The announcement has stirred a disturbance in the Shiromani Akali Dal, the ruling party in the Delhi Sikh Gurudwara Management Committee (DSGMC) and the Shiromani Akali Dal (Badal).

Traffic affected for second day

Several city roads remained waterlogged today also, resulting in traffic snarls in various parts of the Capital. According to the traffic police, jams and slow movement of vehicles were reported mainly during the peak traffic hours in morning and evening.

Light rains predicted for today

A day after heavy rains brought city's minimum temperature four notches below average, there were no rains in the Capital today. The minimum temperature recorded today was 23.2 degree Celsius and the maximum settled at 36.6 degree Celsius, said an India Meteorological Department official, adding that the Capital will see more rains in the days to come.

Four youths last night assaulted and robbed a journalist in Sector 12. The robbers took away the scribe's mobile phone, cash, credit card and gold chain. A case of robbery has been registered.

With the announcement of a new party, Shiromani Akali Dal (Delhi-UK) by Jasjit Singh, a UK-based entrepreneur, a third force has emerged in Sikh politics in the Capital. The announcement has stirred a disturbance in the Shiromani Akali Dal, the ruling party in the Delhi Sikh Gurudwara Management Committee (DSGMC) and the Shiromani Akali Dal (Badal).

Office-bearers of both the parties are meeting top Sikh activists to find out the agenda of the new party and the force behind it.

President of the Shiromani Akali Dal (Delhi-UK), Jasjit Singh, was earlier close to DSGMC president Paramjit Singh Sarna.

Jasjit Singh said at a conference held here today that that new force in the Delhi Sikh politics was the need of the hour as corruption was rampant in the gurudwara administration as well as in its educational institutions and health centres. Exam results of its schools are coming down every year, but the leadership of the community is ignoring this fact.

There was time when Guru Harkishan Public School was considered one of the best schools in the Capital, but now it stood nowhere, he said.

In his maiden press conference, Jasjit said though the Sikh community is quite small, thousands of its youths are unemployed, resulting in poor economic conditions. Instead of going in for higher education, children are doing petty jobs. A large number of Sikhs are in jail on fake charges. They do not have money to contest their cases in the court. There is no leadership to take up their issues with the government.

Jasjit said having seen the community's plight, he has formed the party and decided to contest elections of the Delhi Sikh Gurudwara Management Committee on all the 46 seats next year. Selection of the candidates will be made by the community elders.

When asked whether he has got support of the Congress, he said that the Shiromani Akali Dal (Delhi-UK) is an independent party. It has nothing to do with the Congress.

In response to a question on a school for the children of 1984 riot victims in Tilak Vihar, he said it would be started after four or five months.

Punjabi is a second language in Delhi, but posts of translators in the Punjabi language are lying vacant in government departments. The language is not taught in government schools, he said he would take up these issues with the government.

Traffic affected for second day

Several city roads remained waterlogged today also, resulting in traffic snarls in various parts of the Capital. According to the traffic police, jams and slow movement of vehicles were reported mainly during the peak traffic hours in morning and evening.

Traffic jams due to waterlogging were reported from Dhaula Kuan, Maharani Bagh, Saket, Lado Sarai, Ring Road near IP flyover, Shakarpur, Shivalik Road, Moti Nagar, ITO crossing, Indira Gandhi Indoor Stadium. According to traffic officials, an uprooted tree near Harsh Vihar Chowk in Pitampura resulted in a traffic jam in the morning, while traffic movement near South Extension, AIIMS, Lajpat Nagar and Moolchand was affected after a container truck broke down on the middle of the Ashram flyover.

"The flyover remained choc-a-block with vehicles for close to three hours in the morning and things eased only after 11 am," said the traffic police.

The traffic snarls were witnessed in the evening also, with reports of slow traffic movement coming from ITO crossing, Ring Road near AIIMS, ESI Hosptial to Punjabi Bagh, Shivalik Road, Moti Nagar, Nehru Place, Akshardham, Maurice Nagar, Geeta Colony and various other parts of the city.

The traffic police had a harrowing time managing the traffic. "Thanks to the M CD and Delhi government, most of our men are managing traffic in lake- like situations," complained a senior traffic police official.

The minimum temperature recorded today was 23.2 degree Celsius and the maximum settled at 36.6 degree Celsius, said an India Meteorological Department official, adding that the Capital will see more rains in the days to come.

Although it did not rain today, the Capital saw partly cloudy sky accompanied by cool breeze that created favourable weather conditions.

However, traffic on some major roads, including Mathura Road, Inner and Outer Ring Road and pathways connecting the Capital to the national capital region continued to move slowly due to waterlogging and uprooted trees.

For tomorrow, the weather department has predicted a partly cloudy sky with possibility of light rains.

"While the maximum temperature is expected to settle at 38 degree Celsius, the minimum is likely to settle at 27 degree Celsius," said a Met official.

PWD blamed for choking drains

The Municipal Corporation of Delhi (MCD) today held a high-level meeting to examine the situation arising out of yesterday’s rains and held Public Works Department (PWD) and DMRC responsible for choking its drains with debris.

It also said that the deputy commissioners will be held responsible for any waterlogging in their areas.

“The streetscaping work all along Ring Road and Outer Ring Road is in progress by PWD. It has damaged the existing drainage system or made it non-functional,” said mayor Prithviraj Sahni.

He said that the PWD is not cooperating with the corporation. “We would write a letter to the PWD minister on this issue and ask him to direct his officials to take up the work on its roads,” said Sahni.

It was also decided in the meeting to cancel the leave of sanitary staff of the MCD till the monsoon.

The mayor said waterlogging happened on account of construction of grade separator over Barapulla Nallah by PWD. “A major section of Barapulla drain has been covered with the malba and rubbish for casting concrete columns and erection of girders,” said Sahni. 

Blaming the DMRC, MCD engineers said it has damaged a stormwater drain on Rohtak Road during the construction of Metro link from Punjabi Bagh to Mundka.

“The drain has not been repaired by DMRC. Consequently, water is stagnating all around the colonies of Nangloi and Mundka. PWD and DMRC will have to immediately initiate action in this regard,” said the engineers.

Minister, CM inspect areas

Public works minister Raj Kumar Chauhan who inspected different areas of South Delhi at zone-1, directed the department to take steps to avoid waterlogging during monsoon. Sufficient manpower should be deputed to avoid inconvenience to the public.

He directed the officers concerned to speed up the works of streetscaping, roads, central verge, signage and plantation of trees and greenery which are being undertaken at Raja Garden, Moti Bagh, Naraina, Dhaula Kuan, MB Road and Ring Road.

The minister directed the officers to speed up the work related to the Commonwealth Games. He further advised the civic agencies to work together for the success of the event.

He issued directions to the officials concerned to take immediate steps for lifting of debris.

Chief Minister Sheila Dikshit also visited Salim Garh flyover, Ring Road bypass and ITO chungi to examine the waterlogging situation. There was knee-deep water near Rajghat and ITO Chungi. However, she refused to make any comment.

The last evening downpour has left a trail of destruction, besides snuffing out 12 lives. The incessant rainfall has worst affected the Commonwealth Games projects of the MCD.

"The work on the CWG projects has been affected by the rainfall, but the contractors are taking it as an excuse to defend their missing of deadlines," said Jagdish Mamgain, chairman, CWG works committee.

Besides, green cover has been hit hard. As per the information given by the MCD, 64 complaints of falling of trees have been recorded.

"The whole Delhi has been dug for one or the other construction work. This severe digging is badly affecting the trees as their roots get weakened and heavy rain can uproot them," said a senior officer of the horticulture department on condition of anonymity.

The rain has also affected the beautification done by the civic agency as the plants and saplings planted on the dividers have been uprooted.

What is more, heavy showers in the past one week have also led to the falling of several old buildings, structures and walls.

The MCD’s official data has shown 16 recorded cases of building collapse.

Merger of M.Com classes opposed
North Campus does not have sufficient infrastructure to deal with more students, says DSE

Days after Delhi University notified that M.Com classes of South Campus will be merged with North Campus classes, serious concerns have been raised about the feasibility of the decision. Delhi School of Economics (DSE), several academic council members and economic department faculty have raised concerns over the lack of sufficient resources on North Campus for handling more students and the long-term implications of the move.

"The decision was taken by the university in haste without consulting the economics department. The move will put extra pressure on the already scarce infrastructure at DSE and also create troubles for the students enrolled in South Campus," said S.K. Jain, chairman, department of economics, DU.

"I fail to understand what made the university to all of a sudden merge the seats and staff of the two campuses without consulting the faculty of the department or understanding the implications," he added.

Delhi School of Economics is already holding classes for more than 700 students-- about 500 M.Com students and 110 students of Masters in International Business and Masters in Human Resource Development. And this number is excluding the number of students enrolled for M.Phil and Ph.D. programmes that have already been de-linked from DSE.

In the past too, the office of DSE has been complaining about its inability to cope with increasing pressure on the library, canteen and parking facilities.

"At times, the teachers find it very difficult to park their vehicles despite the fact that student are not allowed to bring their vehicle inside the DSE complex. Shifting of 250 M.Com. students from South Campus to North Campus will add fuel to the fire," said J. Khuntia, member, admission committee, department of commerce and academic council, DU.

"The South Campus was created with the objective of reducing students' problem of commutation. But here, even after the merger, students of south Delhi colleges will have to travel to the colleges in which they are enrolled for attending tutorial classes and participating in college activities and making use of library facilities. The merger is going to be especially against the interests of the students living in far flung areas of south Delhi and also the physically handicapped students in south Delhi. They all will now have to travel to North Campus for attending classes," he said.

GRE exam in new format

Students preparing for the GRE examination are in for a surprise. The format of the exam is undergoing radical changes. It is being revamped for the 2011 session. The Princeton Review, a company that prepares the GRE examination, is carrying out an internal review and has suggested far-reaching changes. This format change is being done to update the test to better reflect the requisite skills of graduate schools.

Aradhna K Mahna, managing director of Manya Education, the Indian partners of the Princeton Review, said, "Our GRE numbers have been soaring over the past few years and more students are keen to take this test. The reason behind this format change is to avoid the fiasco of 2007. Our major concern is how well students take this change that is being applied to GRE currently."

The revised test will eliminate questions on antonyms and analogies. Students can expect the test to be more challenging as it will focus on reasoning and the real-life scenario as opposed to memorization. Besides, the new test will be lengthened and graded on a scale of 130 to 170. Short-answer questions and objective type questions will be the trend in the revised examination.

Aradhna said, "Students are now going to face a problem whether to prepare on the basis of the old format since study material on the new format is not available. We are expecting a heavy rush of students to book exam dates in 2011, just before the new GRE changes are offered."

Metro bags Asian civil engineering award

The DMRC has won Asian Civil Engineering Coordinating Council's (ACECC) prestigious Outstanding Civil Engineering Project Award for the year 2010.

The award is presented to infrastructural projects that have made exemplary contributions to the progress of civil engineering works, thereby contributing to the nation where the project is located and have also impacted other Asian nations or ACECC member economies.

Under Phase II of the Metro project, the DMRC is adding 125 km to the Metro network in a record time of approximately four and a half years. The project includes many outstanding achievements such as India's first high-speed dedicated airport connection, India's first standard gauge Metro line (Inderlok-Mundka) and much more. About 64 kms of the Phase II network have already been opened for the public.

The Asian Civil Engineering Coordinating Council (ACECC) works for the promotion and advancement of the science and practice of civil engineering and related professions for sustainable development in the Asian region.

A day after the 21-year-old college student was stabbed to death in the Sonia Vihar area of east Delhi, more than 500 protestors comprising his family, relatives and neighbours set on fire at least three houses belonging to the prime accused in the case while the house of another suspect was ransacked.

Later, the protestors got on to Wazirabad Road and blocked the traffic and pelted stones provoking police to use lathicharge.

The special cell has also arrested Bachan Nagar and Umesh, two of the four accused for the murder of Kamal.

“We arrested Bachan and Umesh this evening and hunt is on to nab the other two,” said a police official close to investigation.

Kamal Singh Rawat (20), a B Com IIIrd year student with Khalsa College, was kidnapped by four men from a bus stand in Sonia Vihar and later found dead with stab wounds near Usmanpur jungles.

However, no arrest could be made in the case even after 24 hours of the murder.

Angry with the police inaction, the family decided to do something on its own and after gathering their well-wishers, they attacked the houses of prime accused, situated in Gali number 4 of Sonia Vihar.

“The protestors set on fire houses of Parveen Nagar, Bachan Nagar and one Ombir. Houses of Satbir, alias Titu, Umesh and Ajay Dogra were ransacked. The protestors broke the household items like TV, fridge and even the utensils in kitchen were not spared,” said a police official, adding that as the crowd turned violent, police was left with no option than to use lathicharge, teargas and rubber bullets.

“Thirty-five people have been detained and extra force has been deployed in the area,” said the police.

The Ghaziabad police suspects honour killing in a murder and suicide case in which a man who murdered his uncle's daughter had then committed suicide after being sacked from his job by the girl's father.

On Saturday, Ishtiaq, 25, had allegedly gone into his maternal uncle Mohammad Akhtar's house in Dhulana area with a pistol and shot dead Shabnam, 14, his uncle's daughter.

He had reportedly gone there to request his uncle to take him back in his welding shop where he worked for the past few years but was asked to leave for allegedly stealing merchandise, senior superintendent of police Raghubir Lal said.

Initially it was thought Ishtiaq was said to have shot himself in the temple and died on the stop. He feared that mob would kill him so he preferred to commit suicide.

However, the autopsy report revealed that Ishtiaq was shot pointblank at the back of his skull and the bullet exited via the forehead.

In the meantime, his father lodged a complaint with police, alleging his son was killed for the sake of honour.

He accused Shabnam's father, her two uncles and brother-in-law of first shooting Shabnam dead, then killing Ishtiaq and drawing up the story of Ishtiaq killing Shabnam and then committing suicide.

The Dhaulana police has registered a case against the four.

"We have converted the case accordingly. The girl's father and his two brothers in addition to girl's brother-in-law were found involved in the double murder. In addition to the complaint, the autopsy report supports the theory. All the four are absconding and police are trying to arrest them," Lal added.

Trader shot at in Ghaziabad

A Delhi-based trader was shot at by two unidentified assailants in his house here yesterday, the police said. A property dispute is suspected to be the reason for the attack. According to the police, Ravi Prakash Gupta, owner of a spare parts store at Delhi Gate, wanted to sell his house in the Rajendra Nagar area here.

He was discussing the matter with two property dealers and three prospective buyers in the morning when the assailants entered the house and opened fire before escaping.

One of the bullets hit Gupta in the thigh. He was admitted to a local private hospital where he was stated to be out of danger.

The police initially said the assailants came with an intention of robbery but later changed the reason to a dispute over property.

Circle officer (border) Rajeev Kumar said: "The Gupta family wanted to sell their house. There could be somebody who did not want them to sell the house to a particular party. Also, the family could have denied selling the property to someone who resorted to avenge it in this manner.”

"The matter is being investigated," he said.

Scribe assaulted, robbed

Four youths last night assaulted and robbed a journalist in Sector 12. The robbers took away the scribe's mobile phone, cash, credit card and gold chain. A case of robbery has been registered.

"I had come to Noida to visit my relatives. While I was returning late in the night, some youths assaulted me near Saraswati Mandir School in Sector 12. They robbed me of my purse that had Rs 3,000 and a credit card, mobile phone and a gold chain. Some passersby came to my rescue, after which the robbers fled," said victim Ajit Srivastava, who work with a TV channel and lives in Malviya Nagar, Delhi.

"On the basis of the description provided by Srivastava and some eyewitnesses, computer sketches of the robbers have been prepared. They are in the age group of 23 to 27 years. Though a manhunt has been launched, they are still untraceable," said G. K. Jayant, SHO, Sector 24 police station.

Vehicle robber arrested

The Noida Phase II police last night arrested a vehicle thief after a brief encounter. However, his partner managed to escape. Seven stolen vehicles have been recovered at his instance.

"The arrested man has been identified as Kishan Kumar. On interrogation, he revealed that he worked as a member of a gang of inter-state vehicle thieves. A stolen Scorpio car was recovered from him. On the basis of information given by him, two Pulsar, two TVS and two Hero Honda motorcycles have been recovered," said Rajesh Kumar Singh, deputy superintendent of police.

Thief nabbed

At Greater Noida, the Jewar police last night arrested a man while he was committing theft at a shop. The thief was identified as Rakesh Kumar. Fifteen mobile phones, one motorcycle, mobile recharge coupons worth Rs 50,000 and other several other stolen goods were recovered from him," said S.C. Tomar, deputy superintendent of police.

A case of bike-bone youths snatching a laptop from a Delhi woman outside the GIP Mall was reported last evening.
