Head Constable Jagtar Singh, who had received bullet injuries on head and chest when some miscreants had opened fire at him to free an undertrial, Gurpreet Singh, at Giddarbaha railway station on January 24, succumbed to his injuries at the DMC hospital in Ludhiana today.

Man gets 7-yr jail for raping minor
Panipat, January 29
The district courts here has sentenced a man to seven years of imprisonment for kidnapping and raping a minor. A fine of Rs 8,000 has also been imposed on the convict. Bijender, a resident of the local Geeta Colony of Norwala area, had been booked on charges of raping and kidnapping a 13-year-old girl of the same locality.

29 pc posts of teacher vacant

Nearly 29 per cent posts of teacher in various categories are lying vacant in the state. In some districts, the number is as much as 40 per cent. Whether it is primary, high school or secondary level, the perennial problem of shortage of regular teachers is plaguing the education sector.

As many as 28,635 posts out of the sanctioned strength of 97,661 have been lying vacant in the state.

Even after the launch of Sarv Shiksha Abhiyan (SSA) on which corers have been spent over the past six years, the situation has not changed and students have been suffering due to shortage of regular teachers.

As many as 9,647 out of 38,357 posts of JBT teacher, 6,522 out of 21,442 posts of C and V teacher, 9,019 out of 25,517 posts of master and 3,447 out of 12,345 posts of school lecturer have been lying vacant.

The authorities concerned said the posts were being filled.

The staff position in Rohtak is better than other districts and only 15 per cent posts are lying vacant here. Rewari district is also better placed with 19 per cent posts remaining to be filled as compared to Mewat district where 49 per cent posts are lying vacant.

As many as 902 out of 2,226 posts of JBT, 407 out of 646 posts of C and V, and 552 out of 868 posts of master are lying vacant in this district. The situation is no different in Yamunanagar district where about 46 per cent posts of teacher are vacant.

In Rohtak district, the number of vacant posts was 640 against the sanctioned strength of 4,098 while 855 out of 4,299 posts are lying vacant in Rewari district.

However, the situation in Jhajjar and Sonepat districts is much better as the number of vacancies in these districts is less as compared to other districts i.e. 20 per cent.

In Sonepat, 1,112 out of 5,437 posts are vacant while in Jhajjar, the number of vacant posts is 874 against the sanctioned strength of 4,342.

Krishan Kumar Nirman, state secretary of the Haryana Rashtriya Adhyapak Sangh, who obtained the data from the government, said it was matter of concern that the government was neglecting the government schools and people were apprehensive of sending their children to these schools as they feared that their studies would suffer due to staff shortage.

Jail land to be acquired for medical college

Kalpana Chawla Memorial Medical College will be set in the town over 20-25 acres. The land would be made available by the government, local Congress MLA Sumita Singh announced here today.

She said the college would be built at the site, measuring 18 acres, where the local Civil Hospital stands. Five acres would be acquired from the jail complex to meet the statutory requirement of 20 acres for any medical college.

Talking to mediapersons, she said that the proposal to allocate Rs 150 crore for the project had been finalised and sent to the finance department for approval.

The infrastructure at the Civil Hospital would help in expeditious completion of the project and specialised medical services would be made available to the people in the heart of the town.

An administrative block, a teaching block and hostels for students would come up soon and the 200-bed hospital upgraded to 300 beds.

On completion of the project, medical facilities would improve tremendously, benefiting people in a radius of 100 km.

She said she had written to the Health Ministry to make the trauma centre “independent” with separate staff and facilities.

With the announcement of the medical college, the long-pending demand of Karnal residents had been met, she said.

She thanked the CM for making Karnal a municipal corporation and said more area would come under the city, giving a boost to planned and regulated development in the town and peripheral areas.

“We are thankful to the government for according second language status to Punjabi,” she added.

Reconsider demolitions, authorities urge ASI

Roshini Devi (45), like other residents of Ther Mohalla, is a relieved person today. The threat to her mudhouse being demolished has gone for the time being. Her husband has been in prison for the past more than six years in a case of drug trafficking.

Her two sons eke out a living by working as helpers on four-wheelers.

The mudhouse in which the family lives was to be brought down by a team of the Archeological Survey of India (ASI) that had been camping here for the purpose for the past two days.

Like many others, Roshini Devi’s house is situated on a mound where an ancient civilization existed centuries ago. Residents went into a tizzy last December when the authorities pasted notices outside their houses, asking them to vacate the land within 15 days.

Though there were over 1,000 houses in Ther Mohalla having a population of over 10,000, notices were issued to only 437 houses, which are located on the top of the mound..

“The construction raised by you is in contravention of the provisions of Rule 8(1), sub-rule 1 of Rule 19 (1) and Rule 33 of the Ancient Monuments and Archaeological Sites and Remains Rules, 1959, and sub-section (1) of Section 19 and clause (1) of sub-section (1) of Section 30 of the AM and ASR Act, 1958,” read the notices .

Fearing that they may be rendered shelterless, angry residents held noisy protests against the move and demanded rehabilitation for being displaced.

A meeting of an ASI team led by GN Srivastava, Deputy Superintending Archeologist, Chandigarh circle, with the district authorities ended without any conclusion amid protests yesterday.

At a meeting headed by Deputy Commissioner Yudhvir Singh Khyalia today, it was decided that the issue be re-examined by experts.

“It was decided that the issue of rehabilitation of residents should also be decided as per the policy of the state government before removing the illegally constructed houses on the mound,” said Khyalia .

A status report needed by the government for submitting a reply before the Punjab and Haryana High Court would be prepared accordingly.

Trial run of Gurgaon metro starts

Union Minister for Urban Development S Jaipal Reddy and Haryana Chief Minister Bhupinder Singh Hooda flagged off the maiden trial run of Metro Rail on the Gurgaon section at HUDA City Centre Metro Station of Sector 29 here today.

Delhi Metro Rail Corporation (DMRC) MD E Sreedharan, who is regarded as the “Metro Man” all over the country and even abroad, asserted that the project would be accomplished before the scheduled deadline.

He expressed gratitude towards the central as well as the state authorities and said the DMRC was ready for any further extension/expansion of the Metro network.

Addressing the gathering, Reddy said it was a historic day for the people of Haryana, particularly Gurgaon. “Today’s event is a milestone in the march of Gurgaon, which is a celebrated city on the global level,” he maintained.

Appreciating Hooda’s commitment and cooperation in getting the mammoth project materialised, the Union Minister assured him that he would favourably consider the proposals of connecting Faridabad, Bahadurgarh and Manesar with the Metro network.

Hooda congratulated the DMRC, the Union Urban Development Ministry and the officials concerned of the Haryana government for speedy progress of the project.

Describing the timely completion of the ambitious project as a “shining example”, the Chief Minister said the mass rapid transport system had become essential for the city in view of lakhs of commuters travelling in and out of it everyday.

He said an intra-city bus service was also being commissioned to strengthen the public transport and provide the necessary feeding and back up to the Metro network. For this, 750 low-floor buses were being arranged, of which nearly 400 would be available by this October, he claimed.

Gurgaon is the second city after Noida to get connectivity with the Delhi Metro network. Nearly 2 lakh commuters are expected to benefit from the service. Apart from considerably reducing the travel time between Gurgaon and Delhi, the facility is also expected to reduce the number of vehicles.

Vets demand pay parity with medicos

The Haryana State Veterinary Association has warned the state government that if its “genuine and justified” demands are not met, it would take a “strong, firm and appropriate” action.

In a statement here today, president of the association Rajbir Singh Chahal said though veterinarians in the state had been working in “most trying and hostile conditions” to uplift the economic status of villagers, they had been deprived of their due by the state government.

Chahal said CM Bhupinder Singh Hooda had accepted their demand for parity with medicos on several occasions and recently at the inaugural function of the Panchkula Pet Medical Hospital. Yet nothing had been done.He said in neighbouring states like Punjab and Himachal Pradesh, veterinarians were on a par with the medicos. Similar was the case with those working with the Centre.

Chahal said while all other employees of Haryana were getting three assured career promotions (ACPs), vets alone were being given two and even the second ACP was restricted to only 20 per cent of the cadre posts.

As a result, a veterinarian in Haryana faced stagnation in the same pay scale for more than 20 years. The association demanded three specific ACPs after five, 10 and 15 years of regular service without any restriction as was the case with the medicos. It also demanded Rs 5,400 in Pay Band-3 at the time of joining service. This grade, Chahal said, had been recommended by the pay commission.

Social welfare officer embezzles funds

Karnal social welfare officer Vimal Bhola and seven others booked yesterday on charges of cheating and embezzlement adopted a novel method to defraud the government without denying due benefit to eligible pensioners.

Jagtar Singh, Director, Social Welfare and Women Empowerment, who lodged the complaint, said the sanctioned sum of Rs 7.84 lakh was increased to Rs 78.40 lakhs by adding a zero. After payments, the balance amount of Rs 70.56 lakh was swindled by Bhola and his accomplices.

In another case of fraud, the pension amount of beneficiaries who did not turn up was taken away by officials of the department by putting their thumb impression on the papers.

The police and the department are investigating the case but no arrest has been made.

The other officials booked for forging documents and not making proper verification before making payments include GSChauhan, audit officer, Sanjay Kali Raman, treasury officer, audit team of the office of the accountant -general, Rajinder Singh, section officer, Mehindro Devi of audit section and Gulshan Kumar, a clerk.

Aero sports centre opens tomorrow

To promote aero sports activities in Mahendragarh district, members of the Aero Club of India started rehearsal at the Bachhod airstrip near Narnaul today. The state government and the club will jointly set up a national-level aero sports centre here. Chief Minister Bhupender Singh Hooda is to launch the same at a ceremony on January 31.

DC Chander Prakash and Superintendent of Police PS Ahlawat today visited the airstrip to monitor arrangements being made for the event.

The DC said it would be the country’s first such centre for promotion of aviation activities.

The launch ceremony would include activities like para-sailing, parachute jumping, sky-diving and hot air ballooning.

There will be four small four-seater Cesna 172 aircraft and one motor glider with the power of 70 BHP. Cesna 172 can fly at 13,500 ft and the motor glider at 5,000 ft.

Cop succumbs to injuries

Head Constable Jagtar Singh, who had received bullet injuries on head and chest when some miscreants had opened fire at him to free an undertrial, Gurpreet Singh, at Giddarbaha railway station on January 24, succumbed to his injuries at the DMC hospital in Ludhiana today.

Jagtar Singh, a member of the police team escorting Gurpreet Singh, who was being taken to Punjab to be produced in the court, struggled for life for six days after he was rushed to DMC, Ludhiana with grievous injuries.

Head Constable Jagtar Singh, who was recruited as constable in the Haryana police on October 1, 1989, left an indelible mark on all positions and places he served during his career spanning over two decades. — TNS

Bijender, a resident of the local Geeta Colony of Norwala area, had been booked on charges of raping and kidnapping a 13-year-old girl of the same locality.

On March 31, 2008, a resident of Geeta Colony had approached the police with a complaint that Bijender had kidnapped and raped his 13-year-old-daughter.

The complainant said the incident took place when his wife was not at home.

The police got a medical examination of the girl at the local Civil Hospital and placed Bijender under arrest. After conducting a thorough investigation, the police presented a challan in the court.

After hearing the contentions, the court found Bijender guilty of having committed the crime.
