Insp shoots at 2 labourers

Two brothers sustained serious bullet injuries after they were allegedly shot at by an Inspector of the Punjab Police near Choggiti Chowk late last night. The firing took place allegedly after a scuffle between the Inspector and the youths.

The injured, who had been immediately rushed to the Civil Hospital, were today referred to the PGI, Chandigarh. The condition of the duo was still stated to be serious.

The injured have been identified as Amarjit and Paramjit, daily wage labourers and residents of Phagwara.

The Inspector, who allegedly shot at the two youths, was identified as Baldev Krishan, posted at PAP Training Academy in Phillaur. In the melee, the Inspector and his son Amandeep had also sustained injuries and were admitted at a private hospital here.

Additional Deputy Commissioner of Police (ADCP), City, I.R.K. Sharma, said the Inspector had admitted before the police that he resorted to firing only for his self-defence. The ADCP today also visited the site where the incident took place.

Thje incident occurred at 11 pm on Saturday night when Inspector complained to the Rama Mandi police that someone had thrown stones at their house. Acting on the complaint, police personnel immediately reached the spot, but could not find any miscreant.

Just a few minutes later, the Inspector along with his son stopped two labourers outside their house and blamed them of throwing stones at their house, the ADCP said. Initially the Inspector indulged in heated arguments with the youths, which later took an ugly turn. Before resorting to firing, the Inspector and his supporters severally beat up the youths, he added.

In the melee, the Inspector fired gunshots at the youths, Amarjit and Paramjit, who sustained bullet injuries on their leg and back, the ADCP said.

The ADCP claimed that the police could not be able to record the statements of both disputing parties as doctors had declared them unfit for giving any statement.

Investigating officer Narinder Singh confirmed that the Inspector had allegedly shot at the two youths. It was being inquired whether the shots were fired from a licenced revolver or a duty weapon.

The police official also revealed that if the Inspector found guilty in the case, an attempt-to-murder case would be registered against him.

Murder case registered after eight months of NRI’s death

Eight months after the death of a non-resident Indian (NRI) under mysterious circumstances at his residence in his native village Kot Kalan, near here, the police today registered a murder case.

Earlier, the police had initiated inquest proceedings under Section 174 of CrPC. Now following the appearance of chloro compound (poisonous substance) in the viscera report of the deceased, the police registered a case of murder against unknown persons.

Sources said the deceased, Onkar Singh, had come to his native village eight months ago. After a few days, the day when he was to leave for the Delhi airport from his village to board a flight to the UK, his health suddenly deteriorated and later he had to cancel his flight.

On the same day, he breathed his last at his residence. Meanwhile, on the statement of the deceased’s wife, the police initiated inquest proceedings under Section 174 of the CrPC.

Assistant Commissioner of Police (ACP), Cantonment, Manpreet Singh said after the death of the NRI in January, in the postmortem report, which had arrived within 15 days, no internal injury was reported, but samples were sent to the Kharar laboratory for viscera examination.

“The viscera report arrived after three months of the death, in which medical experts found a chloro compound. The deceased’s relatives were then immediately informed on phone about the report and were asked to visit India as the report cleared that the death was caused due to a poison,” the ACP said, adding that within a month, the deceased’s relatives arrived and asked the police to conduct an inquiry into the death case.

Meanwhile, the viscera report was discussed with the Police Commissioner, who asked Superintendent of Police (Traffic) Sukhdev Singh to conduct an inquiry. The SP (Traffic) also suspected foul play in the death case and submitted his inquiry report with the suggestion of registering a murder case, the ACP disclosed.

Asked about the delay in the registration of the murder case, the ACP replied that the viscera report arrived after three months and then an inquiry was marked to an ADCP-rank official, which cleared the way for registering the murder case.

The police would get the call details of the NRI, who had stayed in the village for 10 just days, and also question all those persons, who remained with him during those 10 days, he claimed.

Financier shot at, injured

A city-based financier and marriage palace owner was shot at while he was returning home on foot from a temple here late this evening.

Harbans Lal (58) was shot at from behind as he got the bullet injury on his back. He has been admitted to a private hospital and his condition is said to be serious.

Before falling unconscious, Harbans Lal got his statement recorded with the police, wherein he had reportedly blamed Joginder Pal and his brother, from the same colony, for the alleged attack. On the basis of his statement, the police has rounded up Joginder Pal and recovered the .32-bore gun used in the attack.

The SHO, Division No 1 police station, said Joginder Pal claimed that he was being falsely implicated. The police was still investigation the case and was on a lookout for his brother.

‘Neighbour-less’ dispensary in desperate need of repairs

Three ramshackle rooms at the back of a dark, shady, abandoned building in a derelict compound in Garha is what goes for the Civil Dispensary there.

Easily one of the front runners for the title of the “most-abandoned-and-haunted-looking government dispensaries in the city”, the dispensary is an epitome of government apathy.

Situated in a locality thriving with addicts and lined by kiosks, the dispensary is housed in a compound, which earlier housed the recently-shifted Division No 7 police station.

Vines and creepers climb up a wall with faded writing (medical signage) of the dispensary’s front.

Housed at a level lower than the rest of the compound, rainwater is a regular visitor to the dispensary. The walls of the dispensary are so damp that at places it looks like that the wall will cave in if repairs are not done quickly.

The extent to which water is a problem can be gauged by the fact that the ILRs (ice-lined refrigerators) in the dispensary have been kept on tables unlike in the other dispensaries where they are kept on floors.

Brick and cement boundaries have been made on thresholds to keep the water out. Broken ventilators are sheltered with rusted iron sheets.

The dispensary compound also houses a tubewell and scarp mounds and wild undergrowth abound on the compound.

Maintenance history

The bad state of the building was a consistent pain in the neck both for Police Department employees (the dispensary’s erstwhile neighbours) and the health staff. But while the police personnel have got a new home, the dispensary languishes in unkempt wilderness.

Housed in a corporation building, the staff say MC officials had contemplated demolishing the building and making a new one in its place about one and a half years ago.

While it was also contemplated that a CHC be made in place of the dispensary, the staff say with the starting of the Punjab Institute of Medical Sciences (PIMS), the idea was withdrawn (and with it the hope for repairs or a better building shattered) because there was now another medical institute close by.

However, thanks to their “personal touch”, the staff say their OPD hasn’t budged (decreased) as they still get as many patients as earlier, even post-PIMS.

The last time the dispensary was painted was after the visit and instructions from former Health Minister Laxmi Kanta Chawla. Since then, there has been neither paint, nor repairs.

The staff do not get any budget for repairs from the Health Department or the MC.

Staff

One Medical Officer (MO), one pharmacist, one auxiliary nurse midwife (ANM), two class IV employees and one sweeper are posted at the dispensary. The four ANMs working at the two sub-centres in Garha also work for the Garha area, though they fall under the Jamsher PHC.

Population

The dispensary caters to a population of about 36,000 people. Areas like Jaswant Nagar, Hardyal Nagar, Urban Estate, Phase I, Chhoti Baradari, Phase I and II, Garha, etc, fall under the dispensary.

While posh colonies also fall in this area, a large area under the dispensary consists of slums and congested quarters.

The dispensary has a bustling OPD of 40 to 50 new patients per day (not counting about 20 old patient visitors per day). About 70 to 80 per cent of the population is BPL and none of them have smart cards.

Diseases

There is a very high incidence of TB in the area. Presently 30 to 40 patients are being treated at the dispensary. Two to three new patients test positive for TB per month.

Talking about the reason for the high the incidence of TB, the staff say overcrowded slums and rampant addiction wreak havoc on people’s health.

During summers, gastroenteritis is also very common in the area. Skin infections are also common in the area.

Addicts’ scare

While the staff say they have never had a problem because of the addicts in the area, but after the shifting of the police station they certainly feel unsafe many time at the dispensary. While the dispensary has a chowkidar for the compound, the staff say when the male staff member is on leave, they have to be very cautious.

The dispensary has no building on all its sides. The sifting of the police station about five months back has only added to its miseries.

Supplies

While the staff say they got ample supplies in 2011, this year they have been irregular and they often contribute for medicines or rely on a local do-gooder.

JSSY

While 10 to 12 maternityl cases are registered with them, about seven to eight patients get the benefits of the Janani Shishu Suraksha Yojna (JSSY) per month.

Two crushed to death by trains

Two persons were crushed to death by trains in separate incidents today. Both the deceased have not been identified yet.

In the first incident, the Government Railway Police (GRP) recovered a crushed body from railway tracks near Ram Nagar crossing. The deceased was aged around 35, police sources said.

In the second incident, a person accidentally fell down from the running train on the tracks near the city railway station. A GRP official said the victim’s leg was severally crushed. He was immediately rushed to the Civil Hospital, but he succumbed to the injuries at the hospital. The deceased could not be identified yet.

In both the incidents, inquest proceedings under Section 174 of the CrPC were initiated by the railway police.

The 53rd anniversary of Doordarshan (DD) was celebrated under the title of “Rang Punjabi” at the Doordarshan Kendra here. The chief guest on the occasion was Dr Iqbal Singh, Lieutenant-Governor, Puducherry.

Dr Iqbal Singh lauded the role of Doordarshan in entertaining as well as educating and informing people and various issues.

Director, Doordarshan Kendra, Jalandhar, Dr Om Gauri Dutt Sharma said DD Kendra, Jalandhar, would lay more emphasis on the production of programmes promoting cultural and traditional values. Reality shows would also be telecast to promote the young talent of Punjab.

Three artistes of Punjab, who have been known for their singing, rooted in the soil of Punjab, and their haunting rustic voice, were felicitated on the occasion.

Dr Iqbal Singh honoured Mohammed Sadiq, Puran Shah Koti and Barkat Sidhu for their enchanting strains, which have charmed Punjab for years.

A colourful cultural programme was also held. The Wadali Brothers presented haunting Sufi strains on the occasion. Mamta Joshi, Preet Harpal, Deep Dhillon and Lakhwinder Wadali were the other performers on the occasion. Deepak Raja, Taya Banta and Bhajna Amli entertained viewers with their comic acts.

Recovery of the body of Ram Ujesh, a vegetable vendor, from an uncovered storm water drain along the GT Road near the Pathankot bypass has again brought safety issues to the fore.

It has also raised a question mark on the functioning of SOMA Enterprises Limited, which has been allocated a project for six-laning of the GT Road. The company had already been pulled up by the Punjab and Haryana High Court for delaying the project and had even been penalised for it.

Though the city police has initiated inquest proceeding in the case terming it an accidental death, area residents and shopkeepers claimed that the vendor, who reportedly was under the influence of certain narcotic substance, fell into the drain while escaping from thieves.

“Had the company covered the drain, this incident would not have taken place,” claimed Sanjeev Kumar, a resident of Gurunanakpura (West).

This is not the only spot where the drain has been posing a threat. The entire stretch on the GT Road, starting from Pathankot bypass till Phillaur, has proved to be a death trap for motorists and pedestrians for the past over two years.

A random survey revealed that the company had left the storm water drain uncovered at a number of places. The company has even not put any signboards to caution the motorists and the road users.

Inspector Kulwant Singh, who is investigating the Ram Ujesh’s case, claimed that the victim could not come out of the drain as he was in an inebriated condition. “As the family did not complain against the company, we initiated inquest proceedings in this case,” he added.

SK Diwan, project manager, SOMA Enterprises Limited, said the company was in the process to cover the drain from the Phillaur side. “To cover the entire drain in one go is not feasible,” Diwan added.

Teachers’ front holds meeting

A meeting of the Joint Teachers’ Front, Punjab, was held at Desh Bhagat Yadgaar Hall here today.

The approach of the state government towards the demands of the teachers was strongly condemned on the occasion.

It was decided to force the Punjab Government to agree to the demands of teachers by holding a meet.

The teachers demanded the cancellation of the government’s rationalisation policy, which had done away with thousands of posts of teacher, implementation of the old policy in its place, immediate grant of all the pending promotions in the primary and secondary departments, bringing the teachers of SSA, RMSA, Zila Parishad and ICT (computer teachers) under the ambit of the Education Department.

They also demanded that all the contractual teachers be regularised and that the contractual system be stopped and the notification regarding the border, Bet and Kandi areas be stopped.

It was also stated that in support of their demands the teachers will burn copies of the rationalisation scheme on September 17 and they would march towards the residence of the Education Minister at Malooka on September 24.

Heavy rain on the second consecutive day today inundated most of the city roads with several feet-high water.

Being a holiday on Sunday, the people at large avoided to go for outing and preferred to remain at home. Mostly those people came out of their houses who had some urgent and unavoidable work to do.

Most of the city residents also got their newspapers very late today as the water accumulation on various roads and incessant rain in the morning forced the hawkers to delay the delivery.

The residents of several low-lying areas suffered a lot as the rainwater also entered their houses. The worst hit areas were Kishan Pura, Gopal Nagar, Basti Bawa Khel, Mithu Basti and Sodal Nagar.

Fed up with the perennial problem, residents of Basti Bawa Khel staged a dharna on Kapurthala Road against the authorities concerned for not taking any solid step to solve their problem once for all.

A resident of Basti Bawa Khel, Satish Gaba, said “We have already brought the problem to the notice of the officials concerned several times, but to no avail. That is why we were left with no option, but to hold a demonstration today.”

Similarly, Ranjit Singh of the Kishan Pura locality said “The Municipal Corporation (MC) authorities should immediately work in the direction of permanently solving the problem of accumulation of several feet-high water on roads and entering of the same in their houses.”

Several feet-high water accumulated at Ikhari Pulli, Domoria Pull, Railway Road, Gujja Peer Road, Basti Bawa Khel, Mithu Basti, Kishan Pura, Ladowali Road, 120-Foot Road, Aman Nagar, Preet Nagar, Chandan Nagar, Sodal Road and Model House.

A social activist, Arun Sharma Pappu, demanded that a storm water drainage system should be laid in the entire city for solving the problem of inundation roads with several feet-high water every time it rained.

Meanwhile, Punjab Pradesh Congress Committee (PPCC) secretary GS Bhullar said, “The MC should make arrangements to check inundation of the localities and road leading to the famous Sodal Temple as only 12 days are left for the famous Sodal Mela, which will be held on September 28.”

Bhullar demanded that the potholes and pits located on various roads leading to Sodal Temple, including Gujja Peer road, should be repaired at the earliest for the convenience of the thousands of devotees.

Criticising the SAD-BJP government for burdening people of the state with fresh taxes worth Rs 900 crore, former Punjab Chief Minister and senior Congress leader Rajinder Kaur Bhattal today urged the Punjab Chief Minister Parkash Singh Badal to reduce VAT to provide some relief to common people.

Meanwhile, commenting on the PPCC chief Capt Amarinder Singh’s initiative on an all-party meeting to oppose the “anti-people” policies of the state government, Bhattal almost disagreed with it saying, “It is a step which has been taken too late.”

“I don’t understand why we (the Congress) should now run after others. The Congress is not a weak party. Though I am not averse to it, but I don’t agree to it either. I am not against the PPP opposing the government in groups. The Congress has already opposed the terrorism and anti-people policies of the SAD-BJP government all alone in the past too. Amarinder Ji should first talk to senior leaders of his own party before taking any final decision on the all-party meet. No step should be taken on such issues before consulting senior leaders of the party,” said Bhattal, while talking to The Tribune here today.

Bhattal, who was accompanied by senior Congress leaders, including Varinder Sharma, was here to participate in a function. “It is no time for formation of such an alliances. If such a step was to be taken it should have been taken before the Assembly polls. The Congress would have been a ruling party by now and the Akalis would have been sitting in the opposition if the Congress had done so before the polls,” she added.

Criticising the SAD-BJP government for the “punitive taxes” imposed by it on people of the state, Bhattal said the combine had no right to oppose the FDI by holding dharnas at a time when it was burdening people of the state with unprecedented taxes.

“Why can’t they reduce the VAT to give some relief to people of the state. People don’t understand what was the need for the government to purchase costly chopper when Punjab is a small state and distances have been “reduced” by fast transportation modes. One can reach any corner of Punjab within a short time span of three hours. So, why so much of extravagance on new helicopters? she questioned.

Summer is on the wane and the wedding season just around the corner. In the fickle, but pleasant late-September days, what could be a better treat for the eager shoppers than a platform where the choicest of designers come together?

Grand Asian Wedding Week, which brought colourful wedding goodies and delights to woo the women of Jalandhar, concluded here this evening.

Jalandhar being the last stop of the exhibitors of the wedding extravaganza, which included Chandigarh and Ludhiana among its previous stops, was loved by the women of the city.

The exhibition, which made a two-day stop at Jalandhar (September 15 and 16), flaunted the collection of a total of 35 exhibitors from across the nation (and outside it).

Among these 35 brands, three from Pakistan were also included and much loved by city residents.

An Indian wedding is all about being larger than life and traditional and the heavily done traditional Indian and Pakistani apparels as well as a huge range of traditional jewellery was much loved by the crowds.

Chandigarh-based Rashminder Kohli of the jewellery outlet Glitz and Gems, who exhibited her collection for the first time in Jalandhar, while talking to The Tribune, said “Victorian jewellery as well as polki and pancchi earrings are being liked by the crowds here. In Jalandhar most of the shoppers went for our earrings.”

Polki earrings (jhumkis) - bell shaped earrings in peacock, round or other plethora of styles - and panchhi earrings (bird feather-shaped earrings in different styles) stood out for their uniqueness.

The Benazir (getting their name after the late Pakistan PM Benazir Bhutto) suits by Pakistan-based Mansoor Ahmed were also a hit during the exhibition.

The lush visual treats, suited for the extravagant tastes of their niche audience, Jalandhar’s rich moneyed class, grabbed many takers, but the unique initiative of an organisation which put up exquisite house decor and table ware, made by physically challenged children, stood out for being a rare-to-trace effort in such high-end (so to speak) exhibitions.

One of the organisers of the event said, “What was new about this exhibition was that 90 per cent of the exhibits were by major designers. Brands like Anhad, Amit Kashyap, Ethnic Creations and the collection of Harman Suneet Arora were loved by the city crowds. We had made it a point to ensure that the exhibitors are not local and it brought us dividends as the crowds have loved our collections.”

Chief Agriculture Officer Dr Swatantra Kumar Aery said different departments associated with farming would put up their exhibits and experts of Punjab Agricultural University, Ludhiana, would impart technical know-how to farmers. “Apart from this, nearly 50 farmers of the district, who have achieved distinction in farming, would put up their own exhibits. Three farmers, who put up the best exhibits, would be honoured,” said Dr Aery.
