sharif, Chief Minister of Pakistani Punjab, during a recent visit to Lahore. In an initial report submitted to Punjab police chief Haji Habibur Rehman, investigators said Rajvinder had come to Lahore from Canada via Dubai in mid-August. She stayed at three hotels - Avari Hotel on the Mall Road, Shobra Hotel near the railway station and Amer Hotel on the lower Mall Road - and met some unidentified persons. “We are trying to reach those people,” an investigator said on the condition of anonymity. Rajvinder reportedly went missing on August 31. On that day, she was to leave for Karachi to meet journalist Iqbal Hussain of News One channel. Investigators said they had quizzed Hussain but could find out only that Rajvinder was "coming to see him". The police recommended to the provincial government that a joint investigation team should be set up for a further probe. However, a police source said the possibility of Rajvinder being in the custody of intelligence agencies could not be ruled out. Rajvinder's father Sikandar Singh had written a letter to Sukhbir seeking his help in the matter. "Since I know you have strong relations with the Pakistan Punjab Chief Minister, we are optimistic that she will be brought home safely. I served in the Indian Air Force before I moved to Canada 13 years ago. My other family members... joined me (in Canada) in 2007,” he wrote. “My daughter then moved to Switzerland after she got a job in a bank in Zurich. She went to Lahore in
August to attend a conference but later went missing,” Singh wrote in his letter.

2 advocates allege threats by police
Chandigarh, November 29 Taking up their cause, the Punjab and Haryana High Court Bar Association has shot off letters to the State Director-General of Police, the Chief Minister and another authority. Seeking their intervention to “save” the advocates from false implication in criminal cases for appearing against the police, the Bar Association said it had been approached by the two, Dr Shelly Sharma and Gurmeet Singh. The two advocates have alleged that they are being threatened with implication in criminal cases, if they do not stop appearing on behalf of Neena Sharma, facing criminal cases registered at the Mattaur police station in Mohali district and other police stations across the state of Punjab and Chandigarh. “Since they refused to withdraw the cases filed against the police officials, they are being implicated in criminal cases… The Bar Association is shocked to know what has transpired, merely because the advocates had discharged their duty as counsel. An attempt to implicate them in criminal cases is dangerous and a threat to the judicial system. As such, intervention to ensure security to advocates has become imminent.” Condemning such actions on the part of police officers, the Bar Association said it would “leave no stone unturned to save advocates from being implicated in false cases while they are in the process of discharging their legal duties as counsel”. |

Faridkot, November 29 The police is reportedly making efforts to ensure the charge sheet is produced in court before December 3, the day when the Punjab and Haryana High Court is to hear a writ petition filed by Shruti's parents for a CBI probe into the case. “If the charge sheet is filed before December 3, the police and the state government would have a strong defence to oppose a CBI investigation on the plea that the investigation in the case is complete, all accused have been arrested and that there is sufficient evidence to prove the guilt of the accused”, said a police officer. Gurpreet Singh Toor, Senior Superintendent of Police (SSP), said that with the investigation into the case complete and all accused held, the charge sheet could be filed in the court any time. Any delay in filing the charges within the stipulated two months could help the accused get bail, said sources. And once the accused were out of jail, the police could be faced with a law and order problem keeping in view the public outrage against the accused. |
Ferozepur loses privilege to host kabaddi cup
Ferozepur, November 29 The development has disappointed the sportsmen and residents this district. Ironically, even the local SAD and BJP leaders are feeling let down over the move. “When the Jalalabad assembly constituency, which is represented by Deputy Chief Minister Sukhbir Singh Badal, was part of this district, all the major events were held here as a natural choice. But ever since Jalalabad got merged with the newly carved out Fazilka district, Ferozepur has been virtually sidestepped for all intent and purposes,” alleged Gurnaib Brar, a former MLA, and patron of the Sports Associations of Ferozepur (SAF). “It is unfortunate that despite hosting World Cup Kabaddi matches in a befitting manner last year, Ferozepur has been left out this time due to vested political interests,” said Ranjan Sharma, a sports enthusiast. Earlier, the kabaddi matches were likely to be held in Jalalabad this year. But these were shifted to Fazilka after the work on a new stadium in Jalalabad could not be completed in time. “Ferozepur was not even considered this time despite the fact that it has a bigger and better equipped stadium than the one in Fazilka,” said an official on the condition of anonymity. Even the headquarters of the District Sports Officer (DSO) has been shifted to Fazilka to supervise the arrangements for the kabaddi matches. At present, there is no sports official available in Ferozepur which has been a breeding ground for several international sportsmen like Gaganajit Singh, Ronjan Sodhi, Manavjit Sandhu, Manjit Singh and others. Nand Kishore Gugan, president, SAD circle, said it was disheartening to know that kabaddi matches would not be held here. “This area is already facing economic hardships. Teachers’ bid to gherao Minister Maluka’s house foiled
Bathinda, November 29 Heavy police force, led by DSP Gurmit Singh Kingra and station house officers (SHOs) of four police
stations, was deployed to bar the special trainers from reaching Maluka's residence. A group of five members of the Special Trainer Teachers’ Union later met SSP Ravcharan Singh Brar and Deputy Commissioner KK Yadav. Yadav assured the union members of a meeting with the Chief Minister on December 5. But the union leaders did not agree to it saying that it's the Education Minister and not the Chief Minister, who has key to all the problems of special trainers. Now, a meeting has been fixed with the Education Minister at Maluka village on November 29. The office-bearers of the special trainer teachers’ union, including Davinder Singh, Satinder Singh, Jagjit Singh, Gurchain Singh and Satnam Singh, will be meeting the minister. The special trainer teachers said the government had not fulfilled its promises made on November 17, which left them with no option but to intensify their agitation. The union members said if the meeting with the Education Minister remained inconclusive, the special trainers would gherao the Education Minister wherever he goes. Prominent among the union members present included Satinder, Uttam Poohli, Jagjit Jaggi, Balwinder Singh, Gurpratap, Soni, Gurcharan and Reena Kiran. Meanwhile, a special trainer from Gurdaspur, Jasbir Kaur, sat on fast- unto-death today in protest against the state government. |

Two-week deadlock over Ropar dumping ground broken
Ropar, November 29 The residents of Chhota Surtapur, Bhauwal, Taparian and Rauta villages had been protesting against the authorities over the issue. The Municipal Council had recently started dumping over 20 trolleys of garbage collected from Ropar every day in the open in Rauta village. The villagers claimed the area had become a breeding ground for flies and mosquitoes. Since it was posing as a serious health hazard, villagers on November 16 barred the authorities from dumping more garbage at the site. The Deputy Commissioner PK Agrawal said that he would ensure that the garbage was dumped in the area in a more hygienic way and insecticide was sprayed on it to prevent flies and mosquitoes from breeding in the area and become a major health hazard. Agrawal said the executive officer of the Municipal Council would visit the area once a week and issue a certificate in this regard. Moreover trees would be planted in the area to minimise the environmental hazards of the waste, he added. |

Patiala police returns stolen assets worth Rs 5.25 cr
Patiala, November 29 The function is held annually where the district police hands back the case properties, which have been recovered from criminals, to their owners. Gill said that unclaimed vehicles in the police stations would be auctioned through courts. Patiala Senior Superintendent of Police Gurpreet Singh Gill said that ornaments, vehicles, cattle, domestic items worth more than Rs 5.25 crore had been recovered in 232 cases since January 1, 2012 till date. “This function is held every year to make sure for the convenience of the people,” he stated. |

Tarn Taran, November 29 All the three were watching TV in their house at the time of the mishap. They were rushed to a local hospital. The two sisters were declared brought dead by doctors. Later, Deputy Commissioner Harmesh Singh Pabla and other officials visited the spot. SDM Bakhtawar Singh said the family would be compensated as per norms. Chandigarh, November 29 “The amount of compensation, which was Rs 50,000 per acre, is enhanced to Rs.1,36,500 per acre for ‘chahi’ land (irrigated from a well) with all the statutory benefits,” Justice K Kannan asserted, while allowing a bunch of seven pleas filed by Garja and other appellants against the State of Punjab and other respondents. In the petition, Garja Singh and others had contended that the notification for acquiring property was issued under Section 4 of the Land Acquisition Act on May 7, 1991. The properties acquired was spread over three villages of Hamjheri, Haryaoo Khurd and Deogarh for the construction of the sugar mill. The land was in close proximity to the property already held by the Cooperative Sugar Mill. They added the Land Acquisition Collector awarded Rs 50,000 per acre for ‘chahi’ land in all the three villages, besides awarding compensation for tube wells. A reference was sent to the District Judge, Patiala, for enhancement of compensation. But, it was declined, holding that the award of compensation by the Collector was fair and adequate. Taking up the petition, Justice Kannan asserted: “I have seen through the plan. The property acquired falls within a large expanse of land adjoining Patran-Jakhal road….The property is situated two km from the grain market and three km from the bus stand and over 1.75 km from the telephone exchange. “There is no denial of the fact that the property had a potential for use as commercial or residential property… There are always difficulties in applying post notification determination only on account of the fact that parties are likely to deliberately boost the prices to secure higher compensation…” Before reaching the conclusion, Justice Kannan referred to award for acquisition of the PSEB land adjoining Patran Road on May 19, 1992, when the property abutting the road was assessed at Rs 1, 55,000 per acre. Justice Kannan concluded: “It could be the best illustration for determination of price”. |
Three held for snatching mobile phones
Bathinda, November 29 Teams were formed under the SP (Detective) Amarjit Singh and DSP Ranjit Singh besides SI Rajinder Kumar, in-charge of the Anti Narcotic Cell to nab the miscreants after snatching incidents were reported in the city. The police arrested Manpreet Singh alias Manna, a resident of Guru Gobind Nagar, and Deepak Kumar alias Deepu, a resident of Vishal Nagar, for snatching mobile phones and threatening their victims. The accused used some of the stolen material for personal use and sold off some of the mobile phones to Gurjit Singh, a resident of Pratap Nagar, who runs a shop under the name of Ganpati Communications behind the PRTC workshop. SSP Brar said Manpreet Singh had demanded ransom from one Sunil Kumar, a resident of Balla Ram Nagar, on October 1 this year. A case was registered against him at the Thermal police station. He was arrested and sent to jail. He was released on bail a few days ago. Similarly, Deepak Kumar and his accomplices had demanded ransom from one Tarun Kumar Jain, a resident of Street No. 3 of Nai Basti. A case was registered against him on October 26 at the Kotwali police station. He was sent to jail along with his accomplices and was released recently. During investigation, both the accused accepted that they had met in the Central Jail, Bathinda, and decided to "work" together after getting released on bail. The police has recovered a black Splendor motorcycle and a red Access scooty as well as 10 mobile phones from their possession. |
