Former MLA of the Bharatiya Janata Party (BJP) Vinod Sharma was arrested with his son Aman Gaur and two workers for allegedly attacking criminal lawyer R.K. Naseem. The arrest comes two days after the case was handed over to the crime branch of Delhi police.

Union minister for urban development S. Jaipal Reddy and Haryana Chief Minister Bhupinder Singh Hooda flagged off the maiden trial run of Metro Rail on the Gurgaon section at HUDA City Centre Metro Station of Sector 29 here today.

Delhi Metro Rail Corporation (DMRC) MD E Sreedharan, who is regarded as the “Metro Man” all over the country and even abroad and was personally present on the occasion, asserted that the project would be accomplished before the scheduled deadline.

He expressed gratitude towards the Central as well as state authorities and said the DMRC was ready for any further extension/expansion of the Metro network.

Addressing the gathering on the occasion, Reddy said it was a historic day for the people of Haryana, particularly Gurgaon. “Today’s event is a milestone in the march of Gurgaon, which is a celebrated city on the global level,” he maintained.

Appreciating Hooda’s commitment and cooperation in getting the mammoth project materialised, the Union minister assured him that he would favourably consider the proposals of connecting Faridabad, Bahadurgarh and Manesar with the Metro network.

Hooda congratulated the DMRC, the union urban development ministry and the officials concerned of the Haryana Government for speedy progress of the project.

Describing the timely completion of the ambitious project as a “shining example” which “others would wish to emulate”, the Chief Minister said the mass rapid transport system had become essential for the city in view of lakhs of commuters travelling in and out of it everyday.

He said an intra-city bus service was also being commissioned to strengthen the public transport and provide the necessary feeding and back-up to the Metro network. For this, 750 low-floor buses are being arranged, of which nearly 400 will be available by this October, he claimed.

It may be pertinent to mention here that Gurgaon is the second city after Noida, to get connectivity with the Delhi Metro network. Nearly two lakh commuters are expected to benefit from the service. Apart from considerably reducing the travel time between Gurgaon and Delhi, the facility is also expected to reduce the number of vehicles.

The HUDA City Centre Metro Station is a major achievement for DMRC from the architectural point of view as well. The station also has a special lift for the physically challenged persons.

Union minister of state for urban development Saugata Roy, Congress MP from Gurgaon Rao Inderjeet Singh, Haryana Minister of State for Agriculture Sukhbir Kataria, Chief Parliamentary Secretary Rao Daan Singh, Congress MLA from Badshahpur Rao Dharampal and DMRC Chairman M.Ramachandran also addressed the gathering.

Ex-MLA, son held for attacking lawyer

Former MLA of the Bharatiya Janata Party (BJP) Vinod Sharma was arrested with his son Aman Gaur and two workers for allegedly attacking criminal lawyer R.K. Naseem. The arrest comes two days after the case was handed over to the crime branch of Delhi police.

The injured Naseem is undergoing treatment at a city hospital.

Naseem was allegedly attacked in the Dabri area of south-west Delhi on January 24. The offices of Sharma and Naseem are located in the area. SHO Dabri Rajender Singh was suspended after he was allegedly found involved in the matter.

Naseem is married to Sharma’s sister. According to the police, Naseem had gone there to sort out a dispute about a property in Manesar (Haryana) when he was attacked by Sharma and his men.

“The crime branch has arrested Vinod Sharma, Aman Gaur and their two workers— Rahul and Neeraj—for allegedly assaulting and injuring R.K. Naseem. While Gaur has been taken in police custody, the rest are in judicial custody,” said Delhi police PRO Rajan Bhagat.

“Sharma allegedly hit Naseem with a stick from behind while his son fired thrice at him. However, Naseem missed the bullets. The two accused were assisted by Neeraj and Rahul and some others. We are trying to identify the other accused,” said a crime branch official.

Naseem has suffered multiple brain injuries is undergoing treatment at the Mata Channan Devi Hospital in Janakpuri. 

Naseem is a known criminal lawyer and was the defense lawyer for Sushil Ansal, prime accused in Uphaar fire tragedy case, and Santosh Kumar Singh, son of a police officer who was acquitted in the Priyadarshini Mattoo rape-cum-murder case. He also appeared for IPS officer R.K. Sharma, accused in Shivani Bhatnagar murder case. Besides, he appeared for Manu Sharma case who was convicted in the Jessica Lal murder case.

Working women harassed most: Police

The Capital is not the safest city for women, a fact vindicated time and again. The anti-obscene cell started by the Delhi police last year to deal with cases of women facing harassment by ruffians through lewd phone calls has received complaints in thousands. But the good news is that it has proven to be a major succour for women, especially working women as they are the most vulnerable.

The statistics provided by the anti-obscene cell show that it had received over 450 complaints this year alone, even as the first month is not over yet. It had received more than 13,000 complaints last year.

“Ninety to 95 per cent of the total complaints that we received is from working women,” said Joy N. Tirkey, ACP (crime branch). He says the reason for it is obvious. Working women move out of their houses, meet people as part of their professions or business and the phone numbers are exchanged.

Asking women who receive such sleazy calls to come forward, Tirkey said they could register complaints through phone, fax or e-mail. “Most of the accused stop once they get a call from the police,” he said. The satisfaction rate among victims is high and the cell has been very effective, he claimed.

A few complainants told The Tribune that the cell worked wonder from them. “I often got lewd calls from a particular number. The man turned out to be a neighbour. He apologised to me and the exposure brought disgrace on him in the locality,” she said on condition of anonymity.

There have been several cases of woman employees being harassed by their colleagues.

The police has adopted a pragmatic approach, knowing well that bothersome formalities of registering an FIR and later turning up in courts for subsequent trials would force women to put up with the agony of such lewd callers.

Official sources said that they mostly did not register FIRs as victims did not want publicity. “After identifying the accused, we make him write an apology letter asking for forgiveness from the victim. If the culprit has been obscene further, we take him to task. It works in most cases and the victims are satisfied, which is our top priority,” said an official.

Delhi police PRO Rajan Bhagat said the positive side of not lodging an FIR in such cases was that a girl could put across her complaint without hesitation and she would not be required to come to the police station or deal with paper work.

“The complainant remains at her comfort and the culprit is taught a lesson. However, if some one wants to lodge an FIR she is free to do so,” said Bhagat.

Apart from these, cases related to harassment of college girls and some housewives have also come to the notice of the anti-obscene cell. In one case, the police found that a girl in the Panjabi Bagh area used her boyfriend to harass her sister-in-law.

10,000 students to act as CWG guides, all projects on time: CM

Delhi Chief Minister Sheila Dikshit today announced that Delhi government would provide 10,000 guides, all to school students especially trained for the exercise, to visitors for the inaugural function of Commonwealth Games. 

Inaugurating the wrestling training venue for the CWG at Ludlow Castle, Dikshit added that the Indian Olympic Association had demanded another 50,000 volunteers, which would be met with in phased manner. 

Chairman, CW Games Organising Committee, Suresh Kalmadi, Delhi PW minister Raj Kumar Chauhan, education minister Arvinder Singh, local MLA Prahlad Singh Sawhney, special advisor (CW Games Organising Committee) Ramesh Narayanswami, principal secretary (PWD) K. K. Sharma, principal secretary (education) Rakesh Mohan, additional director (sports) Satpal and other dignitaries were also present on this occasion.

Dikshit assured the audience that all projects related to Commonwealth Games would be completed well in time and funds would not be an issue for this purpose. Construction works of both Thyagraj and Chhatrasal Stadium are on in full swing and likely to be completed by March this year. Thyagraj Stadium would become one of the best and most modern stadiums in the country, which has been constructed not only aesthetically but also in an environment-friendly way.

The Chief Minister exhorted Delhiites to play a constructive role during the CW Games.  She urged the city players to avail themselves of all facilities and concentrate on Games to win more medals for Delhi as well as nation’s pride. 

Speaking on the occasion, Kalmadi also emphasised that they would meet deadline for the completion of projects. “After organising CW Games successfully, India would get an opportunity to claim for hosting the Olympics,” he hoped.

CW Games would encourage youngsters to concentrate on other games instead of cricket and Delhi would be an international tourist hub after the games, Kalmadi, who had come under flak weeks back for delayed projects,. 

PW minister Chauhan said that the construction of wrestling training venue had been completed in a “record time” with a cost of Rs.13 crore. This is a multipurpose sport venue in the legacy. Centrally air-conditioned building has athletes’ lounge, change rooms, sport equipment room, medical and physiotherapy, fitness, gym, cafeteria, conference room, etc. at ground floor.  Maple wood sports flooring at first floor would accommodate six wrestling mats. 

Education minister Arvinder Singh said schoolchildren would play a key role during the CW Games. The education department has started process to select students of classes XI and XII who will play different roles during the games.

Delhi BJP chief: 3 shortlisted

While choosing the name of the leader, the party high command is taking care that he should not be a Punjabi as the leader of opposition in the Assembly, Vijay Kumar Malhotra, is also a Punjabi.

However, the name of Arti Mehra, former Delhi mayor, who belongs to the Punjabi community, is floated around for the post. Besides, two non-Punjabis—Nand Kishor Garg, a millionaire and former union state sports minister and Vijay Goel—are being discussed by the senior party leaders.

But the fight is between Arti Mehra and Nand Kishor Garg, the sources said.

Arti Mehra is being supported by one of the senior leaders who have a say in the central leadership. She has been active in the corporation for the last three terms. When the BJP was in opposition in the Municipal Corporation of Delhi, Arti used to raise issues against the ruling party. Her credibility in the party politics made the party high command elect her for the post of mayor.

According to the sources, if she is appointed, she will be the first woman BJP president. But then she is a Punjabi.

Now the only option left for the party high command is Nand Kishor Garg and Vijay Goel.

Garg is considered close to the RSS, a senior leader of the state and former Delhi Chief Minister Madan Lal Khurana.

It is understood if Garg is appointed as chief of the state party, there will be no tussle between him and Malhotra. But he has no mass base. He has lost Assembly elections twice from Tri Nagar.

Though Vijay Goel has a mass base in Delhi and is a senior leader, certain quarters oppose his candidature.

Crime Check: DSP orders more patrolling in Noida

Residents’ Welfare Association (RWA) representatives under banner of Federation of Noida Residents’ Welfare Association expressed their concern over the rising incidents of snatching, auto theft and house theft in the area at the public-police meet today.

Deputy superintendent of police R.N. Mishra has assured residents to increase police patrolling in the area. He has directed chowki incharges to redress the grievances of residents and arrest anti-social elements.

He asked them to check crime in their area or face action which includes suspension and even dismissal from service.

Col (retd) P.N. Maria, director, ward 9 in Sector-29 and Col (retd) R.S. Pathania of ward 5-A Sector 29 said, “Chain snatching, house theft and auto theft are the major incidents of crime in our sector. The police is unable to check biker robbers. Even a stroll outside the house is not safe.”

V.K. Trivedi, RWA president, Rail Vihar Sector-30, said, “We have submitted over 100 forms of maids, guards and other workers to the police for verification. Even after months, we have not got any response from the police.”

R.S. Mangat, secretary, RWA Sector- 30, complained, “Unknown people keep roaming around in the blocks. Young boys and girls are often found indulding in indecent activities in parks. Inspite of repeated complaints to the police, the menace still exists. If residents stop them, they get assaulted by the youths.”

Girija Singh of Sector-15 said, “The Naya Bans area resembles a bar in the night, as drunken men eve-tease women passing from there. Women feel unsafe going to their homes from the bus stop.”

Commodore (retd) R.P. Tandon of Sector-31C, said, “Illegal parking of taxis in the block has led to rise in crime in the area. Thefts have increased in the past few months.”

Nithari Case: CBI probe excludes lapses of public authorities

In reply to an RTI application filed by a social and RTI activist, the Central Bureau of Investigation stated that it has not probed the lapses of public authorities in the Nithari case. Commodore (retd) Lokesh K.Batra had filed the RTI application on December 22 while the CBI gave the reply on January 20.

Giving the background in his application, Batra mentioned about the National Women Commission investigation and the Prime Minister Office letter to the chief secretary, UP.

Further he briefed on the report of the ministry of women and child development. In the report, it was stated that there was need for all the civic authorities to perform their tasks assiduously as this would monitor and check untoward activities. For example in the Nithari case, if the administration had cleaned the sewerage system regularly, the bodies could have been discovered much earlier and probably some deaths could have been prevented.

Then Batra asked whether the CBI team procured these reports to probe the lapses. The CBI replied that it had not done so.

While the CBI feels that the probe of lapses of public authorities was not in the terms of reference of the Nithari case, Batra feels that it was so under the terms of reference.

Batra asked as to who will take action against the errant public authorities. All the policemen suspended for the Nithari serial killings have been reinstated as on today, he added.

Cops yet to nail accomplices of slain terrorists

A year has passed since the anti-terrorist squad, Noida, and the sector 39 police killed the two Pakistani terrorists in sector 97 and foiled the possible terror attack in Delhi. The police has yet to find their accomplices and the mastermind on whose directions they were working.

“We filed the final report on September 18 last year as the case had reached a dead-end. The car owner could not be traced as chassis number and engine number were erased and the number found on the number plate was fake. Now efforts are on at the state level to search for the broken links,” said an ATS officer.

Besides white Maruti 800 car, two AK 47s, detonator, nine RDX sticks and one Pakistani passport were recovered from the encounter site. The terrorists were identified as Abu Ismail of Rawalkot and Farooq, alias Ali Ahmad, of Okara Pakistan. A case was registered at Sector 39 police station.

Their bodies remained in the deep freezer of mortuary for around five months. When nobody from their home in Pakistan came to claim the bodies, the ATS team buried their bodies as per Muslim rituals with the help of a local NGO in June last year.

“Where the terrorists had stayed in Ghaziabad and who was their local contact is could not be established yet,” a senior police officer said.

A treat for book lovers

Promising a treat for book lovers, the world book fair is all set to start in the national capital at Pragati Maidan tomorrow. With the fast approaching commonwealth games in the backdrop, the fair this year rides on the theme, “Reading for Common Wealth” and will showcase sports books from India and abroad.

Beginning tomorrow, till February 7, this biggest fair in the entire Afro-Asian region is all set to attract exhibitors both from India and abroad.

The fair this year expects participation from more than 1300 Indian and foreign publishers. The special focus will be books on sports in India since the Commonwealth Games are set to take place here from October 4 to 13.

“This is probably the second or third biggest book fair in the world. Every other major book fair - in Beijing or Frankfurt - happens every year. We have written to the Human Resource Development Ministry that the fair should be organised every year. We would need a grant of Rs.1800-1,900 crore to make that happen. Currently, we get much less than that” said National Book Trust, which is organising the mega event, chairman Bipan Chandra. The fair is currently a biennial event, but its success has fuelled demands from book-lovers of making it an annual affair.

Within an exhibition area of 46,200 square metres, the fair will have close to 2200 stalls for more than 1300 exhibitors from almost 20 countries, while attracting trade visitors, publishing delegations from all major publishing countries of the world.

Despite the increasing book prices, National Book Trust, the organising body had registered a 70 per cent increase in business in 2008 fair and is expecting better figures this year.

“We are expecting a big boost in the business this time,” said NBT director Nuzhat Hassan.

“Besides readers, the fair has been able to create meaningful platforms for copyright trade, cultural exchanges and trade promotion and presentations by exhibitors and cultural organizations both at home and abroad,” he added.

More than 700 titles published by around 75 publishers across the country on different genres of sports are to be exhibited at the theme pavilion. A special exhibit of books on and by Jawaharlal Nehru will also be organised this year.

Also, there will be a special exhibition of books on and by India’s first Prime Minister Jawaharlal Nehru to showcase his contribution to the world of letters. The fair will also invite eminent sports personalities for interactive sessions at the theme pavilion to inspire youth and children.

The fair will be inaugurated tomorrow by Union Minister for Human Resource Development Kapil Sibal and Irfan Habib, eminent historian, will be the chief guest on the occasion.

Travel and tourism fair opens

While Thailand chose to bring the Thai massage experience to its stall, Indian states like Asaam and Jharkhand lined up some of the most tempting souvenirs.

Leading players from the travel and tourism industry came together at one platform as SATTE this year, bigger than ever, brought together over 1,000 buyers, 19 countries, 25 states of India and over 200 hotels under one roof at Pragati Maidan.

Suicide in Rashtrapati Bhavan

A 24-year-old man committed suicide by hanging himself on the premises of the Rashtrapati Bhavan this evening. According to police, the deceased Mitoo Lal worked as a casual labourer at the Rashtrapati Bhavan.

“Mitoo Lal, whose father is employed as a gardener with the Rashtrapati Bhavan, hanged himself by a ceiling fan inside his father’s quarter. We got a call around 4.35 pm. No suicide note was found,” said the police. According to police, while Mitoo’s parents were working out on the lawns, his sister went for tuitions around 3.30 pm.

Mitoo Lal hails from Faizabad district of UP and recently returned to the Capital. Although the cause of suicide is not clear, police believes financial problems could be behind it since the deceased had no permanent job.

Two persons were injured in shooting incidents in Noida and Greater Noida. Their condition was stable by the late evening today. Satish Kumar, a union leader, was shot at in the Bisrakh area last night in Greater Noida.

Union leaders held a demonstration today at the labour commissioner’s office, demanding the lodging of an FIR against the company management. The leaders alleged that the management had a hand in the shooting. However, the management denied the allegation.

In another incident, a youth was shot at by unknown assailants in the Sarafabad area at Noida today. He was identified as Yoginder Yadav, alias Dholu. He was admitted to local hospital.

Police launched the hunt for the assailants, but till late evening, they were not traceable.
