Jammu, September 16 The sorry state of affairs in Jammu University, which was the first to receive the ISO certification in the country, could be gauged from the fact that hostel roofs leak during rains and toilets stink because of lack of cleanliness. “One can’t enter toilets as these have not been cleaned for days together. The authorities are least bothered to redress the grievances of the scholars who are living in miserable conditions,” said Sunil Kumar, a research scholar from the Urdu Department and an inmate of Nehru Boys Hostel. He alleged that present condition of the hostel was “very appalling” as maximum scholars were facing problems in one way or the other. “Even though the authorities have recently renovated the building but its condition has turned worst. Unhygienic condition of the hostel as a result of blocking of drainages, leakage of taps, stagnant water inside hostel, leakage through walls, roofs and bad condition of toilets are self-explanatory of the problems of inmates,” he said. The scholar said the toilet and bathrooms were in a deplorable condition and had become a source of infections. “The vicinity of hostel is fully covered with wild grass and it has become a breeding ground for snakes. The authorities seem to be waiting for a tragedy to happen,” he claimed. Another hosteler, Shafqat Malik, a research scholar of The Bushiness School, claimed that the higher-ups, including the Vice-Chancellor, Mohan Paul Singh Ishar, had promised that necessary measures would be taken to take care of the problems of inmates. “Since the last visit of the Vice-Chancellor, no steps have been taken to improve the appalling and awful situation in the hostel,” he regretted. Sources said the hostel has a capacity of 120 while similar number of students is supposed to be accommodated in Swami Vivekanand hostel. “The university hostels are also grappling with the problem of favouritism. While the genuine candidates are staying in rented accommodations, some scholars and students, who had already completed their degrees, are still occupying hostels due to favouritism,” sources added. Gurudev Singh, Warden, Nehru hostel, however, rubbished the allegations of the scholars, claiming that the hostel was one of the best buildings on the campus. “The scholars have never brought any complaint to our notice. We have been spending Rs 7.5 lakh on the renovation of the building and only one or two rooms have a water seepage problem,” he said. He claimed that nearly 30 scholars from this hostel qualify competitive examination, like the KAS and KPS every year, and equal number of them clear Public Service Commission (PSC) examination. “Some scholars make issue out of non-issue,” he said. |

ETT aspirants up in arms against state education board authorities
Jammu, September 16 The students added that when they approached the board authorities for knowing the reason behind the delay in examination, they said the examination would be conducted as per the court order. The students claimed that the future of around 12,000 students, mostly from Rajasthan, Haryana, Punjab and Delhi, was hanging in balance due to negligent attitude of officials at the helm of affairs. They further said the session 2012 was nearing completion but the board was yet to conduct examination of first year. The students added that they had met the higher authorities but except announcements nothing significant has been done so far. The students further claimed that they also met Union Minister for New and Renewable Energy Dr Farooq Abdullah at Delhi who had immediately asked the board chairman to conduct the examination. The students added that the board had started the process of conducting the examination but it was stopped after two papers. The students have given a deadline of September 28 to the board authorities to take a decision on the resumption of examination of session 2008-10. |

SDP protests against diesel price hike
Jammu, September 16 SDP general secretary Ajay Kumar and provincial president Sham Bhagat led the protest against the government’s anti-people decision. They have demanded to repeal the decision in common man’s interest. The SDP leaders raised slogans against the government for its anti-people decision. Sham Bhagat said this hike is a gross violation of human rights and the government has once again proved that it is a complete failure. “The present government is a power arrangement for scams and looting public money has become the only pursuit of the government,” he said. “Unchecked price rise of all the essential commodities has made the common man’s life difficult and those who are ruling the country are bent upon justifying every anti-people and anti-national decision,” he added. He alleged that politicians who are the kingpins of scams were ruling the country and those involved in scams were more dangerous than the terrorists but the government was trying to justify their governing terrorism. He appealed to people from all walks of life to oppose the dictatorial anti-people decisions of the government. |

Sports bodies defy norms to get grant
Jammu, September 16 Sources said the the sports council had recently warned all its 48 affiliated associations to prepare audit reports in order to receive grants. The sources added that most of the associations had completed a formality by preparing their audit reports to get their respective grants. As per data available with The Tribune, the J&K Tennis Ball Cricket Association had received the highest grant of Rs 6,33,300 for the financial year 2009-10. The J&K Korfball Association followed with a grant of Rs 4,93,200. The sources added that the J&K Ball Badminton Association, which had hardly conducted any activity at the
state-level, had managed to get a grant of Rs 4,17,840. The J&K Carrom Association received a grant of Rs 3,94,970 for the financial year 2009-10 followed by J&K Badminton Association with Rs 3,46,600. The J&K Tennikoit Association received a grant of Rs 3,09,500 for the financial year 2009-10. “Unfortunately, there are some affiliated bodies which are only interested in getting grants from the sports council but they never bother to organise activities, both at the district and state level,” said sports council official. Statistics revealed that a total of 22 affiliated associations have so far received grants for the financial year 2011-12 with the J&K Wrestling Association topping the list with a grant of Rs 10,01,200. The J&K Table Tennis Association received a grant worth Rs 8,55,100. The sources said the associations who were yet to get affiliation achieved success in getting the grant-in-aid for the financial year 2011-12. These include the J&K Kurash Association (Rs 45,000), J&K Strengthlifting Association (Rs 1,00,000) and J&K Deaf Sports Association (Rs 1,00,000). A senior official of the sports council told The Tribune “We are trying our best to convince all the affiliated associations to properly prepare their audit reports and conduct elections on time which are already overdue.” |

Khullar elected president of RBBA for sixth term
Jammu, September 16 As the historic Raghunath Bazaar is 158 years old market of the Jammu region, the whole business community and other citizens of Jammu city, including politicians, keenly watch the elections to this prestigious body. The Raghunath Bazaar is considered as nerve of Jammu city. Polling was held for the six posts of the association but the real contest was for the post of president. Khullar thanked the voters and said the new team would work for the development of market. “Voters have given me a mandate and I will make every effort to create better infrastructure. It is a big responsibility for the new team, as there are many challenges before us,”
he said. Khullar said efforts would be made to complete the beautification plan approved and implemented for the bazaar. |

Reasi DC takes stock of Nu Devi Shrine project
Katra, September 16 Reasi teshildar Gopal Singh and other senior officers accompanied the Deputy Commissioner on the visit. In a meeting with concerned officers, Sharma discussed issues pertaining to the project, including the master plan, allied infrastructure along the approach road, creation of amusement park, construction of bus and taxi stand, creation of parking lots and facilities for the pilgrims visiting the shrine. The DC stressed the need for developing the place in a planned manner to cater to the needs of the ever-increasing rush of pilgrims. While reviewing the construction work of the approach road linking the cave site, Sharma told the workers to expedite the work so that the pilgrims do not have to face inconvenience in reaching the cave. Later, a deputation of locals called on the DC to put forth their demands. |

Making civic complaints a Herculean task for residents
Jammu, September 16
The corporation had later proposed to create a facility for registering people’s grievances on the website. Leave aside grievance redressal, the website has failed to offer information related to the ongoing civic works. Most city residents complain that the corporation does not have a regular cell where they can flag their concerns and therefore, they have to visit various officials for the redressal of their problems. “The website only gives away contact numbers and information about tenders. For complaints, we have to visit the office and run from one room to the other,” said Rajesh Gupta, an entrepreneur. The overall picture of the corporation’s working is not good at all either. With the state government having been indecisive about
holding elections to the corporation, developmental works in the city have suffered a lot. Even the day to day civic problems remain unsolved in the absence of elected heads of the wards. The municipal corporations and committees completed their tenure in April, 2010. Since then, the government has been delaying the elections. “A single visit to various wards is enough to gauge how development activities have suffered due to the non-existence of people’s representation in the corporation for last two years,” said Gulshan Sharma, a trader at Pacca Danga. Illegal constructions, dilapidated streets and overflowing drains portray a sorry state of affairs in the city. Before the formation of the JMC in 2005, there were 23 wards but as the city had expanded, the government decided to create 48 new wards covering the newly established colonies which came up during the last two decades. Currently, there are 71 municipal wards under the body. |

‘Education vital for better tomorrow’
Jammu, September 16 While inaugurating a newly upgraded Government High School at Deeli, here today, Bhalla said “education is a priority sector for the government” and in this regard there was no constraint of funds under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) for upgrading the infrastructure of newly upgraded high and higher secondary schools in
the state. Chief Education Officer Natha Ram Dingra besides other officers from the PHE, PDD, R&B and school education were present on the occasion. Bhalla said the government has earmarked Rs 49.90 lakh for further raising additional accommodation in the newly upgraded school under the RMSA. Terming education as an important sector, the minister said the
government has prioritised to extend the access of education to every nook and corner with a special thrust on better infrastructure and sufficient qualified staff. He said there was an urgent need to protect and save children from evils and crimes, adding that education was the only means for the same. The minister said the government has constituted a team of education officers to visit door to door and urge the parents to send their wards in schools for better
tomorrow. He said for this purpose, the government could bear up expenses up to Rs 3,000 for providing free uniforms and books to the children belonging to weaker sections of the society. |

Jammu, September 16 Students from medical colleges of different states of the northern region i.e. Fortis Hospital, Faridabad, Maulana Medical College, Haryana, Medical College, Tanda, B.D.Sharma Institute of Medical Sciences, Rohtak, IGMC Shimla, GMCs, Jammu and Srinagar and SKIMS participated in the competition. The 25th undergraduate and 6th postgraduate paediatric quiz is part of the efforts of the IAP, which, in collaboration with its state branches and medical colleges, organises such educative programmes for promoting child care among students, both at undergraduate and postgraduate level. Four teams from the GMC, Jammu, participated in the undergraduate quiz. Sports items distributed in Rajouri schools
Rajouri, September 16 Sports items including cricket kits, volleyball kits, footballs, carrom boards and badminton rackets along with shuttles were presented to the schools to encourage students to take up sports as a career. A function was organised in this regard which was attended by children and staff of these schools. Second successive defeat on trot for J&K
Jammu, September 16 Earlier, resuming from an overnight score of five for no loss, J&K suffered a dramatic collapse and the whole side perished for paltry 33 runs in the first innings. Delhi scored 150 runs in their first innings. Following on, J&K batsmen could not learn a lesson from previous mistakes and yet against produced a shameful batting display. The friends had then made some pledges. The play narrates how their lives changed after that. GRP organises medical camp
Jammu, September 16 A team of doctors headed by Dr Vishal R Tandon did a checkup of the people who participated in the camp. The camp was inaugurated by Manoj Raina, winner of Rs 1 crore in the KBC-6 whereas Shiv Kumar, SP, Railways, supervised the camp. The camp was organised for imparting health education to civilians and police personnel to keep them aware about hypertension, diabetes, joint-related disorders. Free blood sugar checkup and free neurology evaluation was also done at the camp. The camp was attended by the DTM, other officers of the railways, officers of BSF and all SDPOs, and SHOs of GRP Jammu. |
