Servant gets death for double murder

A city court today awarded death sentence to a servant for killing an elderly woman and her 12-year-old grandson in their Vasant Kunj in 2007. The convict Mithilesh had killed the duo to rob the house. Allowing the plea of the victims’ family members, additional sessions judge S.K. Sarvaria awarded death penalty to Mithilesh.

A senior citizen woman has lodged a complaint with the police, alleging that her son and his wife were mentally and physically torturing her and that she has to pay rent to them to live in the servant room. Usha Rani Singh of Ghaziabad lodged the complaint with the SSP on Wednesday. She stated that her husband had bought the house before his death in the name of his son.

A division bench of Chief Justice Dipak Misra and Justice Manmohan said that only those mobile towers would be de-sealed which were sealed due to payment problems.

Servant gets death for double murder

A city court today awarded death sentence to a servant for killing an elderly woman and her 12-year-old grandson in their Vasant Kunj in 2007. The convict Mithilesh had killed the duo to rob the house. Allowing the plea of the victims’ family members, additional sessions judge S.K. Sarvaria awarded death penalty to Mithilesh. He said the crime fell under the ‘rarest of the rare category’.

“The case falls in the rarest of rare category. Mithilesh had plotted the murder and sedated the family’s pet dog before killing the victims and decamping with valuables and cash,” the court said.

Terming the murder as brutal, the prosecution had demanded the harshest punishment for the accused.

The court rejected the plea of the convict’s counsel for leniency and said, “His act does not deserve lenient punishment.” Mithilesh, a resident of Samastipur in Bihar, used to work as a domestic help. He killed Karamveer (12) and his grandmother Surjit Kaur (60) in their Vasant Kunj house on March 2, 2007.

Before killing them, he sedated their pet dog. After committing the double murder, he decamped with all valuables, cash and jewellery, the prosecution had said.

Mithilesh was apprehended after Karamveer’s sister Mehar Legha (15) enquired about the whereabouts of the victims after she returned from school. The girl, who was also attacked by Mithilesh after she learnt that her brother and the grandmother had been killed, raised an alarm which led to Mithilesh’s arrest.

On July 1, the court had convicted him for the offences of murder, attempt to murder, robbery and for destroying evidence under sections of the Indian Penal Code. The court relied on the statements of Mehar, her mother Manjit Legha, a teacher of Delhi Public School in Noida and her husband, a retired army officer.

A senior citizen woman has lodged a complaint with the police, alleging that her son and his wife were mentally and physically torturing her and that she has to pay rent to them to live in the servant room. Usha Rani Singh of Ghaziabad lodged the complaint with the SSP on Wednesday. She stated that her husband had bought the house before his death in the name of his son.

The money for the house was given by her husband. Though he had told her then to include her name too but she had refused, saying that registration in the name of the son would save him the bother of registration after their deaths. She had full faith in the son and never thought that he would mistreat his parents.

Now she was forced to live in the servant room at the back of the house and for that she was paying Rs 1500 per month rent to her son from the pension amount. For the past three months, she had not been able to pay the rent. Now she was mentally and physically tortured by son and his wife. His son is defence personnel. She further alleged that now they were asking for additional Rs 400 for the electricity.

"I have ordered the police officer concerned to inquire and help the woman and if needed lodge an FIR against son and his wife," said Raghuvir Lal, SSP.

Police officer K.P. Singh said, "I have taken the woman to her home and talked to his son and strictly told him if they do not mend ways they will be arrested and sent to jail. His son promised he will not torture his mother and not charge rent. He has given it in writing."

Scolded by teacher, boy jumps from school building

A 12-year-old boy allegedly tried to commit suicide by jumping from the second floor of his school building in the Preet Vihar area of east Delhi this morning. Sahil Sachdeva of class VI took the extreme after allegedly being scolded by his class teacher.

According to the police, the incident took place around 9:15 am at Mother Teresa Public School (senior secondary). Sahil has suffered fracture in his legs and is recuperating in a hospital.

"He is out of danger. Apart from fracture of legs, there has been no other injury," said a police official.

Sahil's parents allege that Sahil was scolded by his class teacher for being late to class.

"Some school function is going to be held soon and Sahil was participating in a musical event. This morning, he had attended the music class but was late for the next class by about 10 minutes. While he was on his way to the next class, his class teacher intercepted and scolded him for being late. Fearing that she would punish him in class, he jumped from the balcony of the school's second floor," alleged Sahil's mother Sangeeta while talking to mediapersons. She has demanded police action against the accused teacher.

Sahil's father Rajesh Sachdeva is an accounts officer in the central government ministry and lives with his family at Jitar Nagar.

While the police is investigating the circumstances under which Sahil jumped, no case was registered till late evening.

"The boy is alleging that his teacher had scolded him so he jumped. But we have spoken to other teachers and students who deny any such happening. In his statement, Sahil told us that he had jumped around 9:15 am, but he was admitted to the hospital at 10:45 am. There is a difference of more than one hour. We want to establish all facts before charging anyone," said a police official from Preet Vihar police station.

About the delay in registering the case, additional DCP (east) I.B. Rani said the police was investigating the matter and "the decision to register the case has not been taken yet."

2 of 3 women in Delhi sexually harassed: Report

Almost two out of three women have faced sexual harassment in the national Capital around two to five times in the past year, points out a recent joint research undertaken by the Delhi government’s department of Women and Child Development, NGO Jagori, UNIFEM South Asia Regional Office and UN Habitat.

The findings of the report pose a question mark on the efforts to make Delhi a safer place, especially with the upcoming Commonwealth Games.

The report says that cutting across class and profession, women face different forms of sexual harassment in crowded as well as secluded places, including public transport, cars, markets, roads, public toilets and parks. School and college students are most vulnerable to harassment, particularly in public transport, the report says.

It further elaborates that school and college students in the 15-19 age group and women workers in the unorganized sectors are particularly vulnerable.

Buses and roadsides are reported as spaces where women face high levels of sexual harassment.

The most common forms of harassment reported are verbal (passing comments); visual (staring and leering); and physical (touching/groping, leaning over).

What is more, the report points out that the burden of ensuring safety remains on women. They try to ensure their own safety by not visiting certain places, staying indoors after dark, maintaining a dress code, and carrying pepper spray and safety pins.

Around 68% women dealt with harassment by confronting the perpetrator or seeking help from family and friends.

The survey is based on a sample of 5,010 women and men undertaken during January-March 2010.

CWG work irks ministers

Delhi urban development and finance minister A.K. Walia and education and transport Minister Arvinder Singh Lovely who inspected various Commonwealth Games (CWG) projects today expressed concern over the lackluster attitude of the Delhi Development Authority (DDA) and other agencies involved in the construction work. They were reportedly not satisfied with the pace and the quality of work being carried out.

They noticed mounds of debris and garbage all over the roads leading to Games Village and Yamuna Sports Complex. They observed that there was a threat to survival of plants on the central verge of Vikas Marg as pedestrians cross the road.

The ministers have instructed the public works department (PWD) to expedite work and take up greening exercise simultaneously. The area around Akshardham Crossing looked shabby.

Walia and Lovely found potholes on roads leading to Games Village. Even the road near Akshardham Metro station looked unpleasant. A large quantity of unattended work was noticed.

The ministers have directed the DDA to complete its work by this month.

They have expressed displeasure over the casual approach of DDA engineers. The chief engineer concerned was not present during inspection and the superintending engineer had left abruptly. The ministers have decided to take up the matter with the vice-chairman of the civic body.

Walia has asked the PWD to complete the construction of a parking site which will accommodate 150 vehicles and Vikas Marg by this month.

The ministers also traveled through NH-24 where the situation was similar and debris was visible on both sides of the road. The ministers instructed the PWD to complete widening of road near Anand Vihar Rail Terminal.

Kalmadi briefed

A delegation of the Municipal Corporation of Delhi (MCD) today held a meeting with the Organising Committee chairman Suresh Kalmadi to apprise him of the status of CWG projects being undertaking by the civic agency.

The delegation presented the status report of projects being carried out by the MCD. The civic agency has achieved 100 per cent completion in only two to three projects.

According to sources, the municipal leaders attributed their delay in completion of the CWG projects to the lack funds. "The municipal leaders said they were facing financial crisis due to which the projects were stuck," said the source.

Gurgaon cops, CRPF gear up

The Gurgaon police as well as the CRPF authorities have pulled up their socks to ensure tight security arrangements for the upcoming Commonwealth Games. Apart from hosting Commonwealth Games’ shooting competitions at CRPF Academy in Kadarpur, Gurgaon is also likely to attract many foreign visitors during the Games as the city has a number of shopping malls, multiplexes and high-end hotels.

A meeting to discuss the security arrangements was held under the chairmanship of joint commissioner of police Alok Mittal here yesterday.

Representatives of the National Disaster Management Authority (NDMA), New Delhi, CRPF, National Security Guard (NSG), private hospitals and various government departments.

Mittal later maintained that foolproof security arrangements would be made in Gurgaon city as well as at the CRPF Shooting Range at Kadarpur. He said adequate number of police personnel would be deployed to keep vigil on the security arrangements in all local marketplaces, hotels, guest houses, metro stations, shopping malls and other crucial spots.

“Mock drills will be carried out before the onset of games to see the level of preparedness,” he said, adding that an emergency response plan would be prepared with the help of various departments concerned as well as public representatives.

All government departments in the district have been asked to designate an officer as nodal officer on the behalf of that department for the Commonwealth Games.

Brig B.K.Khanna from the NDMA gave a presentation on the preparation of a disaster-management plan for a department or organisation.

The Civil Surgeon, Dr Parveen Garg, was asked to present a medical management plan at the next meeting. The plan would contain the information about number of hospitals in Gurgaon, doctors of different specialties, number of beds available, ambulances and other facilities at various hospitals.

Rajnish Ahlawat from CRPF apprised the meeting that a small four-bedded hospital had been established at the CRPF shooting range in Kadarpur, where four doctors would be deputed. “In addition, two ambulances would remain stationed at the CRPF camp to address any medical emergency.

Mittal asked the officials concerned to prepare a map of the shooting range and ensure that a proper fire-fighting mechanism was in place.         

DSP G.S.Rawat from the telecom wing of the Haryana police was asked to examine the communication network at the CRPF campus.

Mittal pointed out that for effective communication between the officials deputed for the games, representatives of the departments and organisations concerned could be provided with walky-talky sets as well.

All appointments to various sanctioned posts of faculty are supposed to be made through the Union Public Service Commision under the Central Government Health Scheme of the Union health and family welfare ministry.

The reply to the RTI, filed in February this year, shows that during the same duration, several faculty posts remained vacant in all the three hospitals, with as many as 13 posts in Safdarjung Hospital in 2005 and 2010 and 16 and 15 posts in Dr Ram Manohar Lohia Hospital during the year 2009 and 2010 respectively.

Besides, in G B Pant Hospital, there have been 11, 6 and 9 sanctioned faculty posts in cardiology, gasenterology and neurology department respectively, but only 9, 4 and 8 posts got filled during the year under question.

“Our Constitution mandates that a definitive number of seats at various levels of faculty have to be reserved for the backward and deprived sections. But these three hospitals have been flouting the norms and not making appointments from the sections concerned even as several regular posts are lying vacant,” said V K Bharadwaj, the legal advisor of Nav Bharti Society.

Child held captive rescued

A minor boy held captive by a family in their house in Punjabi Bagh West was rescued by an NGO and police today after an anonymous caller had tipped off the NGO about the solitary confinement of the child.

The harrowing tale of the 14-year-old boy Rajeev Kumar's confinement for over a year in Kothi No. 5 has shocked the activists of Bachpan Bachao Andolan and cops alike.The child was not allowed to step outside the house by the couple.

The couple, Devinder and Neelam Trehan, is said to be abroad for three days and Rajeev, who hails from Bihar, told his rescuers that they would always lock him inside whenever they went out.

"They would lock all rooms except the one I stayed in. They would not leave enough food for me," he told media persons. A release from the NGO, quoting him, said the couple had gone on seven trips and locked him with almost nothing to eat.

"I was made to work for 18 hours a day and given food just enough to survive. At times they gave me only a chapatti and salt," he said.

Rajeev said they used to torture him and never paid him any money for the last one year. He was handed over to Devinder Trehan, who owns a factory, by his uncle.

NGO workers said the servant would often come to the gate whenever somebody rang the bell and then go back immediately. It alerted some neighbours who called the Bachpan Bachao Andolan. Its chairperson RS Chaurasia said they informed cops and rescued the child.

Chandni Chowk, Rajiv Chowk Metro stations to get more escalators

The Delhi Metro Rail Corporation (DMRC) will install more escalators and create more entry and exit points at two most crowded stations— Chandni Chowk (footfall of over one lakh) and Rajiv Chowk (footfall of over 3.75 lakh), after DMRC managing director E. Sreedharan inspected the stations.

The DMRC officials have been directed to make the arrangement before the Commonwealth Games begin.

Chandni Chowk Metro station, which also serves as a link for Old Delhi railway station, will soon have separate entry and exit points to smoothen the flow of passengers.

The station has five entrances for passengers. Gate no. 5 which opens towards Chandni Chowk handles the maximum rush whereas, gate no. 1 which opens towards Town Hall is the least used. In view of this, Sreedharan has directed the officials concerned to use gate no. 5 exclusively for the exit of passengers and to use gate no. 1 for entry. This would make movement convenient for passengers.

Keeping in mind the long queues at ticket counters, Sreedharan has ordered for 14 additional ticket counters near gate no. 1. On the same side, two new escalators for passenger convenience will also be installed. 

Of the four additional escalators that are under installation at Rajiv Chowk Metro station, two of them (one each in A & B block side) were made operational today. The other two are likely to be commissioned within the next 10 days.

RWA protests illegal buildings in E. Delhi

In view of the large-scale illegal constructions coming up in East Delhi, the Resident Welfare Association (RWA), today met the municipal commissioner to apprise him about the unauthorised buildings in their area.

The commissioner, KS Mehra, assured that strict action would be taken against the mushrooming illegal constructions, including violations of sanctioned plan in various East Delhi residential colonies like Krishna Nagar, Geeta Colony, Laxmi Nagar, Anand Vihar, Jagriti Enclave, Kiran Vihar, Ram Vihar, AGCR and others.

“The illegal construction activity is being carried out by builder mafia in league with MCD officials. The commissioner has assured strict action including revoking of already sanctioned building plans and demolition of the building violating building byelaws,” said Anil Bajpai, President, RWA.

“Most of the builders are constructing four stories more than the maximum height of 15 metres, which is a violation of building bylaws. The builders were taking buyers for a ride and are not including the ground floor in 15-m height,” he said.

The spurt in illegal construction is taking its toll on basic infrastructure of the colonies, including water, parking and sewage system. Most of the construction is being done by builders.

“We also demanded that the names of buildings and house numbers violating building byelaws should be made public on MCD website to discourage further violations,” he said.

NGO supplying ‘poor’ midday meal booked

Ghaziabad, July 8
Following complaints of poor quality midday meals, the Ghaziabad district administration has cancelled the contract of the NGO concerned and lodged an FIR against it.

District magistrate Hridesh Kumar had received complaint against Search, the NGO which supplies midday meal to schools. Students had complained of poor quality of the meal.

The DM has ordered an inquiry into the matter. SDM Sadar Mahinder Prasad, basic education officer Rajesh Kumar and tehsildar Satish Chandra raided the premises of the NGO at Chiranjiv Vihar.

Inspection revealed that the rice and wheat used were of poor quality. The team has sealed 11 bags of rice and four of dallia. Samples taken from these bags have been sent for testing to a laboratory.

"The basic education officer has lodged an FIR at Kavi Nagar police station. The contract has been cancelled. Meanwhile, alternative arrangements were being made for supply to 176 affected schools," said the DM.

Sunny day brings back normalcy

After three days of heavy rain in the Capital, residents had a sunny start this morning. However, the weather office has predicted more rains in the coming days.

The monsoon arrived in Delhi three days back. So far, the city has seen 116.2 mm of rainfall which is 23 per cent more than the average this season.

A total 21.2 mm of rain had been recorded by the Met department since yesterday morning that also led to rise in water level at the Yamuna.

Traffic was back to normal today in most areas after the rains crippled the vehicular movement yesterday.

While the maximum temperature settled at 37.1 degree Celsius, the minimum at 25.2 degree Celsius.

The weather department has predicted a general cloudy sky tomorrow with a few spells of rain and thundershowers. While the maximum is expected to hover around 35 degree Celsius, the minimum is likely to settle at 27 degree Celsius.

The Delhi High Court today directed the Municipal Corporation of Delhi (MCD) to de-seal the illegal mobile phone towers within five days if the telecom operators pay the licence fees fixed by the corporation. A division bench of Chief Justice Dipak Misra and Justice Manmohan said that only those mobile towers would be de-sealed which were sealed due to payment problems.

The telecom operators will have to deposit the payment by July 14.

There are 5,364 mobile phone towers within MCD's jurisdiction. Of these, 2,952 have been declared illegal for coming up without the civic agency's authorisation. — IANS

The accused have been identified as Dinesh Gupta (38), Mahender Singh (38), Brahm Singh (56) and Rashid Malik (21). Malik was apprehended from Service Road near Raj Ghat yesterday on a tip off.

"Officials of the wildlife department were called to the spot and inspected the tusk. They said it was an elephant tusk used for preparing medicines, ornaments and decorative items," the official said. The possession and selling of elephant tusk is prohibited under provisions of the Wild Life Act, 1972.

They had bought the tusk from Nazibabad in UP.

Husband, 4 others rape woman

The Dankore police has arrested three persons for allegedly raping a mother of three children.

The victim was allegedly gangraped by her husband and four others on June 27. The victim's husband is absconding.

"The arrested accused have been identified as Narinder Singh, Bittoo Singh and Shamsher Khan of Pipalka village. Medical report has confirmed rape. They were produced before a magistrate and have been sent to 14 days judicial custody. The victim's husband Moinnudin Khan and another accused Yoginder Singh are absconding," said T.J. Singh, SHO, Dankore.

"The victim's husband is an alcoholic. On June 27, he had invited four of his friends for a liquor party at his home. Once they were drunk, he along with his friends sexually assaulted the woman," said Singh.

Metro asked to stop work at Dabur Crossing

The highway authority has asked the Delhi Metro Rail Corporation to stop the work on the Metro Pillar site at Dabur T-Crossing in Ghaziabad, claiming that the land is part of National Highway-58.

It is necessary to seek permission from the transport ministry first before starting the work, the authority has advised.

It has also written to the DMRC senior project engineer in this connection.

GDA chief engineer Anil Garg said, "The DMRC has been intimated about the objection. It will get the clearance as a matter of routine. However, it may delay the project if approval is not taken."

The Delhi police has arrested Sunil, alias Bunty (31), Rajinder Kumar, alias Babli (31), and Ikramuddin, alias Prince (23) who were involved in several cases of vehicle thefts and snatchings. Motorcycles, spare parts and master keys have been seized. — TNS
