Kaithal, October 10 Both the accused were today produced in the court of ilaqa magistrate who sent them to two-day police custody. Lal Singh had lodged a complaint with the police that Rakesh and Satta, two upper caste boys, had taken his daughter with them on Monday morning when the girl had gone out to answer the call of nature at about 4 am. The police also produced the victim before the magistrate who took her statement in camera and sealed it. It is also learnt that the victim and is already married and about 5 months pregnant. |

Yamunanagar, October 10 The girl went back to her house in nearby Kala Amb town in Himachal and narrated the incident to her parents. They immediately reported the incident to the Kala Amb police, which referred the matter to the local police. Mitesh Jain, Superintendent of Police (SP), said the police had already arrested Gurnam Singh . He said as the girl’s mother had rebuked her, she left her house in anger and started walking toward Sadora, where her elder sister was married. Gurnam Singh, who lived adjacent to her sister’s house in Sadora, offered her a lift and raped her in the vehicle. |
Another gang rape case registered in Karnal
Karnal, October 10 In her complaint, she said her daughter went missing on May 21 and returned the next day and told her that she was raped by two persons identified as Binda and Sunny in the outskirts of the village. The police registered a gang rape case on the directions of Karnal superintendent of police Shashank Anand. Police sources said an FIR was registered on the complaint of Roshni Devi on May 26 that her husband had committed suicide by hanging himself due to embarrassment caused by Binda who convinced their daughter, a minor, to run away with him. Sushank Anand said a case of abetment to suicide was registered against Binda who was booked under Sections 306 and 506 of the Indian Penal Code and arrested in five days. Binda was presented in court on June 13 and released on bail on June 17. The medical examination of the victim was conducted yesterday and a case was registered today on the complaint of Roshni Devi. Both the accused have been arrested and would be presented in court tomorrow. Meanwhile, the grandfather of the girl who was allegedly raped in her home by three persons in the Indri area on June 16 last year accused the police of not arresting the accused. He said his granddaughter, a minor, committed suicide and a case of abetment to suicide was registered but all accused had not been arrested. The accused identified by her as Pinder was arrested after the viscera reports confirmed the rape while the two others were still at large. The SHO has been ordered to take the samples of the other two accused and send them to the forensic science laboratory for a test. |
Rape victim wants police cover go; police says no
Jind, October 10 She has shifted to a third accommodation in the past two weeks due to the refusal of the locals to rent their house to her. Though the victim has reportedly approached the authorities concerned for withdrawal of the police cover, they have decided to continue with it. SSP Saurabh Singh said a woman constable in civil clothes and a policeman had been assigned the job of providing round-the-clock security cover to her and it would continue till the time the department felt it was necessary. The new accommodation where the family has shifted now belongs to a policeman. It is revealed that as the identity of the family gets revealed due to the presence of the security, the victim had asked the police to remove the cover as it had created various problems, including accommodation. Though the police has arrested all three accused, the victim’s family apprehends threat from the family of one of the accused who wanted her to go for a compromise and withdraw the complaint soon after the registration of the case. The victim, who hails from Dharauli village, had refused to go back there as the accused also belong to the same village and the incident had brought disrepute to her following the circulation of the MMS clip of the incident, said police sources. |

Hisar, October 10 In another case, Gobind of the Azad Nagar area was arrested on charges of abducting and raping a minor girl. The girl’s mother had complained that Gobind had abducted her daughter. Chaos, jams at Gurgaon e-way as U-turn closure opposed
Gurgaon, October 10 Trouble started at the toll plaza in the morning when a massive traffic jam was caused initially at the Ambience Mall U-turn and soon spread as long queues of vehicles formed at the toll gate. Though the gates were made toll-free, it did not help as the traffic situation worsened by the minute. The traffic policemen tried their best to control the situation, but nothing helped and soon commuters started having verbal and physical spats with them and toll officials. Even at the Udyog Vihar flyover a huge jam formed as many commuters remained stuck for a long time. The situation turned for the worse when a group of residents of Lagoon Apartments, situated behind Ambience Mall, reached the plaza and protested against the court decision to shut the U-turn leading to Ambience Mall. They were soon joined by a group of activists who started raising slogans. The police had to call in extra force and resort to a mild lathi-charge to disperse the protesters. “Things were nightmarish today. Since morning there was a huge jam, extending to Dhaula Kuan. We tried to pacify the people but nobody was ready to listen. Some people even roughed us up and also the toll officials, but we did not register any complaint because we understand. Things have been like this since yesterday when the toll collection restarted,” revealed an official on duty. Assitant commissioner of police, (Traffic), Ravinder Tomar, refused comment. Chaos returned yesterday on the expressway as soon as regular toll operation resumed at the 32-lane toll plaza and a turn near the plaza towards Ambience Mall was closed for commuters from the Gurgaon side on Tuesday evening following the Punjab and Haryana High Court order. |
Power engineers oppose franchisee system
Yamunanagar, October 10 Shaliender Dubey, secretary-general of the AIPEF, said nothing had been spelled out to improve the condition of loss-making discoms other than introducing the franchisee system. He said there was no point of handing over the creamy profit-earning urban areas to private distributors in the name of improving the financial condition of the discoms as the losses in the urban areas were far less as compared to other areas of the state. Terming the exercise as a pro-privatization campaign, Dubey said the power engineers had been opposing the franchisee system as this could deteriorate the financial health of the discoms. He said the Rs 1.9 lakh crore bailout package declared by the government was in the real sense a bailout package for banks and other financial institutions rather than power discoms as most of the funds were being deposited with these institutions rather than the discoms. The overall loss booked by the Haryana discoms till March 31, 2012 was estimated to be around Rs 14,088 crore. He demanded that the government should do away with the pre-condition of introduction of franchisee system for the bailout package as the power engineers in the state were capable of bringing down the transmission and distribution losses and private distribution companies were not required. |
Karnal fast emerging as rape capital of Haryana
Karnal, October 10 Karnal topped the list with 62 reported rape cases in 2011. This year too, it has come to the top with 40 cases of rape up to September 29. In 2010, as many as 52 cases were reported in Karnal and it was closely behind Panipat which accounted for 55 rape cases. Statistics in past four years
Out of 507 reported cases till September 29 this year, Karnal and Gurgaon are at the top with 40 rape and five cases of attempt to rape followed by Hisar (36), Mewat (35), Faridabad (33), Rohtak (31), Palwal and Panipat (30 each) and Sonepat and Kurukshetra (25 each). In 2011, the maximum number of 62 cases out of total 703 cases got registered in Karnal, followed by Rohtak (57) and Jhajjar (52). Forty eight out of total 601 rape cases were registered in Karnal in 2009 followed by Panipat and Kurukshetra with 42 cases each. The situation was marginally different in 2010 with Panipat accounting for 55 out of 713 rape casesin Haryana, pushing Karnal to second place with 52 cases, followed by Rohtak (51). As per the State Crime Record Bureau data, out of total 2,524 rape cases registered in the state during the past 45 months, 202 were registered in Karnal alone indicating there occurred an average one rape in a week. SP Karnal Sushank Anand, however, says that mere numerical data might not present the true picture and nature of crime and the people involved should also be taken into consideration. “Only two cases of gang rape have been reported in Karnal district this year so far compared to four during the corresponding period last year,” the SP said. Chandigarh, October 10 When his attention was drawn towards the khap panchayats' suggestion, Chautala supported the idea, saying that it would help curb such crimes against women. Chautala said: “We should learn from the past, specially the Mughal era, when people used to marry their girls to save them from Mughal atrocities and a similar situation is arising now in the state. “I think that's the reason khaps have taken such a decision and I support it,” he added. Coming down heavily on the Hooda Government for its failure to check crime, the memorandum alleged that the law and order situation was getting worse with each passing day and women belonging to the Dalit and backward communities were the special target of anti-social elements. The spurt in the crime against women was the offshoot of “anti-Dalit” and “anti-women” policies of the Hooda Government, the memorandum alleged, adding that only a special session of the Assembly could help highlight the issues relating to law and order. BJP-HJC for govt’s dismissal A BJP-HJC delegation also met the Governor and urged him to dismiss the Hooda Government for its failure to protect the life and dignity of women, especially Dalits, in the state. “The government has failed on all fronts and only a mid-term poll and the formation of a government can instill a sense of confidence among the general public, including Dalits and backward communities,” BJP state spokeman Rattan Lal Kataria said. |
HC orders medical test of sadhu ‘castrated’ at dera
Chandigarh, October 10 Directing authorities of the Government Multi Specialty Hospital, Sector-16 here to constitute a board of doctors to conduct the medical examination of Hansraj Chauhan on October 16, Justice Mahesh Grover ordered that the report be submitted to the court in a sealed cover. In what may come as setback to Dera Sacha Sauda head Gurmeet Ram Rahim Singh who is facing charges of forced castration of his followers inside the dera, the Punjab and Haryana High Court on Wednesday ordered the medical examination of one of the sadhus of his dera. In his petition Chauhan, who has been associated with the dera since 1990, had alleged that around 400 sadhus were castrated inside the dera with the false belief that the males who get castrated would be able to achieve God through the dera head, Gurmeet Ram Rahim Singh The court had earlier issued notice to home secretary Haryana, superintendents of police at Sirsa and Fatehabad, Gurmeet Ram Rahim and the CBI, Chandigarh, asking them to file their reply in the matter. Chauhan further stated the castration resulted in hormonal changes in his body, like losing of body hair and development of breasts. He said that he had become incapable of having children and had to face humiliation in public that treated him as an eunuch. The castrations, he added, were done by doctors employed by Rahim in his hospital and even in the dera in a room above the printing press. |
Bathinda farmers protest against spurious seed supply
Sirsa, October 10 These farmers from Rai Ke Kalan village of Sangat block in Bathinda were led by Bhartiya Kisan Union’s Shingara Singh Mann and Tahal Singh of BKU (Krantikari). They alleged that due to spurious seeds supplied by some Sirsa traders their paddy crops got completely ruined. “Eight farmers from our village purchased PB06-1401 variety of paddy seed from three firms based in Sirsa and sowed it on their 200 acres of land. Their crops, however, got completely damaged. When the agriculture authorities in Punjab surveyed our fields, they said in the written that the seeds were fake,” said farmers Chamkor Singh, Manjit Singh, Baldev Singh and others. The farmers demanded booking the seed dealers under the Seed Act and compensating them for the losses they had incurred. Subhash Chander, quality control officer with the Agriculture Department assured the farmers of action against the erring traders. IFFCO, a farmers’ cooperative involved in seed manufacturing, has initiated surveys for the loss of guar crop due to the seeds supplied by it. Chief Parliamentary Secretary, Haryana, Prahlad Singh Gillankhera, who is director of Kisan Sewa Kendra of the IFFCO, said that due to mixing of two different varieties of guar seeds, complaints of different sizes of plants in the same fields were received from farmers from Haryana and other states. Gillankhera said that once the loss to farmers due to the poor quality seed was established, the IFFCO would compensate them and proceed an action against the erring manufacturing firms. |
Firing outside exam hall
Sonepat, October 10 Reports said the incident took place at around 4.15 pm when Deepak, the accused, fired some bullets after he had a heated argument with some youths of Kheri Damkan village. No one, however, was injured in the firing. The accused managed to escape from the spot after the incident. Reports said the social studies term paper of Class X of the Haryana Board of School Education was being conducted at the examination hall for the evening session. Gohana DSP Yash Pal Khatana confirmed the incident. He said there was some altercation between Deepak and youths of Kheri Damkan village during the examination hours yesterday also. Investigations into the case are on, he said, adding a case will be registered after preliminary probe. A number of youths have reportedly been reaching outside the examination centre since the examination began apparently to help the students with unfair means. |

Hisar, October 10 The court had sentenced both of them to death in 2004. The Punjab and Haryana High Court later reversed the lower court’s decision and ordered that the couple be jailed for life. However, the apex court again ruled in 2007 that they be hanged. Following this order, Relu Ram’s brother, Ram Singh, had approached the sessions court to fix a date for their execution. The court fixed November 26, 2007 for the execution. However, Sanjiv and Sonia filed a mercy petition before the President. Although the Home Ministry recommended that no mercy be shown to them, the petition has been pending with the President. The court is awaiting the outcome of this petition. While Sonia is a daughter of Relu Ram Poonia, Sanjiv is her husband. They had killed Relu Ram, his wife Krishna, son Sunil, daughter-in-law Shakuntala, daughter Priyanka, grandson Lokesh and grand-daughters Priti and Shivani on Auguist 23, 2001. |
CPM seeks probe into govt, DLF-Vadra affair
Rohtak, October 10 In a press statement issued here today, party state secretary Inderjit claimed that similar allegations of the misuse of the Land Acquisition Act by the Haryana government in order to hand over prime lands to favoured individuals and companies had surfaced, creating a dent in the credibility of the claims made by the authorities concerned. It said both the Punjab and Haryana High Court and the Supreme Court
had struck down some land acquisition cases and passed serious strictures against the
state government. These rulings formed enough ground for holding a high-level probe for exposing and punishing all those guilty of allegedly appropriating prime lands of farmers and the state. The state unit of the CPM further asked the Chief Minister to come out with a clear stand on the matter because of the gravity of the charges and the amount of assets squandered in Gurgaon and Faridabad over the years by the nexus of the Haryana government, DLF and Robert Vadra’s companies. |

2 girls escape abduction
Hisar, October 10 She also informed her parents who immediately left home to intercept the Gypsy. On seeing the girl’s parents, the youths fled the scene in their vehicle. The parents informed the police which alerted the check barriers. The youths parked their Gypsy at a secluded spot from where it was later recovered. A case has been registered. The other incident took place at Barwala, near here, where youths tried to force a girl out of a stationary bus. A police Gypsy happened to pass by. The scared youths left behind their motorcycle and fled. The police took away the motorcycle. |
Kin of ‘poisoned’ man block highway
Fatehabad, October 10 Reports said the deceased had visited the couple to demand the money he had lent them in the past. The protesters put the body on the highway and made the twin daughters of the victim sit beside it. Jagdish, the victim, hailed from Bighar village of the district. His relatives said he had lent money to one Amit of the same village some time back. They alleged that he was forcibly administered some poisonous substance by Amit and his family members when he had gone to their house asking for the money last evening. The victim was rushed to a private hospital in Hisar where he died today. The police said they had already booked Amit and his wife in this connection. It was only after hours of persuasion that the protesters agreed to lift the blockage in the evening and took the body for cremation. |

Sirsa, October 10 Shakuntala, a student at the ITI situated on Rania road, was trying to board a bus at Sahuwla village this morning when the driver suddenly moved the vehicle. The girl fell on the road and was hurt. The incident enraged the students, who had a heated exchange of words after which Haryana Roadways drivers parked their buses on the National Highway and blocked vehicular traffic. Devender Yadav, SP, reached the spot and persuaded both sides to cool down and open the blockade. Shakuntala was shifted to the General Hospital, where her condition is stable. However, even as students were attending to injured Shakuntala , Rekha, another ITI student from Suchan village, fell while getting down from a moving bus outside the institute. |

Her grandson Surender Ellabadi contacted Narender Bhutani, the secretary of Drishti, an NGO engaged in eye donations and expressed his wish to donate the eyes of his grandmother.
