Rain-rich Jammu beats Kashmir valley
Jammu, September 6 The Indian Meteorological Department (IMD) has also predicted moderate to heavy rains in Jammu over the next few days following an “active monsoon”. There has been a shortfall 19 per cent monsoon so far. “The monsoon is active in Jammu these days and we expect moderate to heavy rains over the next few days. The influence of low pressure system due to cyclone in Gujarat and its neighbourhood is the reason for an active monsoon here,”
IMD director, J&K, Sonam Lotus said. He said Jammu received 55 mm rainfall in September this year so far which was 42 mm for the same month last year. “In September 2010, Jammu had experienced 20 mm rains as against 26 mm in 2009,” he said. “Though the overall rainfall in Jammu and Kashmir is normal, Kashmir has recorded 19 per cent decline in rain this year. Jammu has received 860 mm rainfall so far,” he said. Lotus said the prevailing weather conditions have diminished the fear of a drought-like condition in the state. Sources said Jammu had recorded 490 mm rainfall in August. Till July last year, Jammu had recorded 688.8 mm rainfall, which was 74 per cent above normal (388.4 mm). “The frequency of rain is beneficial for irrigation purposes, ground water table and the growth of paddy crop but it will affect other crops particularly vegetables,” sources add. |

Rape victim accuses ‘cop’ of forcing her to change stance
Rajouri, September 6 The accused Israr Majid of Rajouri and allegedly took the victim to Mumbai and the in-charge of Chingus police post allegedly pressurized the victim to change her statement in the court, which helped the accused get bail. The accused police officer allegedly threatened the victim continuously to change her statement in the court. The victim told mediapersons, “Irshad, the police post in-charge, Cingus, threatened me that he would get my parents killed, if I go against the accused in court,” she alleged. “The police forced me to change my statement in favour of the accused in court.” She alleged, “I spent five days at Nari Niketan, where I received several threats from the accused.” She alleged the accused was known to her as a friend of her elder bother. On July 3, the accused came along with his father Abduk Rashid and another unknown person in a new car and asked the victim to bring them water outside her home. When she brought water for the accused and his accomplice, they allegedly lured her to take a ride in the new car. The main accused also threatened her with a knife to force her to go with him. The accused took her first to Jammu and then to Mumbai, she alleged. She alleged she was kept locked in an isolated room of the house of the maternal uncle of the accused in Mumbai for 17 days, where she was raped. The accused planned to sell her, she alleged. “Rajouri police traced the accused and rescued me,” she said. Station House Officer (SHO) Rajouri, Varinder Gupta said, “The police rescued her from Mumbai and arrested the accused, but, he the court bailed him out by court,” he said. “The report of a board of doctors states that she was not raped. The case is in the court,” he said. |

Pushcarts choke city roads; add to traffic chaos
Jammu, September 6 Canal Road, which is among the busiest roads of the city, has virtually been encroached by these pushcarts. The increasing traffic chaos has led to great inconvenience to the residents but the authorities concerned have failed to take remedial steps. The issue of traffic chaos on the Last Morh to Asia Morh stretch, which is a part of Jammu-Srinagar National Highway was highlighted in these columns. Rahul Kumar,a students of Jammu University, said the authorities had turned a blind eye towards the same. He said, “The issues of illegal parking, encroachments on the roadsides etc. have been raised by various forums as well as the media but the authorities have not launched any campaign in this regard. Canal Road is the most crucial connecting link of the city and most of government and private education institutes are situated along the roadside. The steps initiated by the administration showed results only in the beginning. Chaos returns after a few days.” Dr Abhishek Magotra, Medical Officer, Jammu Institute of Ayurveda and Research, said greater scrutiny was required to improve the situation. “Most of our plans and proposals have failed due to lack of spirit to implement the same on the ground level. Due to the negligence of the authorities concerned the perpetrators have been taking undue advantage. The JMC issues licence for mobile pushcarts but the vendors stall them on the busiest locations,” he added. |

It’s a shelter-less wait for college students
Jammu, September 6 The students of Gandhi Nagar College for Women have only one bus shelter on the road outside their college. “It is troublesome for us to wait as it is very hot and humid for most part of the day. During monsoons we are often stranded,” said Gagan Deep Singh, a student of Gandhi Nagar College for Women. Same is the plight of
the students from other city colleges such as Women College and Science College. The students say while waiting for buses and matadors they are often harassed by other commuters trying to navigate their way through the rush-hour traffic. The rush of students after college hours adds to the problem. Avinash Sharma, a student of Science College said, “Though we do not blame the commuters when they get agitated during the peak hours but we have no option but to wait for our ride on the road only. The municipal authorities must build proper waiting areas near all major colleges in the city.” |

Jammu win U-14 football title
Jammu, September 6 Earlier, in the first semi-final match, Jammu beat Reasi by five goals to nil while Poonch got the better of Samba by four goals to two. In other league matches, Poonch beat Kishtwar, Reasi beat Rajouri and Samba beat Udhampur. In the U-19 basketball (boys), Udhampur, beat Samba by 28-16 points in the first semi-final match. The second semi-final match will be played between Jammu and Kishtwar tomorrow. Earlier, Jammu beat Kathua by 63 to 18 points. Abhimanyu and Gulbir were the star performers scoring 22 and 10 points, respectively. In the girls category, Jammu beat Kishtwar by 23 points to 1 in the final to bag top honours. Preet and Shagun scored 12 points each. In jump rope (U-19 boys) event, Vinod Kumar beat Ankush Sharma, Sourav Balsotra beat Shiva Sharma and Aman Rai beat Pankaj Sharma. JU takes a step ahead in digitisation of exams
Jammu, September 6 Manoj K Dhar, Controller of Examinations, made a detailed powerpoint presentation on various activities undertaken by the examination wing of the varsity to make examination process smooth and time-bound. Dhar said that over 300 results were being declared by the university with in-house capability every year. He stressed upon the need to integrate various modules for efficient functioning of the examination wing. The V-C appreciated the steps taken by the examination wing in computerisation process. team from Sangaldan led by Sub-Inspector M Afzal Wani recovered the girl from Dharamkund when she was being taken outside the district. The teenager was handed over to her parents by the police after completing legal formalities and the accused was booked under Section 363/109 of the RPC. |

GCET faculty members feel ‘cheated’
Jammu, September 6 In a press release, the teachers said they were shocked over the deferment of the Sixth Pay Commission implementation for the second consecutive time by the state Cabinet that met in Srinagar on August 30. The proposal was reportedly deferred following certain queries pertaining to the qualification with respect to AICTE. “We are already drawing salaries as per the AICTE Fifth Pay Commission rules and regulations. Since creation of the GCET in 1994, all recruitments had been made through Public Service Commission, the requisite qualifications as per the AICTE,” they claimed. They said it was strange that implementation of the Sixth Pay Commission in their favour had been deferred by the Cabinet when it had successfully been implemented in all AICTE approved government engineering colleges throughout India since 2009. The teachers had time and again made various representations to the government and had been struggling for the benefits. “All the colleges under the Higher Education Department are enjoying the benefits of 6th Pay Commission but only GCET faculty is still drawing the salaries as per the Fifth Pay Commission,” one of the teachers said. “We really feel disheartened, dejected and disillusioned. We appeal to the civil society to extend their support to our cause.” |

Minister holds durbar, hears public grievances
Katra, September 6 Addressing a public durbar at Dharmari in Reasi last evening, the minister said the government had initiated a number of projects for providing road connectivity, power supply, drinking water and improving healthcare facilities in hitherto neglected areas. He directed the officials to work in a more organised manner to ensure better services to people. He asked them to work on a war-footing for the completion of various development projects which were being executed in Arnas and its adjoining areas. He also called upon the officials to use quality material in construction works and ensure their timely completion. Khan said the government had launched a number of schemes for the welfare of people, especially those living in poor conditions. He called upon the people, particularly labourers, to come forward to avail benefits of labour-welfare schemes. Responding to the grievances and demands of the public, Khan said, “The government is well aware of problems being faced by the people of hilly areas. Several measures are being taken to mitigate them. People should cooperate with the government so that development programmes could yield optimum results.” He assured that their genuine demands would be taken up with concerned agencies for their early redressal. The minister handed over 15 orders to regularised R-e-Ts. Besides, engagement orders to seven anganwari helpers were also given. Additional Deputy Commissioner, Reasi, Rajinder Singh Tara, Chief Agriculture Officer, Chief Education Officer and other senior officials of various departments were present. |

CCB contenders say voter lists tampered with
Jammu, September 6 Former mayor of the Jammu Municipal Corporation (JMC) Narender Singh, who is also a contesting candidate, has alleged the voter lists were totally asymmetrical. “As per the voting lists, a voter of Julaka Mohallah has to cast his vote in some other locality. It is impossible for a contestant to find his bonafide shareholder as per lists,” he said. He said despite there were certain contestants against whom FIRs were lodged by the concerned bank, they were participating in the election. “On the recommendation of bank authorities, names of some contenders were deleted by the returning officer following which they had to approach the tribunal, he said, adding that some former directors were pressurising bank employees to further their interests. He further said that pressurizing of bank employees was against the election code as the bank had already issued notices warning their employees to desist from such activities. The contenders including Pardeep Vaid, Balbir Singh, Ajeet Sharma among others have appealed to the Divisional Commissioner, Jammu, to take action in this regard.

JKCS seeks amendment to pre-natal Act
Jammu, September 6 Gurdeep Singh Sasan, chairman, JKCS, said the government had taken steps to curb the menace but female foeticide was still being carried out and there was dire need for stringent laws to deal with the problem.
