JU removes law director
Jammu, September 12 The students had been boycotting their classes for the past 10 days demanding Kulwant Singh’s removal for allegedly misbehaving with a woman professor and harassing students. Official sources told The Tribune that Vice-Chancellor Professor Mohan Paul Singh Ishar, who had constituted a four-member committee to conduct an inquiry into the incident, had removed the director following the growing resentment among students. “Though the name of Deepsheekha Kotwal, who is heading the English Department, has been proposed for the newly vacated post, the varsity authorities are yet to give a final nod in this regard,” a source said, adding that Sanjay Gupta, a professor from the Department of Law had been appointed as the academic coordinator at the Law School. On August 31, Kulwant Singh had reprimanded the female assistant professor in a classroom full of students. The director had allegedly scolded the professor “wrong teaching”. Earlier in the day, the law students continued their agitation and boycotted their classes for the tenth day. Raising slogans against the varsity authorities, they demanded the removal of the director. Wearing black ribbons on their foreheads and carrying black flags, they staged a dharna in front of the main gate of the campus and kept it closed for an hour to to question the authorities for maintaining a “cryptic silence” on the issue. |

Talking to mediapersons here today, YV Sharma, president, Jammu Chamber of Commerce and Industry (JCCI), said the entire business community was frightened following “grossly unfair way” of conducting surveys by the Income Tax Department on three prominent jewellery houses of the city. “The law states that there should be no disruption to business activity when such surveys are conducted. Unfortunately, these surveys were conducted in an unfair manner, disrupting the business of these establishments for the whole day, besides creating panic among other traders,” Sharma said. The JCCI said it was a matter of concern that the authorities rushed to the media with “unfounded claims” of detection of concealed income of Rs 8 crore, causing damage to reputation of the taxpayers concerned. “On September 7, the Income Tax Commissioner had given 15 days’ time to businessmen for making advance payment of tax and the department conducted the surveys of three jewellery houses on the same day. The businessmen have been paying tax with 20 per cent annual increase in income but the recent surveys have led to uncertainty and fear among them,” Sharma said. Arun Gupta, secretary-general, JCCI, asked whether it was not a gross violation of human rights to continue surveys till 3:00 am at night and extract “unfounded confessions” of Rs 75 lakh by holding out “threats to the harassed taxpayers” that unless a disclosure of the concealed income in crores was made, the survey would be converted into a full-fledged search at the residence of the taxpayer. “They (IT teams) achieved nothing out of their surveys and later forced the owners of the jewellery shops for confession of Rs 75 lakh concealed income,” he said, adding that the jewellery houses were subjected to similar surveys earlier for two to three times in a year. Gupta said, “Is it a deliberate design of the I-T Department to select soft targets who are likely to buy peace even by paying unjust premium? These surveys were conducted for the sake of justification (of their duties) and they got nothing out of it.” The JCCI appealed the law enforcement agencies for being liberal and broad-minded while conducting such surveys and warned that the “harassment” of traders and business community would force them to adopt the path of agitation. |

CPM seeks food security for all
Jammu, September 12 The rally started from Green Belt Park and after passing through Panama Chowk, it culminated at the Divisional Commissioner’s Office. The protesters handed over a memorandum to the Divisional Commissioner. Addressing the rally, Sham Prasad Kesar, regional secretary of the CPM, said: “India produces enough foodgrain to ensure food security system that covers all the sections of society. The targeted system introduced as part of the economic reforms in the 1990s has proved to be a failure.” He added that with a large number of hungry people in the world, India requires a comprehensive and inclusive food security system which can only be provided by scrapping the targeted system and replacing it with a universal system. The members of the CPM demanded that a universal public distribution system would help to keep market prices down. The central food security system therefore must keep the prices of foodgrain down to a maximum of Rs 2 a kg. They mentioned that in the name of “liquidating stocks” the government has decided to export the foodgrain. Already 25 lakh tonnes of foodgrain have been exported and a substantial amount of this grain will be ultimately used as cattle feed in the developed countries. |

Students take to streets, boycott classes for 3rd day
Jammu, September 12 The students, holding banners, held a protest on the college campus and boycotted their classes alleging that the condition of the building was miserable and not fit to step in. The building, known as Poonch House, used to cater to guests of the King of Poonch before the Independence and has a beautiful architecture. Vineeta Sharma, a student of applied arts of the college, said, “We will not join the classes in the same building. Besides being unsafe, there is no facility available in the college. At times, we have to bring bulbs, as there are many classrooms that do not even have the lighting facility.” “We blocked the Talab Tillo main road for some time but the college administration is not bothered about our career. Our principal said he has raised the issue with the university officials but we have been listening the same words for years”, she added. The Vice-Chancellor of Jammu University, Prof Mohan Pal Singh Ishar, had yesterday said that the university was not ready to shift the institute to some other building but the students are adamant that they will not join the classes in the same building. He had mentioned that the construction of a new building would cost Rs 40-50 lakh and the university did not have funds. “Even if we shift the institute to some rented accommodation, the rent is not affordable,” he had said. |

Panchakarma therapy catching people’s fancy
Jammu, September 12 Dr Ajay Tikoo, in charge of the Panchakarma Unit, GAH said a significant number of people were showing inclination towards the therapy. “The Panchakarma is beneficial in treating many ailments such as osteoarthritis, rheumatoid arthritis, skin disorders, spinal disc herniation, sciatica, cervical spondylitis, chronic rhinitis, hypertension and paralysis. Moreover, the therapy restores constitutional balance and improves wellness. The therapy can also be patronised by healthy people to maintain their good state of health.” Although the Panchakarma takes some time in showing results, it definitely roots out the problem in most of the disorders, he said, adding, “The therapy boosts the self healing mechanism of the body. It also brings a deep sense of relaxation,” he added. A patient, who opted for the Panchakarma treatment for prolapsed disc, said, “I have been experiencing a significant improvement and would like to continue the therapy.” GAH Medical Superintendent Dr KK Sharma said, “We have been focusing on improving various units including the Panchakarma, the Ksharsutra and the Yoga units. The number of people opting for these therapies has been increasing. I would suggest individuals who are working under stressful environment to go for the Panchakarma sessions as this is one of the most relevant therapies in the contemporary era, which is witnessing a lot of stress-related health disorders.” |

Jammu, September 12 Lt Gen Kuldip Raj Salgotra was born and brought up in Kot Maira, a small village in Akhnoor subdivision, near the Line of Control. After doing his primary schooling at his native village, he passed his Class X examination from Government High School, Pallanwala, attaining a state-level position in J&K Secondary School
Education. He did his MBBS from Government Medical College Srinagar in 1975 and was commissioned in the Army Medical Corps on January 9, 1977.He did his master’s in general surgery and orthopaedics from the Armed Forces Medical College, Pune, and DNB (orthopaedics) from the National Academy of Medical Sciences, New Delhi. He has served as general surgeon and orthopaedic surgeon in various service hospitals, including MH Jodhpur, Base Hospital Lucknow, MH Secunderabad, MH Kirkee and 166 MH. During his long distinguished career, he has held many professional and administrative appointments.He has also worked as joint replacement surgeon at Army Hospital (Research & Referral), New Delhi. He is also a reputed examiner in orthopaedics for Pune, Jammu, Rajasthan and Lucknow universities. As a Brigadier, he commanded 166 Military Hospital located in J&K and introduced joint replacement services. As a Major General, he has held the coveted posts of Major General (Medical) of South-Western Command, Deputy Commandant and Chief Instructor of prestigious AMC Centre and College Lucknow. The General Officer’s services have won him appreciation and numerous accolades. He was awarded commendation of GOC-in-C, Central Command, in 1997, commendation of the Chief of Army Staff (COAS) twice in 2004 and 2006. Police foils cattle smuggling bids
Jammu, September 12 On the search of vehicle, it was found loaded with five animals. The vehicle was seized and a case FIR number 76/2012 under Section 188 of the RPC was registered at police station Ghagwal and efforts are on to nab the absconding driver. Another team headed by inspector Chaman Gorkha, SHO, Purmandal police station, arrested three persons, identified as Suram Chand of Satrari Majalta, Udhampur, Sohan Lal of Jaswal, Purmandal and Sethi Ram of Khadgal, Sarore, while they were carrying six animals towards district Udhampur on foot, without valid documents. A case FIR number 23/2012 under Section 188 of the RPC was registered at Purmandal police station and investigation was going on. |

ETT colleges hold demonstration
Jammu, September 12 Chairmen of various ETT colleges participated in the protest to highlight their demands. These included framing statutes for regulating the ETT course, make ETT compulsory in J&K, conducting examination of 2008-10 batch, inclusion of new colleges in the list of JKBOSE for admissions and rationale behind repeated extensions to the board chairman. The speakers lambasted the board authorities saying that it was the mala fide intention of the JKBOSE chairman that the ETT course was brought in a shambles by the present establishment of the board. Hari Dutt Shishu, while addressing the gathering, said how a chairman of an organisation would justify a steep decline in the number of ETT aspirants. He also demanded the issuance of White Paper on the functioning of JKBOSE, especially on the utilisation of public money that had been wasted. Deep Singh, a leader of the Joint Action Committee, demanded a thorough inquiry against the repeated extensions given to the JKBOSE chairman. Later, JKBOSE secretary assured the agitating chairmen of the ETT colleges that the matter would be taken up with the authorities concerned soon. |

Panun Kashmir slams govt for ignoring Jagti residents
Jammu, September 12 The meeting was attended by the advisory council members and various activists of the Panun Kashmir. The participants condemned the attitude of the government towards the inmates of Jagti township and the condition of employees who are working under miserable conditions in the Kashmir valley. Dr Ajay Chrungoo, chairman, Panun Kashmir, said," The condition of Kashmiri Pandits continues to be grim and the apathy of policy-makers and government towards the genuine demands of the community members in Jagti, other camps and rented accommodations, is a process of attrition and human rights violation.” He also took stock of preparations for observing September 14 as black day by the community members. “The entire nationalist constituency besides Kashmiri Pandits should demonstrate on this day at the Press Club, Jammu, to send a message to anti-national forces that the Indian nationalist will not budge and pay homage to the martyrs who laid down their lives for the honour of their community and the nation in Kashmir." |

Printers’ association holds AGM
Jammu, September 12 Addressing the members at third annual general meeting (AGM) of the Association here today, Ravi Gupta, president of the association, said uniform rates should be charged by all the printers otherwise in near future it would become difficult to run presses, as rates of printing material and wages of labour were increasing day by day. Satish Jandiyal, general secretary of the association, read out the annual report whereas the financial report was presented by Sanjay Soni, finance secretary, which was passed by the House. Three senior members, including Bharat Singh Chib of Swami Ji Printers, Naresh Mehta of Kanti Offset Printing House and Prem, senior machine-man, were honoured by the association with a shawl and citation. — TNS |

Awaiting VRS dues, former SRTC employees demand probe

Jammu, September 12 The All-Jammu and Kashmir SRTC Volunteer Retirement Employees Association (VREA), which held a demonstration today, alleged that 500 employees have been denied their rightful claims on the post-pension benefits. Addressing the protesters, president of association, Dev Raj Bali, alleged that the management of the corporation had so far not released 126 slabs of cost of living allowance (COLA) despite government releasing the funds for the same. “The managing director has not fulfilled our demands, which include release of COLA, pending arrears since 1999 and the 6th Pay Commission w.e.f. 2006 which was assured despite the fact that money has been released by the government for the same,” Bali alleged. The association has demanded a vigilance probe in the alleged misuse of crores of rupees released for clearing the dues of former employees. The Corporation had nearly 4,400 employees who were not getting salaries for months together as due to losses, the corporation was almost bankrupt. The government had introduced a voluntary retirement scheme (VRS) scheme to shed extra load on the meagre financial resources of the state- run corporation. “They have cheated us. So far, we have not received our dues. We want to know where the money has gone which the Finance Department had released,” said Gurdev Singh, a protester. The association has alleged that most of the employees who opted for the VRS scheme were still awaiting their dues. “They say the corporation has no money but then why they had promised us that if we take VRS, our dues will be cleared,” said Balwinder Singh. The state carrier, which has a fleet of 900 vehicles, had issued a notice for the implementation of first phase of schemes for nearly 600 employees. Established on June 1, 1948, as a government transport undertaking with a 50-truck fleet, the body was converted into the J&K-SRTC in September 1976 under the Jammu and Kashmir Road Transport Act, 1950, as part of implementation of the country-wide transport policy adopted after 1947. |

HCC to make 10.2-km tunnel on Udhampur-Baramulla rail line
Jammu, September 12 The second is Engineering, Procurement and Construction (EPC) order for the expansion of a section of the National Highway-8 between Vadodara and Surat, which also includes the construction of a bridge over the Narmada river. The contract for construction of the 10.2-km tunnel (T48) on the Dharam-Qazigund section is a repeat order to HCC awarded by IRCON International Limited, which is engaged in constructing the Udhampur-Srinagar-Baramula railway line. This contract is worth Rs 884 crore and will be completed in 60 months. This will be the second largest tunnel in India. It follows the 10.96-km long Pir Panjal Tunnel between Qazigund and Banihal, which has also been built by HCC. The company claimed that the Pir Panjal tunnel between Jammu and Qazigund was nearing completion. Another orders an EPC contract from HCC Concessions, a subsidiary of HCC. This contract was awarded by the National Highways Authority of India to HCC Concessions in April this year for the six-laning of a section of NH-8 between Vadodara and Surat. — TNS |

Ex-minister voices concern over repeated ceasefire violations
Jammu, September 12 Commenting upon the statements after the meetings of the two foreign ministers, Gupta said it was good that the visa restrictions are being relaxed and there has been a headway in trade matters but all this sounds little when the attempts to cross border are continuing and there is no letup in the designs about disturbing peace and law and order to this side. Moreover, the continuance of militants’ training camps in Pakistan/Pakistan-occupied Kashmir (PoK), is a highly dangerous phenomenon. Prof Gupta said the UPA government and the Congress leadership had never a clear-cut Kashmir policy. He pointed out that Jammu and Kashmir is an integral part of India and there is a dire need to make it clear to all the concerned that the future of this state is not negotiable. Gupta also stressed the need for setting the house in order by snubbing the voices of secessionism and separatism, in addition to no lowering of guards, both at the frontiers as also in the areas under threat of terror. He assailed the ruling leaders, especially those of the Congress, for not enhancing the emoluments of special police officers (SPOs), despite their election promises even after the lapse of over four years now, and ignoring their sacrifices. |

District shooting championship begins
Jammu, September 12 A total of 40 shooters drawn from different institutions and clubs of Jammu district are taking part in this sporting event which was declared open by DPS principal Sudershan Sonar. The competitions are being held in 177 air pistol and air rifle sub-junior (below 15 years), junior (18 to 21 years) and open category (21 years and above). The shooters who secure minimum qualifying scores will be eligible to take part in the forthcoming J&K State Open Shooting Championship slated to be held at Kathua in October. Sudershan Sonar assured all possible help for the promotion of game. Jammu and Kashmir Rifle Association joint secretary Sharat Chander Singh presented the vote of thanks. The tournament is being held under the overall supervision of National Rifle Association of India-qualified state chief coach Rajesh Virdhy.
