BJP ready for debate if allotted coal blocks cancelled, says Vijay Goel
Dehradun, September 2 This was stated by BJP national general secretary Vijay Goel while addressing mediapersons during the party’s nationwide campaign against the alleged coal allotment scandal here today. Goel said cancellation of the allotment of 142 coal blocks and an impartial high-level inquiry into it, not by the CBI, would pave the way for allowing the smooth functioning of Parliament. He demanded that the entire allotment process be made public. However, he said the BJP had already started its nationwide campaign to take the issue of the “loot of the government exchequer during the UPA government” to the common man. On the Prime Minister’s reply to the BJP’s demand for his resignation that the latter would have to wait till the 2014 Lok Sabha elections, Goel said the people could force the government for a mid-term poll. He said in the 2G Spectrum scam, the base price quoted was only Rs 1,658 crore. However, after the Supreme Court intervention, the base price was revised to Rs 14,000 crore. He said the Central Government should respect the report of the Comptroller and Auditor General of India (CAG ) on the coal block allotment, where the government suffered a loss of Rs 1.86 lakh crore. He further said it was the UPA government that had passed a resolution in Parliament for the auctioning of the coal blocks but did not notify it. He alleged that the competitive bidding for the coal blocks was stopped on the frivolous basis that the state governments had objected to it. “It was a gross corruption and a lack of leadership on the part of Prime Minister Manmohan Singh who looked after the coal portfolio from 2004 to 2009, “ he said. On a similar allotment during the National Democratic Alliance (NDA) government, Goal said between 1993 and 2004, only 38 blocks were allotted while 142 blocks were allotted from 2008 till 2012. Accusing Union Food Processing Minister Subodh Kant Sahai of complicity in the matter, he showed a letter written by him on February 5, 2008, to the Prime Minister’s Office requesting for the allotment of a coal block to his “favourite” company. He said on February 6, 2008, the Prime Minister’s Office wrote back to the Union Coal Secretary to allot two coal blocks to the company and on February 7, 2008, the screening committee also met to finalise the allotment. He demanded that 1,400 applications for the allotment of the coal blocks be made public. “The Union Government is pleading that no coal has been taken out despite allotments. Then why it is shying of cancelling the allotments,” he argued. Goel, along with senior state party leaders, addressed a well-attended meeting of party workers in the city to kick start the BJP campaign against corruption. Former state Chief Ministers BC Khanduri and Ramesh Pokhriyal Nishank, Leader of the Opposition Ajay Bhatt and other state party leaders addressed the workers. |

Haridwar, September 2 Jaideep Arya, in charge of the Bharat Swabhiman Trust, has written a letter to President Pranab Mukherjee, Uttarakhand Director General of Police Raghav Pant and Senior Superintendent of Haridwar Police Arun Mohan Joshi in
this regard. Arya stated that posing as media personnel, intelligence wing sleuths first entered various establishments and then lure workers to their side. They
were also warned of dire consequences in case factory employees didn't follow them. "These sleuths are trying to contaminate the herbal and ayurvedic products being manufactured in these factories so that raid can be conducted to defame Yog Guru Swami Ramdev", alleged Arya. Arya said two suspected officers in a red beacon SUV had arrived on the Divya Yog Mandir trust premises in Kankhal and lured employees into contaminating the medicines being made at the outlet. Arya said they even offered money and when employees opposed their move, they warned them of raids by the Food Supplies Department and the
Vigilance. Meanwhile, Acharya Balkrishan has termed this episode as degrading tactics by the Congress-led Central Government. He said the Congress wanted to defame the yog guru and his establishments. "They may use unlawful tactics but our anti-black money campaign is a drive on principles of Satyagraha and facts only. The Congress is already fearful of the mass support Swami Ramdev got in New Delhi last month. So it's no surprise that earlier they targeted me, later Swami Ramdev and now factory employees are being lured and harassed," said Balkrishan.

Dehradun, September 2 Director of Infinite Events, a Delhi-based company, Saroj Kumar Nayak, is organising the event with 120 international participants and experts to judge is distraught over the unresponsive and painfully sluggish pace of work at Garhwal Mandal Vikas Nigam (GMVN), tourism wing, of the state. He has threatened to pull all the stops and collaborate with private partners instead of the GMVN for the event. He said, “Since February, the GMVN has not been able to provide me with a budget to arrange for accommodation, food and transportation of players and helpers. The date of event is drawing closer but
the authority seems nonchalant.” Ironically, Managing Director, GMVN, Dr Pankay Kumar Pandey, had no inkling about the work being done on the project by his junior staff. He was not even aware of the date of the start and the conclusion of the event. He passed the buck to Nayak saying that he (Nayak) must inform him with regard to number of participants, date of launch or closure, the places to be visited, food preferences etc. The fact is, GMVN official, Satish Khanduri, in charge of the project, had already prepared the detail and was waiting for expenditure related details from the account’s section. It was shocking to see that the MD was unaware of the development of such an important event, which is now on the verge of cancellation due to lack of proper communication and subsequent action. Pandey also blamed Nayak for not meeting
him in person to apprise him of his grievances or requirements. Nayak said, “I have wasted a lot of time and money in travelling to various locations twice at the behest of Tourism officials in the previous government for the same project. The department officials have been sleeping over the matter for the past eight months and have not been not providing me with a budget for the event.” He said he had already organised biking expedition in Sikkim and recently signed an MoU with the Madhya Pradesh government whom he called ‘proactive’. . Tired of uncooperative ways of the GMVN officials, he said he wished to join hands with private partners but preferred the government wing for safety during accidents on the way and ‘assurance’ to international clientele. Nayak also stressed that he was not only giving international exposure to the state but was also spreading awareness about biking as an important adventure activity. He said the state tourism would immensely benefit from the activity during monsoon when rest of the big vehicles get stranded
due to landslides and blocked roads. Not ready to take the threat lightly, Pandey dared Nayak to hold the event on his own, saying that it was not a cakewalk to take permissions from the Forest Department or district administration for holding such an event. He said Nayak could do so only because the Tourism Department
was involved in it. He, however, said he would ensure to expedite the budget and work out all obstacles for the event from his front.

While talking to The Tribune, she said mass usage of mixture of Hindi and English was harming Hindi and the literature of the language. Having done more than 50 foreign visits in connection with the spread of Hindi, Dr Jogesh pointed out that in foreign countries, Hindi was fast gaining popularity. Citing her three-year stint from 1991 in Russia, where people are keen to learn Hindi, she said, “We often think that there’s a political relation between India and Russia. But Russians, in substantial numbers, learn Hindi. Good number of students seek enrolment in Hindi workshops in Russian universities,” said Dr
Jogesh. She said one of the reasons why younger generation was getting deflected from moral values was distancing from Hindi. Youngsters were getting addicted to Mtv-Facebook culture which was diverting them from our culture, she said. Proficient in German, Russian, French, Bengali and English besides Hindi, Dr Kaur said foreigners had inclination towards Hindi. “Everywhere in Europe, Asia and America, Hindi is recognised and given importance. It is amazing to hear a Russian, Spanish or Japanese interpretation of works of Hindi writers like Jai Shankar
Prasad, Sumitra Nandan Pant, Dr Harivansh Rai Bachchan and Prem Chand,” said Dr
Jogesh. She appreciated for the people of Uttarakhand where Hindi and Sanskrit were highly spoken. She also said dialects of the state like Garhwali and Kumaoni are very similar to Hindi. |

Roorkee-Deoband rail line project hangs fire
Haridwar, September 2 This broad gauge railway project is of 43km in length with 11.35 km falling in
Uttarakhand, rest being in neighbouring Uttar Pradesh. For this track, 45 acres of land has to be acquired in
Uttarakhand. Quite aggrieved over the slow process, Haridwar parliamentarian Harish Rawat has written a letter to Uttarakhand Chief Minister Vijay Bahuguna in this
regard. Rawat has urged Bahuguna to look into this project, which will lessen the distance between Uttarakhand and Delhi. Referring to a dispute over the land acquisition rates between the Railway Department and the Uttarakhand Government, the parliamentarian said public wanted work in reality not on papers. Both Uttarakhand Government and Railway Department had agreed to fund the project in 50:50 ratio for this project. Spokesperson for the Haridwar parliamentarian Shrigopal Narsan said in this regard, a letter has been sent to the Uttarakhand CM and also to Railway Managing Director Vijay Kumar
Gupta. Narsan added that the rates for the land to be acquired from farmers and local people should be given as per the rates given by GAIL while laying a gas pipeline. Vijay Kumar Gupta cited the agitation by local farmers of more than six villages whose land had been earmarked by the Railway Department for this project as another cause of delay in project. The affected villagers have formed a forum named ‘Kissan Sangarsh
Samiti’, which is taking forward this issue, demanding adequate compensation for land. |

TPS Rawat trains guns on Cong, BJP
Musssoorie, September 2 Rawat further said the Congress government should consult the people before selling the various industrial units. He said if the sale of the state industrial units was not stopped immediately, the people would become slaves and situation could worsen like in the Northeast states. He further said the disaster had become an annual phenomenon in the state but both BJP and Congress had failed to formulate any effective policy to provide relief to the affected people so far. He alleged that both national parties were trying to divide the regional forces and appealed to all regional parties to unite under one banner and fight the national parties with renewed
vigour. He also said efforts were on to unite the regional forces and in 2014 Lok Sabha elections, the regional parties would fight under one united
banner. Rawat informed the media that his party would contest the Tehri Lok Sabha byelection with full strength and try to defeat the national parties. Rawat said he would travel from one village to another in the coming byelections and raise the issues of unemployment, migration and price rise vociferously. The Uttrakhand Raksha Morcha candidate from Tehri Lok Sabha Kunwar Japendar Singh speaking on the occasion said the BJP and the Congress had been misleading the people of the state and dividing them in the name of hills and plains to gain power. He further said the time had come for the regional forces to unite and work towards fulfilling the dreams and aspirations of the martyrs who had laid down their lives for the separate

Update details of hardened criminals, DIG to cops
Dehradun September 2 He said such documentation, known as crime dossier, must be mailed to his office in the next 15 days, which would then be compiled into a booklet form and sent to all police stations to help them in cracking crime cases. Gunjiyal said maintaining dossier of the hardened criminals had been a practice with the state police for years which came handy during police interrogation whenever such criminals or their accomplice were arrested by the police. The dossier contains details of the criminals with regard to their education, state of income, hiding places, current and permanent addresses, manners of committing crime, their family background, the similar details of co-accused and their relatives or patrons. He said it was important to keep such information safe in order to be able to control the crime incidents and solve the cases. But he expressed dismay that this information was not being updated by the police station or circle office these days. He said the police
did not have required information about the professional criminals which proved handicap in solving any criminal
case quickly, which was worrisome. He said the police must collect more information from such criminals by using scientific methods and update themselves. The copies of booklet would also be given
to other districts as well, which would be beneficial to keep a track on the activities of
such criminals in the entire state.

Janmanch accuses govt of giving jobs to outsiders
Dehradun, September 2 The Janmanch also released its policy document that referred to growing resentment among the hill population of the state about "discriminatory" policies of the successive state governments. Addressing a press conference here today, general secretary of the Janmanch Rajan Todariya said a large number of people from Uttar Pradesh and Bihar were coming to Uttarakhand. "Going by the number of outsiders settling in Uttarakhand, the natives of the state will become a minority by 2031," he said. He said outsiders were being appointed on class III and class IV posts in government departments, which was a matter of an urgent concern. Todariya said the Janmanch would oppose such appointments and prevent these outsiders from joining their duties.

UJVNL officials protest against Uttarkashi DM
Dehradun, September 2 The District Magistrate took an action after a support to the bridge, which had collapsed in the Uttarkashi disaster, crumbled under the pressure of people and killed one person and injured three others. The bridge was constructed under the supervision of Deputy General Manager, UJVNL, Ajay Patel and Executive Engineer KL Mittal. The officials have got bail and are now working as usual but the FIR
against them has not been withdrawn by the District Magistrate despite the pressure mounted by UJVNL officials. Member of the association Manish Ingley contended that it was primarily the job of the PWD to construct the support to the bridge but UJVNL officials took over the task at the behest of the District Magistrate. Since the temporary structure was not meant for heavy traffic, it came down when large number of people used it.
