Jalandhar, March 2 The executive committee appointed by the government for the approval of expenditure for the event, which perhaps was considered as Deputy CM Sukhbir Badal's last ditch effort to woo the rural youth ahead of Assembly polls, has raised serious objections over inflated bills of a Delhi-based event organiser for the star-studded closing event held at Ludhiana on November 20. The panel, comprising top bureaucrats of the state, has said actors Akshay Kumar, Deepika Padukone and Chitrangda Singh had used the stage only to promote their upcoming film 'Desi Boys'. A note by the executive committee, a copy of which is with The Tribune, reads: "As per the RPF/work order, a top Bollywood actor (female) was to perform for 12 minutes. Deepika and Chitrangda Singh appeared on the stage only to promote their film. They did not perform at all. Akshay also appeared for the promotion of the same film which cannot be described as a performance." The executive panel has said such an act on the part of the event management company, Wizcraft International Entertainment Pvt Ltd, amounted to gross professional misconduct. It noted that the company did not comply with the RFP/work order. The panel, which arrived at this conclusion during its meeting on January 19, even shot off a show-cause notice to the company. A reply of the notice along with the recommendations were put up before the organising committee headed by the Deputy CM this week, which reportedly cleared all other expenditure heads and asked the executive committee to re-look into the inflated bills of the event manager and clear an amount it felt was justifiable. The panel comprised Anurag Agarwal, Secretary, Department of Sports and Youth Services, Husan Lal, Secretary, Department of Tourism and Cultural Affairs, HS Dhillon, ADGP, Administration, Alaknanda Dayal, Special Secretary, Finance, DS Mangat, Director Public Relations, Bir Pal Singh, Additional Secretary, Sports and Youth Services, DS Laungia, nodal officer, and Sohan Lal Lotey, Deputy Director, Sports. Sources in the sports department revealed that the organisers managed to get Rs 10 crore from the sponsors and Rs 7 crore as grant-in-aid. For obvious reasons, none of the officials wanted to come on record on the matter and pleaded anonymity while confirming the facts and proceedings. |

Ever since Municipal Town Planner (MTP) Hemant Batra was promoted as Senior Town Planner (STP), he claims that either of the MTPs - Des Raj or Tej Preet Singh - should be the official on the post. The MTPs on the other hand claim that since it was Batra who was the officer-in-charge, he should continue to be the designated officer. A signboard kept on the floor at the entrance of the MC office, however, confuses applicants. It reads that the MTP with the phone number 98158-00786 is the designate officer. The telephone number displayed on the board is of Batra, who is now STP. MC Commissioner BS Dhaliwal said he was busy with election work, but he would authorise both the MTPs as designated officials for their respective areas. The two services of the department falling under the Act include approval of building plan or revised plan for which the department has 30 days for plots in area of 500 sq yards or less and 60 days for those above it. The second pertains to issuing building completion certificate for which the official is bound to give reply within 15 days. There are two other services offered by the MC under Act, including issuing of birth and death certificates and water and sewerage connections. The first appellate authority for either of the two services is the SDM and the second is the Deputy Commissioner. |
Punjabi singer KS Makhan arrested
Jalandhar, March 2 Makhan appeared in the court in a case registered against him under the NDPS Act in 2006 at the Nakodar police station. He was accused of running a network of smuggling heroin from Canada. The police had booked Makhan after nabbing his aide Rajwinder Singh for his alleged involvement in drug trade. Makhan's counsel Vijay Bhushan Mehta said the Punjab and Haryana High Court had granted a bail to him in August, 2011, following which he joined the police investigations. The police presented a challan against him and the court summoned him for personal appearance. Mehta alleged that the police submitted a false report about Makhan, following which the proceedings to declare him a proclaimed offender (PO) were initiated. |
Main accused in gang rape case surrenders
Kartarpur, March 2 The accused has been identified as Parmel Singh, alias Pamma. His accomplice Jassa had already surrendered in a court a day before yesterday. Deputy Superintendent of Police HS Benipal said the third accused, identified as Bhinda, is still at large and police was conducting raids to nab him. On February 28, relatives of the victim girl along with hundreds of residents protested against the alleged police inaction and had laid a siege to the Amritsar-Kartarpur highway. The highway remained blocked for more than three hours. The police had to resort to cane-charging and also lobbed teargas shells on protesters after they turned violent. At least five policemen and 10 protesters were injured in the clash. The town remained tense and all commercial establishments and shops remained closed. The work at government offices was also affected. A large posse of police remained in the town to prevent any untoward incident. |
Driver killed in mishap
Jalandhar, March 2 The driver of the truck fled from the spot after the mishap. The police said a case of negligent driving had been registered against the errant truck driver and raids were on to nab him. Body found The body of an unidentified man was found on railway tracks near the cantonment area. The GRP sources said the body was badly crushed under a train. GRP officials said it was not clear whether the person committed suicide or it was an accident. The body has been sent for post-mortem at the local Civil Hospital. Woman dies In a separate incident, a woman died after she consumed some poisonous substance at her residence in Adampur village this afternoon. The woman, identified as Sukhwinder Kaur, died at the Civil Hospital. A deceased's father told the police that she accidentally consumed some poisonous substance and died. |
Ludhiana girls shine
Jalandhar, March 2 A total of 600 girls from 60 polytechnics across the state are participating in the event. Folk singing contests were held yesterday in which the team of government girls' polytechnic from Ludhiana won the first prize. The second prize was shared by the PITT team from Amritsar and GTB KP, Malout. The third prize went to Thapar Polytechnic, Patiala, Government Polytechnic Khunimajra, Mohali, and RPC, Bathinda. The other events to be held during the ongoing festival include solo dance, choreography and fancy dress. |
Partial hip replacement in 6 minutes, claims surgeon
Jalandhar, March 2
A resident of Urban Estate, Phase-I, Balwant Kaur, got the neck of her right femur fractured after she toppled over from a chair while was attending a function on February 12. She was taken to various other doctors who refused to operate upon her as she was a heart patient. She was diagnosed a heart patient with 33 per cent EF, said her son Varinder Singh. Finally, he said, they took her to Dr Harprit Singh, who operated her. Balwant Kaur, who was called by the doctor for a routine review on Sunday, was not shot of any word of praise and blessings of the doctor who was not less than a God for her. "He made me stand on my feet again and now I could live some more years," claimed the elderly woman. Talking to the Tribune, Dr Harprit Singh claimed that no other orthopaedic surgeon across the world has performed such a surgery in such a less time period. "It took six minutes to change the hip joint and the patient was shifted out of the operation theatre within 15 minutes,"" he claimed. The doctor has also uploaded the unedited video of the surgery on YouTube. |
JIT passes its budget
Jalandhar, March 2 Trustees, however, called for more details on three items in the agenda, which carried budgetary details regarding planned, unplanned and additional expenditure. Trustees, including Shiv Dyal Chugh, Suresh Marwaha and Gopal Mian, raised objection that if Rs 5 crore was fixed for planned expenditure, how was double the amount spent. The trustees demanded the pending draw for 150 sq yard plots in Surya Enclave Extension be done at the earliest. No date for the purpose, however, was finalised in the meeting. Others who attended the meeting included chairman Baljit Singh Neelamahal, DCFA IM Narula and SE Mukul Soni. |

Jalandhar, March 2 A press note issued by district president of the cell Ajay Chopra states that the protest demonstration would be against the recent custody row in which an Indian couple was separated from their children in Norway. He said the protest and signature campaign would be held at Ram Chowk, adjacent to Company Bagh, on Saturday in which Avinash Rai Khanna, national convener of the BJP human rights cell, Manoranjan Kalia, former Industries Minister, Vijay Sampla, chairman Khadi and Gram Udyoug Board, KD Bhandari, MLA, and other leaders and workers of the party will participate. |
