‘Pending revenue cases being disposed of expeditiously’

Chairman of the Uttarakhand Revenue Board Subhash Kumar has said that his regular instructions to the Regional Commissioners and the District Magistrates to hold review meetings and redress pending revenue cases have yielded results as the number of pending cases has considerably gone down between April and July.

A day after Uttarakhand government tried to come up with a compromise formula over the vexed issue of quota in promotions in state government jobs, Uttarakhand Adhikari Kramchari Shikshak Sanyukt Morcha, opposing reservation in promotions, pledged to continue with it's stir till a government order was issued by the state government of completely doing away with quota in promotions in Uttarakhand. The employees observed a strike today, crippling government work.

Uttarakhand Chief Minister Vijay Bahuguna, however, appealed to the striking employees to return back to work. He said the employees must wait for the Centre’s decision over the issue of quota in promotions. “We have also constituted a committee headed by High Court’s retired Judge, Justice Irshad Hussain, which is looking into the matter and will submit it's report in three months,” the Chief Minister pointed out.

The Chief Minister met a deputation of Uttarakhand Adhikari Kramchari Shikshak Sanyukt Morcha and urged them to end their stir. Later, employee leader GS Bakhuni from Uttarakhand Adhikari Kramchari Shikshak Sanyukt Morcha disclosed that they would only end their stir after a GO was issued by the state government of completely doing away with quota in promotions in Uttarakhand.

Meanwhile, striking employees today boycotted all work. Uttarakhand secretariat and all the state government department offices today gave a deserted look due to the stir. The protesting employees also organised a meeting at the parade ground, Dehradun, where Samajawadi Party’s national president Vinod Barthwal assured his party’s support to the striking employees.

On the other hand, Uttarakhand Scheduled Caste Scheduled Tribes Employees' Association members today staged a protest at Clock Tower followed by a protest rally. The protesters alleged that they would not tolerate any disturbance in the existing SC/ST quota in promotions in government jobs provided to them by the country’s Constitution.

Govt must honour SC order: SP

State president of the Samajwadi Party Vinod Barthwal today slammed the state government for its stand on various policies. He said the state government must honour the decision of the Supreme Court with regard to the reservation in promotion.

Referring to the Samajwadi Party government in Uttar Pradesh, he said, "The Samajwadi Party is not against reservation but does not favour reservation in promotion. The government in Uttar Pradesh has adhered to the decision of Supreme Court in this matter."

He said the state government was stretching this issue unnecessary and buying time by forming a committee on it.

He also expressed disappointment the way the employees of various departments were holding strike or protests on various issues. "The employees of various government or semi-government departments are either staging dharnas or holding strikes. They are holding rallies and disrupting traffic. The work in the offices also suffers. The government money is being wasted.

People run from pillar to post but there is no one to attend them in the offices," he said.

He also stated that the bureaucracy was getting dominant over ministers in the state.

He said the state government was taking unilateral decisions without consulting other parties. The important decision involving Public Private Partnership or reservation in promotion must have been taken by convening an all-party meeting. Similarly, merely holding a Cabinet meeting in Gairsain would not send a message that the state government was serious about the hills. Gairsain was not a picnic spot. The state government must consider it as the summer capital.

Anti-quota employees hold protest

Employees of the state government went on a strike in protest against reservation in promotions here today. They also announced to go on an indefinite strike from tomorrow.

The employees gathered at the District Magistrate’s office and sat on a dharna to protest the government indecisiveness with regard to reservation in promotions. “We have decided to go on an indefinite strike until the government takes a decision to give us justice,” said Nandan Singh Kanyal, coordinator of the Uttarakhand Adhikari, Karmachari Sikshak Sanyukta Morcha.

However, the employees supporting reservation in promotions said they would resume work from tomorrow as the state government had taken a decision to grant them their constitutional right. “We do not want to give more inconvenience to the common people and will resume work from Wednesday,” said Mahesh Murari, leader of pro-reservation employees. — OC

Quota basic right of SC/ST staff: MLA

Legislator from the Jhabredas Assembly segment in Haridwar district Hari Das has said reservation in promotion is the basic right of the Scheduled Castes and the Scheduled Tribes.

Hari Das told The Tribune that opposing or denying reservation in promotions was unjustified and, if needed, he along with various unions of SC/ST employees would take to streets.

The MLA termed it as an infringement on the basic right of suppressed classes, which the Constitution has granted them. He said reservation had been going on in India for decades owing to its social structure. Why an issue was being made out of it now?

“Reservation is not anyone’s discretion that one can change. Baba Saheb Ambedkar had a visionary approach that led to a better social status and living conditions for the suppressed classes. The BSP has opposed the scrapping of reservation in promotion in government jobs and we will hold protests for our constitutional right,” said Hari Das.

On other issues facing the state, the MLA said the coalition government led by Chief Minister Vijay Bahuguna was trying to put the state on a development path that was derailed by the previous BJP government.

Replying to a question on the candidate for the parliamentary byelection in Tehri Garhwal, the BSP legislator said the party high command would take a decision in this regard. Hari Das said the proposed Cabinet meeting at Gairsain on October 3 was a welcome step as it met the aspirations of the people of the state.

The boycott by the BJP of all party meeting called by Chief Minister Vijay Bahuguna to discuss the issue of disaster relief and holding of cabinet meeting at Garsain has infuriated the CM. He has vowed never to call BJP leaders for discussion on disaster relief.

Bahuguna had called an all party meeting to arrive at a consensus on the issues of disaster relief on Monday. All political parties were invited for deliberations. However, the BJP decided to boycott the meeting. A meeting of the senior BJP leaders held at the BJP headquarters here yesterday decided to boycott the meeting.

In the wake of the BJP’s decision, the Chief Minister decided to cancel the meeting. Talking to mediapersons, Bahuguna said, “It was really unfortunate that the main opposition, BJP, decided to boycott the important meeting on disaster relief. I wanted to take everyone along on such an important issue but the BJP decided to play politics. They have been indulging in negative politics both at the state as well as Central level. I will never call them again on the issue of disaster management,” he said.

On the other hand, BJP leaders criticised the CM’s outburst. Leader of the Opposition Ajay Bhatt said the BJP had demanded a special session of the state assembly as the state government had utterly failed to manage natural disasters in the state. “After being pressurised, the Chief Minister had called an all party meeting which has no meaning. So we decided to boycott it,” he said.

Meanwhile, former Chief Minister Ramesh Pokhriyal Nishank has demanded a white paper on disaster management in the state. He charged that a large population in the hills had been suffering on account of natural disasters for the past one month but the state government had failed to provide succour to them. He said the state government should come out with a white paper on disaster management.

Reacting to the BJP boycott, state Congress vice-president Suryakant Dhasmana said the BJP’s decision was totally uncalled for and unfortunate. He said the main opposition should rise above petty politics and help the state administration in arriving at a consensus on such an important issue.

Fireman who rescued many in Uttarkashi honoured

The The Director General of Police met Chander in Indresh Hospital where he was admitted after being injured seriously while rescuing people in Uttarkashi last month. The Director General of Police praised him for his bravery.

ICFRE, Chinese academy sign MoU

The Indian Council of Forestry Research and Education (ICFRE) and the Chinese Academy of Forestry (CAF) have signed a memorandum of understanding.

The MoU was signed by VK Bahuguna, Director-General, ICFRE, and Zhang Shougong, CAF president in Beijing. It will facilitate cooperation between the two countries in the identified areas of research.

VK Bahuguna and Shougong discussed the emerging areas of mutual interest like climate change, forest ecosystems, forest hydrology germ-plasm conservation, sustainable forest management and tree improvement.

The MoU will also paves the way to develop an umbrella action plan with the main emphasis on bamboo cultivation, the development of industrial bamboo products and an improvement programme for important tree species like teak, sandalwood and eucalyptus.

VK Bahuguna also appreciated the Chinese expertise in the area of bamboo cultivation and technologies for bamboo products.

According to VK Bahuguna, this long-term bilateral collaborative programme has a tremendous scope for the exchange of technologies in the area of bamboo improvement, product development and tree improvement.

2ND Phase of National Population Register
People to get smart cards soon

The second phase of the National Population Register (NPR) project will begin in Uttarakhand soon under which everybody will be issued a smart card.

This card will be the proof of that a person’s residence. The Uttarakhand Government has released a Government Order in this regard. Chief Secretary Alok Kumar Jain reviewed the progress of the project at the Secretariat today.

Jain asked the officers to link the smart card with the Public Distribution System and other government projects. He said the database being prepared under the NPR could be utilised in other government projects also.

He said the database would be the first of its kind which would cover all citizens of the state and it being bio-metrics, its authenticity would also be more. The database would include not only the photograph of the person, but also the impression of fingerprints and pupil. He said the directives had been issued to complete the NPR project in one year.

At the meeting, it was revealed that 19,98,000 houses were covered in the first phase of the NPR. In the second phase, enumerators would visit every house. In all, 150 houses had been placed in one block and a camp would be organised to take bio-metrics data.

In Uttarakhand, the phase will begin from the Dehradun Nagar Nigam area for which the Central Public Sector Undertaking is selecting the firms to carry out the work. The Registrar General of India will visit Uttarakhand to take stock of the NPR process between September 11 and 14.

The meeting was attended by Secretary Census DS Gabrayal, Director Census Snehlata Agrawal, Staff Officer to the Chief Secretary MC Joshi and other senior officers.

5-day civil defence training for women begins

The Dehradun Civil Defence Organisation, Post 1 section, started its five-day training programme for women as part of preparedness to tackle post-disaster exigencies at the Pragati Vihar Community Centre at Dharampur in Dehradun today.

Inaugurating the training programme, Deputy Controller, Civil Defence, Dehradun, CS Bhounthiyal stressed the importance of having full knowledge of first aid and other measures needed to deal with disaster-linked exigencies. Bhounthiyal also referred to prompt steps needed in case of natural disasters like an earthquake.

JN Yadav, Assistant Deputy Controller, Civil Defence, Dehradun said even a common man must be trained in disaster management so as to keep itself prepared for natural disasters. Rajeev Sharma, sector warden, Dehradun Civil Defence Organisation, who is hosting the training programme, said it was meant exclusively for women, particularly housewives.

Sanjay Bijalwan and other Civil Defence members were present on the occasion.

Congress ministers to meet party workers on Wednesdays

Ministers in the state government belonging to the Congress will meet grass-roots party workers in Dehradun every Wednesday beginning tomorrow, said vice-president of the Uttarakhand Congress Suryakant Dhasmana at a press conference here today.

Dhasmana said the Congress ministers in the state government, including Chief Minister Vijay Bahuguna, had been asked to spare time and meet party workers at the party headquarters. “Chief Minister Vijay Bahuguna will himself make a beginning and will be at the Congress headquarters in Dehradun from 5 pm to 6 pm tomorrow to meet the party workers,” he said.

He added Revenue Minister and state Congress president Yashpal Arya would meet party workers from 5 pm to 6 pm on September 12, Finance Minister Indira Hridyesh on September 19, Harak Singh Rawat on September 26, Pritam Singh on October 3, Surendra Singh Negi on October 10, Amrit Rawat on October 17 and Dinesh Agarwal would meet the party workers on October 24. All these ministers would be available at the party headquarters from 5 pm to 6 pm.

Dhasmana said this interaction programme was also aimed at apprising the ministers belonging to the Congress about the experiences of the party workers in the backdrop of the six months of the Vijay Bahuguna government.

He reminded the people that the Uttarakhand government, besides setting up a separate ministry for minority development had come up with an Urdu academy. He said the government was also working towards providing unemployment allowance to the unemployed of the state. “The Congress government in Uttarakhand is fulfilling all promises made in its election manifesto one by one,” he added.

Meanwhile, Dhasmana also appealed to the striking employees to keep faith in the state government and resume their duties. “The state government will protect the interests of all employees irrespective of their class and community,” he said.

Speaking at the valedictory function of the four-day workshop for “Empowerment of Science Communicators/Writers/Journalists” organised by the Lokhit Foundation with support from the Rashtriya Vigyan Prasar Sanchar Parishad (RVPSP) at Dev Sanskriti University here yesterday, Dr Dobhal hoped that the participants would go back home and disseminate user-friendly scientific knowledge among the masses through the media.

“Uttarakhand is a highly natural calamity-prone and ecologically sensitive region where life for the common man, especially women, is very tough. The media could spread awareness about simple and easy-to- understand use of scientific information and tools which the people could use to reduce drudgery and misery,” Dr Dobhal said.

Earlier, some of the 45 trainees participated in a lively Khula Manch where they presented the scripts of news items, articles, poems, cartoons and satire developed during the workshop.

Sandeep Kumar, Registrar, Dev Sanskriti University, while appreciating the efforts put in by the expert faculty in building the capacity of the participants, hoped more such workshops would be held in different parts of Uttarakhand. The university would also make efforts to promote science communication, he said.

The workshop concluded with the distribution of certificates among the participants.

Governor stresses checking water wastage

Uttarakhand Governor Aziz Qureshi today stressed the urgent need to stop wastage of water. “It is indeed unfortunate that even after 65 years of Independence our country faces a shortage of clean drinking water.

It is quite sad in a state like ours which is home to mighty rivers like the Ganga and the Yamuna that there is a shortage of potable water,” said the Governor while speaking at a programme held by the State Bank of India at Raj Bhavan today. The programme was organised to distribute water purifiers to schools and other educational institutions as part of its corporate social responsibility.

The Governor appreciated the initiative of the SBI and said it would inspire other organisations. He called upon the people to resolve not to waste water and thus help the government in its efforts to provide potable water.

The Governor was welcomed by Deputy General Manager, SBI, Diwakar Bhatt.

The SBI is distributing water purifiers to educational institutions through its 19,000 branches in the country.

The Governor honoured principals of schools present on the occasion and gave away gifts to students. Anusuya Banerjee, a social worker from the IIT, Roorkee, students and teachers of many schools and representatives from various branches of the SBI were present.

‘Pending revenue cases being disposed of expeditiously’

Chairman of the Uttarakhand Revenue Board Subhash Kumar has said that his regular instructions to the Regional Commissioners and the District Magistrates to hold review meetings and redress pending revenue cases have yielded results as the number of pending cases has considerably gone down between April and July.

He said there were 41 such cases that were pending for the past more than 15 years mainly in the courts of the Commissioner, Garhwal region, the Additional Commissioner, Garhwal region, and the Additional Commissioner, Kumaon region.

As many as 627 cases were pending since 9 to 15 years and 5,000 cases were pending since 3 to 9 years in different courts, he said.

Kumar said he had directed the Commissioners and the District Magistrates to redress all cases pending for more than 3 years, which is about 5,500, by all means, by December 31. They had been asked to resolve 11,000 cases pending since 3 years by December 31 , 2013.

He said he was personally reviewing pending cases every month and keeping track of the progress. During the annual entries, it would be taken into consideration that what was the status of pending cases in the particular court of bench officers.

In all, 40,000 revenue cases were pending as yet, he said.

Unverified LPG connections to be blocked: KMVN

LPG connections, which are not verified by October 20 this year, will be blocked by the gas agencies concerned and consumers without verification will not be issued gas cylinders anymore, Kumaon Mandal Vikas Nigam (KMVN) sources said.

“If any consumer does not have an Aadhar card, a PAN card, a ration card or receipts of electricity and telephone bills, he/she can verify his or her identity and other particulars for the LPG connection by an affidavit signed by any officer of the state government so that the black marketeering of the cooking gas could be stopped,” said Prakash Chandra, General Manager, LPG distribution in the KMVN.

Prakash said in the Kumaon region there were only 6,691 commercial LPG connections of the 5 lakh connections, but more people were using them for commercial purpose. This has created the shortage of supply in the region. “If the verification process is successful, the defaulters will be traced,” added the GM.

Prakash said his department was trying to issue a dress code for all LPG distributors in the region. “The proposal has been approved by the KMVN management and it will cost of Rs 9 lakh per annum,” he added.

Matra Sadan founder Swami Shivanand today held Haridwar District Magistrate Sachin Kurwe responsible for the death of Ganga activist Swami Nigamanand.

Speaking at the Matra Sadan ashram in Jagjeetpur, Shivanand alleged that Kurwe was the Dehradun District Magistrate when Nigamanand was first taken to Dehradun hospital and later shifted to Jolly Grant Hospital where he died of a poisonous injection.

“Everything was done on the behalf of the administration under suspicious circumstances,” he said. Shivanand is on a 30-day fast for saving the Kumbh Mela land. He is also demanding a fair probe into the Swami Nigamanand case being investigated by the CBI.
