Applicants get recovery notices
Jalandhar, March 1 Officials have already started recovery by issuing notices to applicants claiming that the amount paid by them had not been deposited in the treasury and their challans were invalid and non-admissible. Those getting notices have been given a week's time, failing which officials are planning to sue them for their alleged involvement in the scam. Some of the applicants who have received notices have already deposited the amount under protest. Officials claimed that a parallel case would run against four accused, including a clerk and three agents, and those who have taken their services (may be unknowingly). They also are defaulters in the eye of the law, said officials. SDM-1 Iqbal Singh Sandhu, who is probing the case, said cases under Sections 35, 37 and 48 of The Indian Stamp Act, 1899, would be registered. The SDM said receipts with the applicants would not be admissible in the case for they are bound to be fudged. Section 48 of the Act reads: "All duties, penalties and other sums required to be paid may be recovered by the Collector by distress and sale of the movable property of the person, from whom the same are due or by any other process for the time being for the recovery of arrears of land revenue." To add to the woes of applicants, Divisional Commissioner Anurag Verma said through the notice that they could be made a party during the proceedings of the criminal case. He said as per the law, everyone falling in the chain would have to be taken in the loop for more investigation till the four accused are found guilty. "It was the duty of applicants to have deposited the amount in authorised banks rather than falling in the net of agents before getting the work done," said officials. The amount being recovered from them could even be refunded at a later stage, depending on the course of the inquiry. |
Election year proves unhealthy for improvement trust’s financial health
Jalandhar, March 1 As per the budget details culled from the office, the opening balance of the financial year 2011-12 was Rs 71.82 crore, which is likely to fall down to mere Rs 5.47 crore. The office incurred much more expenditure than generating the income. While the income for the year was Rs 344.89 crore, the expenditure was as high as Rs 411.24 crore. The Finance Department of the office has proposed a relatively much low income of Rs 128.36 crore in the next financial year vis-a-vis an expenditure of Rs 127.86 crore, proposing a jump of just Rs 51 lakh in the closing balance. Of the total expenditure made till date, the office had spent Rs 3.29 crore on salaries, which is expected to jump to Rs 4.42 crore on account of promotions and hike in salaries. While till January 31, 2012, the office has compensated only Rs 12.59 crore for purchase of land for its schemes, it hopes to dole out a total of Rs 21.43 crore by the end of this month. An amount of Rs 28.90 crore has been proposed as expenditure for schemes in the next year. |
City going slow on ‘raen baseras’
Jalandhar, March 1 Another night shelter which was planned to be constructed in the Dada Nagar locality had to be put off following stiff resistance from residents of the locality. Talking to Jalandhar Tribune, MC superintending engineer Kulwinder Singh said they were planning to purchase quilts for the raen basera situated in front of the Khalsa College for Women. “This basera would be made functional this week,” he added. Talking about the third project, he said after facing public resistance, the MC has now decided to construct the night shelter under the Maqsudan-GT Road underbridge. “Although we are yet to finalise the place, but the place which we have decided will finally see this project taking shape,” he added. Meanwhile, the MC authorities have equipped the Domoria railway under bridge rain basera with an inventory, which helps them keep a check on who utilized the services of the rain basera and for how long. “We have also arranged some first aid facilities in the rain basera so as to equip the destitute with immediate available medical aid,” he added. The Punjab and Haryana High Court had also directed the Jalandhar Deputy Commissioner to submit a status report on raen baseras in the court on February 23. |

Jalandhar, March 1 The 11-member committee has been formed to judge the books written by the writers of non-Hindi speaking areas for national awards. Dr Ajay Sharma was invited to the directorate’s office in New Delhi as an expert for selection of the books for awards for the period 2007-08 on February 22 and 23 this year. Talking to The Tribune after returning from New Delhi, Dr Ajay Sharma said “As many as 19 writers from non-Hindi areas will be given awards, including Rs 1 lakh and a citation by the directorate.” Having done BAMS, Dr Ajay Sharma started writing novels about 15 years ago. His selection in the committee is apparently based on his writings as he is neither PhD nor an educationist or a lecturer. Reacting on his selection, he said, “This is an honour to me by the Hindi Directorate that I have been included in the 11-member committee of experts for judging books of authors from non-Hindi speaking areas for awards.” Dr Ajay Sharma has eight books, including seven novels, in Hindi to his credit. After penning his first novel “Chehra aur Parchain”, he never looked back. One of his popular novel “Basra Ki Galiyan” is about Operation Desert Storm carried out by the USA-led UN forces in Iraq. Students’ safety takes a backseat in this school
Jalandhar, March 1 Even as the school has several rooms, most of these are locked by the staff of the morning shift, leaving teachers with no option but to take classes in an unsafe area. Owing to high strength, the school is run in two shifts with girls coming in the morning hours from 7.30 am to 12.30 pm and boys coming in evening shift till 5.30 pm. While there are four rooms on the ground floor and two on the top floor, only one of these rooms have been allocated to the evening shift with the remaining getting locked after morning shift of the school. While one room on the ground floor has been reserved for children with special needs, the other is meant for library and staff room. Since the third room has a computer system, the staff of the girls’ shift have kept it in lock and key as they do not want the boys to damage the computer. For the same reason, the computer has not been used at all and clearly seemed to have been gathering dust since long. Students of one of the five classes sit in the only room left for use on the ground floor. The other classes are held on the terrace. Since they have to be adequately separated, students of one of the classes have to sit in the unsafe area without any walls on front or back. Teachers said they had to be extra cautious with the students since many of them were naughty and often treaded along the edges. There are two rooms on the first floor as well, one of which is a science room for the adjoining senior secondary block and the other one again is again locked. The DEO (Elementary), Surjit Singh, could not be contacted. Neelam Kumari, DEO (Secondary), said she would get the matter checked. |
