Relocation of Ferozepur Central Jail
Farmers not ready to give their land
Anirudh Gupta

Ferozepur, June 2
The ambitious project to relocate the historic Central Jail on the outskirts of the town has apparently hit a roadblock as farmers are now opposing the acquisition of agricultural land required for the construction of a new modern jail at Khai Pheme Ke village, around 20 km from district headquarters. Earlier, Chief Minister Parkash Singh Badal had given his consent for the construction of new jail here following which even a high-level team comprising Principal Secretary (Home) AR Talwar and senior officials from the jail department had visited the site.

When contacted, Deputy Commissioner S Karuna Raju said some farmers had met him demanding that the jail should not be constructed at the selected site in Khai Pheme Ke village. The DC said he would hold a meeting with the farmers to understand their point of view, adding that the matter would be resolved amicably. The DC further said the Gram Panchayat had already passed a resolution to transfer over 44 acres of the village common land (shamlat land) for the construction of the jail, so there was no reason for anyone to oppose its construction now. "However, as far as the acquisition of private land for the project was concerned, we will take all the steps as per the law," he added.

According to information available, apart from the huge chunk of 44 acres of the village common land, the state government may require an additional 10 to 15 acres of private agricultural land near this site so that a bigger jail could be constructed, keeping in view the future requirements. At present, around 1,973 prisoners have been lodged in the existing jail against the capacity of 1,136. Due to this, the jail authorities are facing several boarding and lodging issues.

The Deputy Commissioner said at the moment, the layout plan and the conceptual drawings were being finalised, adding that any decision on the acquisition of land would be taken only after the plan was finalised.

Meanwhile, members of the Bharati Kisan Union (Krantikari) held a meeting at Khai Pheme Ke village, which was led by union secretary Gurmeet Singh Mahima. Sukhdev Singh, Sukha Singh and Malook Singh said they would not allow the government to acquire their fertile agricultural land for the construction of a modern jail at this site.

Mahima said the state government wanted to earn quick bucks by commercially exploiting the land on which the existing jail complex was located. He said instead of constructing the jail at the new site, the government should utilise hundreds of acres of land lying vacant near Ghal Khurd village, which belongs to the provincial government only.
