Chandigarh, September 16 Over a week after a DDR was recorded against Housing Minister Satpal Sangwan, allegedly for using foul language and threatening the SHO, Satpal Singh stands transferred from Bhiwani to Hisar. The police has not even begun investigation into the matter though Suresh Hooda, DSP, stated the complaint would be verified “sometime soon”. The SHO recorded a DDR against the minister. According to the DDR, the incident occurred around 10 pm on September 6 at the Dadri civil hospital where Dadri legislator was visiting his former private secretary Ravinder Yadav and his cousins after they were attacked by some people with knives and guns. Incidentally, SHO Satpal Singh, who had gone to record Yadav’s statement, was allegedly “abused” by the minister, who even threatened him before asking him to leave the hospital. On returning from the hospital, the SHO recorded the incident as a DDR. Roshan Lal, SHO, Dadri, said: “As far as I know, nothing has been done in the complaint so far.” DSP Hooda said : ‘The complaint is there. We will take it up shortly. Meanwhile, Satpal has been posted to Hisar. It is a regular transfer.” Unlike SDO Dharamvir, Satpal’s case is not supported by any employees’ union which could take up his case. Fauji had to finally give in to the employees’ union’s demand for an apology to the SDO after the union cut off sewage disposal to Bhiwani and threatened to cut off water supply However, in the absence of any kind of pressure in Sangwan’s case, the complainant seems to be at the receiving end, given his transfer orders. “I was served the orders a couple of days back after I was discharged from hospital. I am feeling better but will take the doctor’s opinion before resuming duty at Hisar,” he said. However, he chose to keep mum as to why he was suddenly transferred from Bhiwani. |
DMRC to train Rapid Metro recruits
Gurgaon, September 16 The station controllers or train operators will be given a 17-week intensive training where they will get a first-hand account of the functioning and working of the Metro system. During the course of their training module, the candidates will be exposed to the latest technology like the Siemens signalling system, emergency systems, rolling stock, station operation and management and other aspects. They will also undergo a simulator training in which they will learn how to drive the trains in modes like the automatic train protection. “The DMRC will provide them with a customised training catering to their special needs and special training modules have been designed to suit their requirements,” a DMRC spokesman Anuj Dayal said. “The trainees will learn how to start a train, pick-up acceleration, decelerating, applying brakes, door opening and closing, communication within the train, handling emergency situations and passenger evacuation and man-machine interaction within the train operator’s cab, he added. Rapid Metro consists of a 6.1 km-long Metrorail system connecting Sikanderpur Metro station of Delhi Metro to the Cyber city and the NH-8 in Gurgaon. This RMGL link will provide a feeder line to Delhi Metro and serve commuters travelling to the Cyber city and the NH-8 from Delhi or other parts of Gurgaon. |

Hisar, September 16 He said had this revenue gone to government coffers, there would have been enough money to subsidise fuel prices and to spare enough funds for infrastructure development. Describing the economic reforms unleashed by the Prime Minister as undemocratic, he said the entire nation should have been taken into confidence before taking any decision on such an important issue. He said the nation had been brought to the brink of bankruptcy by the ‘anti-people’ policies and the scams which deprived the nation of much-needed finances. The people would surely punish the perpetrators of these scams during the next Lok Sabha poll, the INLD chief added. INLD secretary-general Ajay Singh Chautala said if the government could allot coal blocks free to rich persons in the country, where was the logic behind increasing fuel prices. He said the UPA government was only taking care of the interests of the rich at the cost of the poor. As a result, poor farmers and other sections of society were suffering under its rule. Chautala said the Congress governments everywhere had come to be known as governments of scam-mongers. Pointing to Haryana, he alleged while development and law and order had taken a back seat, ruling party politicians were getting increasingly involved in unlawful activities. |

Staff body threatens stir from Sept 27

Rohtak, September 16 It charged the government with sitting over the alleged scam of over Rs 50 crore in the PF and ESI funds of staff. “We have decided to renew our agitation from September 27 as the state government has failed to honour the agreement that was reached during the meetings held on August 25 last year and on July 25 this year,” said an SKS spokesman. He said though these high-level meetings were chaired by the Chief Secretary under the direct supervision of the Chief Minister, no follow-up action had made the employees sick of the dilly-dallying attitude of the authorities concerned. The employees would court arrest from November 6 if the authorities did not provide the much-needed relief on various counts. He alleged that more than Rs 50 crore collected as the PF and ESI contribution from the salaries of ad hoc and contractual staff in Haryana between 2008 and 2011 had been missing. Asking the government to ensure deposition of the missing ESI and PF funds of all employees as soon as possible, the SKS said the government had already admitted its fault in this regard. Subhash Lamba, a senior leader of the SKS, said members of the sangh would begin a rally at all Commissioner-level offices in Haryana from October 4. These rallies would conclude on November 4 here. He said a ‘jail bharo andolan’ will also be launched on November 6 till December 5 to highlight various issues, including proper implementation of the labour laws, payment of the PF and ESI funds, changes in the regularisation policy, removal of disparity in wages and pension rules, filling of around 1.5 lakh posts lying vacant in various departments, among others. |

Sampat flays bandh call against diesel price hike
Hisar, September 16 In a statement issued here today, he said instead of organising bandhs the Opposition parties should reduce VAT on diesel in the states ruled by them. He said instead of instigating people to indulge in
bandhs, the Opposition parties should give constructive suggestions in the larger interest of the nation. He cautioned that the bandhs would cause huge losses to the public and private sectors, which would in turn add to the hardship of the poor. This losses would further push prices of essential commodities up and adversely affect those in whose name the bandh had been
called. Sampat Singh said the Opposition parties were ignoring extent of fuel price revision during the NDA regime. Admitting that the latest 12 per cent hike in diesel price had pinched the consumers and was sure to impact house hold budgets as price of other commodities would go up on account of higher transport cost. India, he said was the fourth largest oil and gas consumer in the world after the US, China and Japan. The decision to up the diesel price was prompted by the need to cut fiscal deficit so that there was more money available for development. The former minister said during the NDA rule the price of diesel was increased from Rs 8 to Rs 21.58 per litre an increase of 170 per cent. In comparison, the UPA government had increased diesel price from Rs 21.58 to Rs 45.80 per
litre, which amounted to only 122 per cent increase. Likewise, under the UPA rule, the price of kerosene had increased from Rs 9.01 to Rs 14.07 per
litre, a rise of 56 per cent. When the NDA was in power, the price of kerosene increased from Rs 2.52 to Rs 9.01 per
litre, an increase of nearly 289 per cent. When the UPA came to power, the price of LPG was Rs 261.60 per cylinder and now it was Rs 399 reflecting an increase of 53 per cent only whereas during the NDA rule and when the Lok Dal-BJP combine was ruling in
Haryana, the price of LPG increased from Rs 102 to Rs 261.60 per cylinder, a hike of 156 per cent. He claimed that the Congress government in Haryana was the only one in the country to take the lead in waiving VAT on the LPG and kerosene, and reducing VAT on diesel to 8.8 per cent. As a result, the price of diesel per litre was Rs 45.82 in Haryana compared to Rs 51.25 in

Chaturvedi chargesheeted
Chandigarh, September 16 But it was not meant to be. The state government has now served a chargesheet on him under Rule 8 (major penalty) of the All India Services (Discipline and Appeal) Rules, 1969. Earlier, when Chaturvedi, who claimed to be a whistleblower on alleged corruption in various forest schemes of the state government, was relieved, in an unprecedented move, by the MOEF so that he could take up his assignment as Deputy Secretary, All-India Institute of Medical Sciences, the state government had protested against the Union Department of Personnel and Training (DOPT) move, but in vain. The MOEF had relieved Chaturvedi after the state government had expressed its reluctance to relieve him. The state government had written to the Union Government that it was contemplating launching disciplinary proceedings against him. It had also informed the Union Government that an FIR was also lodged against the IFS officer at the Jhajjar police station. The chargesheet refers to various alleged acts of commission and omission committed by Chaturvedi when he was posted in the Jhajjar Forest Division. Chaturvedi has not so far responded to the chargesheet. |
Power utilities facing heavy losses: CMD
Chandigarh, September 16 The meeting was attended by over 100 representatives of the public, including former ministers Sampat Singh and Hari Singh Saini and senior officials of the power utilities. While addressing the meeting, Sampat Singh said if three problems relating to electricity, water and law and order could be addressed in effective manner, then development would get a boost. He stated that besides eliminating corruption, it was necessary to make employees efficient performers and courteous in dealing with consumers. He insisted that the employees should work as per the guaranteed standards of performance laid down by the Haryana Electricity Regulatory Commission. Devender Singh said efforts should be made by all officers as a team to improve financial health of the power department. “It can be achieved only by taking extra efforts individually by each of the officials by realising the maximum revenue in their areas and reducing the losses,” he said. Attributing problems relating to power supply, mainly theft of electricity, non-payment of bills and unauthorised extension of load, Devender Singh urged the public representatives and opinion leaders to cooperate and persuade people to eliminate these menaces. |

Fatehabad, September 16 “Siwach and his family members have accepted compensation for their lands and hence he does not have the right to lead the agitation,” alleged farmers Ram Swaroop Nain, Hawa Singh, Ram Kumar, Bhagat Ram, Inder Siwach and others, who attended a meeting of the farmers held at the dharna site. Farmers alleged that Siwach had done a great damage to their struggle by secretly accepting his compensation. They said they were firm on not parting with their land and they would continue their agitation against the nuclear power project. Siwach, on the other hand, has denied having received any payment for his land from the authorities. He said he was not keeping well for the past 15 days and hence he could not visit the dharna site for the past one week. He maintained that he had no knowledge of his removal from the post. “How can they remove me from my post in my absence without giving me any notice? It is a conspiracy to weaken the agitation,” Siwach said. Meanwhile, the Parmanu Virodhi Morcha, an organisation opposing the setting up of the nuclear power plant, has accused the Ilaqa Bachao Samiti, an organisation of farmers from nearly two dozen villages surrounding Gorakhpur, for destroying the agitation. Morcha activist Subhash Punia has distributed pamphlets “Gorakhpur Ke Kisan Andolan Ke Bikhrav Ke Karan” (reasons behind cracks in the farmers’ agitation) and held the Ilaqa Bachao Samiti responsible for the present mess. However, Harpal Singh, a former legislator and president of the Ilaqa Bachao Samiti, said: “I had to stay away from the agitation due to deteriorating health of my mother and then her death.” |
Woman blames in-laws for ‘miscarriage’
Rewari, September 16 Mintoo Devi who was five-month pregnant was thrashed by her husband Saudagar, father-in-law Shanker Lal and mother-in-law Angoori Devi at Siha village, 20 km from here, on September 13 night resulting into her miscarriage. Her plight did not end here. Soon after the miscarriage, she somehow managed to reach the police post at Dahina village, near Siha, to get a case registered against her in-laws, however, the police personnel present there asked her to come next day. The next morning when she felt severe pain in her stomach, she went to the local trauma centre to seek medical help. There too doctors expressed their inability to admit her for treatment without a police report. To get the report, she went back to the Dahina police post but again she had to return empty-handed. Unable to get medical assistance and a police case registered, she along with the foetus and her family members yesterday sat on a dharna outside the mini-secretariat and approached the district police chief, who directed the police concerned to register a case in this regard. After the case was registered, the police got the foetus medically examined and sent the woman for an ultrasound test at the PGIMS, Rohtak. |

State to be developed as major trade centre: Surjewala
Chandigarh, September 16 This was announced today by Haryana Public Works (Building and Roads) Minister Randeep Singh Surjewala after laying the foundation stone of Bhagwan Parshuram Polytechnic at Shergarh village in Kaithal district. He said the corridor would start from Kotputli and pass through Nangal Choudhry, Narnaul, Dadri, Rohtak, Jind, Kaithal and Ambala. "These towns would be developed as trade centres after completion of this ambitious project," he said, adding that Kaithal-Ambala road would also be widened at a cost of Rs 350 crore. Surjewala said a railway line starting from Mumbai port would be laid at a cost of Rs 35,000 crore and it would pass through Rewari. "A dry port would be developed around this railway line. This port would be helpful in developing all towns of Haryana as trade centres within a radius of 125 km," he said. Surjewala said construction work on another four-lane road connecting Yamunanagar, Karnal and Ladwa would be undertaken at a cost of Rs 500 crore. "Haryana will become a large industrial and trade centre in future," he said.

Rice exporters for single-window solution in
mandis Karnal, September 16 Pointing out that excessive use of pesticides was affecting exports and shipments carrying basmati had been rejected, Mahinder
Jindal, president of AIREA, said, "Good agriculture practices (GAP) that include the spraying of right pesticides in the right doses at the right time and using the right equipment would not only ensure a 10-15 per cent growth but also rejection-free export." As all farmers visit mandis to sell their produce, a mechanism needs to be evolved for providing single window solutions at
mandis. They should be equipped with facilities like water and soil testing, information on fertilisers and seeds, availability of scientists and technological experts and a Krishi Vigyan Kendra under one roof. The centres should educate the farmers on the use of fertilisers and pesticides and the use of seeds not suitable for a particular soil type and climatic conditions, said former AIREA president Vijay
Sethia. The problem has assumed such dimensions that the exporters are contemplating pre-testing the produce before buying the crop. This signifies that rice with high pesticide residue would not get buyers and the farmers would suffer. India is one of the world's largest producers of rice, contributing to 20 per cent of the total production, but indiscriminate use of pesticides , the market price in basmati has crashed from Rs 52,712 to RS 40,381 per tonne and non-basmati from Rs 40,849 to Rs 11,586 per tonne as compared to last year, recording a drop of 23.5 per cent and 71.6 per cent, respectively. Executive director Rajen Sundaresan said controlling the pesticide residue to keep it under permissible limits was neither in the hands of the exporter nor the dealer and the farmer at the field had to take care that the pesticide was sprayed in a judicious manner before the start of flowering. Among the 13 pesticides not registered in the USA and found in our paddy were
tricyclazole, isoprothiolan, pirimiphos methyl, carbendazim,
imidacloprid, triazophos, bifenthrin, buprofezin, dicrotophos,
tebuconazole, thiamethoxam, endosulfan sulphate and monocrotophos, he said. Farmers in India use these pesticides as they are cheap. They cannot afford expensive pesticides because of their small landholdings but correct, timely and calculated use of these pesticides could reduce the pesticide residue, he added. |

Task force to review
health indicators Chandigarh, September 16 A spokesman of the Health Department said the task force would review health indicators pertaining to maternal mortality rate, under-five mortality rate, child, infant, and neonatal mortality rate and other related mortality indicators, total fertility rate and couple protection rate, gender ratio, anaemia prevalence and prevalence of malnutrition. The task force would make recommendations on strategic interventions to be made in the next five years to improve the health indicators. The Principal Secretary, Health and Medical Education Department, would head this task force. The Principal Secretaries of Women and Child Development and Education Departments would serve as its members. The directors of the panchayat raj institutions (PRIs), Planning Department, mission director, National Rural Health Mission (NRHM), and the Director-General, Health Services, would also be its members. |

Redressal of Complaints Chandigarh, September 16 A spokesman said the roster of their tour programme would be displayed on the website of the electricity department. Uttar Haryana Bijli Vitran Nigam (UHBVN) Chairman and Managing Director Devender Singh has instructed directors and CEs
to visit two villages in at least two subdivisions every month. “The SEs, Xens, SDOs will visit three villages and JEs will cover all villages in a month’s time. Each of them will interact with local public and redress their grievances on the spot. The record of the pending complaints for subsequent redressal will be maintained by them,” the spokesman said. The nigam has also directed the SEs to prepare comprehensive loss reduction plans for implementation in their operation circles. The SDOs will constitute two special teams in subdivisions for carrying out preventive maintenance of the local distribution system and each team will ensure maintenance of five distribution transformers every week. This would help minimise damage of distribution transformers and uninterrupted power supply to the consumers. |

Sonepat traders plead for change in ROB design
Sonepat, September 16 Led by social activist Ravinder Jatheri, they handed over a memorandum, addressed to Chief Minister Bhupinder Singh Hooda, to the DC pointing out that the present ROB drawing would ruin around 500 shopkeepers and traders of Rohtak road. They explained that a large portion of the ROB was to be constructed on the retaining walls, leaving hardly any space for the movement of people and vehicles in front of their shops. If the maximum possible portion is constructed on pillars, there would be enough space for movement, they pleaded. Jatheri said if their demands were not accepted, they would start an indefinite dharna at the ROB construction site under the banner of the samiti. — OC |

Couple duped of
jewellery, cash by occultist Rewari, September 16 On a complaint filed by the victim, the police has registered a case of cheating and a criminal breach of the trust in this regard. Sources said when an advertisement on a local TV channel in which the said occultist claimed that he possessed proficiency to solve people's problems, was recently noticed by Ram Narain, he, with an intention to facilitate the recovery of Rs 9 lakh which his son had lent to an acquaintance some time ago, contacted him on the advertised phone number following which the occultist called him to his office in the Everest Plaza Market here. Ram Narain and his wife went there along with the jewellery and cash but while performing some ritualistic pooja, the occultist allegedly deceitfully appropriated the jewellery and cash and gave them some cloth-bound stones to make them believe that their jewellery had been returned to them. The following day when Ram Narain unfastened the cloth-bound packet, he was stunned to see the stones. He hurried back to the occultist's office, but it was locked.When five days of efforts to trace the charlatan remained abortive, he approached the police. A senior police official said efforts were on to trace the accused. |

49 sewage treatment plants under construction
Chandigarh, September 16 He was presiding over a meeting of the state-level monitoring committee constituted to review the progress of solid waste management, sewage treatment plants and steps taken to check, outbreak of water-borne diseases due to stagnant water in low-lying urban areas. Sarban Singh, Principal Secretary, Public Health Engineering Department, said 30 sewage treatment plants (STPs) with a total capacity of 428.55 MLD were in operation and 49 STPs with a total capacity of 336.60 MLD were under construction at various places in the state. Ram Niwas, Principal Secretary, Urban Local Bodies Department, said the solid waste treatment plants for Gurgaon, Faridabad and Yamunanagar
had become operational. The solid waste treatment plant at Karnal would become operational by December-end. Navraj Sandhu, Principal Secretary, Health Department, said measures were being taken to control vector- borne diseases through fogging operations. |
2 get life term for doctor’s murder
Fatehabad, September 16 Dr Vijay Grover was gunned down by some assailants in his private hospital on the Chandigarh road on November 7, 2008. The murder had sparked protests by doctors throughout the state and the police had arrested Anoop, the main accused, and his accomplice, Gurvinder, on November 11. The accused had told the police that he had undergone treatment at the doctor’s hospital for his injured hand, which later developed complications. The police investigations revealed that the accused started demanding ransom from the doctor and murdered him on the fateful day when Dr Grover did not pay the money. The court sentenced Anoop Singh and another accused, Harvinder Singh, to life imprisonment and also imposed a fine of Rs 17000 each and acquitted Gurvinder, Gurpal and Sultan for want of evidence. |

On functioning of the Haryana Lokayukta, Sehgal said a careful study of the Lokayukta Act revealed that it had no power to punish errant public servant. “The only power it has is to recommend action against a public servant, but no power to have his own orders enforced,” he added. |
Villagers booked for threatening power officials
Sonepat, September 16 In a complaint lodged at Gannaur police station, Sat Pal stated that he along with other officials was on duty at the power substation when a mob of villagers entered the power house and allegedly misbehaved with officials and created pandemonium there. When they were asked not to indulge in such behaviour, they threatened the officials with dire consequences. The police has reportedly started the exercise to arrest the identified persons and to know the identity of others. However, no one has been arrested so far. |

Sirsa, September 16 Veer Pal Kaur, the victim’s neighbour, informed the police that though the victim was married, her husband did not live with her. She said Jaswinder had told her that she and Hardeep had married in Rajasthan, though both were already married. She said Hardeep had come to the victim’s room on Friday night, where the two consumed liquor. Jaswinder went out for some time in the night and the next morning Veer Pal found her lying
