Chandigarh, September 10 The “victim” subdivisional officer, Dharamvir, said during the visit of the CPS, the sarpanch raised the issue of erratic water and power supplies. Sources said that the CPS immediately asked the representative of the Public Health Department to step forward and inform him of the problem. “I explained to him that there is some power problem due to which a lot of tripping is happening and that this is adversely affecting the water supply. The CPS asked me to stand before the villagers and assure them that the issue would be redressed on priority which I did,” Dharamvir explained. The matter was resolved and the villagers were satisfied. However, the sarpanch again complained that nothing was being done to deal with the problem and threatened to lock the Public Health office as a mark of protest. “An agitated CPS tried to come towards me, saying that he would take me to task. No sooner did he do this that his supporters, taking the hint, came charging towards me. They pounced on me and beat me up as he watched on. He instigated them to go for me,” the subdivisional officer alleged. After the incident which took place around 1.30 pm, a delegation of the Public Health staff met Bhiwani Deputy Commissioner Ashok Meena and apprised him of the situation. The aggrieved subdivisional officer also submitted a written complaint to his executive engineer Lalit Arora, seeking action against those guilty of beating him. Meena claimed he had not received a complaint so far. “I was told that dissatisfied with the reply of the subdivisional officer, the villagers beat up the official. We will see what can be done once a complaint comes in,” he said. Fauji denies incident
Fauji denied that any such incident had taken place during his tour programme. "The villagers did put a water problem before me during my visit. If a grievance is put up before me, I am expected to act on it. That is exactly what I did. We will ask the official to act on any complaint of the people. That particular village was not getting water for the last 10 days. I asked the official to rectify the problem and even provide water. Nothing more than that happened. He was not beaten up by anybody when I was there. The programmes went off without any hitch," he said. |
Action initiated against 719 guest teachers, HC told
Chandigarh, September 10 As a petition filed by Bijender Kumar for action against ineligible guest teachers in Haryana came up for resumed hearing, a Division Bench of today accepted an affidavit filed by OP Sharma, Joint Director (Administration), office of Haryana Director, Secondary Education. In the affidavit, it was stated that pursuant to the direction issued by the high court on August 13, action was initiated against 719 guest teachers. It was also stated in the affidavit that the services of 193 guest teachers had been terminated by a speaking order after giving them an opportunity of hearing. The affidavit stated that action had so far been initiated against 539 teachers. Speaking orders were being issued against the remaining 347 guest teachers. The affidavit added 45 teachers were allowed to continue since they fulfilled the qualifications but the only lapse in their cases was that they were appointed when a ban against recruitments was in force. Sharma stated departmental action had also been initiated by issuing chargesheets to 87 principals, 19 headmasters and 24 drawing and disbursing officers, who initially appointed the teachers in violation of the departmental instructions. Taking up the matter, the high court instructed the Director, Secondary Education, that orders should be passed against guest teachers in cases where procedural formalities were complete. |
Order to include environment education as subject
Chandigarh, September 10 Taking up a PIL filed by advocate HC Arora, the court today directed the Principal Secretary to pass a speaking order within two months on the issue. Already a petition filed in public interest by a social activist has led to the inclusion of “Environment Education” as a subject in the diploma courses run by the Punjab State Technical Education Board. The high court directions are significant as the Supreme Court in MC Mehta’s case in 1992 had directed all governments and education boards to include the subject. But the directions were not complied with even after around 20 years. |
Poor quality of Chinese equipment admitted at thermal plants
Yamunanagar, September 10 Information obtained under the RT Act reveals that the Chief Engineer of the Khedar thermal plant apprised the Additional Chief Secretary (Power) in July about instances of bursting and damaging of valves and other equipment due to poor quality of material used in the thermal units. The minutes of a meeting reveal that difficulties were being faced by engineers in reading and understanding the drawings of boilers, turbines and auxiliaries supplied by Reliance Infra which are written in the Chinese language. HPGCL has decided to impart training to some of its engineers at Yamunanagar in the Chinese language so that work is not hampered. The extra consumption of coal at the Khedar plant has also become a cause of concern for the HPGCL. As per the design, six coal mills are required for full load operation of the unit. But seven coal mills are being used, resulting in excess coal consumption. Thus, the dwindling coal stock at the Khedar plant has become a cause for worry for HPGCL and may effect generation. The minutes of the meeting, reveal that there was 60,000 tonnes of imported coal at Khedar on July 18 and with the receipt of additional coal from the 11th and 12th vessels, imported coal was expected to last till October. But as on date, there is no imported coal left at the plant, the latest CEA report stated. The daily coal requirement for the Khedar plant is 15,400 tonnes and for the Panipat plant 17,700 tonnes. As per the CEA report, the coal stocks at Khedar and Panipat are sufficient for 12 and 11 days, respectively. The Jhajjar plant has six days of coal stock left and comes under the critical category. The Panipat plant receives 200 rakes a month on an average. The HPGCL is also facing a problem of spare parts for coal mills and proper blending of coal to optimise generation at the plant. The Additional Chief Secretary (Power) had asked the HPGCL authorities to identify the items and equipment which could be developed within the country. Coal shortage at Khedar plant

Irate villagers gherao power station
Jhajjar, September 10
The villagers of Saray Aaurangabad village stormed into the 132-KV power station on the Jhajjar- Bahadurgarh road here and made the employees leave the office. They later squatted on the ground and blocked vehicular traffic on the road. Senior officers of the power corporation along with the police rushed to the spot and persuaded the protesters to clear the road on assurance that sufficient power supply would be restored to the village soon. Residents of Badli village also gheraoed the power substation outside the village and blocked all roads leading to the village. At the same time, residents of Kanauda village here also blocked the Nahra-Nahri road outside the village for not getting adequate power. The villagers said they were getting power supply for just two or three hours daily, which was not enough to do all household work. They demanded at least 15-hour power supply. |
Traffic blocked over power woes in Rohtak
Rohtak, September 10 The movement of vehicular traffic on the National Highway-10, connecting Rohtak with Hisar, came to a halt at Kharkara village, about 20 km from here last night, when hundreds of residents blocked the highway in protest against poor power supply in the village. They said lack of power had adversely affected their daily routine besides making them to go without sleep as there was supply hardly for three to four hours every day. They said all their representations in this connection had fallen flat as there was no improvement despite assurances given to them by the officials concerned. The blockade continued for over an hour. It may be recalled that residents of the same village having a population of around 10,000 had blocked the highway about a week ago also in protest against poor power supply. The police had booked a case against 60 persons in this regard. In the second such incident, residents of Nindana village in the district disrupted the traffic movement for over an hour on the Meham-Lakhanmajra Road this morning. The protesters lifted the blockade after they were persuaded by the police and officials of the power department to resolve their grievances. |
Varsity teacher booked for delaying girl’s admission
Sirsa, September 10 The case was registered on the complaint of Chanpreet’s father Jaspal Singh Riar, who fought a legal battle for nearly six years to get his daughter justice for the loss of three precious years of her career. After completing her M Com from CDLU, Chanpreet obtained a written consent for registration for the PhD programme from Dr Surinder Singh Kundu, a lecturer in Commerce Department, on April 18, 2006. The then chairperson of the department, Dr DP Warne, gave remarks on her application that her case may be considered in the next fresh admissions to the PhD programme as the last date of the application, which was December 31, 2005,had expired. However, on the recommendation of the registrar, the then Vice-Chancellor RR Fuliya, not only directed Chanpreet’s case to be taken up in the next meeting of the post-graduate board of studies, also issued a general direction that PhD registrations be kept open throughout the year if seats were available. Chanpreet’s father Jaspal Singh Riar alleged that three precious years of his daughter had been spoiled due to internal bickerings among the teachers and his attempts to get justice through the Right to Information (RTI) had also been foiled. The State Information Commission under the RTI Act had taken a stern note of the university’s failure to supply complete and correct information to Riar and in reply, the university had held Warne responsible to failure to provide record in his custody. The university also maintained that a complaint had been lodged with the police for tracing the missing record. Riar, on the other hand, alleged that Dr Warne did not organise any meeting of the department research committee (DRC) deliberately for three years to deny his daughter registration for the PhD programme only because she had chosen another teacher, Dr Kundu, as her guide. Though Warne has been denying the allegations, his failure to furnish records pertaining to Chanpreet’s case went against him and the university authorities sent adverse remarks against him. Acting upon Riar’s complaint, the city police has finally registered a criminal case against Warne. |

Concessionaire flouting pact: MP
Gurgaon, September 10 In a statement issued here, the Congress MP from Gurgaon, Rao Inderjit Singh, has alleged that the Delhi-Gurgaon Expressway concessionaire was violating the terms and conditions mentioned in the agreement. He stated that as per his information, two toll plazas were not located so close to each other (as in Gurgaon) anywhere else in the entire country. “I have already raised a question in this regard in the Lok Sabha,” he said, adding that he had toured the expressway along with Surface Transport Ministry Secretary A.K.Upadhyay. Rao Inderjit said he would take up these matters with Union Minister for Surface Transport C.P.Joshi and seek his intervention to set things right. He asserted that he would apprise the minister of the grave inconvenience being faced by the people commuting on the Gurgaon-Delhi Expressway as well as the under-construction Delhi-Jaipur Expressway. "Work on the Delhi-Jaipur Expressway had also missed the deadline; and the commuters are facing much inconvenience due to poor maintenance of roads and narrow service lanes provided alongside the under-construction flyovers on the highway," Rao Inderjit maintained. He said the local residents and commuters had been facing multifarious difficulties due to the acute traffic congestions and poor condition of roads. "I had written to the minister about the massive traffic jams which have become a routine feature at the Sirhaul as well as Kherki Daula toll plazas in Gurgaon earlier as well," Rao Inderjit said, adding that he had also raised the issue in the Lok Sabha. Welcoming the Punjab and Haryana High Court's decision to bar the expressway concessionaire from collecting toll for 15 days, the MP pointed out that the vanishing of traffic congestions at the toll plaza clearly indicated that the jams were being caused due to the collection of toll. |
State govt to implement master plan in 3 phases

Chandigarh, September 10 The master plan would be implemented in three phases spanning a period of 15 years. The first master plan would be implemented in 2011-2016, the second in 2016-21 and the third from 2021 to 2025. Under the plans, adequate focus would be provided to all key components of education like curriculum, professional development, research and evaluation and partnerships. The focus in the first phase would be preparing for innovations by laying a strong ICT foundation. The key dimensions of this phase were curriculum content and learning resources, infrastructure and professional development. During second phase, focus would be laid on ICT for active learning, ICT-led connections between curriculum, instruction and assessment, ICT for teachers’ professional and personal growth, ICT for school improvement, improved capacity, action research or impact studies into the effectiveness of ICT in education and infrastructure support. Under third phase, focus would be laid on transforming the learning environment as a continuum of the master plan-1 and master plan-2. |

11,000 constables to be recruited
Gurgaon, September 10 He was here to address a state-level meeting on welfare of police officials. The meeting was attended by nearly 450 police officials . Dalal said housing projects for policemen were under way at Gurgaon, Faridabad, Rohtak, Panchkula and Sonepat. The DGP said four new police training centres had been opened at Hisar, Ambala, Jind and Faridabad, where around 500 constables would remain ready to rush to any troubled spot in nearby areas. Transfer two PHC staffers, orders CPS
Hisar, September 10 He issued these directions in the monthly meeting of the District Public Relations and Grievances Redressal Committee here today as the village panchayat had lodged a complaint against them. He also directed that the Medical Officer posted at the PHC should stay regularly in the village. In another case, a woman resident of Siswal village complained against her husband’s brothers and their sons for attacking and stealing Rs 20,000 along with gold jewellery from her house. Dharambir Singh ordered investigation against her brothers-in-law and the patwari of Siwani and directed that the report be submitted to him at the next meeting. He also ordered the transfer of two employees of Cooperative Bank, Siswal, after hearing a complaint filed against them.— TNS |

Illegal shops razed in Faridabad
Faridabad, September 10 The demolition operation, in which three JCBs were used, was headed by Anita Yadav, MCF’s Joint Commissioner, NIT Zone. A posse of policemen accompanied the demolition squad. The structures on which the axe fell are part of about 10 shops in the NIT which the court is said to have taken notice of. The operation lasted more than two hours. Yadav said the structures razed were constructed without the approval of the MCF. While three shops were fully constructed, two were partly completed. She said the drive against illegal constructions and encroachments would continue. A fortnight back, the authorities had removed enroachments at more than 100 places in the NIT. NIT (New Industrial Township), which has five parts, was created in 1954 at the behest of the country’s first Prime Minister, Jawaharlal Nehru, to rehabilitate migrants from Pakistan. The Rehabilitation Department of the then government of joint Punjab was the nodal agency. The NIT constitutes the heart of the old city. |

Karnal, September 10 He said Chief Minister Bhupinder Singh Hooda would lay the foundation stone of the much-awaited Kalpana Chawla Medical College a day before the rally. The medical college, to be constructed at a cost of Rs 400 crore at Khanpur, would become operational before the assembly elections in 2014, he added. Referring to INLD supreme Om Prakash Chautala’s statement terming the CBI as Congress Bureau of Investigation, he said truth was known to all. He said the INLD, which opposed the setting up of a nuclear plant in Faridabad and an education city in Sonepat, was against development in the state. The Rohtak MP said aviation clubs at Karnal and Hisar would be upgraded to domestic airports, while domestic cargo airport would be established at Mahem to give a boost to industry and tourism in the state. |

MDU hostellers boycott probe into ‘missing’ girl case
Rohtak, September 10 The enquiry was conducted by a committee headed by Dr Dhull on Sunday evening in which the guardian of the girl presented herself. The guardian claimed that the girl had gone to her local guardian’s place with the permission of the MDU authorities. The girl went there as she was facing jibes and taunts from some hostel inmates, it was added. The inmates of Sabarmati Hostel were invited to attend the meeting, but they preferred to stay away, said Dr Dhull. Dr Dhull claimed that the local guardian of the ”missing” student appeared before the committee and claimed that the girl had left the hostel with prior permission of the authorities concerned and nobody was responsible for her absence from the hostel recently. “The authorities concerned are trying to circumvent the issue by making false claims. We are awaiting measures for an improving the conditions in the hostel,” claimed a student on the condition of anonymity. She added that the girls had been demanding a probe into the matter which inlcudes the reported missing of a girl from the hostel recently. Sabarmati Girls hostellers had staged a demonstration, laid siege to the VC’s residence and gone to the office of the Deputy Commissioner to seek his intervention on the issue. The demands raised by the girl hostellers include sacking of the warden concerned and revocation of the decision to raise the diet rate and a provision of medical and other facilities in the hostel. The hostel has over 700 inmates at present. On other hand, the university authorities claimed that the issue raised by the girls was unfounded. The university administration had announced that it would strengthen the security on the campus, but it is revealed that the unversity has only 30 permanent security staffers who are assisted by around 80 personnel of a private security agency. They have been manning the campus spread over 760 acres. |

Scientists exhorted to achieve 4% growth rate

Karnal, September 10 Dr Singh, who was the chief guest at the 35th foundation day of the Directorate of Wheat Research, Karnal, said there had been an increase of 8-10 million tonnes in the foodgrain production in the past two years and the country achieved the record wheat production of 94 million tonnes in 2011-12. Appreciating the farm scientists for achieving the benchmark, Dr Singh said the planners, farm scientists and other concerned would have to evolve a joint strategy to achieve 4 per cent increase in foodgrain production but ample possibilities and scope existed for higher foodgrain production. Stressing the need for rainwater harvesting for agriculture, he said in coming years, use of rainwater for agriculture would have to be increased from 30 to 50 per cent and the barren and wastelands would have to be brought under cultivation. Referring to shortage of farm labour, he said the only alternative to overcome this problem was to adopt new techniques, technologies and machinery and urged the scientists to develop seeds for cultivation in arid zones and capable of combating vagaries of weather like heat, floods and drought. He said the land holdings of more than 50 per cent farmers were less than 2.5 acres and there was a need to prepare "multi enterprise schemes" for them to ensure regular incomes throughout the year. |
Discontinuation of sports subject in colleges flayed
Chandigarh, September 10 The decision of the Higher Education Department to discontinue the subject has sparked protests from the teaching and the student communities, who fear that it would block their professional prospects. The subject is taught in around 20 private colleges in the state. Sources said there are 35 subject teachers in the colleges with around 45 vacancies lying vacant for the past several years. “The government’s decision is clearly anti-sports as a large number of students would not be able to get their M.PEd degrees which is an essential qualification for those wanting a career in sports,” Alok Singh, a student said. Vijay Bansal, president of the Shivalik Vikas Manch, in a representation to Chief Minister Bhupinder Singh, has urged him to intervene in the matter. |
DAV teachers hail PU for reducing booths
Gurgaon, September 10 It's a big affair for institutions where teachers are not only required to get maximum voters registered but also campaign and 'get' votes cast for the official candidates of the management committee, said a teacher of DAV Sector 14. PU has cut the number of DAV institutions being used as polling booths from 40 to five. Ration card records to be computerised
Sirsa, September 10 Once the records would be computerised, no one would be able to add any name in an unauthorised manner and even depot holders would not be able to do any discrepancy. He said soon the process to issue 2,98,330 smart cards would be started in Sirsa. Besides Sirsa, this scheme would also start in Faridabad, Panchkula, Rohtak and Rewari. This project had been launched as a pilot project in Sirsa block of the district. Under this pilot project, 28,000 smart cards had been issued to 55 villages of this block. All depot holders of the block had been provided biometric machines. Keeping in view the success of this project in this block, the state government had now implemented this scheme in the entire district. |

Sonepat, September 10 In a complaint to the Murthal police, father of the girl submitted that his daughter was standing outside his house on Saturday evening when the accused came in a car and forcibly put her in the car and sped away. He said after committing the crime, the accused left her in fields. The police confirmed that a case had been registered and the medical examination of the victim had also been done in local civil hospital. |

Sonepat, September 10 The arrested persons, indentified as Hari Prasad, Mukesh, Praveen, Ajit, Ravi, Joginder and Jasveer, have been booked under Section 167 of the Railway Act and will be produced in the court on Tuesday. Interestingly, the arrest of seven persons during checking of five passenger trains appeared to be an eye wash as it was a routine to travel in women compartments by many people particularly students. A member of the team said because of mobile communication, most of the persons left the women compartments one station prior to Sonepat. |
