Jammu, August 25 Kartar Singh (70) of Sainik Colony was riding on his scooter bearing registration number JK02T 4037 on a service lane on the highway near Vishal Mega Mart when a truck hit him from behind. He was dragged by a few metres and died on the spot. This is not the first case as a number of accidents have been occurring on the said road due to illegal parking. Eyewitnesses said had there been no illegal parking on the narrow road, the deceased would have got a chance to evade the mishap. “The service lane is already narrow and vehicles parked on it reduce its width to almost half. I don’t know the exact reason of the accident but had there been no vehicles on the road, the victim would surely have got a chance to save his life,” an eyewitness said. Ranjana, a resident of Sidhra, said the illegal parking on bylanes and service lanes on the highway was leading to road mishaps. She said, “It seems the authorities concerned are in a deep slumber as the road has almost turned into a death zone. The most serious road mishaps have been happening there.” “The issue has been highlighted many a times but no action has been taken so far. Many cases have been reported where two-wheeler-borne persons met with serious accidents on the said road and still the traffic department has not increased vigil in the area,” said Harshendu, a resident of Channi. Drive to check use of polythene bags
Jammu, August 25 On the first day, a fine of Rs 6,000 was imposed on traders and 20 kg of polythene was seized by the enforcement wing of the JMC led by chief enforcement officer and a police team at Digiana, Gangyal, Kunjwani and Greater Kailash. “We once again appeal the public to cooperate in the implementation of the ban on the use of polythene carry bags within the city and help maintain the environment clean and pollution-free,” said KL Khajuria, Commissioner, JMC. Besides this, the team also cleared footpaths, pavements and road sides in these areas which were encroached upon by the shopkeepers. During the drive, the team seized articles like folding beds, stools, benches, chairs, buckets and sign boards which were kept by the shopkeepers on footpaths and pavements, causing inconvenience to pedestrians. The drive was conducted with the help of police teams from Gangyal Police Station and the district Police Lines, Jammu. The Commissioner said they would continue the drive and make every possible effort to educate masses about the need to stop using polythene carry bags. “Tough measures, which include heavy fines, will be imposed on the violators,” Khajuria said. In the past three years, the enforcement agencies have seized 450 MT of polythene which has been dumped into the godowns of the Pollution Control Board (PCB). Few weeks ago, 45 kg of polythene was seized by the corporation and a fine of Rs 20,000 was imposed on traders. The civic authorities have launched a drive against the use of polythene carry bags in the state following a ban imposed by the state government as per SRO-182 (ban on carrying polythene bags) under the Non-Biodegradable Material (Management, Handling, and Disposal) Act 2007 in 2009. “The polythene has emerged as a major health hazard in the state in the recent years with tonnes of synthetic material chocking drains and other water bodies,” said Pankaj Sangral, a social worker. |

Jammu, August 25 The National Art Museum of China at Beijing will be the venue of the fifth Beijing International Art Biennale, which is scheduled to open on September 28. The theme of the exhibition is ‘Future and Reality’ and main forms in which this theme has to be interpreted by the Indian contingent is painting, sculpture and video works. Suman had recently shown a series of his new works in “Gallery Espoonsilta” in Finland in June and has also represented India in the 8th edition of the Florence Biennale, which took place in December 2011 in the historical Fortezza da Basso in Florence, Italy. Driving a tiring experience on Jammu roads
Jammu, August 25 Apart from perennial traffic congestion due to unscientific traffic regulations, some obtrusive and clear violations, including overtaking from left side, use of mobile phones while driving, breaking the one-way rule, riding two-wheelers without headgear and overloading, put a question mark on the functioning of traffic police in the winter capital of the state. It is ironical that even after the installation of traffic signals, road users are forced to stop at green signal by a “herd of violators”, who zoom past red lights, that too, in front of traffic policemen deployed to check such violations. Many a times, traffic cops are either seen taking rest in traffic booths or are conspicuous by their absence, notwithstanding frequent violations of traffic signals. Lack of civic sense and scant regard to road rules add to the prevailing traffic chaos on the roads. Instead of using zebra crossings, pedestrians can be spotted weaving their way around the speeding vehicles. “Though the installation of traffic signals at some points has improved the traffic scenario in the city, unchecked and rampant violations of traffic rules have brought the situation back to square one. Until and unless the traffic police launches a vigorous drive against the offenders, the traffic scenario will not improve on the roads. Besides, the need of the hour is to create awareness among the people, particularly youngsters, to follow traffic norms,” a senior retired traffic police officer said on the condition of anonymity. If one goes by the statistics of the traffic police, it has penalised around 1.5 lakh violators this year so far and has realised about Rs 4 crore fine through challans. The retired officer said the issuance of challans is not only a solution to the problem. "The department will have to think something out of box to deal with the chaotic situation," he remarked. Javed Malik, a motorist at Jewel Chowk, remarked, “Traffic cops are more concerned about bringing more revenue to the exchequer but the violation of road traffic rules by motorists has become rampant. They will have to initiate stern action against the habitual offenders if they want to streamline the traffic in the city.” He pointed out that a majority of the traffic rules violators were youngsters and women drivers. “The department should launch an awareness programme because it is either inexperience or unawareness of traffic rules that make the youngsters and women flout traffic norms with impunity,” he said. The Senior Superintendent of Police (Traffic), Jammu, Manmohan Singh, who had repeatedly assured stern action against the habitual offenders, couldn’t be contacted as his mobile phone was out of reach. |

PDD to regularise 45,000 illegal connections in Poonch
Poonch, August 25 The PDD officials said according to the 2011 census data, out of 88,876 households in Poonch district, 77,235 households have power connections. Only 32,207 households have registered power connections, the rest of the households have illegal connections. Due to over 45,000 illegal power connections in the district, the PDD has to bear a loss of Rs 50 lakh per month. “We have been directed to regularise all the illegal power connections in the district as soon as possible, for which we will organise camps in all the four Tehsils. The connections will be regularised without any penalty and if anybody refuses to regularise his connection, he will be punished or fined during the inspection,” said BL Proch, Executive Engineer, PDD, Poonch. In the first stage of the drive, Tehsil-level camps will be organised after which we will address the issue at the village-level, said Proch. The camps will be organised from 11-14 September, each day in Mendher, Poonch, Mandi and Surankote resp-ectively. In the second phase, the teams of the department will check every house. It will also verify the power load in non-metered areas to identify the violators, penalise them and regularise their connections. |

Police to install CCTV cameras in Rajouri, Poonch at strategic points
Rajouri, August 25 Deputy Inspector-General (DIG) Rajouri-Poonch MK Sinha said, “The installation process of CCTV cameras has been started after doing a survey of all strategic points of both the towns and getting no-objection certificates (NOCs) from various departments. We are hopeful that the work will be completed within a month”. Despite bad weather conditions, including procedural hurdles, our team has started the installation process at all the sensitive points of both the cities to get a ‘third eye’, he added. “The CCTV cameras will be installed at various sensitive locations of the town, including bus stand, main Gujjar Mandi Chowk and other chowks of the town to keep a check on anti-social and anti-national elements,” he said. The cameras would be operated from a Special Surveillance Centre to be set up in the police control room. This follows the success of CCTV cameras in other cities and town like Katra to keep a check on criminal activities. “CCTV cameras play a crucial role in keeping an eye on suspected individuals. It will also help manage traffic and curb crime,” he added. The cameras would also streamline the system of the police department by keeping a strict vigil on the activities of the policemen on ground and help improve policing in the town, he said. |

Unemployment allowance demanded
Jammu, August 25 The protesters, under the banner of the Jammu and Kashmir Democratic Front (JKDF), marched to the Indira Chowk to participate in the Jail Bharo Andolan in order to express their concern regarding government’s apathy towards the unemployed youth of the state. The police force deployed to keep a tab on the protesters proved to be inadequate. In a desperate attempt to gain control, the police lathi-charged the crowd, which had reached the venue with the motive of courting arrest. While some agitators used their own vehicles to reach the police stations, others walked all the way to the closest station to court arrest. JKDF chairman Anil Gupta demanded a monthly allowance of Rs 2,000 for the youth who have been unemployed for the last three months. While speaking to media after courting arrest, Gupta said, “The police arrangements were poor as they underestimated the number of people who would be protesting. The police lathi-charged the peaceful agitators, which is really sad. If our demands are not addressed by the state government in time, we will carry on the exercise of courting arrest and soon there won’t be enough jails to accommodate us all.” The JKDF chairman accused the successive governments led by Kashmir-based politicians of turning a deaf ear towards the problems of people of Jammu. “We are left with no other option but to court arrest to put up our demand. Unemployment is growing every day. Educated youth are frustrated due to paucity of good jobs in the region but the state government is yet to deal with the situation,” he lamented. |

Murder case solved
Jammu, August 25 Rajeshwar Singh Jasrotia, SP City (South), told The Tribune that it has been established that the deceased was murdered. He said, “It has been revealed that the deceased was popularly called “Punjabi” but his real name was Sukhwinder Singh. His roommate Nanak Singh of RS Pura had killed him with a scissor. He said the dispute broke out over some issue concerning a meagre amount.” The Superintendent of Police said a single injury mark was found on left side of his chest and excess bleeding was probably the cause of his death. Nanak has been arrested and a case under Section 302 has been registered at the Gandhi Nagar police station. The body has been kept at a mortuary of the Government Medical College Hospital, Jammu. |

Kidnapped woman recovered, one held
Jammu, August 25 Reports said on August 14 a written complaint was submitted at Ramsoo police station that Mansha Devi (name changed) aged 20 years of Banihal tehsil was kidnapped by Imtyaz Ahmed Wani (23) of
Allanbass, Banihal tehsil in Ramban district, on August 11. On this complaint, a case FIR number 51/2012 under Section 366/376 of the RPC was registered at Ramsoo police station and an investigation team was constituted. The team carried out searches at various places in Ramban district. During the search operation, an information was received regarding the presence of Imtyaz in the Tangmarg area. The police rushed to the spot in Baramulla district and the kidnapped woman was recovered. Both were brought back to Ramsoo police station. — TNS |

Diesel pilferage bid foiled
Jammu, August 25 “On receiving information, the SSP Jammu constituted a special team under the supervision of SP City (south) Rajeshwar Singh, SDPO and Deputy Superintendent of Police SS Sambyal to check the illegal activities,” said a police spokesperson. On Wednesday night, ambushes were laid by the police team and during midnight the police teams observed some suspicious movements in the bushes near the oil depot. The police challenged the suspects while they were carrying plastic cans. Taking advantage of darkness, they fled from the spot. Later, while inspecting the area, 19 cans filled with diesel, 11 empty cans along with a high quality pipe was recovered by the police teams headed by
SHO, Trikuta Nagar, inspector Sameer, and Narwal sub-inspector Hilal Mohammad. A total of 380 litres of diesel was recovered from the spot. A case under Sections 379 RPC 3/7 of the Essential Commodities Act has been registered at Trikuta Nagar police station and further investigations are underway. |

JKCA chief likely to convene meeting soon
Jammu, August 25 Sources said the JKCA chief had took serious note of an alleged inordinate delay over resuming of activities in the Jammu Province. The Jammu Province Level Committee was constituted by Dr Abdullah exclusively to kick start activities in Jammu. “It is high time now that cricket action should be resumed in the Jammu Province in the better interest of cricketers who are anxiously awaiting for that,” said one of the office- bearers of the JKCA. “The calendar of activities for the upcoming season has already been announced and we are hopeful that the JKCA president will be able to find out a possible solution in the upcoming meeting,” he added. The sources added that during the previously held meeting of the Jammu Province Level Committee led by convener and former JKCA Chairman Mehboob Iqbal at GGM Science College Hostel Ground, deliberations were held on different aspects, including the preparation of the ground, wickets and preparatory camps for the upcoming season. Meanwhile, JKCA vice-chairman (Jammu Wing) Shambu Nath Sharma while talking to The Tribune said there was no confirmation yet of a fixed date of the meeting to be convened by Dr Farooq Abdullah at Srinagar. “We are concerned over the delay in the resumption of activities,” said the JKCA vice-chairman. “With barely few days left for the commencement of U-14 boys cricket tournament in Rohtak slated to be held in the second week of September, the JKCA is planning to send the selected probables to attend coaching camps at Srinagar because the weather continues to play spoilsport in Jammu,” he claimed. When asked about the selection criteria for the probables, Sharma said “The players will be selected on the basis of their performance in the previous tournaments because we are running out of time to conduct a tournament for selecting them.” |

Iftikhar roots for ST status for Pahari community
Rajouri, August 25 Iftikhar Ahmed said despite several assurances by the successive governments in the state and the J&K Assembly unanimously passing a resolution regarding the status in 2005, no action has been taken for the provision of these benefits. He urged Prime Minister Manhoman Singh and UPA chairperson Sonia Gandhi to fulfill the long-pending demand of the Pahari Community to grant them the ST status. Iftikhar Ahmed said some people were encashing on the issue to garner votes, adding that soon a delegation of the community would meet Rahul Gandhi, who they think was the future leader of country, regarding the issue. He also appealed to the Gujjar Bakerwal community of the state to support Pahari people in their struggle to get the status as the they were demanding a separate quota, which would not infringe upon the quota for the Gujjar and Bakerwal. Sahil Raina, president, NSUI (Rajouri) said the teachers’ selection list had been declared 8 months ago but their joining was delayed owing to which various school are lying defunct in Rajouri district. He demanded that the teachers’ joining should be done at the earliest. Jammu, August 25 Led by senior state vice-president Pushvinder Singh Manhas and provincial secretary Pawan Dev Singh, the protesters raised slogans against the Director, School Education. They alleged that unemployed youth were being exploited. Manhas lambasted at the Director, School Education, for bringing the Education Department into a shambles and for converting his office into a transfer industry. He said during the tenure of incumbent director, the department had become totally defunct and was in a shambles. He claimed that files of eligible candidates due for selection were not being cleared for months and years. Manhas said in several cases the RET files were kept pending for more than two years with ulterior motives and for extraneous considerations. “Large-scale vacancies in various educational institutions have adversely affected the academic activity in schools with the director turning a deaf ear to all public requests and representations,” he alleged. |

Jammu, August 25 The power supply to Roop Nagar, Durga Nagar, Chinore and the adjoining areas would be suspended from 6 am to 11 am. Residents of Gujjar Nagar, Khatikan Talab, Shahidi Chowk, Raghunath Bazar, Gurudwara Sunder Singh Road, Dak Bungalow, Hans Raj Park, Kanak Mandi, Lakhdata Bazar, Rajender Bazar, PHE Gujjar Nagar and the adjoining areas, which are fed by the 33 KV G-4 Gladni-Residency Line, can expect a power cut from 6 am to 8.30 am. On the other hand, the power supply to Bakshi Nagar, Shakti Nagar, Rajpura, Maheshpura, Rehari, Sarwal and the adjoining areas, which are connected to the 33 KV Canal- Medical Line, will remain disrupted from 6.30 am to 12 noon.
