Pithoragarh, August 29 The student union of Gangolihat Degree College came in support of anti-reservation employees and gave a call to boycott the class for a day. “The support of civil society and the Vyapar Mandal is also with us as members of these organisations sat with us on dharna,” said Kailash Punetha, organiser of the movement in Pithoragarh. In Berinag, the employees supporting the reservation in promotions in jobs held a procession in the town
and raised slogans in support of the reservation in promotions. “After the procession that ended at the office of the Sub-Divisional Magistrate, we handed over a memorandum, addressed to the President of India, citing our constitutional rights for the reservation,” said GR Tamta, national president of the Democratic Republic Employees Federation. In Champawat district, the agitation was led by JS Adhikari, an employee in the Education Department, and supported by various BJP groups like the ABVP, local organisation like the Gram Pradhan Sangathan against the quota. In Bageshwar, government employees supporting the reservation took “In the memorandum, we have conveyed to the President of India that if the policy of not giving reservation in promotions is adopted, then the government should also think of other ways to empower the social strata which had been neglected for thousands of years,” said Madan Chauhan, convener of the agitation. The employees opposing the reservation continued their dharna near tehsil under the leadership of Hem Tiwari and announced that the employees would take enmass leave on September 4 and hold a procession opposing the reservation in promotions and appeal to the government to honour the court orders.

Khanduri likely to be BJP candidate for Tehri bypoll
Dehradun, August 29 When the list was released yesterday party watchers were surprised to see the names of 10 candidates instead of three that is the usual practice. Party sources say with no unanimity emerging on finalising three names, the state leadership, fearing revolt, decided to go ahead with the 10-candidate list. However, with one faction in the BJP led by former Chief Minister BS Koshiyari favouring Khanduri, the latter may get the ticket from Tehri. Though Khanduri has been elusive on the issue of ticket and has left the decision to the party high command, his recent meetings with Munna Singh Chauhan, who is keen to rejoin the BJP, are aimed at building bridges with the leader who had left the party during his tenure as Chief Minister. “In case Khanduri is given the ticket from the Tehri parliamentary seat, he will personally benefit from Chauhan’s re-entry, who has a strong presence in the Jaunsar and Bawar areas falling in the constituency,” said a BJP leader. After Khanduri’s Dhumakot Assembly seat lost its relevance due to delimitation, he opted for Kotdwar in the 2012 elections. However, the decision proved disastrous. To that end a win in Tehri could restore the prestige of the BJP and also test Khanduri’s popularity. “The party is still upset about the loss of the Kotdwar Assembly seat that kept us out of power. Eco index sought to study impact of natural resources’ exploitation

“The Himalayan states are bearing the burden of providing for ever increasing demands of industrialisation and in turn their natural resources are depleting and rivers are getting polluted. But there is no system to calculate the exact loss incurred by these states. Unfortunately, the GDP does not measure the affect of rapid industrialisation on the environment and the natural resources. A gross environment index (GEI) will be able to fulfil that requirement,” said Dr Anil Joshi, patron of the Himalayan Environment Studies Conservation Organisation (HESCO), at a press conference here today. On September 9, which is observed as Himalayan Day under the stewardship of HESCO, several NGOs from hill states like Himachal Pradesh and Jammu and Kashmir would gather at Constitutional Club in New Delhi to mark the occasion. They would urge the government to find solutions to the burning problems facing the Himalayan states. Joshi said the two-day power cut due to grid failure should act as a warning for the country and the states to look for hybrid energy systems to meet their power needs. “A resource energy mapping of the country will be helpful in deploying hybrid energy systems,” he said. In Dehradun, the Forest Research Institute (FRI), the Wadia Institute of Himalayan Geology, the Wildlife Institute of India and several other institutes would take part in the event. |

Intl mountain biking expedition from Nov 23
Dehradun, August 29 The expedition named Mount Nanda Devi International Mountain Biking Expedition will have 130 participants from various countries, besides 20 national biking experts. Many bike racing competitions will be held during the event, which will cover 25 cities/villages. Bike rally experts from Spain will judge the competitions. The expedition will be held as per the guidelines of the International Moutnain Biking Association (UK). The idea of holding a biking expedition in the state was mooted by a Delhi-based company, Infinite Events, run by its director, Saroj Kumar Nayak, who has held similar events in Sikkim as consultant of the Tourism Department. Satish Khanduri, senior official of the GMVN, said: " Nayak visited mountainous locations in the state and proposed the project of holding an international biking expedition before the GMVN. Thereafter, a team of three experts, including me, took him to visit the breathtaking beautiful locations, from where Himalayan hill ranges can be seen clearer and nearer. Then we prepared a new plan encompassing the 25 such sites where the participants could also easily get accommodation to stay." Temporary tent accommodation will be provided at Ghansali, Jakholi and Chandpani, which otherwise had no arrangement for stay. Nayak said the event would give immense international exposure to state tourism. It would also encourage rural tourism where people living in the villages would participate in it by holding cultural programmes or selling local handicrafts or cooking local cuisines. The tourists and the biking equipments all had been arranged by Nayak. The GMVN will provide it's rest houses, food and transportation for the event. The modalities regarding the expenditure are being worked out. In the preliminary stages, the per head expenditure is expected to be around Rs 17,000 per person/per day. A team of rally judges from Spain and doctors will accompany the bikers along with cooks and helpers.

Cabinet meeting on Oct 2
Dehradun, August 29 He convened a meeting of officers at the Secretariat here today to discuss the matter pertaining to the proposed Cabinet meeting. He said proper arrangements for the stay of ministers and officers would be made. It was informed at the meeting that lodging and boarding arrangement for the stay of ministers had been made in 12 suites of the Garhwal Mandal Vikas Nigam guest house. Besides, arrangement had been made for two rooms in the PWD guest house, two rooms in the forest guest house, two rooms in soil conservation guest house, 20 rooms in Kaleshwar, 16 rooms in GMVN, Karanprayag, 3 rooms in forest guest house, 17 rooms at GMVN, Gouchar, 4 rooms in ITBP and 4 rooms in Border Roads Organisation (BRO) guest houses. The Chief Secretary also directed the officers to make arrangement of cordless mikes, waiting room and furniture, besides medical facility, connectivity and power supply. DGP Vijay Raghav Pant said the security forces would be deputed two days before the Cabinet meeting and police officers and jawans be deputed for the management of traffic, fire tenders and security. Arrangement for their lodging and boarding had been made at Bhuvneshwari Ashram, he said. Jal Sansthan to get Rs 5 crore for gratuity fund
Dehradun, August 29 A decision to this effect was taken at a meeting held to resolve matters between Peyjal and Finance Departments at the Secretariat here today. Chairing the meeting, Chief Minister Vijay Bahuguna said it was the priority of the state government to provide clean drinking water to its people. He asked Peyjal Nigam to ensure timely completion of its projects while maintaining the quality. Chief Minister Bahuguna, issuing directives to enhance the percentage to 15, asked the officers to improve the functioning of the corporation. Stating that there should not be any delay in pension payment, he said that Rs 25 crore would be made available in pension fund every year. Besides, the corporation would also be provided additional amount to assist in resolving the earlier pending pension dues. He said that an MoU would be signed between Peyjal Nigam and Finance Department under the improvement programme. Bahuguna said that it was necessary to set accountability of engineers and officers of Peyjal Nigam for its improvement. He stressed on redeployment of technical staff according to the workload and utilise management information system (MIS) in reporting and monitoring work in various corporation branches. He also laid emphasis on conducting re-training to field staff to enable them for multi-tasking. Bahuguna instructed the officers to ensure 100 per cent metering of water connection. Also present at the meeting were Finance Minister Indira Hridayesh, Peyjal Minister Mantri Prasad Naithani, Chief Secretary Alok Kumar Jain and other senior officers.

UNDP community development programme at FRI
Dehradun, August 29 This Satoyama initiative is a United National Development Programme's global effort being piloted in 10 countries across the globe. Uttarakhand state is the area chosen for the India initiative and is being executed by the Centre for Environment Education (CEE). The main objective of the programme is to highlight the multi-functional land use system in which agricultural and natural resource management techniques are used to optimise the benefits desired from local eco systems. The products obtained will help safeguard the community against poverty but without degrading the land, water and other resources. Addressing the meeting, VK Bahuguna, DG, Indian Council of Forestry Research and Education, emphasised the role of communities as being central to any sustainable practice in the region. He shared community-led initiatives as being essential to rebuild the harmonious relationship between humans and nature. Such programmes would contribute to slowing the escalating loss of biodiversity in India and globally, with dual impact of retaining and enhancing biodiversity found in human-influenced natural environments, and promoting sustainable use of natural resources. Ruchi Pant, Project Officer, UNDP, India, focused on examples of how UNDP had linked with the state government, and specifically the State Biodiversity Board, to enhance benefits to the community. The two-day consultation will lead to important learnings being exchanged between policy makers and civil society members that will contribute to developing a strategy to be taken forward through specific community-based initiatives over the next couple of years.

UKD (D) forms new working committee
Dehradun, August 29 The general secretary, secretary, joint secretary, members of the executive committee and decision-making body and the presidents of various district committees of the party have also been appointed. Addressing mediapersons today, party president BD Raturi said more appointments would be made to expand the party. He said the party had constituted a panel of top decision makers, including Diwakar Bhatt, to finalise the name of the party candidate for the Tehri byelection. Meanwhile, he lashed out at the government and said it must come clean on the issue of declaring Gairsain as the capital of the state.

The party appointed election officers today,” said Kedar Joshi, election officer for the Uttarakhand BJP. Dehradun, August 29 Panwar assured them that their demands would be considered by him. He said measures like simplification of the tax system were being taken. Champion urges CM to reward Unmukt
Dehradun, August 29 At a press conference here today, Champion said he had met the Chief Minister and urged him to honour Unmukt Chand with a cash award of Rs 11 lakh as a token of appreciation. Champion accused Sports Minister Dinesh Aggarwal of taking little interest in appreciating sportsperson from the state. "It is strange that the Sports Minister has not even spoken a word of appreciation for Unmukt Chand, who has made the entire Uttarakhand proud," he said. Champion said if the Chief Minister failed to honour Unmukt, he himself would be honouring him.
