High Court orders police to submit status report

Reprimanding the city police in yet another case, the Punjab and Haryana High Court has directed it to file the status report in connection with the case of a minor girl, who was allegedly kidnapped about two years ago.

Jalandhar, July 28
The clash between two groups of residents over the post of the head of a religious place in Nurpur village cost the life of a middle-aged man.

The victim, who was brutally beaten up by a number of persons last night, succumbed to his injuries at a hospital early this morning.

The deceased was identified as Samasudhin Saif Ali, aka Shambu, a Punjabi Bagh resident here.

As per sources, the row over the president’s post has been on for the past several months and many times the two groups have indulge in verbal scuffles over the issue.

On Friday night, some assailants grabbed the chance as the victim was alone at the place.

Before the clash, the two groups had already exchanged heated arguments in the evening, Sulakhan Singh, investigating officer, said. Last evening, when the victim switched on a submersible motor pump to fill a water tank, the motor could not deliver water, as voltage was low.

Noticing this, a member of another group protested his (victim’s) move, claiming that low voltage could have burnt the submersible motor. Meanwhile, with the intervention of nearby residents, the issue was not allowed to precipitate further.

At 10.30 pm on Friday night, a number of members of the group again reached the religious place and brutally thrashed the victim while he was alone at the place and was offering prayer, the police said. The victim was later taken to a nearby hospital, and was even discharged after giving the required medical treatment.

In the wee hours, the victim’s health again started deteriorating and he was taken to the private hospital, where doctors referred him to the local Civil Hospital, police sources said. However, the victim succumbed to his injuries while on way to the hospital. The police revealed that on the statement of the victim’s kin, six accused, along with some unknown persons, had been booked under Section 302 of the IPC.

The accused have been identified as Mohammad Guljar, Mohammad Taslim, Mohammad, Shaheed, Mohammad Saffi, Mohammad Naseem, Mohammad Asif and some unknown persons. The accused are at large.

Sources said the victim’s kin did not allow the police to conduct postmortem examination of the deceased, citing personal reasons.

3 killed in road accidents

A police constable was among the three persons killed in different road accidents here.

In the first mishap on the Jalandhar-Phagwara highway this morning, two bike-borne youths were hit by a speeding truck from the rear side, killing one of them and leaving another seriously injured.

The deceased was identified as Jasvir Singh, aka Sheeli, son of Sodhi, a resident of Kotli Than village, while the injured was identified as Harpreet, a resident of Mohalla Than Singh here.

The truck driver fled from the scene immediately after the accident. The police said a case of negligent driving was registered against the truck driver.

In another hit-and-run case in which an Alawalpur village-based person, Vijay Kumar Sethi (43), had sustained serious injuries, the victim breathed his last in a hospital last night.

The mishap had occurred on Thursday night, when the victim, along with a relative, was riding to his home on a scooter. He was hit by an unidentified vehicle.

In the third accident, a police constable, who had a head-on-collision with a bike a few days ago, succumbed to his injuries at a hospital last night. The deceased was identified as Tarsem Singh (41). He was a constable in the Punjab Armed Police (PAP).

The accident had occurred on July 20 night when the victim was riding to his home on a scooter. He had a collision with another bike. He sustained serious head injuries and was then rushed to the local Civil Hospital. When his health deteriorated, he was referred to Jalandhar, where he breathed his last.

Increasing crime worries city residents

Frequent theft, snatching, robbery incidents and other petty crimes have not only upset city residents but also made them lose their trust in the police here.

Left with no other alternative, the affected residents have been forced to take law in their own hands.

Two robbers, Manoj and Sandeep, who were caught red handed by the public while they were committing a robbery at a house in New Rattan Nagar Area, leaving house-owner Swarn Das and his son Raj Kumar critically injured, had to face the music.

The public mercilessly beat up the duo, leading to Sandeep’s death, while his accomplice Manoj sustained serious head injuries.

This is not the first incident where the public resorted to beating accused to death, but the trend has picked up in the last over two years.

Sanjeev Sharma, president A4C, an NGO, is of the view that the police has lost its image in the public, following which people are forced to take law in their hands. He, however, opined that the delay in police investigations and reluctant attitude of the cops has further spoiled their public image.

Additional Deputy Commissioner of Police (Crime) Naresh Sharma denied that the police had lost its image in the public. He, however, said that illiterate and less-educated people had been indulging in this illegal practice. They had been taking law in their own hands.

The practice would get stopped when criminal cases get registered against the people who take law in their own hands instead of informing and handing over the accused to the police, said Sharma.

Additional Deputy Commissioner of Police (Crime) Naresh Sharma said the illiterate and less-educated people had been indulging in the illegal practice of beating up the accused. The practice would get stopped when criminal cases get registered against the people who take law in their own hands instead of informing and handing over the accused to the police

High Court orders police to submit status report

Reprimanding the city police in yet another case, the Punjab and Haryana High Court has directed it to file the status report in connection with the case of a minor girl, who was allegedly kidnapped about two years ago.

Hearing the petition filed by the minor girl’s father Manmohan Narang, Justice RC Gupta of the high court directed the city police to file the status report in this case by the next date of hearing fixed for September 17.

The petitioner’s advocate Bhupender Singh Saroha stated that ADCP City I RK Sharma was present in the court on behalf of the city police during the hearing of the case on July 19.

Meanwhile, Manmohan Narang alleged while talking to The Tribune that the city police had failed to find out his 13-year-old daughter despite an FIR having been lodged under Sections 363 and 366 of the IPC at the police station concerned on August 12, 2010.

The girl’s father further alleged that some local politicians had been shielding the accused since the registration of the FIR.

Narang said, “He had submitted a complaint against Meeta and Aatish, but the police registered the FIR of kidnapping only against Meeta.”

The girl’s father said three boys Deepak, Neeraj and Meeta had earlier raped his daughter and the FIR under Section 376 of the IPC was registered against them at the Basti Bawa Khel police station on July 28, 2010.

Narang said “The police caught two accused Deepak and Neeraj after the registration of the FIR of rape. Subsequently, two local politicians came to his house and put pressure on him for compromise. When he did not succumb to their pressure, his daughter was kidnapped within a few days on August 8, 2010.”

Defying rules, junior appointed nursing body registrar

Flouting rules set by the Indian Nursing Council (INC), a junior-most tutor has been appointed the registrar of the Punjab Nursing Registration Council (PNRC) reportedly at the behest of the state Medical Education and Research Minister Bhagat Chunni Lal.

A tutor at Amritsar-based Sri Guru Teg Bahadur College of Nursing, Surjit Kaur has been elevated as the PNRC registrar, ignoring principles of various nursing schools, colleges and multi-purpose ANM schools located in various parts of the state.

According to the INC rules, the PNRC registrar should have at least eight years’ administrative experience as principal of any nursing institution, but Surjit Kaur has just three years’ experience as teacher, as she joined nursing college in 2009.

The PNRC looks after the important work of conducting examinations at nearly 200 BSc nursing, general nursing and multi-purpose health workers’ schools and colleges situated in various parts of the state and providing registration to new nursing institutions.

Further, Surjit Kaur was appointed on Thursday as PNRC registrar after shifting Kanta Devi from this post to Patiala as principal of College of Nursing at Rajendra Hospital. A day after the transfer orders, Surjit Kaur joined as registrar on Friday.

Resenting the appointment of the junior-most teacher as PNRC registrar after shifting Kanta Devi for paving the way for Surjit Kaur, the president of Punjab Nursing Teachers Association Saroj Bala demanded that the transfer orders should be reverted at the earliest.

Saroj Bala said she had already brought the entire matter to the notice of Chief Parliamentary Secreatary (CPS) of medical education and research department Mohinder Kaur Josh and she had assured them of providing justice.

Interestingly, Kanta Devi is going to retire within

next eight months and generally no officer is shifted during the last two years’ of his or her service, Saroj Bala added.

Meanwhile, the sources said Bhagat Chunni Lal had elevated Surjit Kaur, defying rules at the recommendations of an MLA.

While Bhagat Chunni Lal could not be contacted despite repeated attempts, Anjali Bhawara, administrative secretary, medical education and research, merely said “The file concerned is under submission.”

Outgoing Mayor in overdrive

Outgoing Mayor Rakesh Rathour seems to be in a hurry of getting maximum works started in his tenure which is to end on September 9.

While he zealously got started the Rs 30 crore work for developing a 3G aquarium at Nehru Garden on July 25, he is also planning to start the construction work at Burlton Park by August first week.

The opening of tenders for the pending Rs 3.25-crore Company Bagh renovation project too is scheduled for August 4.

Rathour said the work for constructing a world-class cricket stadium would begin in the coming days. “We will be shifting the present cricket stadium towards the DAVIET side”, he said.

Asked if the starting of project could get hampered because of an ongoing court case filed by the Save Burlton Park Association, he said the dispute is over cutting of trees. “As for now, we will work only in the area which is devoid of any plantation”, he pointed out.

Regarding Company Bagh, the Mayor said re-tendering had been done and bids had been invited. “If the tenders get approved, the work for renovation of park will complete in next 18 months. Thereafter, there will be no free entry and visitors would have to pay some price for using the park”, he pointed out.

Other plan

The outgoing Mayor is also planning to start the construction work on cricket stadium at Burlton Park by August first week.

Better people-to-people contact may improve relations between India and Pakistan, said former chairman of Punjab and Haryana Bar Council Navtej Singh Toor, who recently took part in a special conference on ‘Indo-Pak Relations in the Present Context’ in Lahore.

Talking to Jalandhar Tribune, advocate Toor suggested governments In India and Pakistan to soften visas rules to promote ties. He was part of a 15-member delegation of the Punjab and Haryana Bar Council, which was led by Additional Solicitor General of Union Government at Chandigarh Anmol Rattan Sidhu. The delegation visited Pakistan in April on the invitation of Bar Council of Punjab, Lahore, to attend the special conference.

The delegation members also met Indian prisoner Sarabjit Singh lodged in Kot Lakhpat jail in Lahore. Their meeting with the Indian prisoner lodged in a Pakistani prison for the last 22 years had been specially arranged at the behest of Interior Pakistani Minister Rehman Malik, he said.

Toor said Sarabjit looked dejected when they met him in the Pakistani prison on April 28.

Advocate Toor said the delegation had submitted a special request to Rehman Malik during their meeting with him in Islamabad.

Ashmit Patel is ready to venture into the Punjabi cinema with the film ‘Dil Sadda Luteya Gaya’.

“I have started taking Punjabi classes so that I could be fluent with the dialogues,” claimed the actor while interacting with mediapersons here on Friday. He will play a college going boy in the movie. He has shed almost 5kg to look like a student.

Directed by Manoj Punj, the movie has Jividha Astha and Jonitha Doda as female leads.

Ashmit said, “I am very excited about my debut in Punjabi cinema and my expectation is high from the Punjab film industry.”

Punj said the movie is a complete family drama with high voltage comedy.

Shooting of the movie will be held in Khanna, Patiala, Kullu and Manali. The movie has songs by Lember Hussainpuri, Sunidhi Chouhan, Mika, Master Salim. It is likely to be released in January 2013.

Four hurt in clashes

29 hurt in mishaps

Twenty five pilgrims sustained serious injuries when a Tata-407 vehicle in which they were traveling met with an accident near Rawalpindi village on Phagwara-Hoshiarpur Road late last night. All the injured were admitted to the Civil Hospital. The injured pilgrims were on their way to Dera Baba Bhadhbhag Singh. Four persons, including a minor girl, were injured in different road mishaps in the town on Friday night.
