Jalandhar, September 11 Sample this: Only one of the 57 marriage palaces within the city has taken Change of Land Use (CLU) certificate from the Municipal Corporation. There are only six palaces which have got their plans approved. There are just eight palaces which have left 60 per cent area for parking as per norms. As per the report prepared by the officials themselves, there are as many as 21 palaces in the congested part of the city without any parking space at all, still the office has not taken any step against such a serious illegality. The connivance of the officials with the palace owners seems clear from the fact that many of them had got their plans approved for purposes other than palaces. As per the information put up by the MC in the court, Dhillon Palace on Dhilwan Road and Bath Castle on the GT Road have got their plans sanctioned for setting up industrial sheds. Similarly, JC Resort, Nandini Resorts, Modi Resorts, Hollyhock Garden, Simroz Resorts, Shagun Palace, Tara Palace on 120-feet road and MS Farms in Basti Peer Daad have instead got their plans approved for commercial hall. Diamond Resort on 66-feet road too has taken approval for setting up a banquet hall rather than a palace. The report points to the fact that there is not even a single palace even within the city which conforms to even the three major aspects including CLU, plan sanction and parking area. The only palace - Guru Nanak Marriage Palace on the Gazigulla road - which has obtained a CLU has neither got its plans approved nor has any parking lot. Many opine that even as laxity on the part of civic authorities for being unable to check the approvals with marriage palaces in far-flung areas could be excused to some extent, but such an attitude over illegal constructions within city limits that too in recent times seems highly deplorable. Councillors too in the list of violators
Several councillors who own marriage palaces too fall in the list of violators of norms. Second time councillor Raminder Kaur Dhindsa, whose husband and SAD leader Iqbal Singh owns Mohan Palace in the posh Master Tara Singh, has neither taken CLU nor has got his plan sanctioned. There also is no parking space available with the palace. JC Resort at Chougitti is owned by three-time Congress councillor Manjinder Singh Chatha who has got his palace sanctioned as commercial hall. There are just six marriage palaces in the city with due approvals of their plans. These are Fair Farm Resorts, Balle Balle Farms, Dhami Castle, Sunshine Hotels, Victoria Garden and Amar Palace. Even though their plans have been sanctioned, only Fair Farm Resorts has parking area of more than 60 per cent. The other palaces which fulfil the parking condition are Shagun Palace, Doli Palace, White Diamond Resort, Shahnai Palace, KGS Palace, Gulab Vatika and Drona Garden. |

Jalandhar, September 11 During the incident, Gurmail Kaur, a DSP with the Punjab Armed Police, had sustained serious injuries on her left shoulder and head. She is undergoing treatment at a private hospital. Harinder Singh, Station House Officer (SHO), Police Division No 7, said the police was still not able to trace the accused, who engineered the crime, but efforts were on to nab them. “The only link which could have helped the police in tracing the accused was the DSP’s mobile phone, but unfortunately ever since the incident, the mobile phone was being found switched off,” said the SHO. He added that until the snatchers switch on the mobile phone, locations of the accused would be difficult to trace. The incident occurred on Sunday night, when she along with her daughter-in-law had gone to a market for shopping. While they were returning home on a rickshaw, two motorcycle-borne (face covered) miscreants pounced on her and attempted to snatch her purse. As she did not let the criminals to snatch her purse, she fell off the rickshaw and sustained severe injuries. Within the fortnight, seven incidents of snatching have been reported in the city. This civil dispensary deals with problems effectively
Jalandhar, September 11 One of the biggest challenges faced by the dispensary is a bustling OPD comprising people mostly from the lower socio-economic strata. A clean, cemented verandah - with a messy end where broken doors, ragged cots and some dusty things belonging to locals are stored - welcomes one into the dispensary. With four rooms at its disposal, the dispensary has ample space to carry out all its activities. The dispensary is one of the two medical units (along with the Basti Danishmandan Urbasn Family Welfare Centre) in the district to house a TB laboratory. Like the Basti Danishmandan centre, addiction is the common factor in this dispensary too. But the staff is doing fairly well, considering the area the dispensary is housed in. Although RNTCP funds are regular, other medicinal supplies keep dwindling from time to time, but the staff makes up for it on their own. Infrastructure
The dispensary has ample space as compared to other dispensaries, but the upkeep of the infrastructure is a big problem. The dispensary is situated on the MC land, said employees. So the health department technically does not spend on the repairs for the dispensary (pretty much like all the other district dispensaries stuck in a similar situation). It has been some years since the dispensary last underwent repairs. The state of the roof is especially bad. In one of the rooms, the fan has not been working for the past many years (even after it gets repaired) because once the dampness creeps in again, it stops working. Walls in some of the rooms are mildewed and damp. The staff also faces problems using the bathroom at the dispensary, which is in very bad shape. The local residents also often dump waste outside the dispensary, however, the staff says locals have also been very cooperative and helpful on others fronts. Staff present
The dispensary has one medical officer, one pharmacist, one LHV, 5 ANMs, one class four employee and one ward attendant. The lab technician visits the dispensary three days a week and visits other dispensaries for the other three days. OPD and TB cases
The OPD at the dispensary is 40 to 50 patients a day (1,000 to 1,200 a month). The prevalence of TB in the area is very high. The staff says every month at least six to eight new cases fresh positive cases are detected. In the past month alone, five fresh TB cases have been detected in the area. The prime reason for the heightened incidence of TB in the area is said to be a huge number of smokers and alcoholics. Most of the patients to the dispensary are from BPL families. But none of the patients have been seen to carry BPL cards. The most prevalent diseases in the area are TB, diarrhoea, skin diseases and other infectious diseases. |

Jalandhar, September 11 The minister, perhaps well-aware that his appointment as leader of the BJP Legislature Party is being eyed by many in the party, clarified that he was hale and hearty and had visited the hospital for a routine checkup. Asked as to why he did had not lodged a complaint against Congress leaders who had tried to gherao his car during the stone laying function near here on Saturday, the minister replied: “Why should I complain? The SHO did it on his own. I did not tell him to do so.” Asked as to who would be considered for the post of Mayor, the minister saud it was for the party high command to decide but hinted that it could be Ravi Mahendru. Jalandhar, September 11 Baldev Krishan and Gian Chand said a number of persons associated with the work of sand quarrying had become idle after a ban imposed on the same and it became very difficult for them and their families to make both ends meet. The action committee chairman and Samaj Bachao Morcha president said, “The present procedure for taking permission for sand quarrying is very lengthy.” They said permission to quarry sand should be provided at block level to farmers, who own less than five acres of land. They said, “The land of several farmers is uneven, they had to quarry sand to make it even for sowing various crops. Similarly those farmers whose land is located besides rivers, they are left with no option but to carry out sand quarrying.” The representatives of the action committee further said, “Any tractor-trailer carrying sand is impounded by the police and DTO office; and is released only after paying at least Rs 16,000.” The DC assured them that he would forward their memorandum to the CM. |

Survey to identify house tax defaulters fails to serve purpose
Jalandhar, September 11 The MC through a Noida-based private RMSI company had got door-to-door survey done in 10 of the 60 wards seeking details from each property owner about the status of each property whether it was rented or not, since house tax unlike property tax was to be levied only for properties that had been rented out. The survey had even brought to the fore information regarding hundreds of defaulters in each ward. The 10 wards for which the data had been collected included Ward numbers 9, 24, 31, 39, 54, 56 and 57. The survey has been done after taking the satellite imagery of the city and mapping it with the ground survey. The government’s decision has got a varied reaction with a majority claiming that it would help the MC seek funds from the Centre under various schemes, including JNURM and UIDSSMT. Manoj Arora, member of the PPCC, has been ridiculing the step by saying: “The government through such a move has made us tenants in our own houses”. Though the government is yet to apprise the MC officials of the exact parameters to be followed for making any calculation, the officials have already started zoning the city areas for the division of work. Inspectors from the department have said since it involved self-assessment, they would only had to cross-check the same. MC gives a day to encroachers to remove structures
Phagwara, September 11 A team of officials of the Municipal Corporation headed by Executive Officer Adarsh Sharma and assisted by traffic in charge Jasbir Singh inspected illegal encroachments in Guru Hargobind Nagar, Banga Road and Maal-Godown Road near general bus stand this afternoon and warned the encroachers to remove the structures by tomorrow otherwise which the Municipal Corporation would demolish the structures. Several shopkeepers in different parts of the town have extended their units till the middle of roads, while several have installed their commercial set up in verandahs, which were set up by the Improvement Trust for the benefit of consumers. |

Finance Club of KCL-IMT organised a workshop on online trading and capital markets. During the workshop, students were registered with moneymarket.com and were given Rs 10 lakh for trading. The students who designed the best portfolio were awarded. Principal Dr Rekha Kalia Bhardwaj said grammar was the backbone of language and a person with a defect in the backbone was considered crippled. Jalandhar, September 11 Talent hunt contest
A talent hunt competition “raag and rhythm” was held at the St. Soldier Institute of Management and Technical Education. Students of MBA, MCA, BBA, BCA, media, fashion technology and medical lab technology participated in the contest. They arranged cultural programmes like giddha, bhangra, skit, choreography, solo dance and group dance on the occasion. Modelling was also presented by juniors. Bailable warrant against senior SAD leader
Jalandhar, September 11 Issuing bailable warrant against Bhatia, Judicial Magistrate Ist Class Munish Garg fixed October 11 as the next date of hearing in this case. Industrialist Jyoti Swarup had filed a case under various sections of the IPC against Bhatia. Swarup alleged in his complaint filed on September 4 that Bhatia misused his post for demolishing his factory building in September two years back. On the other hand, Bhatia said he did not get any summon from the court in the case. Had he got the summon, he would have appeared in the court, he added.

Dismissed policeman held for extortion
Jalandhar, September 11 The accused was resident of Khairabad here. A case under Section 384 of the IPC has been registered. Bimal Kant Sharma, Inspector, said acting on the complaint of SS Kairon, who runs a clinic at Gandhi Nagar, the police laid a trap and nabbed the accused red handed. The accused had already taken Rs 400 from the above said doctor and later he had also pressurised nearby shopkeepers for money. Police source said the accused had been dismissed by Punjab Police due to his poor attendance. |

Congress leader Sanjay Sehgal said he had been pursuing the matter with Union Minister of State for Railways KH Muniyappa demanding its halt in Jalandhar as well as Ludhiana. “It was a long-pending demand of the local people who need to visit the Punjab and Haryana High Court, Punjab Civil and Mini Secretariat, PGI or even sight-seeing with family to get direct train connectivity to Chandigarh. Three burglaries in single day
Jalandhar, September 11 Raj Kumar, house owner, said he along with his family members had gone to Dasuya to attend a marriage function. When they returned this morning, they found their house burgled. In the second incident, burglars struck at a welding shop near Leather Complex. Miscreants took away iron cutters and other welding equipments worth thousands of rupees. Third burglary was reported at New Geeta Colony, where miscreants decamped with 12 hen chicks kept outside the house. |
Kidnapped girl rescued
Jalandhar, September 11 Police sources said he had kidnapped the girl of the same locality on Sunday. Acting on the tip-off, he was nabbed from the Jalandhar- Phagwara highway. A case under Sections 363 and 366 of the IPC was registered against Sabi.
