Neo-Natal deaths worry govt
Jammu, August 28 NMR is an important factor that shows the condition of newborn babies and their survival rate from birth to four weeks (28 days) of age. Neo-natal survival is a sensitive indicator of population growth and socio-economic development of any state. Sources said a committee constituted by the government to monitor functioning of SMGS Jammu and other hospitals has taken exception about the increase in number of referral cases from private nursing homes, mostly in critical condition, as most of the private nursing homes lack adequate facilities to deal with these type of cases. This, in turn, put a burden on the government hospitals. The sources said in number of cases many children delivered in private
nursing homes in Jammu and other districts are referred to SMGS Hospital and if they are not able to survive, the blame is put on the hospital for
poor service. “Emergency cases are almost dumped in the government hospitals in case there is any complication to a newly born child or mother. It will also allow us to take action against such private hospitals which are playing with the lives of newborn children,” said MLA and member of committee Chaudhary Zulfikar. The committee is headed by MLA Balwant Singh Mankotia. Despite tall claims of the government about improvement in the health sector, Jammu and
Kashmir has a NMR of 37 per cent, much higher than the national average of
34 per cent. On the other hand, Infant Mortality Rate (IMR) in the state is 43 per cent, much higher than the neighbouring states of Punjab and Himachal Pradesh. Government Medical College principal Dr Aneece Choudhary said, “The institution is catering to about 400 patients in the OPD and referral cases which is putting a huge burden on the staff
as the hospital cannot reject any case.” At the national level, NMR constitutes 68 per cent of total infant deaths while for J&K the figure is as high as 82 per cent. “This is clear that a huge proportion of the infants’ death is related to newborn deaths in the state as compared to the national level and it can be reduced only through focused efforts by the government,” says the survey report. Women equalling men in crime against women
Jammu, August 28 Sources in the Crime Against Women Cell say a majority of the cases that are reported are those related to dowry, martial discord due to exaggerated interference from the in-laws and extra-martial affairs. Police sources say most of these discords are due to financial problems and most women are equally responsible for them as they see divorce as a way out of not just a failed marriage but also adverse financial conditions. “Women are becoming less tolerant towards alcoholic and abusive husbands. With various helplines for marital counselling at hand, they seek a legal way out of such a situation. With the rise in literacy levels among women even in the lower-middle class families, they are aware of their rights. A few days ago, we solved a case where the father had detained a minor girl even though the custody of the child was with the mother. Despite coming from a poor family, the mother in this case was educated enough to know that she could put her husband behind bars for detaining the girl,” said the SHO of the Crime against Women Cell. On the other hand, the cases of women conniving and launching false FIRs against others is also on the rise. In such situations, women try to use their social standing in order to make monetary gains. Dr Arti Bakshi, a psychologist, says, “With the gender difference minimising in the society, women are becoming as ambitious as men. In order to gain independence, some of them do not even mind getting involved in criminal cases for monetary benefits. University says pvt colleges violating norms
Jammu, August 28 Claiming that it had not allowed any of the affiliated private college to run Elementary Teachers Training (ETT) institution in the same premises where B.Ed course was being run, three colleges were running ETT institutions without
the permission of the university. Besides, some private colleges had also been running Indira
Gandhi National Open University (IGNOU) centres without permission. Ironically, the matter was reported to the Vice-Chancellor but he has failed to initiate action against these colleges so far. The university has shared this information under the Right to Information (RTI) Act to the state president of National Secular Forum (NSF), Vikas Sharma. As per Statutes 63(2) (b) of Chapter-IV of the University Calendar, 2010, the college can face disaffiliation if the “building or part thereof is used for running other courses or for any other purpose without prior permission of the university.” However, the Public Information Officer (PIO), University of Jammu, Vivek Slathia, claimed that all the affiliated colleges have infrastructural facilities according to the prescribed norms after the last inspection conducted by the committee with minor deficiencies as pointed out by the committee and compliance report submitted by the college management. “The university has not allowed any of the affiliated private colleges to run the ETT institution in the same infrastructure. But, as per reports of the inspection committees, three colleges, namely Divya College of Education, Sher-e-Kashmir College of Education and Luthra College of Education are running ETT course in the same premises where B.Ed course is being run without the permission of the university,” the PIO stated and added that the matter was reported to the higher authorities, including the Vice-Chancellor. He further said two out of three colleges, Divya College of Education and Sher-e-Kashmir College of Education, have been recommended for “disaffiliation” while the third college had been warned to remove the deficiencies. “Luthra College of Education has replied that it has removed the deficiencies but remained non-committal for the ETT course. This office has again sent the reminder to the college to stop running ETT course but no reply has been received as yet,” the PIO said. While some private B.Ed colleges were also running IGNOU centres in the same premises, the university has failed to initiate action against such institutions, notwithstanding its claims that it had not allowed any affiliated private college to run such courses. Traffic police stays inert as minibus drivers flout norms
Jammu, August 28 This is a common sight on the congested roads in the city. Be it the canal road or the Janipur main road, other commuters have to face a harrowing time while reaching their destinations. A mini bus can be seen halting anywhere on the road as per the driver’s convenience. Priya Bhagat, a student of the Science college says, “Every day while going to college, I have to face a traffic jam on the canal road due to mini-buses. They halt in the middle of the congested road and then you have no option but to wait for them to move.” Apart from this, overloading, skipping signals, driving without permit and overspeeding are other ways by which these mini-buses are flouting the norms, making driving a horrible experience for other commuters.People in the city have only begun to respect traffic signals but only a few understand the relevance of bus stops. They board or get off the buses anywhere on the road without caring about the stoppages that have been specially built for the purpose and drivers conveniently oblige them. Commuters rue that despite minibus drivers flouting these rules, the traffic police turns a blind eye to the violations and overall it is inactive in bringing order on the city roads. However, the traffic police denies the charge. “We have launched a drive to stop the menace created by mini-bus drivers and the minimum fine being charged is Rs 1,000 per violation. As soon as we detect any violation, we act immediately. We are hopeful that the traffic will run smoothly very soon,” said Jammu SSP Traffic Manmohan Singh. |

Jammu, August 28 Sources said the R&B Department, the Urban Environmental Engineering Department (UEED) and other state agencies were blaming the NBCC for poor execution and delay in completion of development projects in the state’s capital cities and they had complained to the government about it yet again. In 2006-2007, the then J&K Chief Minister Ghulam Nabi Azad had invited this Central agency to undertake civic works in the two cities. “It was done at the Secretariat level and even the Chief Engineer of the UEED was not aware about the agreement till the last moment and now, the state is paying the price,” said a former engineer in the UEED, who was recently shifted to another department. The government had set up a three-member panel to oversee and coordinate with the NBCC for early execution of works in the city. The committee, which comprised the Chief Engineer, Public Health Engineering, Jammu, the Superintendent Engineer, UEED, and the Executive Engineer, Road and Buildings Department, had complained about the arbitrary execution of several works. Recently, even the R&D Department had stated that the level of consolidation by the NBCC was not up to the mark and suggested that there should be a review of projects given to them. UEED Executive Engineer Rajinder Sharma said there was no agreement between the department and the NBCC and that it was working independently. He said the NBCC officials were answerable on the issue. Sources said there was a lack of coordination between the Economic Reconstruction Agency (ERA) and the NBCC and differences over the execution of the projects had cast a shadow on the works. However, the General Manager, NBCC, refused to comment on the issue, saying he was busy in some official work. “I am busy at the moment but the execution of work is going on as planned,” he said. “Though their way of working has been drawing flak from various quarters ever since the sewerage project began in the capital cities yet the NBCC and the ERA continue to stretch the works beyond the deadlines without caring about the difficulties being faced by the residents,” alleged JKNPP MLA Harsh Dev Singh. National taekwondo meet was bogus, claims TFI
Jammu, August 28 The TFI had claimed that the national championship conducted by the federation was numbering more than 30th and the number 4th itself showed that it was a bogus championship. The federation had also stated that the winners of this championship could not participate in any of the championship conducted by the World Taekwondo Federation (WTF) and Asian Taekwondo Union (ATU). The TFI added that the medalists of this championship would not be eligible for any benefits from the government since the organisers did not have any authorisation from the Indian Olympic Association (IOA). The TFI is affiliated with the World Taekwondo Federation (WTF) since 1979. “We were really shocked to see the news item published in the local dailies of the state few days ago wherein it was mentioned that the state team was declared the best team by winning 17 medals in the 4th National Championship held at Mumbai,” a source in the J&K Taekwondo Association told The Tribune. “Even the high-profile persons in the state are being befooled by these selfish individuals who continue to malign the image of the association. Such individuals with ulterior motives are conducting classes in various schools in the name of taekwondo thus teaching wrong techniques to youngsters and placing them on wrong track from the very beginning,” he claimed. “It is high time that we should launch a campaign to aware both the sportspersons and their parents not to get lured by the individuals having the sole aim to mislead them on the name of participation in national championships. We are requesting the parents to approach the association for confirmation whether there is any national championship or not,” a source maintained. |

‘Govt weakening anti-graft movement’
Jammu, August 28 Addressing a press conference, PDP spokesman Rangil Singh said the government was undermining the judgement of these institutions by approaching the judiciary to negate their actions. “Chief Minister Omar Abdullah has himself approached the Court of Law against directions passed by the SAC, which is a really bad and serious development. Such attempts on the part of the government reflect that this regime wants to undermine the authority of anti-graft institutions,” he alleged, adding that it was during the regime of Mufti Mohammad Sayeed that the SAC was constituted but it was very unfortunate that the present regime had virtually made this institution defunct. “While the campaign for strong and independent anti-graft institutions has been gaining momentum in other parts of the country, the Jammu and Kashmir government is brazenly trying to weaken the existing institutions,” he alleged. In fact, he said, the present regime had undermined the authority of all the democratic and constitutional institutions in the state. The party ridiculed the government's claim of empowering the panchayats as all their assurances in this regard remained only on papers while no step had been taken so far to conduct the elections of the Block Samities and Zila Parishads. KAS-2012 prelims’ results declared
Jammu, August 28 As many as 1,625 candidates out of 14,403 have been provisionally declared eligible for applying to the mains examination, which is likely to
be held from February 15, 2013. The cut-off merit was 306.933 out of the aggregate marks of 450. While adopting sub rule (2) of Rule 8 of the Jammu and Kashmir Combined Competitive Examination Rules, 2008, the
Commission has decided to call candidates 25 times the total number of vacancies. The Commission said out of 17,696 enrolled candidates, only 14,464 appeared in the
preliminary examination. After conclusion of the examination, representations received from
candidates alleging discrepancies in certain questions were referred to the subject matter experts and after receiving the expert opinion, the representations were disposed of in accordance with Rule 12-A of the
J&K Public Service Commission Conduct of Examination Rules, 2005. |

Panel for selecting officers for training reconstituted
Jammu, August 28 According to the General Administration Department (GAD) order, the new committee will be headed by the Principal Secretary, Finance Department, and comprises three other members, including Commissioner/Secretary, Tourism and Culture Department, Secretary GAD, and Deputy Secretary GAD (Services). The order stated that the committee would adopt a certain criteria while recommending officers for training programmes outside the state. “The KAS officers of each pay scale shall be deputed for training on rotation basis in order of seniority. The same procedure shall be adopted for non-KAS officers also,” it said, adding that officers who have less than two years service left for retirement may not be considered for training. Besides, an officer who attends a training programme will not be deputed second time unless all other eligible officers have been deputed for such training. “The officers recommended for training should not have attended any similar training programme earlier. As far as possible adequate representation be given to officers of all the three regions of the state so that the benefits of training percolate uniformly to all the regions,” the order said. It further stated that an officer who is nominated for training but fails to attend the said training for no convincing reasons shall be debarred from future training programmes at least for a period of two years beginning from the date he was nominated for the programme which he did not attend. |

Sports Council faces financial crunch
Jammu, August 28 Sources said every year the state sports council gets its annual financial grant under two categories- non-plan and plan- in the month of April but an alleged inordinate delay on part of the government in providing it has been a major cause of concern for them. Sources said under the non-plan category, the sports council gets grant-in-aid to the tune of Rs 40 lakh. Similarly, an amount of Rs 50 lakh is being received by the sports council under the plan category every year which is to be kept reserved for hosting national championships. Sources claimed that various affiliated associations are not happy with the functioning of the sports council claiming that the delay in grant-in-aid had affected their schedule to a great extent. Further, limited budget at the disposal of these associations is another bone of contention between them and the sports council. Sources claimed that a proposal had been submitted to the authorities regarding increase in allocation of grant-in-aid to the associations from Rs 40 lakh to Rs 70 lakh but nothing significant had been done so far. “The officials at the helm of affairs in the sports council are least concerned about the hardships being faced by us,” said one of the office bearers of an association. “There are 48 affiliated associations and Rs 40 lakh is what all the sports council gets from the government. This means that associations are not even getting Rs 1 lakh as grant-in-aid,” he claimed. “Upcoming senior national badminton tournament which was scheduled to be held in September will feature none other than India’s ace shuttler Saina Nehwal who recently won a bronze medal in the London Olympics. But the way things are going we doubt about the successful conduct of the tournament,” another office bearer said. Dilip Thusoo, Secretary, state sports council told The Tribune, “We are very much aware of the difficulties of association and at the same time keep in touch with the authorities.” In reply to a question, secretary sports council said, “Numerous reminders have been sent to the government to provide the grant-in aid and I am hopeful we shall get it soon.” |
