Open manholes turn death trap
Shakti Nagar residents angry over civic body’s digging up of roads

Residents of the Shakti Nagar locality in Jammu are up in arms against the Jammu Municipal Corporation (JMC) for its failure to cover open manholes in the area. The residents say these manholes have become threat to the lives of people here.

They allege that nothing has been done so far to cover the manholes despite repeated pleas to the authorities and several children and elderly people have got severely injured in them.

Though the issue is there in various parts of the city but in Shakti Nagar these have become virtual death traps posing serious threat to commuters’ lives. Vehicles also get stuck in the uncovered manholes at times.

Since the start of sewerage laying work, most of the roads and interior localities have been dug up by contractors. There is hardly a road in the city where one does not find uncovered manholes.

Shopkeepers and residents alleged they had informed the local municipal staff several times about the issue but to no avail.

"Recently, there have been several incidents when people got injured after falling in these pits. There is need to cover them immediately,” said Ravi Sharma, a local resident.

Residents say the contractors who have been awarded the work of putting cemented or iron covers on manholes use substandard material and hence they do not sustain for long.

“There is no accountability on part of the authorities and they keep ignoring our pleas. The JMC is only making false claims of improving the sanitary situation in the city,” Avinash Sharma, who runs a medicine shop at Shakti Nagar, said.

However, JMC Joint Commissioner Babu Ram blames the ongoing work in the city for the delay in covering the manholes.

“Proper maintenance can be carried out only when other works are completed. Staff will be sent to see what can be done," Ram said.

Local residents are irked over digging up of roads many times in the past few years which damaged many roads in the city.

Power dept reforms hanging fire for 30 years

Cabinet Sub-Committee’s failure to submit its report has delayed the much-needed reforms of the Power Development Department (PDD), particularly in Jammu and Srinagar cities. Sources in the department said the reforms were pending for past 30 years.

After repeated warnings by the Centre to improve PDD functioning, Omar Abdullah-led government had formed a Cabinet-Sub Committee to study the problems and needs of the department which has so far failed to submit its report which otherwise could have paved way for the requisite manpower.

The department is facing huge shortage of manpower and nearly 4,000 posts, including engineers and clerical staff, are lying vacant. This has adversely affected the functioning of the department for so many years. Last reorganisation of the PDD took place in 1981 and no major change has been brought in its structure since then.

Not only this, even the process of regularisation of daily wagers has got stuck due to a causal approach of the government which again has proved to be an impediment in its delivery system.

Sources said though the government was fully aware about PDD’ plight, it had slowed down the reform channel keeping in view the fund crunch.

“At present, most of the work is done by daily wagers who are seeking regularisation and the administration is a mere mute spectator to this. Expansion needs funds which the state does not have or it has not been able to generate in the sector,” an official said.

“Power infrastructure has increased manifolds during the past few decades and the existing manpower is not enough to run the show. Against the requirement of five people, only two are available,” he added.

Minister of State (MoS) for Power Shabir Khan said the issue would be discussed by the Cabinet in upcoming meetings and once the report gets cleared, the process would be started to bring reforms in the department.

“So far, many steps have been taken in this direction and the government is also taking keen interest in reorganisation of the PDD,” Khan said.

The PDD has a staff strength of nearly 32,000, but 5,000 daily wagers conduct most of the maintenance work across the state. Sources said that even the process that was initiated to regularise the daily wagers has not been implemented despite thousands of vacancies were available in all the three regions in the state.

Many critical areas are being looked after by daily wagers who are getting just Rs 2,170 per month to keep the electricity supply running in the state. The Power Development Corporation (PDC) has around 500 daily wagers.

City doesn’t have eye bank
National Fortnight on Eye Donation is under way

It is an irony that when doctors will be motivating people to register themselves for eye donation in Jammu during the National Fortnight on Eye Donation which started on August 25, the city does not have an eye bank.

Interestingly, no cornea transplantation has been performed here for the past eighteen years.

The objective of the fortnight is to create mass public awareness and to bridge the gap between demand and supply of cornea. It also envisions to motivating people to come forward and pledge their eyes after death.

The tradition continues in Jammu as well with ear awareness programmes being organised every now and then. The National Fortnight on Eye Donation will conclude on September 8.

“Every year, the department organises many functions to make people aware about eye donation. This year, we organised a quiz competition for our postgraduate students on awareness. Next week, we will be organising a seminar on the same issue. But it hardly serves any purpose as there is no infrastructure here for the donation or transplantation of cornea,” said a doctor from the Department of Ophthalmology, Government Medical College, Jammu.

The Transplantation of Human Organs Act, 1994 was enacted by Parliament in 1994 which came into force on February 4, 1995. It was adopted by all the states except Jammu and Kashmir and Andhra Pradesh. However, the state has its own organ transplant act which was formed in 1997.

Under the J&K Human Organ Transplantation Act, there was a committee of health department officials which reviews every case of organ transplant. But the laxity in its implementation led to the closure of eye bank in 2009.

Sources said that most of the cases of corneal blindness were referred to PGI, Chandigarh, or AIMS in Delhi. Though the operation there is free but most of the patients do not prefer to go there because of the high boarding and lodging charges there.

In a public interest litigation (PIL) filed recently by Smile Social Youth Club of J&K, it was submitted that no eye transplantation has been done in the state for the last 18 years whereas 34,589 eyes were collected and 13,887 eyes transplants were performed successfully in India in 2008 only.

An increase in the number of theft incidents in Jammu and its outskirts has become a cause of worry for city residents. Though the police claims to solve majority of cases but their action seems not to have deterred the offenders much.

A senior police officer said that some gangs were reportedly active in the city and the thefts were being executed in a well organised manner.

“I have observed the burglars targeted those houses which they found locked in most of the daylight thefts. A completely locked house in the daytime gives clue to thieves. Moreover, people involved in such crimes try to keep an eye over their target,” he added.

“Once a theft is reported at the police station, most of the cases are solved in a small time. A recent incident at Bakshi Nagar is one such example where the police solved the case on the same day when it was reported,” he said.

Sources said the police had devised a strategy to curb the menace.

Prabhat Singh, SSP, Jammu, said that in majority of the cases the houses that were locked were targeted by thieves and burglars.

“We have observed that in about 80 per cent of theft cases, the thieves target the houses which were left unattended for a longer period. Police can only increase patrol but can not enter a locked house.”

On remedial measures being taken by police, the SSP said they had been trying to solve theft cases as early as possible but public cooperation was a must to check the problem.

Several hurt as cops, mob clash in Kaller

Rajouri, August 27
Several people were injured in clashes between police, forest protection teams and some alleged land grabbers in the Kaller area of Rajouri district yesterday. Sources said some people were trying to grab forest land which was foiled by a forest protection force yesterday.

Reports said a constable Mohammed Shabir of Jammu and Kashmir police (JKP) presently posted at Drail had occupied five to 10 kanals of forest land in the Kaller area and illegally construction a structure on it.

However, the forest protection force reached the spot along with senior officials and asked Shabir to vacate the land but some local residents attacked the team with stones which resulted in minor injuries to the enforcement team.

Later, Shabir’s associates blocked the Jammu-Poonch highway for over one-and-half hour and protested against the police. In a bid to disperse the angry mob, the police used force and cane charged the protesters in which constable Mohammed Shabir, his wife Zubeda Begum and their three children Nazima Kosar, Mohammed Asif, Mohammed Shafaqatreceived injures, sources said.

Zubeda was admitted to the district hospital in Rajouri.

Constable Mohammed Shabir said, “Police brutally beat up my family members, including my ailing 80-year-old father.” He also demanded action against the Kaller police incharge.

Rajouri DFO VS Sanchal Kumar said, “Despite several summons issued against Mohammed Shabir over illegal occupation of the forest land. He paid no heed to our notices and started illegal construction on the land which forced us to take action against him.”

He said an FIR against three persons had been registered for land grabbing.

Kaller police incharge Arshad said, “We took action only after they started pelting stones on senior forest officials and also blocked the national highway.”

Both sides lodged FIRs against each other but there was no arrest in this regard till filing of this report.

Diksha clinches women single badminton title

Diksha toppled Akanksha by 2-1 sets in a nail-biting final to clinch a women singles’ title today in the ongoing 27th Jammu District Badminton Championship, being organised by the Jammu District Badminton Association, under the banner of J&K Badminton Association, at the Indoor Complex, M A Stadium here.

Diksha got off to a disastrous start and lost first set by 19-21 but made a strong comeback by winning next two sets with margins of 21-17 and 21-15.

In U-13 girls doubles event, Naman and Pihushee clinched the trophy by beating the pair of Shweta and Mridula. In U-10 girls final, Bhavini Dalpatia got the better of Mridula Rahate in straight sets by 21-17, 23-21 to lift the title.

In U-17 girls singles final, Rupal will square off with Mitakshara. In U-19 girls semifinals, Prabjot trounced Suvidha by 21-07, 21-08. Similarly, in U-19 boys doubles semifinals, Shantul and Arjun outplayed Zafal and Ayush in a hard fought contest by 21-18, 17-21, 21-15.

In U-13 boys singles semifinals, Arjun Nagpal drubbed Aryan Verma by 21-14, 21-15 while in doubles event, Aryan and Suvinay pair got the better of Nitin and Sarandeep by 21-15, 21-08 and Vaibhav and Aryan subdued the pair of Akash and Arjun in a close contest by 20-22, 21-18, 21-19 to seal a berth in the final.

In veteran doubles final, the pair of Narender Khajuria and Pradeep had last laugh against reigning champions Ramesh Sharma and Ashish to clinch the title. The set score read 21-16, 21-15. Earlier, in the semifinal played, Narender and Pradeep outclassed Sunil and Anil Gurkha in a close contest by 21-18, 21-17 while Ramesh and Ashish outwitted Raju Chawla and Vijay Dewan by 21-19, 26-24.

Meanwhile, in veteran singles semifinals, Anil Gurkha overwhelmed Ramesh Raina in an easy contest by 21-12, 21-11 while Ramesh Sharma beat Vivek Salathia by 21-15, 21-17 to qualify for the final.

Rs 55 crore for channelisation of drains

The government has sanctioned Rs 55 crore for the channelisation of the Landoi Choi and Thanger nallah and construction of new secondary drains in Trikuta Nagar, Nanak Nagar, Shastri Nagar, Digiana Ashram, Ambedkar Nagar, Dashmash Nagar, Gangyal, Rampura, Thanger nallah (T4) and tributary of Thanger nallah (TT4).

This was announced by Minister for Revenue, Relief and Rehabilitation Raman Bhalla while interacting with the locals at Gangyal after inspecting the proposed sites for the project here yesterday.

The work has been handed over to the Economic Reconstruction Agency (ERA). The minister was accompanied by project mangers from the ERA.

Bhalla said the project, from the National Highway bypass near the Jodhamal Public School to the Mehant Bachiter Singh College in Jeevan Nagar would start in December. He said about two lakh people would benefit from the project.

The minister said the Central government had approved Rs 68.10 crore for the channelisation work and rehabilitation of the families whose land would be used for the projects.

Bhalla said the government had assigned seven new projects for the city to the ERA These are construction of OHTs, installation of 19 tube wells, upgradation and replacement of worn-out machinery of pumping stations, worn-out pipes and strengthening of the distribution of network at Channi Himmat, Channi Rama, Mattoo Colony, Dilli and Bikram Chowk besides installation of 8,000 domestic meters in Gandhi Nagar and Shastri Nagar and construction of Bikram Chowk flyover which includes widening of the 8-lane road from Bikram Chowk to Satwari Chowk.

BJP demands inquiry against R&B Department

The BJP has demanded a high-level inquiry into a negligence case in which Roads and Building (R&B) department allegedly failed to maintain a drainage system at Ban Talab-Barnai road, Jammu, due to which various houses and local industrial units were badly affected.

After participating in the membership drive programme on Sunday at Durga Nagar, a team of BJP leaders led by state vice president and former MLA Bali Bhagat visited Ban Talab-Barnai road to assess the loss caused by heavy rains and floods.

Bali Bhagat alleged that the R&B department, Jammu, had started the construction work of a drainage system, as per a sanctioned project of Rs 4 crore, this year but it was left half way. The BJP leader appealed to Chief Minister Omar Abdullah to inquire into the matter and fix the responsibility of the concerned authority.

He added, a bridge had been washed away due to over flowing of water in Keran nullah at Patian Keran, which was only way for the villagers of Mohalla Bhagtan. He demanded immediate construction of the damaged bridge so as to restore the approach road for villagers. He also demanded for deputing a special team to assess the loss caused by the flash floods and for releasing the compensation against the loss of property to affected families.

Observe Sept 14 as black day, Panun Kashmir tells Pandits

Panun Kashmir today appealed to the Pandit community members to observe September 14 as black day to mark their protest against the killings of the Kashmiri Pandits with an upsurge in armed violence in the Valley.

The outfit today started the third phase of public awareness campaign for the martyrs day which is observed every year by the Kashmiri Pandit community on September 14.

The drive started from lower Roop Nagar, Jammu, and adjoining areas under the leadership of Daya Krishen Kaul, Vice-Chairman. He appealed to the community to observe the martyrs day September 14 as black day as this day would always remind them that they would not rest till the justice was not delivered to the persecuted community.

Addressing people in Delhi, Ajay Chrungoo said, “This day reminds us the Indian state has failed to protect the life of the minority community of Kashmiri Pandits.”

“This day is a black chapter in the history of independent India despite being a declared secular nation,” he added. — TNS

Taking a serious note of the news story published in Jammu Tribune underlining the threat posed by stray cattle on the busy roads of Jammu, the authorities concerned have swung into action and started confining such cattle.

The Tribune team spotted some locations in the city where the officials of the Jammu Municipal Corporation (JMC) were actively lifting the cattle from roads and lanes.

“Unchecked roaming of stray cattle has become serious issue and the JMC is doing the needful by clearing the roads. It is not only harmful for the motorists but also for the animals,” said Sonia, who is learning driving from an institute.

Ripu, a resident of Rehari, said that initiating such campaign is a good step.

He said, “It is observed commonly that the authorities seem wakeful after the issues are highlighted by some newspaper but after a few days the campaign is not taken seriously. The practice should be sustained by the authorities. This is a very serious issue.”

Residents of the city have been demanding a sustained campaign in this regard. They told The Tribune that authorities concerned should also think of some mechanism to gather a feedback from the common people.

The Chief Minister suggests youth to explore opportunities in private sectors but the ground reality is that most of the colleges here are not at par with outside colleges, hence, we have to face problems of less salaries and lower designations

We can’t see any future here if the Article 370 continues to prevail. No private company is ready to invest here, hence, we are not getting good employment opportunities. Either one has to opt for a government job or work on less salaries outside the state

Delhi make clean sweep in Federation Cup

JAMMU, August 27
Delhi teams made a clean sweep by clinching men and women titles in the 23rd Federation Cup Throwball Championship held at the Government College for Women, M A Road, Srinagar.

In the final match of women’s category, Delhi beat Tamil Nadu by 2-1 points. In men’s category, Delhi outplayed Andhra Pradesh by 2-1margin to bag the top honours. The Minister for Medical Education, Youth Services and Sports, R S Chib, was the chief guest on this occasion. He said, “Throwball is becoming popular among youth and such events provide a platform to young participants to understand each other’s traditions and culture.”

Later, he gave away trophies and medals to winner, runner-up, Haryana and Madhya Pradesh teams. In all, 20 teams of various states and union territories had participated in the championship organised by the J&K Throwball Association in collaboration with Throwball Federation of India.

Hideout busted in Reasi, arms seized

Security forces busted a militant hideout and recovered a cache of arms and ammunition in Reasi district on Sunday, official sources here said. "Based on a tip-off, troops of Rashtriya Rifles of Counter Insurgency Force Uniform, launched a joint search operation in Narkot area of Mahore in Reasi,” an official spokesman here said.

He said during search four magazines of AK -47, three Chinese grenade, 179 AK-47 rounds, MMG ammunition 52 rounds, eight detonators and other things were recovered from the hideout,” the spokesman added.

However, the police has registered an FIR but no one has been arrested in this matter so far.

Crime Branch produces challan

The Crime Branch Jammu has produced challans against two persons in a misappropriation case for selling food products of the Consumer Affair and Public Distribution (CAPD) to unauthorised persons in the court of Chief Judicial Magistrate, Kishtwar.

As per reports, the Branch produced challans against Irshad Ahmed of Palmar Kishtwar and Irshad Ahmed of Atholi Paddar in cases FIR number 03/2010 under Sections 409,109/ RPC r/w Section 3/7 of the EC Act at the police station, Kishtwar.

A case on the basis of information that a CAPD storekeeper Patimhal had illegally sold some CAPD sugar to unauthorised person Irshad Ahmed for his personal gain. A vehicle containing four bags of sugar was seized from Irshad’s possession.

Krupali nominated as PYKKA observer

Jammu, August 27
Krupali Singh, a gymnastics coach in J&K State Sports Council, has been nominated as observer for the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA), a flagship scheme of the Union government for promotion of sports at village and block level.

An Arjuna awardee (1991) and a national coach, Krupali Singh has been nominated by the Union Ministry of Youth Services and Sports in view of her vast experience in the field and her achievements as a player besides a coach of the J&K and national teams.

She is among the observers who have been entrusted with the responsibility of monitoring and development of available sports infrastructure in villages. — TNS

League matches end

League matches of Shaheed Ashfaq Ullah Memorial Cricket Tournament 2012, which was organised by CRPF, were concluded today. The matches were organised by various battalions at different places in north and south Kashmir.

Dr B N Ramesh IGP /OPS (KMR), CRPF was the chief guest on the concluding day of the tournament. He assured youths that CRPF would support Kashmiri youth to conduct such tournaments.

Poonch register 4-0 win

Jammu, August 27
Poonch outplayed Kathua by 4-0 goals today in the inaugural match of U-14 category of the Divisional Level Inter-District Jawahar Lal Nehru Cup Hockey Championship at K K Hakku Stadium here.

Grujot Singh drew first blood for Poonch in the sixth minute followed by another in the 14th minute. Kathua had their chances in the first half but just could not deliver the knockout punch.

Meanwhile, Poonch added two more goals to their kitty through Ishtiaque and Arun. —TNS

SPO hurt in accidental fire in Katra

Katra, August 27
A special police officer (SPO) got injured in an accidental fire in Katra today.

“SPO Pawan Kumar of Katra received injuries when his SLR rifle accidentally went off while he was cleaning it this afternoon at Devamai temple in Katra,” police said.

The SPO was shifted to the sub-district hospital, Katra, from where he was referred to the Government Medical College and Hospital, Jammu.

“His condition is reported to be stable,” an official said.
