Not a city for baby girls

Someone once said, “Punjab is a land of extremities - here daughters are either pampered or thrown out.” The recent happenings in the district are pretty much a reflection of that wise observation.

In the age of Nanhi Chan, Satyamev Jayate, unabashed feminism, and slut walks, an overzealous city excitedly upholds women and condemns female foeticide by the day even as it secretly leaves its little girls to rot in the open in the dead of the night.

Two little girls found dumped in two different parts of the district consecutively for the past two days is a proof of how unwanted daughters really are in this part of Punjab.

On Friday, a newborn girl was dumped in bushes on the Jalandhar-Hoshiarpur Road and on Saturday another little baby girl was found abandoned in the fields of Padd Jagira village near Goraya.

While some would argue two days can’t really be the basis to adjudge the long-term behaviour of a city, the rate with which daughters are conveniently being dropped in various ashrams and homes of the city are a proof that this is not a recent trend in the city.

Anjana Talwar, general Secretary, Mata Pushpa Gujral Nari Niketan Trust, says, “One to two little girls are being left at the Nari Niketan every month. There are also months when none are left. Of the 44 inmates presently residing at the Nari Niketan, four to five are boys while the rest are girls. The trend to abandon daughters is condemnable.”

The baby abandoned in the bushes is also looked after at the Nari Niketan.

Surinder Singh from the Guru Nanak Anath Ashram at Budhiana village says, “Almost every month some new girls are dropped into the ashram. Most of these are unknown children whose backgrounds are untraceable and mostly they make way to the ashram through the police or the administration.”

“In the past two and a half months, five children have been left at the ashram. Three of these are little girls. These girls are two, two-and-a-half and four years old. The rest two are little boys and both of them cannot speak.”

Guru Nanak Anath Ashram presently has 13 girls aged between four to 12 years in it and the ashram has 17 to 18 boys. Many of the abandoned children are handicapped.

Surinder Saini, who runs the Child Helpline for distressed children in the district, says, “The usual pattern of the society is going the wrong way and it is reflecting both on the number of children being abandoned and also in the number of crimes being committed against women.”

“Of the number of calls we get about abandoned children, 60 to 70 per cent are girls. The number of boys in them is very less. About two months ago, a baby girl was thrown off the DAV College ROB. And a few years back, a girl was found suspended from a tree by a towel in Banga with ants eating into her. Not only are people abandoning girls but they are doing so in a very gruesome manner. The actions display a complete lack of sensitivity about the fate with which the child might meet,” adds Saini.

Five weeks on, police registers FIR in disappearance of BSF man

Finally, the city police has registered a first information report (FIR) after five weeks of the disappearance of a BSF constable, Mukesh Kumar, who is a resident of Green Model Town in Jalandhar.

The FIR has been registered under Section 365 (Kidnapping or abducting with intent secretly and wrongfully to confine person) of the IPC at Police Station Number 7. Mukesh, working as a washerman with the BSF at Bangalore, went missing under mysterious circumstances while he was travelling from Delhi to Jalandhar by a Punjab Roadways bus on August 1.

The Tribune had carried a news-item in this regard on August 7, following which the district president of RTI Activists' Federation Sanjay Sehgal raised the matter with Jalandhar Police Commissionerate.

Subsequently, the FIR number 211 was registered in this regard on Saturday.

Mukesh was coming to Jalandhar to celebrate Raksha Bandhan.

Mukesh’s wife Meenu received a phone call from Rakesh Singh, a conductor with the Punjab Roadways, on the night of August 1 where he asked the family to collect Mukesh’s luggage he had forgotten in the bus from the former’s residence at Meerthal village near Pathankot.

Surprisingly, Mukesh’s mobile phone, ATM, PAN and identity cards were found in his bag. He had reached Delhi from Bangalore by Kranti Express train and subsequently boarded a Punjab Roadways bus (PB-35-1788) from the New Delhi ISBT to Pathankot in the evening that day.

The bus conductor informed the family that Mukesh and other passengers ate at a dhaba in Mandi Gobindgarh that night. The conductor, however, claimed he came to know about the missing passenger only after he found the luggage inside the bus at Pathankot.

Mukesh’s wife said the BSF officials shrugged off their responsibility saying he was on leave. They instead asked her to take up the issue with Punjab Police.

The family brought the issue to the notice of the area Councillor Balraj Singh and they today met Jalandhar Deputy Commissioner of Police (DCP) Sarbjit Singh regarding this.

The DCP advised the family to file a complaint with the Mandi Gobindgarh police since the area where Mukesh disappeared falls under the jurisdiction of the Mandi Gobindgarh police station.

On continuous persistence by the Congress leaders demanding cancellation of FIRs lodged against protestors who gheraoed the car of Local Bodies Minister Bhagat Chunni Lal on Saturday, Police Commissioner Gaurav Yadav today marked an inquiry with ADCP Headquarters Navjot Mahal.

Congress leaders, including MP Mahinder Singh Kaypee, former minister Avtar Henry, Punjab Youth Congress Chief Vikramjit Singh Chaudhary and District Congress Committee Arun Walia, met the Police Commissioner and demanded that the charges against the workers be dropped as they were victims of political vendetta.

The Congress leaders have mentioned in the memorandum, “The workers have been booked and arrested at the behest of the minister. It is unjustified as in a democratic setup everyone has the right to lodge a protest.”

ADCP (Hq) confirmed having received the orders. Asked if he felt that the SHO Police Station No 5 Hardial Singh was right in lodging a complaint from his side rather than minister or his son or any partymen accompanying him, he said, “I do not think there is any problem on that issue. Police personnel have been complainants on many occasions.”

The incident had occurred on Saturday when the minister, his son Mahinder Bhagat and former Mayor Rakesh Rathour had gone near Leather Complex to lay the foundation stone of a skew bridge when the Congress workers and party councillor tried to stop the minister’s car to quiz him about no sewer connection in the Basti Peer Daad area.

Incidentally, even the stone which was laid at the spot was found broken yesterday. The plaque which bore the name of the minister and mayor too has been broken. BD Singla, SE (B&R), said he would report the matter to the police.

Gang of highway looters busted, five arrested

The Jalandhar rural police today busted a gang of highway looters and arrested five of its members.

The police seized two pistols, two live cartridges and recovered a stolen SUV (Innova-PB08 AV 8837), a pair of gold earrings and 11 mobiles phones from them.

The accused were identified as Sony Kumar of Lambra, Sukhwinder Singh of Johla village, Mandip Kumar of Dhoot Khurd village, Sukhwinder Singh and Davinder Singh (both residents of Nanowal Vaid village near Hoshiarpur).

In a press statement issued today, Senior Superintendent of Police Yurinder Singh Hayer said the police, under the supervision of Rajinder Singh, SSP (Detective) and CIA in charge Angrej Singh, intercepted the accused at a naka near the city.

The accused were planning a robbery at petrol pump on the highway. They were also planning to loot a jewellery shop.

The SSP said the gang members looted motorists on the highway.

During questioning, the accused revealed that on September 8, they had looted gold earrings and Rs 3900 cash on the GT Road near Rudka Kalan village. On the same day, they targeted a pedestrian on the Jalandhar-Phagwara highway and robbed him of wrist watch and Rs 350. They also snatched cash from two bike-borne youths.

The SSP said on September 9, these accused had looted cash and two mobile phones from two motorcycle-borne couple on the Phillaur-Nawanshahr road.

The accused Sukhwinder Singh had a notorious past. Four cases, including attempt to murder, were registered against him at various police stations of Hoshiarpur. Sukhwinder’s aide Sony Kumar was also booked under the NDPS Act by Bullowal police station in March.

Police officials said the interrogation of the accused had also led to the identification of five other members of this gang. They have been identified as Sonu of Bodla village, Talwinder Singh of Johla village, Amandeep Singh of Gardiwal, Raja of Khakha and Govinda of Hoshiarpur.

Bublani to be administrator of MC till September 19

With the term of Mayor Rakesh Rathour expiring on Sunday and the new Mayor to be elected on September 20, Municipal Corporation Commissioner Vinay Bublani is likely to be the administrator of the MC as the stopgap arrangement.

Even as the House has the powers to take most decisions, through powers vested in him under Section 407A of the MC Act, the Commissioner is likely to resume the charge. Bublani said even as such orders came in routine, he was yet to get a copy of the same.

Similarly, ever since the Jalandhar Improvement Trust got dissolved last month, the powers of the chairman have been relegated with the Deputy Commissioner, Jalandhar. A decision by the SAD on when to set up trusts again is awaited.

The district has witnessed a sudden spurt in burglary incidents. In the last 10 days, 12 cases of burglaries have been reported in the district.

In majority of the incidents, the police has failed to trace the criminals.

Fear-struck residents demand intensive police patrolling to curb such incidents in the future. Miscreants had not even spared religious places from where they had decamped with cash and other valuables.

On September 9 itself, as many as six burglaries were reported in the district.

In one such burglary at the house of Sunil Kumar at Qazi Mandi, miscreants decamped with gold jewellery worth lakhs of rupees. Importantly, the owner himself traced two of the burglars on the same day and handed them over to the police.

On the same day, burglars also struck at the house of Shingara Singh, a retired Air Force officer in the Guru Nanak Pura locality and decamped with cash and expensive electronic equipments. Burglars also struck at a house in Jagatpura here and three other electronic shops in Nakodar from where they took away cash and valuables worth lakhs of rupees.

On September 8, thieves decamped with utensils and other valuables from the temple near Ghas Mandi. On the same day, a woman teacher’s house in Deep Nagar was also burgled from where gold jewellery worth several lakhs of rupees, Rs 20,000 cash and some other valuables were stolen. Similarly, a bungalow of Rajinder Singh at Adampur was also burgled and criminals decamped with silver ornaments, digital cameras and electronic equipments.

On September 3, burglars struck at a house at Urban Estate. On September 4, thieves took away cash from a gurdwara at Uppal Jagir village.

Plantation drive

The CT Group of Institutions in association with the Rotary Club Jalandhar (West) organised a tree plantation drive and planted 400 saplings of neem, peepal, banyan, palash, mango, kachnar and jamun on its campus and nearby villages. The students pledged to adopt one plant and nurture them.

World championship

As many as six students of the Prem Chand Markanda SD College for Women have been selected for FISAF World Championship 2012 to be held at Dordrecht, Amsterdam, from October 14 to 22.

HMV workshop

The career counselling cell of Hans Raj Mahila Maha Vidyalaya organised a day-long workshop on ‘Communication Skills and Personality Development’. Rajneesh Dev Sehajpal, director of Kalapataru Professional and Educational Services, Delhi, was the resource person. In his address, Sehajpal said females should look forward to become economically independent and gain knowledge and skills. He also analysed the negative and positive situations of life with examples. Sehajpal added that only a good listener could encourage the speaker to speak.

Quiz competition

The post graduate department of zoology of DAV College organised a quiz, poster and collage competition under the aegis of the Zoology Association.

The competition was sponsored by Department of Biotechnology, Government of India.

Students prepared poster and collage under the theme ‘Weird adaptations microbes in human welfare- insects bane or boon’.

Book released

A book authored by Dr Ashu Gupta, Dr Rajesh Verma and Jatinder K Samyal from Apeejay Institute of Management and Technical Campus on “Enterprise Resource Planning: Concepts and Applications” has been released. This reference and learning guide was published by LAMBERT Academic Publishing, Germany.

DAVIET workshop

A day-long workshop on CRDi technology was organised by the department of mechanical engineering at the DAV Institute of Engineering and Technology (DAVIET) in association with Medhaavi Centre for Automotive Research, Hoshiarpur.

Yogesh Kalia, the key resource person, apprised the students about CRDi technology, which was followed by a practical session. The theory session included working, scope and opportunities in CRDi technology. He explained the working of engine with and without ECU and the various attachments with ECU such as EGR valve, sensors and much more.

Talent hunt

A two-day-long talent hunt was organised at the MGN College of Education during which students exhibited their talent in various categories including quiz, literary items (poetry, elocution & debate), fine arts (rangoli, poster making, slogan writing, phulkari, collage making, clay modeling, still life painting, sketching, cartooning, photography and landscapes) and theatrical items.

Lab technicians demand insurance cover

The Punjab State Medical Lab Technicians Association has urged the state government to provide insurance cover and risk allowance to all lab technicians working in the civil dispensaries and hospitals of the state.

A decision in this regard was taken at a state-level meeting held in Ludhiana today.

Talking to mediapersons here today, Jhirmal Singh Bhinder, state press secretary of the association, said a single seniority list of all lab technicians working under the Directorate Health Services, Punjab, and medical colleges should be prepared and vacant posts should be filled soon. — OC

Ration cards: CITU workers stage dharna

Hundreds of workers of Centre of Indian Trade Unions (CITU) today staged a dharna in front of the Food and Supply Controller’s office protesting against the delay in making ration cards of migrant labourers.

CITU, general secretary, Raghunath Singh, said many migrant labourers, who have been living here for the past 20 years, have not been issued ration cards by the government. “When these labourers don’t have ration cards, they will be deprived of the benefits of several government-run schemes,” he said.

As a part of 80th Air Force Day celebrations, an on-the-spot painting competition for children of Air Force personnel was organised at Air Force Station, Adampur, near here today.

As many as 150 children participated at the event which was held in three different categories.

The first category was for children below seven years of age; second category for children aged between 7 to 12 years and third category for children aged 12 years & above.

Results: In category-I, Rajat Yadav, Akriti Priya and Muskan Thakur bagged first, second and third prizes, respectively.

In category-II, Sanghamitra Behra got first prize followed by Ayush Kumar and Beauty. In category-III, Suchitra, Alka Yadav and Aditi Pandey attained first, second and third positions, respectively.

Month on, no arrest in abetment to suicide case

The city police has not arrested any accused in an abetment to suicide case despite registering an FIR under Section 306 of the IPC against several persons at Maqsudan police station about a month back.

Adarsh Awasthi of Silver Residency on the local Nakodar road said her brother Ashok Kumar of Randhawa Masanda village committed suicide after he was allegedly thrashed by several persons.

She alleged that the police was not arresting any of the accused in the abetment to suicide case as they were very influential.

Narrating the incident, Ashok’s son Deepak alleged that on August 11, several persons, including Bali, Ranjeeta, Nathi, Pubby, Roshan, Jugal and Ram Baldev, forcibly enter their house at Randhawa Masanda and took him and his father with them. Then they were thrashed mercilessly.

Earlier on August 10, they had thrashed Neeraj and Deepak mercilessly.

Even on that day, instead of taking any action against the assailants, the police personnel, led by an ASI, took Deepak with them. But they later released him without registering any case.

Feeling humiliation, Ashok committed suicide after returning home, said Adarsh.

Though the police registered an FIR under various sections including 306 (abetment to suicide), 452 (house-trespass after preparation for hurt, assault or wrongful restraint) of the IPC on Adarsh’s statement against Roshan, Ramesh, Sethi, Jeeta and Sulakhan Singh, none of them were arrested.

When contacted, the Maqsudan SHO said he was busy in a meeting.

Three killed in accidents

Three persons were killed in separate road mishaps in the city on Sunday evening. A motorcycle-borne person, identified as Surinder Singh of Khandyala Sainia near Hoshiarpur, was killed at Pathankot Chowk after his bike rammed into a divider.

In second incident, a youth was hit by a tractor-trailer on the Jalandhar-Nakodar road. The victim had sustained serious head injuries and died on the spot. The victim had not been identified yet.

In the third incident, a daily wager died after he fell down from the loaded tractor-trailer on Sunday night at Pachranga village. The deceased was identified as Kewal of Jallowal village.

Sources said he along with other labourers were sleeping on the tractor-trailer laden with potatoes. After he fell down, he was taken to the nearby private hospital, but the doctors declared him brought dead.

Superintendent of Police HPS Khakh said the police had recovered two stolen motorcycles, one .312 bore pistol, one live cartridge, two sharp-edged weapons and two baseball bats from the arrested, identified as Navninder Singh of Palahai village, Lakhbir Singh of Mehli Colony, Gurdip Singh of Mehtabpur village, Balwinder Kumar of Mehli village and Narinder Kumar of Zandiali village. The arrested gang members have confessed to their involvements in several criminal incidents committed in different parts of the Doaba region, said SP Khakh.

They were booked under Sections 399 and 402 of the Indian Penal Code.

Punjab hockey trials from Sept 12

Trials for selection of the Punjab junior women and senior men hockey teams would be held at the Olympian Surjit Hockey Stadium on September 12 at 9 am.

This was disclosed by Iqbal Singh Sandhu, joint secretary of Hockey Punjab. He said junior Punjab women hockey team would participate in the 2nd Hockey India Junior National Hockey Championship (Girls) at Rai (Sonepat) from October 1 to 12 while the senior men team would take part in the 2nd Hockey India Senior Men Hockey Championship to be held at Bangalore from September 23 to 30.

For junior women hockey team, the players born after January 1, 1993 were eligible for the trials. He said the coaching camp of junior women team would be organised at Lyallpur Khalsa College for Women, Jalandhar, and senior men team’s coaching camp would be held at Olympian Surjit Hockey Stadium, Jalandhar.

Prize money for Surjit Hockey tournament increased

The prize money for the upcoming annual Surjit hockey tournament has been increased from Rs 2.50 lakh to Rs 3.50 lakh this year. The tourney would be held from October 11 to 19.

This was disclosed by Deputy Commissioner-cum-president of Surjit Hockey tournament, Priyank Bharti.

He said the prize money of the winning team has been sponsored by Amolak Singh, owner of city-based Gold Gym. The cash prize of Rs 2.50 lakh for the runners-up team was sponsored by Charanjit Singh Channi, who heads the CT Group of Institutions.
