Delhi forms panel to monitor waterlogging

The Municipal Corporation of Delhi (MCD) today accused the Delhi government of interfering in the civic agency's working by forming a high-level committee under the chairmanship of the chief secretary to monitor all matters relating to waterlogging and cleanliness of roads.

The chairman, standing committee, Yogendra Chandolia said that they were prepared to meet any eventuality during the ensuing monsoon season.

He criticised the government for meddling in the affairs of the MCD by constituting a high-level committee.

"We have nearly completed all the arrangements and shall meet our target before the onset of monsoon in Delhi. Our 24-hour control rooms are already functional. Dikshit has forgotten that we are already working on a month-long sanitation drive since May 20, 2011," said Chandolia.

He said that dividing each ward into four parts where sanitation, engineering and horticulture departments work together for better sanitation during the drive had shown commendable results.

Chandolia said they had completed 90-95% desilting work at 1,425 major nullahs and about 3,250 roadside nullahs of 4 feet depth.

"The PWD has not taken care to ensure proper disposal of rainwater at vulnerable points. The sewer lines have not been cleaned anywhere in the city," he said.

Now, pay water charges in instalments

New Delhi, June 14
The Delhi Jal Board (DJB) today announced the provisions of payment of water and sewerage charges in instalments with interest.

DJB officials said the property owners would get a rebate of 20 per cent on the total due amount, if the same was deposited in lumpsum within three months of the date of notification. If the payment was made after this period, the rebate would be reduced to 10 per cent.

However, in case of payment of installments, no such rebate would be given. Instead, an interest of 12 per cent per annum would be levied from the date of notification.

The DJB had increased water and sewer development charges significantly last month which would mainly affect the residents of the unauthorised colonies and the areas where sewer lines had been laid or would be laid in the near future.

The water development charges were increased from Rs 329 per sq m to Rs 405 per sq m, while sewer development charges have been hiked from Rs 369 per sq m to Rs 455 per sq m.

The DJB has planned to provide sewerage services at Samaypur village at an estimated cost of Rs 11.16 crore. The necessary approval was been given to the proposal in the last month's meeting.

Cabinet approves trifurcation of MCD

The Delhi cabinet today finalised the proposal to divide the Municipal Corporation of Delhi (MCD) in three zones and the proposal would be sent to the union ministry of home affairs within one or two days for clearance.

The decision was taken at the cabinet meeting chaired by Chief Minister Sheila Dikshit. The proposal was prepared by a four-member committee. Chief secretary PK Tripathi was the chairman of the committee.

Talking to mediapersons after the meeting, the Chief Minister said the proposed legislation for trifurcation of the MCD had been cleared by the cabinet. It would be sent to the home ministry either tomorrow or day after.

The proposal mentioned the setting up of a new body called the Delhi Municipal Authority (DMA), which will coordinate among the three municipalities.

It will also coordinate the Cantonment Board and the NDMC. All the three proposed zones of the MCD will have autonomous power.

The Chief Minister said after getting clearance from the ministry of home affairs it would be tabled before the Delhi Assembly House. And for this, the special session of the House might be called.

The DMA would function under the urban development department.

Layouts of 90 illegal colonies finalised

There is very little chance of all unauthorised colonies being regularised before the assembly elections that are to be held in 2012.

A total number of 1,639 such colonies are there in the record of the Delhi government. So far, the layout plans of 90 colonies have been finalised, said Delhi urban development secretary RK Srivastava.

He said the government had submitted a list of 733 colonies to the Municipal Corporation of Delhi (MCD) for scrutiny in the first phase. In the second phase, it had submitted a list of 287 colonies. Out of these, the civic body sent back a list of 90 colonies after scrutinising and finalising the layout plans.

In connection with these colonies, agencies like the Archeological Survey of India (ASI), Forest Department, DDA, etc. have given no-objection certificate for the regularisation.

Of the remaining colonies, the forest department has given objections for 157 colonies, the ASI for 40 colonies and DDA for 40 colonies. The government is trying to find out the way to get the objections cleared from the agencies concerned.

When asked whether these colonies would be regularised before the elections, he said the government was trying hard to get them regularised. It's a long process.

Officials concerned are busy in delimiting the area of each colony and scrutinising the files of the colonies plot-wise.

When asked that temporary regularisation certificate issued by the government has no meaning, he avoided the question.

In 2008, the government had issued the temporary regularisation certificates to the RWAs of the colonies that had submitted a map of the locality mentioning each plot, including constructed building and open plots. Some colonies had also marked the land for hospitals, schools and parks that are necessary for the regularisation of the colonies.

Govt plans monetary aid for child workers

As Chief Minister Sheila Dikshit announced an integrated programme for street and working children today, the national child labour programme finally saw the light of the day in the national Capital. The programme is functional in 20 other states.

In aid of such vulnerable children, there would come 40 special schools, having components of education, vocational training and mid-day meals, along with 100 crèches, especially for kids of construction workers.

Apart from this, 250-300 learning centres for street children, 10 shelter homes of regular nature run by NGOs and 20 children drop-in centres, having a character of open shelters will come up under the convergence plan, Dikshit said. She reiterated the government's commitment towards the wellbeing of street children during an event "Bachpan Sanwarti Dilli" here.

Further, to ensure that children of marginalised families are not pushed back into labour, the government is considering offering monetary support on the lines of pension schemes.

"Children would be provided monthly financial help so that they don't have to work for their families and they can come into the mainstream with better education. For this, a detailed plan will be worked out jointly by the city's women and child development, labour and education departments," said Dikshit.

The umbrella programme is an attempt to combine the three government schemes - National Child Labour Project, Integrated Child Protection Scheme and Sarva Shiksha Abhiyan - even as these would be run independently by the city departments of labour, woman and child development and education, respectively.

Expressing concern over the magnitude of the menace in the capital, she stressed, "Delhi is a home to about 5 lakh child labourers, with many in the age group of 7 to 12. And to stop the practice of child labour, the roles of society, participation of NGOs are equally important. The labour department is working on the national child labour programme and child labour rehabilitation and the welfare committee has been set up for the purpose."

Having a budget of about Rs 6 crore, the integrated programme targets to cover 30,000 children who are out of schools, neglected, particularly the street kids begging on the railway platforms.

"The idea is to make the existing schemes effective and thus improve the care and support system for working children," said Amod Kanth, chairperson of the Delhi Commission for Protection of Child Rights.

Funds would not be a constraint in the setting up of various centres for the implementation of the programme, said the labour and industries minister, Ramakant Goswami.

MCD to revamp schools by June 30

Taking a series of measures for the improvement of the municipal schools, the MCD today said porta cabins would replace tents in the schools as soon as the admission process was completed.

The chairman of the Education Committee, MCD, Dr Mahinder Nagpal said the committee had directed principals of the schools to complete by June 30 all the developmental and maintenance works, including provision of drinking water, electricity, cleanliness, toilets, proper water facility in toilets, cleaning of water tanks, inspection of fire-fighting equipment, desks and chairs, besides mid-day meals.

He said a joint meeting of officials of the education and the engineering departments was convened and it was decided that works like renovation, cleanliness, whitewash and provision of water in toilets should be completed by June 30, when the summer vacation comes to an end.

Nagpal said all school inspectors have been directed to monitor the work and send a report every 15 days.

"The report will include the number of students, teachers, and security system. It has also been directed to ensure that the electricity bulbs and fans function properly. The principals have also been asked to put boards outside the schools having details of location and the charts be properly placed in the classrooms," he said.

Besides, the MCD has procured 51 lakh notebooks and 38 lakh textbooks for free distribution among the students.

Cut-off in DU science courses rises by up to 10%

After much anticipation and a lot of caution, Delhi University's cut-off list has been announced. Late in the night, the university released its first cut-off list for admissions, this time without any help from analysing pre admission forms.

Undoubtedly, the cut-offs have increased this year. All three streams, including sceince, arts and commerce have seen an increase in the cut-off this year. However, the science courses, have their cut-offs up by almost 10% in some courses. The OBC cut-off has also been declared and there is a significant increase there as well.

With the cut-off list now out, students will have time till the 20th to take admission in the college of their choice. Admission process for OBC candidates will also take place simultaneously. The second cut-off list is expected on June 21.

For Bcom (hons), Sri Ram College for commerce (SRCC) has increased cut-off by 0.75%. The cut-off range is 96-100 per cent. Last year, the cut-off was to 95.25-98.75. (100% limit is applicable to those students who had no commerce subjects in Class XII), which means that admission of any non-commerce student in B. Com this year, is next to impossible.

There is a 3% increase in Kirori Mal College. The minimum cu-off this year is 96% as compared to last year's 93%.

Ramjas has an increase of 0.25% as this year the cut-off has settled at 94% from previous year's 93.5 percent

For Economics (hons ) In SRCC the cut off range is 95.25-98.25 per cent this year as compared to last year's range of 93.75 -96.75, indicating an increase of 1.5 per cent.

The cut-off at Lady Shri Ram college (LSR) is 97% as compared to last year’s 95.25 (up by 1.25 percent).

The cut-off for history (hons) is 89.5 at LSR, 88 at Hindu, 80 at Ramjas, and 85% at Venkateshwara College.

In political science, Kirori Mal has a minimum cut-off of 90 % up from 85 per cent last year. For LSR, there is an increase of 4% with this year's cut off at 94%. Miranda house has a increase of 3% with cut off at 87 % compared to 84% last year.

Moving on to the science courses, the hike in percentages this year is much steeper than in arts and commerce stream. The trends of a few popular Science courses are:

Physics (hons): Cut-off at Venketwehswa college is at 93.33 per cent, up by 5.33 percent from last year's 88 percent. The cut-off at Gargi is 84 % , up from last year's 77% (increase of 10%). At Hans Raj, the cut-off is 96% up from 91 % last year (an increase of 5 %). At Miranda, the cut-off is 92%, up by 8% from last year's 84%.

Chemistry (hons): The cut-off for Miranda is 90%, up from last year's 82%( increase of 8%). Cut off at Hansraj is 94 % this year, with a steep increase of 9% from last year's 85% cut-off.

BSc Maths (hons): The cut-off at Hindu is 95% at Kirori Mal 92% (up by 4%), LSR 95.5% (up by 3%) and venketeshwara college 87% ( up by 4%).

HC questions MAMC on students’ attendance

The Delhi High Court today issued notice to Maulana Azad Medical College (MAMC) for allegedly allowing students with barely 30 per cent attendance to appear in final exams.

The division bench of Justices S. Muralidhar and Justice Rajiv Sahai Endlaw, on its own initiative, took note of a media report on the issue and asked the college and the Delhi government to give their reply by July 6.

"Since this is a matter of concern and also of public interest, this court takes suo motu cognisance," the court said.

The media report said that the MAMC had relaxed the rules that required students to have a minimum attendance of 70 per cent to appear in the final exams.

"The dean of MAMC will explain in an affidavit, to be filed by the next date, whether factually the news item is correct and in exercise of which power and under what rule relaxation, if any, was granted to enable students with below-minimum attendance to take their final examinations," the bench said.

The report claimed the biometric attendance system showed that more than half the students in the class did not have the requisite attendance to appear in the exams.

"The administration had to bow before the students' pressure and allow them to appear in the exams despite poor attendance," the report said.-- IANS

Court approves Hindu girl’s
adoption by Christian couple

New Delhi, June 14
A Christian couple's plea for adopting a two-year-old Hindu girl as its second child has got the nod from a Delhi court which concluded that the couple was financially sound enough to take care of a fourth family member.

Associate professor in Jawaharlal Nehru University (JNU) Mandira Sarma and her husband Jesim Pais, an assistant professor in the Institute for Studies in Industrial Development, approached the court seeking permission to adopt female child Maitre, now named Joya Pais.

The 39-year-old JNU professor was advised by doctors against conceiving a second child. She and her husband, who got married on November 30, 2002, decided to adopt a child as they wanted to expand their family and give their four-year-old daughter a sibling.

District judge Rakesh Kapoor, in an order given earlier this month, allowed the Christian family's request to adopt Maitre, who was a Hindu.

Taking note of the monthly income of the family, which is more than Rs 1 lakh, the court said, "It can be inferred that the petitioners are capable of maintaining themselves, their biological daughter as well as the female child to be adopted and that it will be in the welfare of the minor female child if the prayer of the petitioners is allowed."

"Allow the present petition and grant permission for adoption of Maitre by the petitioners, thereby the child becomes their legitimate daughter, with all the rights, privileges and responsibilities that are attached to the relationship," said Kapoor.

Maitre was found abandoned on July 25, 2009 at Haryana's Faridabad in a train which came from Delhi and was taken to an orphanage. Medical examination showed that she was born around November 2008.

The orphanage gave her custody to the couple on April 26, 2010, but advised them to take approval from a local court. -- IANS

The discoms today said the properties of the power thieves who had defaulted in paying fines as per lok adalat settlements will be attached.

The discoms revealed that so far, 996 people had defaulted in paying fines as fixed by a lok adalat.

"There are scores of power thieves who have not paid the enforcement bills and fines in recent years. Of these, 996 are those who have defaulted in payment even after settling their cases at special lok adalats organised from time to time by BSES Rajdhani Power Limited (BRPL) and BSES Yamuna Power Limited (BYPL)," said a senior official.

Interstate drug racketeers held

In a shocking incident, an inter-state racket involving the sale of medicines, suspected to be spurious, worth Rs 40 lakh was today busted by the crime branch of the Delhi police. The medicines were supposedly meant for use by government hospitals and dispensaries run by the Central Government Health Scheme (CGHS), Municipal Corporation of Delhi (MCD), ESI and DGAFMS.

The medicines seized include 45 ampoules of 'Susten 100' injections.

The police has arrested two persons-42-year-old Krishan Gopal and 32-year-old Anuj Jain-- in this regard and a complaint has been registered.

Raids were conducted at illegal godowns storing the medicines in Delhi and Agra.

According to the police, it has been revealed that the spurious medicines bear stamps of different government agencies.

"Hence, the matter has been taken up with the agencies concerned to find out whether these medicines have been siphoned off from the hospitals and dispensaries," said a senior police official.

"We along with a drug inspector of the Delhi government raided a shop and godown in Jagsonpal Building, Bhagirath Place, New Delhi. A total of 23 types of medicines have been seized. The medicines are worth around Rs 8 lakh," said the official.

The drugs are being checked by the drug controller to ascertain whether they are spurious or genuine.

The accused have revealed that they bought 'Susten 100' injections from shops in Agra.

The said shops were raided and 91 types of medicines, many of which were expired, were seized.

Also, the godown was sealed as it did not have a permit.

Fake education board busted

The north Delhi police has claimed to have busted a fake education board at Gopalpur village here.

The kingpin of the racket along with his three accomplices has been arrested. A large number of fake marksheets and computer stamps have been seized.

The accused have been identified as Mange Ram, Dilip Kumar, Manoj Kumar and Dharamjeet Singh.

The kingpin, Mange Ram, had been running the fake education board in the name of Board of Higher Secondary Education, Delhi.

Ram's board not only issued fake marksheets and pass certificates, but also provided affiliation to private schools by charging a hefty amount from the owners of the schools after convincing them of the authenticity of his board.

So far, Mange Ram has given affiliation to about 330 schools which have thousands of students.

A large number of fake and blank certificates and bundles of plane sheets used for preparing fake certificates have been seized.

The police has also found many registers containing the records of the people to whom fake certificates have been issued.

A register having details of the schools affiliated to the board has also been seized.

The police has learnt that Mange's men were collecting huge amounts of money by providing fake pass certificates of classes X and XII.

The gang used to advertise in local newspapers, asking students who had failed in classes VIII, X and XII to contact it for admission to private schools.

A website, www.bhsedelhi.org, was also created by the gang to impress its victims.

Ram had opened several regional offices of his board. The money earned at different offices was deposited to his bank accounts.

Ram, 42, a graduate from Allahabad University, came to Delhi in 1995 and joined an NGO as an ayurvedic doctor.

He was first arrested for raping a friend's friend. He then shifted to Gopalpur and started running a fake marksheet racket from his house.

Later, he formed his own education board.

He is so far involved in 17 criminal cases in Delhi and Mathura.

Two unidentified armed youths opened fire at a mall in the Kaushambi area of Ghaziabad on Tuesday afternoon, the police said.

No one was injured.

According to the police, the two youths came on a bike and fired a bullet at the entrance of Shopprix Mall in Kaushambi, around 2 pm.

"The pillion rider fired at the entrance, due to which the glass barrier got smashed. The assailants fled after firing," the Indirapuram station house officer, Rajesh Dwivedi, said.

"We are analysing the CCTV footage and trying to ascertain who could be behind the incident," said Dwivedi. -- IANS

Toddler kidnapped from hospital

New Delhi, June 14
A five-month-old girl was kidnapped by from a city hospital here.

"Kavita was sleeping with her elder sisters in the corridor of Safdarjung Hospital, from where she was kidnapped today early morning," said a senior police officer.

"The closed CCTV camera footage has images of a middle-aged man, most probably a vagabond, lifting the child while," said the officer.

Kavita's father Agan Singh, a cook in south Delhi, along with his wife and four children, including Kavita, were staying in the hospital from June 4 since his son Vimal was admitted there.

"Six-year-old Vimal is admitted to the hospital with breathing problem. on Monday night. — IANS

4 kids injured in cylinder blast

New Delhi, June 14
Four children were injured and five houses hugely damaged when a cooking gas cylinder exploded here today.

The incident took place in Sector 24, Rohini, around 11 am and the injured have been identified as Belu (4), Jayanti (14), Dipak (13) and Rahul (10). The condition of Belu is said to be critical.

The explosion was very strong and it resulted in huge damages to five houses.

All the injured were rushed to Baba Bhimrao Ambedkar Hospital.

The house, where explosion took place, belongs to Krishna Murari.

Murari and his wife were not present in the house when the incident took place. -- PTI

Saina was playing with her friends when the driver reversed the vehicle and mowed her down, the police said. She was rushed to Safdurjung Hospital where she was declared dead. - PTI
