Outgoing Mayor may realise his dream project
The Mayor today held meetings with company representatives who were on their visit to the city. Efforts are on to negotiate with the company to bring down its bid rate from the amount of Rs 154.9 crore proposed by it. The MC had invited bids for the construction of the cricket stadium in the first phase of the project, putting its detailed project report (DPR) at Rs 134.9 crore. The MC has a provision of Rs 130 crore for the project as HUDCO loan. A final decision on the matter will come on September 5 when the bid would be put before the Finance and Contracts Committee for its approval. The term of the Mayor, who has been a Ranji Trophy player, will expire on September 9. Chronology of events

February 16, 2009: Local Bodies Minister calls for coordination with Principal Secretary and President Punjab Cricket Association IS Bindra in the project. February 27, 2009: MC House passes a resolution that a loan to the tune of Rs 150 crore be taken from HUDCO for executing the work. The sale of showrooms which are worth Rs 100 crore be kept pending in view of the slump in the market. Resolution approved by government on March 2, 2009. June 15, 2009: M/s IL&FS Chandigarh selected as nodal agency for planning, selection of architect for designing purposes and selection of contractor for construction purposes. The agency calls for Expression of Interest to which 27 firms apply. Sixteen firms shortlisted. October 14, 2009: MC House passes resolution on Change of Land Use of Burlton Pak from park to mixed land use. The Punjab Government approves the resolution on April 27, 2010. May 17, 2010: M/S CR Narayana Rao Chennai’s technical bid worth Rs 4.10 crore finalised. May 28, 2010: Technical Bid accepted by Local Bodies Department. January 5, 2011: A DPR worth Rs 172 crore prepared by the consultancy firm is approved by the House. Prior to this, the government and the Punjab Cricket Association hold two meetings and approves a concept plan. The DPR is accepted by the government on January 19, 2011. IL&FS shortlists six companies for construction work, including Larsen and Toubro, Shapoorji Pailonji, Nagarjuna Construction Co, Unity Infraprojects, Simplex Infratsructures and Ahluwali Contracts Ltd. August 31, 2011: Three companies Unity, Nagarjuna and Simplex submit their technical bids. The bid of Unity Infraprojects at Rs 206 crore was the lowest for the first phase that included more than 40 per cent work. turned up. July 16, 2012: The F&CC meets and decides that the bids of all three companies be cancelled, as the validity period of 180 days after approval had lapsed. Burglars decamp with goods worth lakhs
Jalandhar, September 3 In another burglary, burglars struck at a house located in Urban Estate Phase I last night and decamped with gold worth several lakhs. Amritpal Dhawan, house owner, alleged that yesterday, his family members were away to Himachal Pardesh to pay obeisance at some religious place and this morning, when they returned home, they found the house ransacked. The victim further alleged that the miscreants also broke into his godown, situated adjacent to his home, from where aluminum goods worth several lakhs were also missing. Both victims had informed the police about the incidents. |
Youth hacked to death in Sher Singh Colony
Jalandhar, September 3 The deceased was identified as Chanchal, alias Jassi, a resident of Ram Nagar. The murder was believed to be the result of some old rivalry. Police sources said the victim was working at an electronics shop in the Kishanpura locality. Last night, he left the shop at 9 pm. An hour later, a passerby noticed him lying wounded in the colony. Meanwhile, the police was called, which took the victim to hospital. Before the victim could reveal anything about the incident to the police, he died after 20 minutes only at the hospital. During the search of the area, where the victim was found in a wounded state, the police recovered his amputated limb. However, the police could not recover any circumstantial evidence from the spot. The police registered a case under Section 302 of the IPC against unidentified accused at the Basti Bawa Khel police station. |
No national awardee from district this time

Jalandhar, September 3 Only one case has been recommended for the state-level award which, too, was not cleared till today. The District Education Department had received only three applications for the state-level award. After screening, the department officials recommended the name of the principal of Government Girls Senior Secondary School Gurinderjit Kaur for the purpose. The teacher confirmed that she had applied for the test. “My fingers are still crossed as I have not been apprised of the final decision at the state level.” DEO (Secondary) Neelam Kumari, too, said that she had no information about the teacher’s name getting cleared. “No one from the state committee has visited the city for due clearance. We have no information at all till this point. We had got two more applications, but we did not clear those,” she said. The city, of late, has been seeing not much interest from teachers on applying for the awards. The teachers need to fill in forms available at education department office. |

Yesterday, the IG had also visited the spot near the railway station, where the girl had committed suicide.The IG is likely to submit her inquiry report to the Deputy Chief Minister on Tuesday. |
BJP councillors meet leaders in Chandigarh

Jalandhar, September 3 Ashwini Sharma, BJP state president, and Kamal Sharma, who is advisor to the CM, state general secretary as well as Jalandhar in charge for the MC elections, heard all councillors asking them about their viewpoint on the matter. All party MLAs, including KD Bhandari, who has nine councillors from his Jalandhar North area, Manoranjan Kalia, who has seven councillors from his Jalandhar Central constituency, and Bhagat Chunni Lal, Local Bodies Minister and Jalandhar West MLA with a representation of two councillors, also went to Chandigarh to put their point. The Cantonment constituency represented by SAD MLA, too, has two councillors from the area. Sitting Mayor Rakesh Rathour, too, gave his viewpoint on the matter. All councillors other than Manjinder Singh Chatha, who is a three-time councillor, met the party leaders. Chatha is away to the UK and is likely to be back in a few days to participate in the Mayor elections. The BJP had 19 councillors elected from its 38 seats. Satya, wife of sitting councillor Kirpal Pali from ward No. 32 who had won as independent, has joined the party after being expelled earlier. Nothing yet on Akali front
While the BJP has started the process of creating unanimity over the appointment of the Mayor, the SAD, which is to appoint a Senior Deputy Mayor and a Deputy Mayor, lags behind, with no names being discussed on any platform. The party workers said there had been no meeting even at the local level. The local leaders, however, are planning to meet Deputy Chief Minister Sukhbir Badal, who is scheduled to visit Nakodar tomorrow afternoon, in this context. The party is represented by 11 councillors against its 22 seats on a sharing basis with alliance partner BJP. There are 60 seats in all in the MC House. |
When ‘dupatta’, nails can be of great help to girls
Jalandhar, September 3 Similarly, a “dupatta” is not just an essential part of a girl’s wardrobe, but a strong guide to “self defence” which, if hurriedly hurled and tied along the neck of a culprit, can ensure your victory during trouble. These bold tips were shared by the girls of Cantonment Board Senior Secondary School (Boys), Jalandhar Cantonment, who underwent training on “self-defence course for girls”, which concluded here today. The training was a joint initiative of Cantonment Board schools and the Rotary Club of Jalandhar. The girls, all clad in white salwar-kameez, were silent with discipline at first sight and a bundle of energy when asked to show a demo of what they learnt. A loud echo of their voice was enough to prove their raised self confidence levels post the training. Talking to Jalandhar Tribune, the enthusiastic girls said that initially they used to think that being bold was synonymous with boys, but post the training, their perception had changed. “These days, we hear incidents of chain snatching, eve-teasing and other anti-social problems. Such self-defence training is not just of help to us but can be of a great advantage to any other girl in a crisis situation,” said Trishla. Another student, Shilpa, said during their training she learnt about how a safety pin could also be of great help, provided you carry one along. “We learnt attacking skills, self defence, the benefits of speaking loud in an adverse condition, karate and a boost in self confidence,” she said. The trainer of the girls, Sanjeev, also added that the girls responded positively to the training and that they were taught punching, blocking, kicking and breaking techniques. “It is a common problem for the girls to face an awkward situation when a boy teases her publicly or if some boy dares to snatch any valuables. Now, we often do demos and feel confident that given such a situation, we would be able to fight actively,” said Monica, another student. The girls maintained loudly that now they had started enjoying stunt movies, as they were equally aware of the reaction coming from the opponent. “Now we have also learnt the value of being attentive at public places. Most of the incidents like mobile snatching, purse and chain snatching take place following non-attentive approach of the girls. It is a must that besides self defence, a girl remains attentive and careful at public places,” said Monica. Inspector-General (IG) Jalandhar Zone, Gurpreet Kaur Deo distributed certificates to the girls and urged them not to loose confidence in any situation. Retd teachers of DAV colleges to observe Sept 5 as ‘black day’
Jalandhar, September 3 Retired teachers maintained that they were forced to observe Teacher’s Day as “black day” as the colleges run by the DAVCMC were not giving them enhanced gratuity, leave encashment, CPF on total salary and the arrears of their salaries due to the revision of the pay scales from January 1, 2010, to the date of their respective retirements. This despite the fact that the Punjab and Haryana High Court had issued directions to the DAVCMC to provide gratuity and arrears to retired teachers with 9 per cent interest from January 1, 2010, till the date of the payment. General secretary of the DAV Colleges Retired Teachers’ Association Prof Satish Chander alleged that the principals of the DAV colleges were diverting a lot of students’ money to the DAVCMC in the name of administrative charges. “Colleges, which claim to be suffering from fund crunch, afford to send huge sums of money to the DAVCMC in the name of administrative charges, whereas they are supposed to meet expenses of 5 per cent of deficit in colleges and even provide other funds to support the colleges in providing the best education to the students in the state,” he added. “The DAV colleges are also charging huge sums of money from the students in the name of ‘matching funds’ amounting to Rs 5,160 per student per annum in one college of the managing committee. “There is a shift in the attitude of the DAVCMC as ‘profit-earning’ initiative has taken over the noble cause of ‘education with service’. The past 10 years have seen the DAV institutions turning into most exploitative, anti-student, anti-teacher and anti-employees, instead of the ‘best-administered institutions,” he added. The retired teachers added that the principals were enjoying unlimited financial powers with the best of facilities like unlimited use of cars, mobile phones, TA/DA and much more. “The DAVCMC has forgotten the message of the founders of these colleges - Swami Dayanand and Mahatma Hans Raj - who initiated the education campaign to rid the society of the prevalent social evils and started the DAV schools and colleges,” they said. President of the association Rajnish Kumar maintained that in the present times the DAV institutions had ended up becoming public or model schools, hence making it difficult for the common man to send his children to these institutions. Professor Rajnish also criticised the Punjab Government for not making the payment of retirement dues and arrears mandatory in the DAV colleges. He said, “Even the DPI (Colleges), Punjab, did not stop the grant-in-aid of these colleges as said by the Punjab and Haryana High Court in its judgement.” Further, the teachers maintained that they had decided not to support the candidature of DAVCMC-sponsored candidates for the upcoming Panjab University Senate elections scheduled for September 23. “We have appealed to all the DAV institutes’ principals to not spend anything from the school and college funds on the election of these nominees to the Panjab Senate elections, as this would be considered misappropriation of public money,” they maintained. |
National seminar on anaemia held at BD Arya Girls College

Jalandhar, September 3 Dr R.L. Bassan, Civil Surgeon, was the chief guest. He focused on how anaemia was mostly found in women and girls of South Eastern Asian countries as they do not take nutritious diet. In the inaugural session, Dr S.R. Malhotra, Dean, College of Home Science, Palampur, delivered the keynote address in which she discussed the origin of anaemia, its causes, symptoms, types, awareness and how to tackle it. She said the government, doctors, and various organisations should work in collaboration for the cure of anaemia in the country. The seminar was held in two technical sessions during which leading academicians discussed the causes and preventions of anaemia. As many as 84 delegates participated in the seminar. Seminar on excellence Dr B.S. Bhatia, Director General, RIMT, was the speaker on the day. He discussed seven habits of highly effective people, such as “beginning with end in mind, being proactive, putting first thing first, seeking first to understand, synergy, sharpening the saw and thinking win-win”. Shahkot, September 3 The victim was identified as Jasvir Singh (24), a resident of Bhadma village. Joginder Singh, the victim’s father told the police that this morning at 9.30 am, when his son was riding home on his bike, he was suddenly hit by a speeding truck from the rear side on the road. The passersby rushed the victim to the local Civil Hospital, where doctors declared him brought dead. Meanwhile, the police nabbed the errant truck driver, identified as Jagdeep Singh, a resident of Moga. |
