New Delhi, July 15 The roads have been dug up at several places; some new constructions have caved in during the rains while the roof of a stadium, built by the DDA, has collapsed and Dikshit was assailed by many who asked her the reasons behind these embarrassing incidents and whether there was still more delay in completing the projects. The Chief Minister blamed the multiplicity of authorities and agencies for these developments, but insisted that things were unfolding nicely at last and projects would be completed on time. Gill, who has been critical of CWG Organising Committee and its chairman Suresh Kalmadi for their casual approach, criticized the collapse of roof of the Yamuna Sports Complex and asked the organizers to ensure that there was no leakage of water which, the DDA said, was the reason behind the collapse. Dikshit later met Kalmadi and discussed the CWG projects. Kalmadi was also said to be unhappy with the preparations of the Delhi government. According to sources, she said all the stadiums under the Delhi government would be handed over to the centre at the given time. As far as elevated road and Ring Road projects, they would be completed by August 15. The central verge and footpaths are being renovated and within a month, they will also be completed. The beautification of roads is in full swing. Kalmadi said that the remaining beautification work inside the stadiums would be completed by the Organizing Committee and the city government would arrange for the finance. While visiting the Yamuna Sports Complex, a BJP delegation claimed that substandard material had been used. The wooden floor tiles imported from Italy have swollen whereas they were supposed to be waterproof. At various places, electricity wires are loosely hanging and the ceiling walls and floors are moist. Even plaster has come down at many places. At one place, the delegation found that 30-ft-wide and 200-ft-long plaster was dislocated. Meanwhile, the Delhi government also decided to constitute an advertisement committee under tourism secretary Reena Ray. Senior officials of NDMC, MCD and PWD would be members of the committee. |

Man impersonating IAS officer held
Ghaziabad, July 15 Suresh Yadav, a resident of Uttar Pradesh's Sultanpur district, carried a fake "Government of India" identity card showing his designation as district magistrate, the police said. "Suresh Yadav has studied up to Class VIII and is fluent in English. He is thorough with the bureaucratic system and its structure. So, he managed to befool people quite easily," said senior superintendent of police Raghuvir Lal. "Yadav used to call police control rooms and pass instructions. Recently, he met state DGP Karamveer Singh posing as an IAS officer where he had a 30-minute discussion. He was introduced to the DGP by a Kanpur builder, Ram Bahadur," Lal said. He was arrested from a hotel in Ghaziabad where he had been staying for the past 15 days. "We tracked two of his numbers and rounded him up," Lal said. Yadav got the identity card (No.051000) made in the name of Jai Singh, mentioning his age as 33 and date of birth as February 1, 1977. The fake ID card specifies his address as 30/3, Lal Darwaja, Ghazipur City, District Ghazipur in Uttar Pradesh. The identity card bears August 27, 2007 as the date of issue. "Yadav promised jobs to people and extracted huge amounts of money from them. He cheated a steel plant manager Anil Sharma in Allahabad of Rs 2 lakh after promising him a job. He duped two Kanpur-based builders -- Santosh Bhadauria and Ram Bahadur -- of over Rs 4 lakh," Lal said. Yadav had been apprehended several times in the past and was lodged in different jails. "I was sent to jail in 1992, 1994, 1997, 1998, and 2007 and then remained in jails at Vaishali (Bihar) and Alipur (West Bengal) from where I got out some time back," he told the police. Yadav changed his area of operation frequently in order to evade arrests. He posed as an IAS officer of Bihar, Orissa and West Bengal cadres. DU starts English language proficiency course
New Delhi, July 15 The director of the institute, Prof A.K. Bakshi, informs, "The course is vital for students who are not comfortable with the English language. It will give them practice in using English in a wide variety of contexts relevant to work, study and social activities. It will specifically help students to understand and respond to spoken language. They will learn how to speak fluently and use expressions and write coherently and effectively." The course is offered at three levels: basic, intermediate and advanced. The basic course is for those who have a preliminary knowledge of the English language, the intermediate for persons who are fairly confident of using the skills of listening, speaking, writing and reading for different purposes at a relatively high level. The advanced course is for students who want to use the language in an academic context, that is students who want to use the language critically vis a vis their response to texts and students who need to employ necessary strategies to undertake their studies successfully. Bakshi adds, "This course is specifically designed for students who are not adept with the English language. Further, it has been designed keeping in mind the requirement of three categories of students that is at the basic level, students who simply do not know the language and need to start from scratch, then students who can read and write it but need to improve on their ability and the third category is for advanced students who require a deeper understanding of the language for academic purposes. The course is completely in-house and the students will be drawn from students already enrolled at different colleges in DU." The course is available for 100 hours, beginning early August to December this year. It will run for two hours, three days a week, including testing. The course is open only to students currently enrolled at Delhi University in under-graduate, post-graduate or research programmes, including certificate courses and courses on the campus of open learning. The course fees will be Rs 3,000. |

New Delhi, July 15 Of the total fine, the court has directed that Rs 1.50 lakh would be paid to the families of each of the victims. "This is a stark illustration of the alarming increase in the criminal behaviour in police force where the protectors are predators," additional sessions judge Dharmesh Sharma said while pronouncing the verdict. On July 12, the court had held the three guilty of plotting, abducting and killing Zulfikar (28) and Nazakat (26). However, it had acquitted five of their colleagues-- Naresh, Ravinder, Pradeep Sharma, Satish Kumar and Yashpal Singh, saying that they were taken for a ride by the guilty policemen. The convicts had used them to execute their nefarious plan. The guilty policemen were posted at operation cell of the north Delhi district. The counsel for the convicts pleaded for leniency, but the court refused any leniency, saying that the policemen had abused their position. However, the act did not fall in the rarest of rare category to earn them the death penalty. "The convicts were in active police service. They were the protectors of law and supposed to uphold the spirit of law. They abused their power in getting the victims abducted and got them eliminated…They not only tarnished the image of the organisation but also eroded the credibility of the police force," the court said. The policemen-- Ashok Kumar, Surajpal and Sudesh Rana had abducted Zulfikar and Nazakat on July 31, 2006, from Ghaziabad court and killed them at a place under the Timarpur police station area. Earlier, the prosecution had had said that constable Ashok Kumar had a grudge against the two as they had allegedly killed his brother Digamber in 2004. Kumar hatched a conspiracy with the other accused, including the then assistant sub-inspector Pramod Kumar Tyagi who could not be arrested and was declared a proclaimed offender, and eliminated the victims. The accused policemen, who claimed that a Maruti car was also recovered in the alleged encounter, suffered a setback as the court noted that the vehicle reportedly used by the victims was planted as it was not in a running condition. The case was registered at the Timarpur police station on August 10, 2006. |
BJP leader held for faking kidnapping
Bulandshahr, July 15 SSP Neelesh Kumar stated that Garg told the police that on July 5, he had gone for a morning walk at Manka Park. On the way, a white car stopped near him and some youths got out of it and pushed him in the car. They made him call home from Delhi. Then they took him to Amroha where he managed to dodge them by hiding himself behind the bushes. They searched for him for two hours, but could not find him. As they left, he came out of the bushes. Garg told the police that he had wasted crores of rupees on horse-racing bets in Kolkata and Mumbai and become debt-ridden. He said he had not thought that the drama of his kidnapping would stir a disturbance of this magnitude. He felt ashamed and stated that he would repay his debt. According to information, Garg was still misleading the police. He could not provide car details and description of kidnappers. Investigations revealed his son Atul Garg had got information of his fake kidnapping plan on July 10. Sudhir Garg was arrested under IPC section 406 and 420 and his son Atul Garg under IC section 120 B for criminal conspiracy, said the SSP. |
Semester-bound Jamia opens today
New Delhi, July 15 Dr Simi Malhotra, a spokesperson for Jamia, said, "The decision to implement the semester system comes after a clear directive from the UGC. The plan is to implement the semester system at the varsity in two stages so that there are no complications. First we are introducing it at the postgraduate level in this session and the next stage will be to implement it at the undergraduate level. A major exercise has been conducted in all the departments and centres to streamline the syllabus to the requirements of the semester system." The first semester will run from July 16 to December 25 and the second from January 6 to May 15. Almost all the departments have had to revamp their syllabi. The system will also help students pursue inter-disciplinary studies. Malhotra added, "An entire new creative dimension will now be introduced into course structures. Students will be able to opt for innovative combination of courses across the board. This should make the university experience richer." Jamia is also offering an array of new courses this session like BA (H) tourism and hospitality, masters in physiotherapy. |
Property tax return draft shortened
New Delhi, July 15 Ved Parkash Gupta, chairman of high-powered property tax committee in the MCD, today said the committee had prepared a draft of single page property tax return and handed it over to the officials concerned of property tax department. The department would get it published for tax payers after incorporating suggestions, if any. "We want to make all efforts to increase the revenue by recovering more and more property tax so that the local body can be made self-dependant," said Gupta. He said action would be taken against individuals who do not pay tax in time. According to the provisions of the act, the MCD can issue showcause notice imposing of 20 per cent penalty, recovery of tax amount by attachment and sale of moveable and immoveable property. Under the Unit Area Method, willful default in payment of property tax and furnishing wrong information in return of assessment will be dealt as per the provisions under Section 152A. "In cases, where tax evasion exceeds Rs 10 lakh, the defaulters would be punished with imprisonment of not less than one month, which may be extended up to seven years along with fine of not less than 50 per cent of the amount evaded," said Gupta. The property tax department has been asked to prepare a list of government properties so that action could be taken to realise the service charges. |
2 nabbed for Sonia Vihar murder
New Delhi, July 15 The accused have been identified as Bacchan Singh (23) and Umesh (22). On July 12, the police found a body of Kamal lying in the street of Sonia Vihar. He was a student of B Com (Final Year), Khalsa College. The murder caused a violent reaction among the residents and a crowd caused rampage in the locality of Sonia Vihar and set the property of the accused persons on fire. Investigations were taken up and information was received that two accused wanted in sensational murder case of Kamal were trying to escape Delhi sensing the violent reaction against them by local residents. Working on this, a trap was laid and the accused were apprehended by the police team from Mehrauli. They revealed that they had old dispute with Kamal and on July 12, they along with their accomplices dragged Kamal in the car near Nanaksar Gurudwara bus stand and beat him. When, they realised that Kamal had died, they threw his body on the street in Sonia Vihar and fled, the police said. Bacchan Singh has a travel business under the name of Nagar Travels. He was involved in a criminal case in 2008. While Umesh is pursuing BCA from Sikkim Manipal University. |
Medical staff get emergency services skills
New Delhi, July 15 The idea behind the training was to enable health staff, including doctors and paramedics, to succesfully manage exigencies. It aimed at upgrading their skills. "The programme, supposed to be a routine activity otherwise, was carried after a gap. This time, around 25 health staff of paramedical level attended the sessions. Senior medical officials of the DHS were the instructors. The module for the training covered preparing medical staff on how to attend to patients during an emergency- accident, fire or any other disaster, starting right from apprising them about the basic life-support services," said Dr Debasis Bhattarcharya, an official of the city health department. To inculcate a sense of emergency-preparedness into the psyche of every staff working in the health system, such trainings would become a routine feature, he added. Terming the training to be simple, Dr Bhattarcharya said that even a layman could easily learn ways to manage a medical emergency. He added that during the mega-sports event in October the trained medical staff would be allocated round-the-clock duties at various Games venues. Also, they would be deputed at several Delhi government hospitals, where the upgradation of infrastructure is being carried out. All infrastructure-related work has to be completed by August end, thus giving anxious moments to health minister Kiran Walia. |
Metro trial runs on Qutab corridor start
New Delhi, July 15 The trial runs will continue for a few weeks and the corridor is expected to be opened for the public next month after attaining the statutory safety clearances. Over one lakh people are expected to use this corridor everyday. However, to facilitate the integration process of the Central Secretariat-Qutab Minar section with the Gurgaon section, the DMRC will be starting train services from 7 am on the currently operational Qutub Minar - Gurgaon section only instead of 6 am with effect from Saturday, July 17 , till the linkage is completed in August. This is necessary to give DMRC's signalling, telecommunication, electrical and track engineers more working time for the linkage and integration at the Qutab Minar station. Also, present, there is very low ridership between 6am and 7 am on the route. The 10 Metro stations on this underground corridor after Qutub Minar are: Saket, Malviya Nagar, Hauz Khas, Green Park, AIIMS, INA, Jor Bagh, Race Course, Udyog Bhawan and Central Secretariat. This underground corridor will enable the residents of south Delhi and Gurgaon to get direct Metro connectivity with AIIMS, Central Secretariat, Connaught Place, Delhi University's North Campus and other important locations in the city. Once the entire corridor is connected, the journey from HUDA City Centre in Gurgaon to Central Secretariat will take approximately 52 minutes. Commuters will be able to reach Central Secretariat from Qutab Minar in only 25 minutes once the line is open to
the public. |
Two caught for CR Park robbery
New Delhi, July 15 Their arrest followed after several complaints were made regarding the incidents of snatching. Victims were mostly pedestrians who while walking towards their homes at night were robbed of their belongings like wallets, mobile phones and laptops, a police official associated with the case said. During investigation, it was revealed that the gang would wait near the bus stand of the Safdarjung Hospital or the park beneath All India Institute of Medical Sciences flyover and attack its victims. Several traps were laid to apprehend the accused and finally on July 14, both of them were caught from Kidwai Nagar East. Police recovered a laptop snatched from someone in Sarojini
Nagar, two motorcycles and five mobile phones. It was revealed that these accused along with their other accomplices have committed several sensational crimes in various parts of Delhi. |

Man remanded for duping DTC of Rs 6.4

New Delhi, July 15 The accused has been identified as Amrit Pal Singh. Singh was produced before the court of chief metropolitan magistrate Kaveri Baweja today who remanded him to police custody for two days. Singh has two companies named M/s Shivaali Industries Pvt Ltd and M/s International Avenues. According to the investigating agency, Singh had allegedly submitted service tax payment challans to the tune of Rs 6.4 crore to the DTC, which were found to be forged. On November 30, 2009, the CBI had registered an FIR on the complaint of Commissioner Service Tax, New Delhi. Singh was allegedly involved in service tax frauds through his two companies. The court has posted the matter for July 17. |
Cut VAT rates: Oil dealers
New Delhi, July 15 The members wrote, "We, the petrol pump dealers of Delhi, once again appeal to you to look into our request of reducing VAT rate on diesel and bringing it at par with Haryana." The association's vice-president said that there had been a slump in the sale of diesel up to 60 to 90 per cent in Delhi after the government increased VAT from 12 to 20 per cent. He added that petrol pumps were incurring heavy losses and would have to close down by the end of this quarter. As a result, 5,000 employees and 25,000 people dependent on them would starve. He further said that the increased VAT rate had also gone against the government as its revenue from diesel was Rs 52 crore in 2008 and it had slumped to Rs 37 crore in June 2010. |

Ghaziabad, July 15 The victim Nisha (name changed) who lives at Sirolli village had gone to Inter College to take her marks sheet. At the college gate, she saw her classmates Rahul, Pintu and Sumit in a car. They invited her to have snacks with them in the car. As they were her good friends during college days, she did not suspected foul intentions and ate snacks and had a cold drink. Soon she felt giddiness and fell unconscious. She alleged that then the three youths gangraped her in the car and later abandoned her at Banthala railway crossing. Two accused Rahul and Pintu have been arrested and the third is absconding. |
Paramour held for killing
New Delhi, July 15 On July 14, the police received information regarding the body of a woman, lying at Japanese Park. A chunni was tied around her neck. She also sustained injuries on her face and head. Her belongings were found beside the body, a senior police official said. Investigations were taken up and the deceased was identified as Radha Kapoor, a resident of Shastri Nagar. The 32-year-old woman was running a boutique in the name of ‘Diksha’ at Shastri Nagar. It came to be known that the deceased was having extra-marital relations with the accused Tarun, who worked with her in a private company four years ago. On July 13, Radha left her parlour to meet Tarun and since then, he had been absconding from his house. This raised suspicions and the police apprehended him when he came to board a Metro train at Rohini West. |

New Delhi, July 15 The accused identified as Chahat of Loni is a sharp-shooter and carried a reward of Rs 5,000 on his arrest. He was apprehended from Shastri Park in the Seelampur area with a countrymade pistol and one live cartridge. The bodies of Sanjeev Sharma and Prakash Chand Khanna were found in a car at Dhari pur Mod in
