Labourer hurt in attack
Eight booked in attempt-to-murder case

Jalandhar, September 2
A labourer based in Ratan Nagar was seriously injured by certain assailants at his residence here this afternoon.

An attempt to murder case was registered at the Basti Bawa Khel police station. The injured was rushed to the local Civil Hospital, where his condition was stated to be serious.

The injured was identified as Deepak Kumar. Out of the eight booked as accused, five were identified by the police, but all were at large. The police has launched a manhunt to nab the accused.

Lakhwinder Singh, investigating officer in the case, said Deepak’s brother Piddi had given Rs 5,000 to Joga, a resident of Gurdaspur, and this afternoon, when Deepak called him up and asked him to return the money, the latter instead went abusive on the phone and gave him life threats.

“At about 2 pm, Joga, along with seven other assailants, invaded Deepak’s house and attacked him with sharp-edged weapons. The victim sustained serious head injuries and fell unconscious,” the police said. As per the statement of the victim, a case under Sections 307, 452, 148, 149 of the IPC was registered. Before fleeing from the spot, the assailants also threatened to attack Piddi, from whom they borrowed money, the police added.

School Health Clinic in a shambles

The School Health Clinic (SHC) situated at Basti Gujan looks like something straight out of a ghost film.

A little door with a faded board in the middle of a deserted street ushers one into an empty, old building with dusty, old furniture and rusted almirahs.

A lone, old class IV employee kills time listening to his little radio in the deserted building; a rusty, dental chair in the room clearly seems to have fallen out of use.

The walls are damp and the premises feels cool and mildewed. The two, three rooms inside - offices for other doctors - are also deserted.

This is the state of the clinic which is the only official government medical unit in the district specifically responsible to attend to the needs of school children in the district.

While the clinic has seen much better days for the past some years, things have been dismal.

The posts at the dispensary include a District School Medical Officer (DSMO), District Dental Officer, an ENT specialist, an Adolescent Reproductive Sexual Health (ARSH) specialist, a pharmacist, a staff nurse and a class IV emloyee.

The posts of the ENT specialist and DSMO are currently vacant and the Medical Officer is working on the basis of verbal orders. The class IV staff (sweeper) is also posted on deputation.

Except the class IV staff, no one was present at the clinic when The Tribune visited.

No DSMO

It’s been about a week that the District School Medical Officer (DSMO) was promoted as the Zonal Malaria Officer of the district, with the result that the crucial post of DSMO currently lies vacant. The DSMO is the in charge of matters concerning the health of school children in the district.

Dental doctor

It has been over a year that a dental doctor was posted at the dispensary and the dental post has been lying vacant since then.

Sources said about one and a half years ago, when the dental doctor was posted at the clinic, both children and elderly poured in to get their dental problems checked up.

There was earlier a bustling OPD with about 20 to 25 patients coming to the dispensary daily. But since the dental doctor was shifted, the dispensary itself lies empty all day, with doctors only coming to the dispensary for a short period in the morning and then heading to school visits. However, sources say at least four to five patients suffering from dental problems visit the dispensary daily, only to be greeted by an empty clinic.

ENT specialist

The post of the ENT specialist at the clinic has been lying vacant for the past two years.

Medical officer confusion

The MO posted at the dispensary was permanently posted to the Kapurthala Central Jail as per the orders of the Punjab Government.

The medical officer currently working at the clinic has been there only since mid August. He is currently working on the verbal orders of the civil surgeon, as he did not receive any formal written order from the CS to join the clinic.

While he brought the issue to the notice of the civil surgeon and even the Health Minister during one of his recent visits to the city, written orders to join work at the school clinic still elude him.

When contacted, MO Dr Aniruddh said complying by the verbal orders of the CS, he had been working at the dispensary since August 13.

While the OPD earlier was open all through the week, now patients are entertained only on Thursdays, which, the MO says, is in keeping with some recent directions issued by the health department.

MO Dr Anirudh says, “I joined the dispensary on August 13. Since then, we have been visiting various schools across the district. In the period since my posting, I and my staff have visited almost all 52 schools (barring three) on the clinic list.”

“The students who are found to be suffering from any problems are referred to the civil hospital as well as are checked at the clinic on Thursdays. We have ensured proper stock of medicines at the dispensary. We have all medicines available with us. And we will shortly also be arranging an inverter to ensure smooth treatment during power cuts.”

Disease pattern

The MO said common problems reported among school children are dental problems, anaemia and jaundice. Students have yellow cards in which their health records are maintained. More than 1,000 school children are covered per month during visits to various schools.

Failing to solve purpose

While visits to schools are regularly being held by the MO and the ARSH doctor (from morning till afternoon), the lack of other specialist staff at the dispensary and the bad state of infrastructure is clearly costing dear to students.

The absence of doctors and staff has caused the dispensary to lose a huge chunk of patients who were regular in the past.

OPDs on one single day cannot be sufficient to address the problems of the thousands of government school children in the city.

The fact that students are being referred to the civil hospital proves that the school health clinic specifically made for the purpose is failing to do its job. The top post (DSMO) lies vacant and the ENT and dental doctors aren’t even available.

Shivali suicide case
Inspector Balwinder ignored challaning wrongly parked vehicles of VIPs

Currently in the news for wrong reasons for moral policing, inspector Balwinder Kaur Multani, infamous for reportedly humiliating common persons in public, did not perform her duty of challaning wrongly parked vehicles of the VIPs a few months ago.

Vehicles of several BJP legislatures, including its Local Bodies Minister Bhagat Chunni Lal, remained wrongly parked on the busy road between Nakodar Chowk and Football Chowk for several hours in open defiance of traffic rules on May 20 this year.

Interestingly, instead of challaning the wrongly parked vehicles as is usually done for the common man, traffic police personnel then, headed by (now suspended) inspector Balwinder Kaur Multani, just kept on issuing warnings through a microphone installed on its Police Control Room (PCR) Gypsy (number 11) for removing the vehicles from Mahavir Marg, “as these were creating hindrance in the smooth flow of the traffic”.

Balwinder Kaur just kept on issuing warnings on the microphone, but did not challan any vehicle of the VIP despite told by several mediapersons to do so.

This behaviour of the traffic police personnel was also prominently highlighted in the columns of Jalandhar Tribune pullout of The Tribune in its edition on May 21. The BJP leaders had assembled at KL Saigal Memorial Hall, opposite Jalandhar Doordarshan Kendra for holding its closed-door meeting before the recent MC elections.

When asked why the BJP leaders had been spared from pasting sticker challans on their vehicles, Balwinder Kaur had claimed that the vehicles would definitely be challaned after issuing more warnings, but none of the vehicles was challaned.

Apart from Local Bodies Minister Bhagat Chunni Lal, state BJP president Ashwini Kumar, former Local Bodies Minister Manorajan Kalia, Chief Parliamentary Secretary KD Bhandari, Mayor Rakesh Rathour, BJP state general secretary Manjeet Rai and its district president Subash Sood were present at the meeting. Vehicles of most of these BJP leaders were parked wrongly on the busy Bhagwan Mahavir Marg.

Former minister Manoranjan Kalia, accompanied by Rajat Mohindru, Anil Sachar and Urmil Vaid visited Shivali’s house located at Garha to console the grieved family on Sunday evening.

Road near PIMS needs urgent repair

The road leading to the Punjab Institute of Medical Sciences (PIMS) from the Inter-State Bus Terminal (ISBT) has been lying in a bad shape for the past several months. The Municipal Corporation (MC) officials have not been paying heed to repair the road.

Till the manned railway crossing from the bus-stand, the condition of the road is not much bad, but the further half kilometre journey towards PIMS is rather back breaking. The road has developed huge potholes, and now its lack of repair has been further worsening its condition.T

The state of the road in front of the hospital is appalling. Recent rain in the city has presented the worse picture of the Garha road.

“During rain, my bike got stuck in the potholes in front of PIMS. My mother fell on the road and sustained minor injuries,” Pawan Kumar, a resident of Garha, alleged.

The authorities should take a serious note of the issue and initiate urgent repair of the road.

Shashi Bala, also a resident of the locality, alleged that the repair of the road becomes important as a hospital exists there. Vehicles carrying patients may face problem while commuting on the dilapidated road, she said.

Residents demand that if the authorities are not in a mood to re-lay the road, at least patch work should be started as soon as possible.

PAP slip road: Private bus operators violate traffic norms

Ignoring directions of the city traffic police not to park their buses on the “slip lane” in front of the PAP chowk leading to the Jalandhar-Amritsar highway, scores of bus operators halt their buses on this lane, leading to traffic congestion.

Buses, especially those owned by private operators, have been using the slip lane as a halt route right under the nose of the traffic police staff. While the traffic police keep standing on the highway 24X7 delivering their duties, the bus operators make hay and provide services to the passengers as per their wishes.

Ironically, all this has been taking place when the traffic police has put up hoardings on the slip lanes highlighting that “parking of buses on the slip lanes is strictly prohibited”. It is a common sight to see buses picking and dropping passengers without caring for the heavy flow of traffic from all sides on this highly busy stretch.

At times, private bus operators keep their buses parked on the slip lanes for a good 5 to 10 minutes which, in turn, leads to trouble for the commuters, as half of the road gets blocked by them. “It is an everyday practice to see the buses stopping enroute. If a car dares to stop on the slip lane, the traffic police initiates strict action there and then. On the contrary, they have seemingly turned a blind eye to the problem created by the private bus operators,” said Amrik Singh, a daily commuter.

Even employees of the Punjab Roadways lambasted this practice and blamed the traffic police for shielding the private bus operators. “If a Punjab Roadways and Punbus bus halts at the slip lane, the traffic police staff ensures strict action and immediately makes them move. On the other hand, they don’t dare to stop private buses, probably out of fear and an obvious threat of fights with the bus drivers, which often takes place at the spot,” said members of the Punjab Government Transporters Worker Union.

The Punjab Roadways employees lamented the monopoly of the private bus operators and maintained that it was a deliberate failure of the system, which was creating chaos. “Perhaps, this is one reason why, the Punjab Roadways and Punbus was facing huge losses, while the private bus operators were ruling the roost,” they added.

Official speak

The traffic police deployed on the spot ensures that no such violation takes place on the slip lanes, but even if ones indulges in such an act, we initiate action. At the same time, those halting their buses on this route should also see that they do not violate the directions. Moreover, the upcoming PAP flyover would bring this problem to an end.

Even the traffic police is forced to remain a mute spectator, as the buses are owned by various ministers in the government and the opposition. Around four years ago, we had constituted committees to check the number of buses plying without the sanctioned route permit and time table. At that time, almost every Punjab Roadways bus had shown an approximate additional profit of Rs 2 lakh, but under the pressure from the private bus operators, the then state government issued directions to the Punjab Roadways employees that they were not allowed to conduct any such checking enroute.~

1 booked for rape bid

The police here has booked a person on the charges of attempt to rape. The accused also manhandled the victim.

The accused was identified as Pawan Kumar, a resident of Indira colony.

The victim, also a resident of the same colony, alleged to the police that on August 31, when she was roaming near her house, the accused armed with sharp-edged weapons, suddenly arrived there and attempted to rape her.

When she protested the move, the accused manhandled her, the victim alleged.

It was only after the victim,s son reached the spot that the accused fled from the place, sources added.

Acting on the statement of the victim, the police registered a case under Sections 323, 379, 511 of the IPC.

Punjab lift trophy by beating Chandigarh
64th Senior National Hockey Championship concludes at PAP Astroturf

The Punjab team clinched the title at the 64th Senior National Hockey Championship by defeating rivals Chandigarh men by 6-0 at the PAP Astroturf here today. The three-day-long tournament had started on August 31.

The final match saw Punjab men taking the lead in a one-sided show. Though the game remained in the kitty of the Punjab men, but they managed to open their account in the 24th minute of the game through the stick of Jagmeet Singh 1-0.

In the 31st and 35th minute of the game, Ajay Kumar scored two goals consecutively steering the score to 3-0. Till half time the winners were leading 3-0.

The second half of the match also saw Punjab men in form and taking over rivals Chandigarh when Karamjeet sounded the board from a cracking hit in the 41st minute 4-0. Four minutes later, once again Ajay Kumar scored a field goal 5-0. The last goal of the game was scored by Karamjeet in the 69th minute of the game 6-0.

Earlier, on Sunday, the Punjab team emerged with flying colours as they routed Haryana by 5-0 goals. On the inaugural day, again Punjab team ensured their victory by defeating Himachal Pradesh team by 6-0 goals.

Additional Director-General of Police, PAP, Gurdev Singh Sahota, DIG Surinder Sodhi and Olympian Rajinder Singh handed over the trophy to the winners, Punjab team.

A rickshaw-puller died under mysterious circumstances near the Harnamdaspura locality here this afternoon. The deceased has not been identified yet.

Jasbir Singh, investigating officer, said the victim, while riding his rickshaw, suddenly fell on road and reportedly had a sudden chest pain.

The moment he fell, scores of passersby gathered on the spot and even served him water. The police said before breathing his last, the victim had told the people that he had a chest pain.

After initiating the inquest proceedings under Section 174 of the CrPc, the body was sent for postmortem examination at the local Civil Hospital.

The Life Insurance Corporation (LIC), Jalandhar Division, has asked its customers to register their bank account numbers at the respective LIC offices of their areas so that the financial benefits or amount to be given after the maturity of their policies could be deposited in their respective accounts.

Senior Divisional Manager of the LIC, Jalandhar Division, Gurmel Singh Parmar said payments made under the National Electronic Fund Transfer (ECFT) system were hassle-free and in time. All the money would directly be transferred into the customer’s accounts on the day of maturity of his policy under the scheme, he added.

Parmar was interacting with the media on the occasion of the completion of the 56 years of public service by the LIC and claimed that besides offering insurance coverage to BPL families under the Janashree Bima Yojna and Aam Aadmi Bima Yojna, the LIC was also offering Rs 10,000 annual scholarships to 49 meritorious students in the Jalandhar circle under its Golden Jubilee Fund scheme.

He said a new micro insurance product Jeevan Deep was introduced on this day, which is an endowment assurance with an added feature of guaranteed additions along with provision of loyalty addition.

He said during 2011-2012, 357 lakh policies were sold commanding 80.9 per cent of the market share of new policies issued and its first year premium income was pegged at more than Rs 81,514.49 crore.

A major repair work of as many as 30 schools in the district is being carried out with the funds got under the Sarv Shikhiya Abhiyan (SSA). DC Alaknanda Dayal stated this at a meeting of the district education development committee held here today.

The DC stated that the district had got Rs 9,27,11,080 under the annual work plan 2012-13 till July 31 for providing basic facilities and salary to the staff appointed under the SSA. Besides, additional class rooms were being constructed in 51 primary and 63 upper primary schools.
