Doubts about Games projects meeting Aug 15 deadline
Gill, Kalmadi at loggerheads over stadium roof collapse
Tribune News Service

New Delhi, July 14
As ministers of the Delhi government do the rounds of Commonwealth Games (CWG) projects sites, apprehension is growing among them and officials about whether the projects would meet their deadlines.

All the projects have to be completed till August 15 as the government has to hand them over to the CWG organising committee by August 31, sources said.

Meanwhile, the collapse of the roof of a tennis stadium in the Yamuna Sports Complex following the downpour on July 12 and the apprehension that Delhi is not fully prepared for of the Games, today pitted Union sports minister M.S. Gill and CWG organising committee chairman Suresh Kalmadi against each other.

Gill termed the incident serious, more so as it happened so close to the deadline of the CWG projects. An enquiry would be made into it, he said.

However, Kalmadi, who hardly gets along with Gill, claimed that it was a small incident and not much should be read into it. He brushed aside concerns over the CWG projects and said they would be completed in time.

Chief Minister Sheila Dikshit, apparently relieved with the fact that the stadium's construction work is being done by Delhi development Authority (DDA), which reports to the Lieutenant General and not her government, did not offer any comment.

Officials, however, said majority of the landscaping and beautification work was yet to be completed.

Debris lying on the road has chocked the drainage system and that was why waterlogging occurred at many Games venues and on various main roads. A repeat of such a situation during the Games could be embarrassing for the country, the officials said.

They said everything was now being done in hurry to meet the deadline and in such a situation, quality could be a casualty. Giving an example, an official said the public works department was laying red tiles on the footpaths in such a slipshod manner that they might cave in.

Repairing work at central verge on all the roads is also one of the reasons for government's apprehension because that is one of the reasons for traffic jams.

Six members of a family died in the wee hours today when a two-storeyed building collapsed in the Brahmapuri area of northeast Delhi.

The building had developed cracks after the heavy rains coupled with high-speed winds on July 12 . The victim family had decided to vacate the premises last evening, but then postponed it for today. As fate would have it, they were all buried in their sleep when the house came down around 3.50 am.

The police said Hashmi, alias Bholi (60), who died in the incident along with her three sons and two daughters-in-law, owned the house.

The other victims have been identified as Nafees (26), Nadim (25), Aazim (23), Shagufta (23) and Aaysha (22). Aazim's wife was not in the house as she had gone to her parental home in Meerut," said a police official, adding that the couple did not have children and had got married about three months back.

"For some reason, they postponed their plan to vacate this morning even as we had all advised them to leave immediately. In fact, the tenant who was running a hotel on the ground floor had moved out on Tuesday itself. What can be done now? It was their destiny," said Rajesh Kumar, a local resident.

According to him, the deceased woman's two other sons Anees and Raees, live with their families in the Lal Kuan area.

According to information, the building came down with a blast-like sound and most of the neighbours woke up fearing earthquake. Some neighbouring houses were damaged as well. "I was sleeping on the roof of my residence when I heard a thud sound. As I got up, to my shock, I noticed that the structure adjacent to my house had completely turned into debris," said Nazim, a local adding that the police reached the spot before fire officials.

"They came half an hour after making the call," he alleged. In the process of clearing out the debris, one of the houses was damaged further by a bulldozer. The action left people in a state of shock.

"A woman Babita was on the first floor with her son in house number I-36/10 where the bulldozer had caused damage. They shouted for help, thinking even their house was coming down though it was hit by a bulldozer," said a neighbour, who was witness to the incident.

MCD orders survey of old buildings

The Municipal Corporation of Delhi (MCD) today said it will form a panel of architects who will do a survey of old and vulnerable buildings in the city.

The architects will submit a report wherein if any building is found to be unsafe, its owner would be issued with a notice, prompting him to take necessary measures.

"If the survey done by the panel of experts detects any building unsafe or vulnerable, the owner of the building will be sent notice mentioning the immediate steps need to taken," said chairman, standing committee, Yogender Chandolia.

The decision was taken at a meeting of standing committee of the MCD between the councillors of both the Congress and the BJP on the issue of house collapse.

Chandolia said the incident of house collapse in Brahmpuri was “sad and unfortunate”.

The MCD used to do a survey of dangerous building in the Capital, a practice which has not been taking place for the past two years now.

"The MCD had carried surveys to detect dangerous buildings, but there are some shortcomings. We will set an expert panel of structural engineers who will identify structurally unsafe buildings," Chandolia said.

H1N1 No cause for alarm: Officials
Ananya Panda
Tribune News Service

New Delhi, July 14
A day after two persons succumbed to H1N1 virus, called swine flu in common parlance, doctors and the Delhi government health officials attempted to calm the nerves and said these deaths are not indicative of any alarming situation and both had caught infection from outside the Capital.

"The positive cases that have come to us recently are those who have travelled to places in south India, Mumbai and Kolkata. We have two positive cases with us: one is 40-year-old man from Rohini and the other, a foreign tourist. Both of them got infection from outside Delhi," said Dr T Sidhu, the medical superintendent of Dr Ram Manohar Lohia Hospital.

While both the patients admitted to RML are recovering, the Rohini resident is on ventilator and the other is better, Dr Sidhu said.

Authorities at other government hospitals like RML and Lok Nayak Jai Prakash Hospital (LNJP) said there was not much fear of the H1N1 virus among people.

He said the 60-year-old man who died yesterday evening was a diabetic and suffering from kidney ailment also.

"He had been to Ganga Ram Hospital and LNJP before he was brought to us in the early evening. But, his death should be regarded as that of a warning signal. In Delhi, just a few cases have come up and we have seen only these cases over a long time," said Dr Sidhu.

Since the outbreak of the H1N1 influenza (A), Delhi has seen 96 deaths from over 9,000 reported cases.

"The cases are routine and most of them are cases of seasonal influenza. There is nothing to worry as of date. We are keeping a watch over the situation. Since June 10, only seven positive cases of H1N1 have come up," said Dr Debasis Bhattacharya, the designated nodal officer for H1N1 in Delhi.

However, some experts have urged the authorities to take due measures.

"The virus has been in the country for over a year and it is quite unlikely that the sequence is still the same as viruses are prone to mutation. While carrying out sequencing of the virus culture, no matter how simple the passage (process through which the strains are replicated in multiple animals) is, mutation is surely noticed. It is just not possible that the virus would keep shifting hosts, infecting humans and not mutate. It is bound to change," said Dr Shiv Lal, senior research scientist at the International Centre for Genetic Engineering and Biotechnology.

Gangrape case registered on court order
Cops say girl initially admitted that she implicated the accused for money
Parmindar Singh

Noida, July 14
On court's order, a case of gangrape was registered against four accused at the Sector 39 police station, last evening.

The alleged rape had taken place on June 18. However, the Noida police had then claimed that the girl was trying to implicate the accused for blackmailing them.

Unsatisfied with the police's 'inaction', the girl approached the chief judicial magistrate, who directed the police to lodge an FIR against the four accused.

"On court directions, a case of gangrape has been registered against four accused. Two of them-- Charat Singh and Mahesh Bhatti-are residents of Greater Noida, while two others are unknown," said R. N. Mishra, deputy superintendent of police.

"On the evening of June 18, around 5.45 pm, the Noida police got a call from the Delhi police that a girl had been kidnapped from near Great India Place mall. The police was told that a Scorpio car was used for the kidnapping. Police teams searched the area and nabbed two alleged kidnappers. The girl was also rescued. The girl told the police that two other men had fled. She alleged that she was gangraped by four men in the car. She also said that she was called for a job interview, "said Mishra.

"However, later, the girl told the police that she was not raped and that she had lodged a false complaint against the accused to extract money from them. She said she was in dire need of Rs 50,000. Her medical examination also did not reveal any injury on private parts," said Mishra.

But according to Mishra, after the medical examination, the girl again changed her stand and claimed that she was gangraped.

The girl, however, said that Noida police was trying to save the accused because they have bribed the police. Though, Mishra has denied the allegations.

Meanwhile, a representative of the All-India Women Conference, Raksha Shukla (AIWC), said, "AIWC will extend full support to the victim and see that the accused are punished."

In January last year, an MBA student was kidnapped from the same area and gangraped by eleven youths. The victim still awaits justice as all the accused are out on bail.

16-yr-old gangraped
Bulandshahar:
Three men last evening allegedly gangraped a 16-year-old girl in Nekpur village.

The girl fell unconscious. When she gained consciousness, she went home and told her family about the incident.

Her father has lodged a first information report (FIR) at the Jehangirpur police station against the three men. The police has sent the victim for medical examination. However, till today evening, the accused were absconding.

Mom of 3 with lover kills husband
Tribune News Service

New Delhi, July 14
The Delhi police has arrested a 37-year-old mother of three children along with her 27-year-old paramour for the murder of her husband who was found dead with multiple injuries in the Rohini area on June 17.

According to the police, Manju Joshi, unhappy with the habits of her alcoholic husband Dinesh Joshi, got close to her landlord's son Lekhraj and the duo planned his murder. "Manju was annoyed with Dinesh's drinking habit as he, after getting drunk, would beat her and other family members. He had even sold off his flat and other household articles for alcohol. Unhappy with his ways, Manju came close to Lekhraj, who used to help her financially. The two then planned to eliminate Dinesh," said Chhaya Sharma, DCP (Outer).

According to Sharma, on the night of murder, Laxman and his friend Deepak, with help from Manju, took Dinesh, who was drunk, to a vacant land in Sector 23, Rohini, on a two-wheeler and murdered him with blades. They then smashed his face with a stone and removed his clothes to avoid identification.

For 3-4 days Manju did not tell anyone about Dinesh's absence from house. Later, she called her sister-in-law Seema and told her that on June 16, Dinesh left home for Sector-5, Rohini, but did not return. Seema told Manju to wait for sometime, as Dinesh often used to live away from home for several days without informing anyone. However, on July 12, Manju and Seema went to the Vijay Vihar police station for lodging a missing report. At the station, they saw a hue-and-cry notice and identified the deceased as Dinesh. However, when the police asked as to what took them so long to report the matter, Seema told the police that Manju did not show much interest in lodging the report and also that she had a soft corner for her landlord's son.

"Manju was interrogated. She tried to mislead the police, but when her children were examined, they revealed that Dinesh was last seen with Lekhraj.

During interrogation, Lekhraj and Manju confessed to have killed Dinesh with help from Deepak, Lekhraj's another tenant. Deepak has been arrested," said Sharma.
