Court doesn’t work under chief secy, counsel told

Haryana was today at the receiving end in the Ruchika case. The Punjab and Haryana High Court today asked its counsel to explain whether the chief secretary was running the courts and how a senior police officer facing allegations was elevated while the promotion of cops with complaints pending against them was held back.

As a petition filed in public interest for comprehensive probe in the matter came up before the Division Bench of Chief Justice Mukul Mudgal and Justice Jasbir Singh, it became apparent that the state had not filed its reply on issues framed by the court on the previous date of hearing, including promotion of officer facing allegation.

Seeking two months’ time for filing the reply to the PIL, the counsel said the chief secretary had asked him to request the same.

Taking exception to the statement, Mudgal verbally observed that the chief secretary functions under the order of the court and court does not work under the orders of the chief secretary, now trying to set the schedule for court proceedings.

The Chief Justice further observed that in the case of a constable, his promotion was held up even if a complaint was pending.

Mudgal made it clear that the state’s request had failed to find favour with the Bench by adjourning the case for just about a week.

Before parting with the case, the Bench directed the state counsel to file the reply by the next date, which has been fixed for February 4.

Earlier, during the hearing, Rathore’s wife-cum-counsel Abha Rathore sought directions for deciding the matter before the criminal appeal against conviction came up for hearing before an Additional Sessions Judge.

Rathore said the contents of the writ petition and the criminal appeal filed against the conviction orders were related.

“The pendency of the PIL before the high court would prejudice the decision in appeal, which had already been seriously prejudiced by the media trial based on false facts,” the reply stated.

The CBI, in its reply, made it clear that the premium investigating agency would also look into the expulsion of Ruchika from school.

It added that a prayer was made earlier for the award of maximum punishment to Rathore and the CBI was actively considering the filing of appeal against the trial court judgement.

Chandigarh-based World Human Rights Council through chairman-cum-advocate Ranjan Lakhanpal had earlier sought directions for independent probe in the Ruchika case, right from the day she was molested till the final decision of the case.

The petitioner also sought appropriate action against all officers siding with Rathore and enabling the trial to continue for 19 years.

Kalpana Chawla Medical College announced

Chief Minister Bhupinder Singh Hooda announced the setting up of Kalpana Chawla Medical College at Karnal yesterday. He also said the government had initiated a scheme to promote health infrastructure at a cost of Rs 1,500 crore.

He was addressing a gathering on the 61th Republic Day celebrations here where he unfurled the Tricolour. He took the salute at an impressive march past presented by contingents of the Haryana Armed Police, NCC cadets, scouts and Home Guards.

Hooda said that sanction had been accorded for metro rail to Faridabad. The metro rail for Gurgaon would be run on a trial basis on January 29.

“The Rohtak-Jhajjar-Rewari railway line has been approved. In the past five years, a sum of Rs 6,400 crore has been incurred on improvement and carpeting of roads, which is a record of sorts,” claimed Hooda, adding that the second phase of Rajiv Gandhi Bridges and Roads Infrastructure Development costing Rs 5,000 crore had been launched.

Paying glowing tributes to martyrs and freedom fighters, Hooda said they refused to bow before the British empire despite various atrocities committed in them.It was on this day in 1950 that India became a sovereign democratic republic ensure justice, freedom and equality to all.

Hooda said to meet the increasing demand for power, a number of power projects had been launched. The 1500 mw Indira Gandhi Super Thermal Power Plant would start generating power this year. The first unit of the 1,320 mw Mahatma Gandhi Super Power Thermal Plant would be commissioned in December 2011 and the second unit in December 2012. A 2,800 mw nuclear power plant was being set up in Fatehabad district.

Promising quality education to students in the state, the Chief Minister said during the past five years, Haryana had emerged an education hub. As many as 430 technical institutes had been set up. Besides, Rajiv Gandhi Education City was being set up at Kundli. Also in the offing were an institute of management, a central university and a defence university. The CM honoured freedom fighters and war widows. He gave away appreciation letters to those doing commendable work in various fields besides honouring village sarpanches with Nirmal Puraskar. He also give away prizes to winners of cultural activities.

Rohtak: The Haryana government has earmarked Rs 1,200 crore for four new water canals with a view to providing equitable distribution of water across the state. Work on most canals was nearly complete, Finance and Irrigation Minister Capt Ajay Singh Yadav said after unfurling the national flag at the Republic Day parade here.

He said the government was dedicated to providing equitable distribution of water and Hansi- Butana link canal, Dadupur- Shahabad Nalvi canal, Ambala Irrigation project and Mewat canal were part of the endeavour.

He said the capacity of the Bhakra canal had been raised and work on a new water channel costing Rs 322 crore was in progress.

The construction of Kaushalya Dam in Panchkula district and renovation of all major water bodies had also been taken up, he added.

He said the waiving of power bills in the state and a hefty increase in the rate of land acquired or to be acquired by the government were some moves that had been appreciated by all. The government was poised to ensuring a comprehensive growth in all sectors without bias or discrimination. Earlier, he took the salute from contingents of the NCC, schoolchildren and NSS volunteers at the local Police Grounds.

He also laid a wreath at the war memorial.

SONEPAT: As many as 62 persons from various fields were honoured by PWD and Public Health Minister Randeep Singh Surjewala at the Republic Day function at the Police Lines. Surjewala highlighted the importance of the day. He said the nation had made giant strides in improving the socio-economic condition of the people. He said under Rajiv Gandhi Bridge, Roads and Basic Infrastructure Development , the government planned to spend Rs 5,000 crore up to 2013. He unfurled the national flag and took the salute at an impressive march past presented by contingents of the Haryana Police, Home Guards, NCC cadets, Boy Scouts and Girl Guides. Republic Day functions were also organized at the subdivision headquarters and in educational institutions.

Yamunanagar: Paying homage to martyrs and the armed forces for protecting the country, Chief Parliamentary Secretar, Ram Kishan Fauji said the country’s strength was the unity among its of different religions .Haryana Agriculture Minister Parmavir Singh unfurled the national flag at Rao Tula Ram Stadium , Rewari. Chief Parliamentary Secretary Jaleb Khan hoisted the flag at Jat School ground.

Abhey sworn in MLA
Says party to approach EC on corrupt practices

Charging the Congress with resorting to corrupt practices in the Ellenabad byelection, newly elected INLD legislator Abhey Singh Chautala said the party would shortly approach the Election Commission with a complaint in this regard.

Abhey, younger son of former Chief Minister Om Prakash Chautala, was sworn in as member of the Haryana Assembly by Speaker Harmohinder Singh Chatha here today, taking the party’s strength in the House to 31.

He alleged that the Congress, from the top leadership down to the worker, tried bribing the voters during the course of campaigning.

“The voters from Ellenabad have provided me details of how and by whom the money was distributed. We are getting affidavits of the same prepared after which we will approach the Election Commission to take action against the Congress leadership in the state,” he maintained, speaking to mediapersons after the swearing-in.

Accompanied by his elder brother, party secretary general and MLA Ajay Singh, son Karan and state unit chief Ashok Arora, Abhey said the Congress, in just three months, had resorted to every kind of horse-trading. “First, they lured opposition MLAs to form government and in the byelection, they tried luring the voter.”

To a question, Ajay said all five Haryana Janhit Congress MLAs who had crossed over to the Congress should be disqualified from the House under the anti-defection law.

Earlier, the Speaker administered the oath of secrecy to Abhey who arrived at the Vidhan sabha accompanied by friends and family members, driving his vehicle.

After the swearing-in, the Speaker, in reply to a question, said all five MLAs of the HJC who were now part of the Congress had been issued notices on a petition filed by HJC supremo Kuldeep Bishnoi.

“Their replies have been sought on Bishnoi’s petition. They were issued notices on January 16 and have been asked to reply by February 5. “We will wait till the deadline after which we will send the MLAs a reminder if they fail to respond,” Chatha said.

Healing touch for poor kids

Poverty will, now, be no deterrent for expensive treatment of serious ailments among children from weaker sections of society.

After rolling out the exhaustive Indira Bal Swasthya Yojna, focusing on the health care of children, the Haryana government will now lend a helping hand by way of funding treatment of children from poor families suffering from chronic diseases as also ailments involving exorbitant costs by way of a corpus.

The Centre and the state government will chip in with nearly Rs 1 crore initially of which Rs 50 lakh will be the share of the state government and Rs 50 lakh will come from the National Rural Health Mission to get the corpus going.

For this, the government has also decided to open its doors to community participation by agreeing to accept donations from the public. All donations contributed towards this corpus by the public would be accepted at government hospitals where a cell would be created and would be subject to income tax exemption.

The corpus, to be created under the State Health Society, would open its purse strings to foot medical bills of all such children (0 to 18 years) from families which can ill-afford treatment at the local level let alone explore the possibility of getting treatment at big hospitals outside their area.

“Since health is a priority area with the government and the children are our key concern, the government has given its nod to the setting up of a corpus.

“All deserving cases will not only be funded for treatment at local hospitals but can also be referred to tertiary hospitals like AIIMS, the PGI, Chandigarh and Rohtak, where the government will foot the bill,” says Anuradha Gupta, Additional Principal Secretary to Chief Minister.

According to the blueprint of the scheme, children coming from Below Poverty Line (BPL) families and those who are residents of urban slums will be covered for the funding of treatment. However, the government is still pondering over extending the scheme to other children from poor families which neither belong to BPL families nor get covered under the urban slums category.

With the setting up of the corpus, the civil surgeons will be authorised to accept applications for funding of treatment and recommend deserving cases to the State Health Society which is headed by the Health Secretary to take the final call.

“There are diseases like cancer and congenital heart ailments whose treatment requires huge expenditure. Realising that a family barely managing to make both ends meet can’t afford such expenses, the government has stepped in to show that the health of every child matters.

Though the idea of creating a corpus was conceived a couple of months back, it has been accorded approval only now. We are now working on the execution of the scheme on ground which will come into force from April 1 this year,” Gupta explains.

The government is hoping that the public, too, will come forward and contribute towards building a healthier society and they will together become partners in this novel initiative.

Contingents of ther Haryana Armed Police, women police , NCC, Home Guard and Traffic Police took part in the parade to mark the country’s 61st Republic Day.

Underlining the progress made by Haryana, Pahadia said the state was on the top in per capita investment and second in terms of income. Despite being a small state, Haryana had made significant contribution to strengthening the country’s economy.

The Haryana government’s Nehru Drishti Yojna envisages establishment of eye-donation centres in 20 districts of the state. Indira Baal Swasthaya Yojana aims at improving the health of children by ensuring them nutritious food, besides the prevention and cure of common diseases.

A cultural programme was presented by and school students. A dog show was held by personnel of Police Training Centre, Bhondsi. The Governor honoured individuals and teams for outstanding performances in different categories. He also honoured the kin of martyrs and freedom fighters and gave away tricycles to the physically challenged. Former Gurgaon MLA Dharambir Gauba, sitting Badshahpur MLA Rao Dharampal, DGP RS Dalal, Gurgaon divisional commissioner TK Sharma and municipal commissioner RK Khullar were among those present.

Plywood industry in freeze

Cold conditions in the northern region have hit the production of the wood-based industry in the district by over 40 per cent.

The plywood industry has not been getting raw material, including poplar and eucalyptus, from Uttar Pradesh and Punjab as per their demand due to the cold, resulting in losses to industrialists here.

Besides, the low temperature has led to an increase in the cost of production of plywood since more material is needed to raise the temperature of boilers, used in plywood production.

The district has 938 wood-based industrial units and needs 26.20 lakh tonnes of timber for smooth functioning.

Every year, the industry purchases timber worth Rs 600 crore from farmers of Haryana, Uttar Pardesh and Punjab and produces wood-based products worth Rs 1,800 crore.

However, for the past one-and-a-half months, the industry has been facing a shortage of timber by around 40 to 50 per cent, say industrialists.

“The wood-based industry here is mostly dependent on farmers of Uttar Pardesh and Punjab for the supply of timber. However, for over a month now, we have been getting 40 per cent less supply from these states due to the cold conditions and this has led to a decline in the production by over 40 per cent,” president of the Wood Technologists Association SC Jolly and plywood industrialist Vipal Chopra told The Tribune.

“The cold conditions in the region have caused losses to the plywood industry here. Besides the shortage of timber, the cost of production has also increased since more raw material is required to generate the required heat in boilers for plywood production,” Devinder Chawla, president of the plywood industry, and plywood industrialist Sandeep Jindal said.

Woman, kids found burnt to death

Jind, January 27
A woman and her two kids, including a six-month-old infant, died under mysterious circumstances at their house in Dhakal village in the district last night. All three were found charred in their house.

The woman’s brother has alleged that the three were burnt to death by the woman’s husband over dowry.

However, the husband of the victim was reportedly away from the house at the time of the incident. An empty can of kerosene was found from the spot.

According to police sources, Geeta (26), wife of Gurnam, was having strained relations with her husband and in-laws for the past some time.

The woman and her two sons - Rahul, alias Golu (3), and Sahil - reportedly went inside their room after dinner. Noticing fire and hearing cries from the room, the mother-in-law raised the alarm. Neighbours rushed for help, but by then it was too late.

Though prima facie it appears that the woman had committed suicide by poring kerosene and setting herself and her kids on fire, Rajpal, brother of Geeta, has alleged that his sister and her two sons had become a victim of dowry death. The police has started investigations into the incident.

Wife, paramour held for man’s murder

The police has arrested a woman and her paramour for allegedly killing her husband on January 23 here.

SSP Sandeep Khirwar said here today that the body of Megh Raj, who used to work in a local saltpeter factory, and his motorcycle were found near the Ambala road here on January 24.

Strangulation marks were found on the neck of the deceased. The police on a complaint lodged by the mother of Megh Raj registered a murder case.

During the investigation, it came to light that Urmil, wife of Megh Raj, and his neighbour Ramesh, a resident of Payal village in Hisar, who had developed illicit relations, were behind the murder.

On January 23, the victim and Ramesh had liquor at Megh Raj’s house, following which Megh Raj had a heated argument with his wife, who along with Ramesh strangled her husband to death.

Urmil and her paramour were produced in a local court that sent them in judicial custody.

Two arrested for killing doctor

The district police today claimed to have unravelled the mystery surrounding the murder of a local doctor and arrested two persons in this connection.

The accused have been identified as Mandeep Singh and Charanjit Singh, both residents of Sardulgarh (Punjab).

Gurvinder Singh, an ayurvedic medical graduate working in a local hospital, was murdered on the night of January 16 near Nejadela village.

The killers had slit his throat with a knife, when he was on his way to his village.

The police said both accused were cousins of the victim and had come to see the victim in the hospital he was working in.

They had left for the victim’s village in his Maruti Alto car on the fateful day.

The police maintained that they nursed an old grouse against the victim and when the trio crossed Nejadela village on January 16, the two slit the victim’s throat with a knife. The accused were today produced in a local court, where they were remanded in police custody for two days.

23 bonded labourers rescued

As many as 23 bonded labourers have been rescued from a brick-kiln at Dahola village in the district.

The rescue operation was conducted by the police under the directions and supervision of a warrant officer appointed by the Punjab and Haryana High Court. The victims hailed from Kandla in Uttar Pradesh.

The raid was conducted after a complaint was lodged by Saranji in the high court that several persons had been kept as bonded labourers at a brick-kiln identified as Shiv Shanker Battha Company near Dahola village.

Warrant officer Nitin Sharma raided the brick-kiln premises here today and rescued 23 persons. They were later sent to their native place with security cover, said the police. The police has been asked to take legal action against the owners of the brick-kiln.

MP: INLD vote share up

Rajya Sabha MP Tarlochan Singh has contested Congress MLA Sampat Singh’s claims that the result of the Ellenabad bypoll was a “moral victory” for the Congress.

Talking to mediapersons here, the MP said the fact of the matter was that the party had been beaten squarely by the INLD.

Tarlochan Singh said and maintained that while the INLD had been able to retain its vote back despite heavy pressure on voters from the government, the Congress had not been able to gain anything. “The fact that INLD candidate Abhey Singh Chautalagot more votes than his father in October speaks volumes about the popularity of the party in Haryana,” he claimed. — TNS
