Jammu, May 3 The people of the area had held demonstrations against it. The issue became a heated topic when the government asked them to sign an agreement for no curtailment of electricity in the township if they pay for it. The migrants living in Jagati though hailed the step by the government to construct this township for the Kashmiri migrants, who have been staying in different camps in Jammu, they alleged that the state government was not serious towards the betterment of people living here. Power cuts sometimes stretch up to 18 hours in a day. Sham Lal Pandita, who has shifted here from the Muthi migrant camp, said: “We do not understand what the issues of the government are. Instead of providing us permanent settlement somewhere, it is charging us for the facilities that they are providing us under the relief package. The government gave us a better place to live and now they want us to pay for each small thing they are providing us. We cannot afford it.” The people of Jagti claim that they cannot sign any agreement as the government has not yet given them any allotment letters for their respective flats like other migrants were given for the one-room tenements in the different migrant camps in Jammu. “If today the government is forcing us to sign the agreement for electricity, then tomorrow it can force us to pay rent of the quarters too. The migrants do not have any allotment letters for the quarters here while those living in the Muthi, Mishriwala or Purkhoo migrant camps have the same,” added Pandita. Shehnaz Goni, Chief Engineer, PDD, said: “We have no issues with the people there. We are just concerned about the electricity bills and it is up to the relief commissioner how he will manage all
the things. But, we need the reimbursement of the electricity that we have been supplying to the township”. |

Drunk youth bludgeons his father to death
Jammu, May 3 The accused, identified as Rakesh Kumar (20), alias Sonu, was arrested from a school in the area this morning. The victim was identified as Yash Paul Kumar (60) who succumbed to his injuries at the Government Medical College and Hospital (GMCH), Jammu, this morning. The police said both the father and the son had strained relations and used to exchange heated arguments over small issues. “At around 11 pm last night, the accused, who was in an inebriated condition, exchanged heated arguments with his father and later hit him with an iron rod several times,” the police said, adding that the youth managed to escape from the spot. The police handed over the body of the victim to his family after conducting autopsy. |

Varsity professors occupy multiple posts
Jammu, May 3 Sources told The Tribune that senior professors were calling the shots as they had been holding more than one prized position since long, notwithstanding it was badly affecting the normal functioning of the varsity, besides subjecting students from far-off places to several hardships. Citing instances, sources said hat Professor Desh Bandhu Gupta has been occupying four three key positions in the university. “He has recently been given the charge of Director of Directorate Distance Education (DDE), besides the key positions of Director, Colleges Development Council and Dean, Business Studies. He also a member of the University Syndicate,” sources asserted. Similarly, another senior professor, Dr Manoj K Dhar has been serving as Controller of Examination. Dhar is also holding the charge of Director, School of Biotechnology, which comprises three wings, bio-chemistry, microbiology and bio-technology. Besides, he is the chairman, Advisory Committee, Health Centre. Another senior professor, Lokesh Verma has been given the charge of Provost Boys Hostel, besides the key posts of Dean of Education, Director, Udhampur Campus, and Head of the Education Department. Professor Ashok Aima, who is the dean of faculties, has been holding key positions like Chief Coordinator, All Campuses, and Rector, Kathua campus. Dr Daud Iqbal Baba, who was simply appointed as Coordinator, is at present holding the position of Project Coordinator, Kishtwar Campus, and Coordinator, all campuses. “We fail to understand that how a person occupying more than one post delivers justice with the administration as well as the students,” sources said while questioning the rationale behind such move. A student from Samba district complained, “We waited for the director for at least two hours at the Directorate of Distance Education (DDE) but he didn’t turn up at his office. His private secretary told us that he (Director) was busy in some other official engagement. Is it possible for a person to justify with the students if he holds three or four positions?” Similarly, the existing arrangement is adversely affecting the administrative as well as routine functioning on the campus where the students are being subjected to numerous hardships. Vikas Sharma, national secular forum (NSF) leader and university student, said, “The need of the hour is to decentralise powers. It is highly condemnable that some professors have been given prized positions at the cost of normal functioning of the university. We appeal the Vice-Chancellor to take cognisance of it and initiate measures to streamline the functioning.” Mahesh Koul, president Sangarsh, an organisation of students and scholars, said, “The varsity should delegate powers. Professor should not be over-burdened with administrative work as it affects research output of the university. It doesn’t allow the professor to give quality time in research. There should be new appointments so that burden is lessened on the professors’ shoulders.” The Registrar, Jammu University, Professor Naresh Padha, didn’t respond to repeated phone calls by this reporter. |

9 SHOs shifted in Jammu
Jammu, May 3 The official spokesperson said Inspector Satvinder Singh had been transferred from the District Police Lines (DPL), Jammu, and posted as SHO of the Janipur police station. Inspector Sagar Singh was had been transferred from the DPL to the Nowabad police station as SHO. Inspector Ajay Bhat has been shifted to the DPL, Jammu. Inspector Yashbir Singh, who was serving as SHO, Bagh-e-Bahu Police Station, has been shifted to the Jhajjar Kotli police station. Inspector Naresh Kumar has been transferred from the DPL, Jammu, and posted as the SHO the Bagh-e-Bahu police station. Similarly, Inspector Neeraj Bhagat has been shifted from the DPL, Jammu, and posted as SHO of the Khour police station. Inspector Paramjeet Singh, who was served as SHO of the RS Pura police station, has been shifted to the Gharota police station. Rajouri, May 3 Makhan Lal, Chief Education Officer, said, “The matter pertaining to the shortage of the Class IX Urdu book will be taken up with the board.” He expressed concern over the dearth of Sarva Shiksha Abhiyan (SSA) “free supply” books in the state. This year, the NCERT and the JKBOSE have failed to provide social studies books in Hindi and Urdu causing inconvenience to students. A Class VI student said, “We are not able to understand social studies in English medium as we were taught the subject in Hindi before.” Another student of Class VIII said, “The board is not providing us quality books. The pages are of bad quality and the binding is also not up to the mark.” On shortage of teachers, Makhan Lal said: “As many as 912 posts of teacher are vacant in Rajouri district. |

Sanitary staff exposed to health hazards
Jammu, May 3 Bhushan Parimoo, president, Environment Awareness Forum, said: “It is really unfortunate that even after the six decades of Independence, a section of society is forced to work at the risk of health. The scavengers have been pushed to work with naked hands and without the requisite safety gear. This is sheer exploitation and like taking undue advantage of their ignorance”. He said such issues underlined the negative approach of society and the apathy of the authorities concerned. “They have been taking care of our health and hygiene and lending a major support in keeping the environment neat and clean. This is disgusting that no body is bothered to make them aware of harm of exposure to poisonous waste,” he added. Dr Bias Dev, Lecturer, Government Medical College, Jammu, said it was shocking that despite accessibility to technology such practices were on in the winter capital of the state. He said, “This is pathetic and humiliating too when we have the adequate safety gear available, still a section of society is being exposed to such risky jobs. We are not actually concerned about their health needs as they are invariably poor”. “Most regrettably, they have been working in an unorganised sector, thus devoid of other mandatory benefits. They are not even aware of the health risks, which they have been exposed to,” he added. Sources in the Jammu Municipal Corporation said contractors were supposed to provide safety kits to the sanitary workers. Over 1,200 workers have been engaged in sanitation work in 71 wards of Jammu and they work under the supervision of contractors. Contractors are supposed to procure safety gear, including gum gloves, masks, helmets, etc, and they should also ensure that the dress code is being followed by the workers, sources said. Dr Vinod Shrama, Health Officer, JMC, said: “Since I joined the post, I have been asking the non-government organisations and contractors concerned to procure safety kits for the workers. Sincere and sustained efforts are needed to implement things at the ground level. We have also got reports that in some cases workers also avoid wearing the safety gear, that may be due to a lack of awareness”. Voter identity cards full of mistakes
Rajouri, May 3 Card seekers are running from pillar to post. The irony is that some of those who have got their ID cards are forced to make rounds of the office of the authority as these are full of mistakes, thanks to carelessness shown by booth-level officers (BLOs) while collecting the required data. A large number of voters in Rajouri are yet to receive their voter ID cards. Amit Sharma, a local resident, had applied for the card two years ago. He was disappointed to find that the date of birth and the photo printed on his voter identity card are those of his sister. “This card is of no use to me because of the wrong information about the date of birth and my sister’s photograph printed on it”. Ironically, his wife Diple Sharma has been mentioned as Dimple Gupta on the voter list. Baldev Sharma, who had applied for the voter ID card four years ago, received the same but not without mistakes. Some spellings and date of birth on the card are wrong. He was born in 1965 but the voter identity card mentions it as 1972. Similarly, the voter cards of his wife and children have mistakes in the date of birth. Senior BJP leader Kuldeed Raj Gupta has has warned the authorities that they should stop harassing people or the public would take to streets to protect their rights. Tilk Raj Khajuria, Tehsildar, Rajouri, said, “Process of carrying out corrections and the final drafting of voter identity cards will be completed till May 16.” He added, “I have received 20,000 new voter ID cards, which are to be distributed in my constituency soon”. |

Kargil Students fight for hostel
Jammu, May 3 Shakeel Ahmad, President of Kargil Student Association, blamed the autonomous body for the delay in giving the boys’ hostel to the association. Expressing concern over the welfare of students, Shakeel stated, “We were told that the hostels would be ready for occupation by March, later it was extended up till 20th April but no action has been intimidated so far. The students who were expecting occupancy in the hostels have vacated their rented accommodation but the situation is precarious since they cannot yet move into the hostels.” Majority of the students belong to lower middle class families and cannot afford the expensive rents in the city. In such situations, the students expect the autonomous body to help them overcome the challenges. The students raised the issue of expensive taxi fares to commute between Kargil and Jammu. They are demanding that the rates should be subsidised and a check should be imposed on all cab fares. Mohamad Ali, a research scholar at Jammu University and member of the council, pointed out that if the authorities concerned do not take note of their demands at the earliest, they will not only carry on with the protest but may take over the Kargil house to protest against the apathy shown towards the students from the far flung regions of Kargil and Ladakh. |

BJP to organise interactive meets for workers
Katra, May 3 "We urge the party leadership to conduct interactive meets and orientation-cum-training workshops at district and mandal levels so that the workers can be educated about party's ideology and future goals in the state," said Ashok Kaul, BJP State General Secretary (Organisation), who recently took over the post. Kaul, who was on a two-day trip to Reasi, was accompanied by BJP State Chief Spokesperson & National Executive Member Dr Jitendra Singh. Soon after his arrival at Reasi town, Ashok Koul was welcomed by party activists. He interacted with office bearers and members of four mandals - Reasi, Arnas, Gool and Katra. While sharing his vision with party activists, Kaul urged upon to conduct interactive meets at district and mandal levels. He also interacted with Yuva Morcha and Mahila Morcha in the district. Dr Jitendra Singh briefed Ashok Kaul about the status of party rating in each of the 13 wards of two Municipal Committees of Reasi and Katra in view of the forthcoming Urban body elections. District President Krishan Dev Singh provided details of the discrepancies and errors in the voter lists. Kaul said the issue would be taken up with election authorities and party had already demanded extension of 15 days for revision of the voter lists. Dr Jitendra Singh said Reasi had its own share of problems such as power cuts despite the Salal Hydel Project in its vicinity. He added that the party workers should not feel disheartened if they were not receiving expected response from the state administration. |

He also criticised PDP leadership and said it had no policy and programme for the common masses. Adding to this, he said PDP leaders were surviving on cheap and sentimental slogans. Laxmi Dutta said women folk were the most important part of the society and the state government was keen to address issues related to women. DPS discusses parents’ problems
Jammu, May 3 Jammu DPS Parents’ Association met Sudarshan Soner, principal of the school, to express their concern over this decision and discussed other issues as well. He took note of the parent’s inconvenience and assured that effective steps would be taken soon. The school authorities decided to divide students into different groups whose parent’s came to pick them. They said it would help the students and parents. They added that there were plans to provide drinking water facilities for parents during summer. The principal said the quality of education would only get better and smart classes would be introduced soon. |

Two booked for getting migrant relief on fake papers
Jammu, May 3
The spokesperson said a seasonal permit of the Gujjars and Bakarwals was issued to a person, Hamida of Gudvail, Anantnag, for movement to other parts of the state by tehsildar, Jammu. “The verification revealed that Hamida got himself registered as a migrant in 1995. The registration form bears the photograph of Hamida who opened an account in Canara Bank for obtaining the relief,” he said. He added that the account opening form bears the photograph of some other person and not that of Hamida. He said the photograph pasted on the migrant ration card had the photograph of the same person whose photograph was pasted on the account opening form in the name of Hamida. “The migrant relief amount has been taken from the account from time to time. The statement of Hamida was recorded during the course of verification, who deposed that because of his ill health, he had authorised his son, Abdul Rashid, to paste his photograph on the account opening form and the bank passbook on his behalf,” the spokesperson said. When Hamida was asked to produce his son, he failed to do so. “Both Hamida and his son cheated the bank authorities by way of impersonation,” the spokesperson added. |
