Water a trickle in 379 villages: Report
Ambala, January 18
There are 379 villages in the state where the per capita drinking water supply is less than the approved norm of 40 litres per day. This was disclosed by chief secretary and chairperson of the state monitoring committee Urvashi Gulati in the status report filed in the Punjab and Haryana High Court in reply to a public interest litigation filed by a resident of Ambala City.

The Haryana government has decided to introduce the concept of electronic transfer of funds through ECS/RTGS/NEFT in all treasuries and sub-treasuries in relation to payments made by various drawing and disbursing officers (DDOs). The cheque system is also proposed to be introduced simultaneously.

A case of exploitation of a 30-year-old woman, who was subjected to rape, cruelty and left abandoned in a mentally disturbed state, came to light here today. The woman, who belongs to Jharkhand, had delivered a baby on the roadside in Jagadhri four days ago. The baby had died and the woman has now been admitted to the Civil Hospital, Yamunanagar.

Wife among 3 held for contractor’s murder

The police today solved the murder case of Farakpur-based contractor Tek Chand with the arrest of three persons, including his wife. The contractor was found brutally murdered in his house in Rameshwar Nagar on Friday.

The Central Electricity Regulatory Commission (CERC) has increased the trading margin for interstate trading in electricity to the benefit of big power suppliers. Alok Kumar, secretary of the CERC, in a press note said the trading margin would apply only to short-term buy - short-term selling contracts for the interstate trading.

Haryana’s decision to hike the fee for installation of towers in municipal areas by mobile telephone companies today came under the Punjab and Haryana High Court’s scanner. Describing it was “arbitrary” and “illegal”, a Karnal-based company has sought directions for quashing the notifications of November 11 last.

The high-voltage campaigning for the Ellenabad Assembly seat, byelection for which is due on January 20, ended this evening with the two main contenders, the Congress and the INLD, organising rallies at Ellenabad town and Nathpa Chopta, respectively, as a show of strength. Both parties held the rallies in areas of influence.

The Congress and the INLD again served “Bollywood tadka” to their supporters. Raj Babbar batted for the ruling party while Chunky Pandey played for the INLD. The parties accused each other of neglecting the constituency. Campaigning ended on a peaceful note despite fears of violence.

ELLENABAD: Congress speakers alleged that Om Prakash Chautala considered voters of Ellenabad as slaves and had quit the seat in the belief that the voters would elect his nominee as they would dare not go against his diktats.

They urged the voters to prove Chautala wrong.

Local leaders urged the voters to elect the Congress candidate to become a partner in the state government.

Chief Minister Bhupinder Singh Hooda, extending a hand of friendship to the voters, claimed that he never deserted his friends.

MP and cine star Raj Babbar was all praise for the style of functioning of the Chief Minister whom he described as “ Vikas Purush”. The election would be an opportunity for the people of Ellenabad to join hands with this “vikas purush”, he claimed.

Party candidate Bharat Singh Beniwal said he would protect the voters from the “highhandedness” of INLD leaders. The audience applauded the speakers when they referred to “ atrocities” committed by INLD leaders.

Haryana Congress chief Phool Chand Mullana, Navin Jindal, Arvind Sharma, and Ashok Tanwar, all MPs, an Gopal Kanda and Prahlad Singh Gillankhera, both ministers, and former minister Sampat Singh were among those who spoke.

NATHUSARI CHOPTA: Accusing Chief Minister Bhupinder Singh Hooda of discriminating against Sirsa, INLD chief OP Chautala said the time had come to pay back. He claimed that he had planned several projects for the district, which were abandoned by Hooda.

Deputy Chief Minister of Punjab Sukhbir Singh Badal described the Chautalas as family .

He claimed that the INLD and the SAD were the only parties that worked for the welfare of the poor, the common man and the peasantry.

“Prices of commodities have skyrocketed and farmers have been deprived of their share of water and electricity,” he alleged.

Assuring voters that their interests would be met even if his party was not in power, Abhey Singh said:

“I know how to get work done. Vote for me, and you will see officers come running with electicity poles, whenever you demand a connection.”

Former chairman of the HPSC KC Bangar read out figures of the HCS officers, gazetted officers, DSPs and other posts to which Sirsa youths were appointed during the INLD regime.

He alleged that none had been appointed from this area by the Hooda government. Actor Chunky Pandey seemed at a loss of words. He preferred to sing a line from the Hindi number “O lal dupatte wali tera naam to bata”. Former cricketer Yograj Singh made a brief speech.. He said the voters were safe in the hands of the INLD.

Kusum lodges FIR against Chautala

Names of former Chief Minister Om Parkash Chautala, Rajya Sabha MP Tarlochan Singh and INLD state president Ashok Arora figure in an FIR registered with the local city police station on the complaint of Samast Bharatiya Party candidate Kusum Chaudhary.

Chaudhary, in her complaint late last evening, has alleged that INLD activists, at the instigation of Chautala and others, had intimidated and molested her at Devi Lal Chowk where the INLD rally was under way. The FIR, registered under Sections 323, 294, 142, 149, 114, 506, 509 and 188 of the IPC also names one Suresh Mittal. SP Shrikant Jadhav said Chaudhary had been provided additional security.

Chaudhary has alleged that despite repeated complaints to the duty magistrate, the INLD was allowed to hold the rally at Devi Lal Chowk in “violation of the poll code”.

“The INLD activists threatened me of dire consequences when I objected to the setting up of the dais,” said Chaudhary, whose election office is situated at the same chowk.

The Samast Bharatiya Party candidate said she was on her way to her office when Chautala was addressing the rally. Suddenly, INLD activists attacked her on being prompted by their leaders.

“I was thrashed and Chautala’s supporters, uttering obscene remarks, started molesting me. I took shelter in a shop where my supporters informed the police,” Chaudhary has alleged in the FIR.

Magsaysay award winner and first woman IPS officer of the country Kiran Bedi today expressed anguish over the “involvement” of senior IPS officers in illegal and criminal activities and lauded the media for exposing the misdeeds of such “powerful” officers with sufficient clout in the corridors of power.

She said the media should “sharpen” its focus on “big fish” in the police to instill confidence in people and act as a deterrent against the reprehensible conduct of the “protectors” of people.

“Human beings are the same but once you wear the police uniform, you become the visible face of the government and your social responsibility increases manifold and as such the public conduct of every person in uniform must be above suspicion,” she added.

 

Uniform allowance up

Haryana cadre IPS officers will get enhanced uniform allowance and monthly “kit allowance” from January 1 this year. The government has decided to enhance the “one-time” uniform allowance from Rs 6,500 to Rs 14,000 while the monthly “kit allowance” will be raised from Rs 150 to Rs 300, an official spokesman here said. He said henceforth the renewal allowance for uniform, admissible after seven years, would also be paid after three years

She said indulgence in atrocities and other illegal and criminal activities was not new but now the media had become so powerful and aggressive that a large number of such cases were coming to light but there was need for more exposure of such elements in the larger interests of society.

She called upon the media to launch a tirade against corruption and expose the “sharks” misusing their position for making money through illegal and questionable means.

She added that corruption was the biggest evil plaguing the country and must be weeded out.

Surajkund Crafts Mela from Feb 1

Rajasthan will be the “theme state” and Republic of Tajikistan will be the “partner country” in Surajkund Crafts Mela, which will be organised from February 1 to 15 in Faridabad. SAARC countries, Thailand and Egypt will also participate in the mela.

Stating this today, a spokesman for the Haryana government said the mela, a joint venture of the Union Ministry of Tourism and the Haryana government, was an attraction for its settings and display and workmanship of artisans from the Indian continent, SAARC nations and the countries rich in folk, craft and culture.

Over 400 craftsmen were expected to participate in the mela, he added. The mela has become one of the important earmark events on the Indian tourism calendar over the past 24 years.

The popularity of the mela could be judged by the fact that it was inaugurated in the recent years by imminent personalities like President Pratibha Devi Singh Patil and UPA chairperson Sonia Gandhi.

He said the Surajkund mela provided a platform to children to explore their potential in activities like kite flying, face painting, rangoli, drawing and painting and folk dance competitions.

More than 5,000 children were expected to represent their schools and colleges this year.

Cultural shows and theatre performances at Natyashala, an open-air theatre, included folk dances of Rajasthan, north east, Haryana, Punjab, Uttar Pradesh and Madhya Pradesh. Besides, cultural shows of Republic of Tajikistan, Thailand and Egypt would also be performed.

Eminent craftsperson would be awarded Kala Mani, Kala Shri and Kala Nidhi awards for their outstanding crafts at the closing ceremony.

Water a trickle in 379 villages: Report

There are 379 villages in the state where the per capita drinking water supply is less than the approved norm of 40 litres per day.

This was disclosed by chief secretary and chairperson of the state monitoring committee Urvashi Gulati in the status report filed in the Punjab and Haryana High Court in reply to a public interest litigation filed by a resident of Ambala City, Viresh Shandilaya, on garbage and water accumulation causing diseases in the urban locality. The government assured in the report that all these deficient villages, most of them falling under the Mewat area, would be covered in the current financial year.

It said in Hisar, Sirsa, Fatehabad, Jhajjar, Bhiwani, Rewari and Mahendragarh districts, 70 litres per capita per day was supplied - 40 litres for the human consumption and 30 litres for meeting the requirement of cattle population.

The report said the government was also serious about the quality of drinking water. It said 21 district-level laboratories had already been set up while sub-divisional laboratories would be opened in a phased manner in those areas where the quality of water was highly suspected.

Regarding the establishment of sewer plants in the state, the report said three sewer plants were being constructed in Ambala City while the construction of 15 plants in Narwana, Hodle, Sampla, Sohna, Rewari, Samalkha, Kalanaur, Ganaur, Kharkhoda, Kosli, Bawal, Beri and Meham were in progress.

The chief secretary mentioned in the report that the Ministry of Urban Development had approved solid waste management plants for Faridabad, Gurgaon, Rohtak, Karnal, Indri and Yamunanagar-Jagadhri costing Rs 131.70 crore. Such projects were already functioning in Ambala City, Ambala Cantt and Sirsa.

HUDA was designated for setting up combined solid waste management plants in Panchkula, Pinjore and Kalka. The site for the project had already been identified near Billa village near Panchkula, the report added. The report disclosed that the Municipal Council, Ambala City, had identified 25 spots of low-lying areas owned by private parties and they had been asked to fill the same to avoid water accumulation. The report revealed that an estimated cost of Rs 4,88,65,000 had been assessed to drain out the stagnated water in Ambala Cantt during the rainy season.

The Director of the Institute of Mass Communication, Professor BK Kuthiala, has been appointed the Vice-Chancellor of Makhan Lal Chutervedi University of Journalism and Mass Communication, Bhopal. He replaces AN Mishra, whose term expired on January 15.

Prof Kuthiala has distinction of holding several positions, including Dean of Faculty of Media Studies, Proctor, Head of the Department of Advertising and Public Relations, Dean, Faculty of Religious Studies, and Head of the Department of Religious Studies.

He also functioned as Dean, Academic Affairs, Dean, Faculty of Information Technology and Computer Sciences, Chairman of the Department of Communication Management and Technology, Department of Printing Technology and Department of Computer Science and Engineering. He was also Chairman, Foreign Student Cell, at Guru Jambheshwar University of Science and Technology, Hisar.

Born and educated in Shimla, Prof Kuthiala (61) presented a paper in the World Journalism Teachers’ Conference in AMIC, Singapore, (July 2007) advocating introduction of Indian values in media and also in the international conference on convergence, citizen journalism and social change in the Queenland University of Science and Technology, Brisbane, Australia (March 2008) proposing a non-business model for media.

Soon, electronic transfer of funds

The Haryana government has decided to introduce the concept of electronic transfer of funds through ECS/RTGS/NEFT in all treasuries and sub-treasuries in relation to payments made by various drawing and disbursing officers (DDOs). The cheque system is also proposed to be introduced simultaneously.

The system will be implemented with effect from March 1. All DDOs in the state have been asked to gather information from various contractors, vendors and suppliers to whom payments are to be made so that a database of their bank account can be created. The information should be provided to treasury officers (TOs) or assistant treasury officers (ATOs) concerned by DDOs in the prescribed pro forma by January 31.

They have also been asked to send similar information in relation to all employees of the state government by February 15.

On the basis of information so provided, the TOs/ATOs will get it entered on their system and generate a transaction code for each such person/employee. Such details of the person and employee along with the transaction code will be available by February 8 and February 22, respectively, and the same should accordingly be get collected by the DDOs from the TOs/ATOs.

The DDOs have been asked to mention the transaction code in bracket along with the name of person/employee except in case of salary bills where the bill will continue to be submitted in the same manner as being done now.

Rape victim delivers on the roadside

A case of exploitation of a 30-year-old woman, who was subjected to rape, cruelty and left abandoned in a mentally disturbed state, came to light here today. The woman, who belongs to Jharkhand, had delivered a baby on the roadside in Jagadhri four days ago. The baby had died and the woman has now been admitted to the Civil Hospital, Yamunanagar.

Lying in the emergency ward of the hospital, she has not been able to utter anything expect her name and that her native place is Ranchi. The police has not registered a case in this regard so far. When this correspondent visited the hospital, the woman was lying in the emergency ward with just a single blanket on an intense cold day. In a state of trauma, she became violent when questioned about her whereabouts and her tale of woe. “She delivered a baby on the roadside on Thursday and was in a poor condition. She was first admitted to the government hospital, Jagadhri, where her baby died.

After finding her mentally disturbed, she was shifted to the emergency ward of the Civil Hospital on Saturday,” the Medical Superintendent of the Civil Hospital, Yamunanagar, Vinod Gupta, said. “She is also being treated by a psychiatrist. Whatever little she has narrated to the psychiatrist reveals that she was raped and subjected to cruelty. We will continue to provide her treatment till she becomes mentally stable. Once she is okay, we will inform the administration and she will be sent to Nari Niketan,” he added.

Wife among 3 held for contractor’s murder

Yamunanagar, January 18
The police today solved the murder case of Farakpur-based contractor Tek Chand with the arrest of three persons, including his wife. The contractor was found brutally murdered in his house in Rameshwar Nagar on Friday.

The contractor’s wife, Hemlata, along with her paramour Satish and his associate Nitin were arrested by the police for allegedly murdering Tek Chand.

“Satish Kumar had an illicit relationship with Hemlata for the past two years. Recently, Tek Chand had an argument with Hemlata over her relationship, following which she decided to murder her husband.

Hemlata along with Satish and Nitin hatched a conspiracy to eliminate Tek Chand, said SP Vikas Arora while addressing a press conference here today.

“On January 15, Satish and Nitin allegedly stabbed Tek Chand while he was sleeping in his room. As many as 22 stab injuries were found on Tek Chand’s body,” he added.

Satish and Nitin were arrested from Shahranpur while Hemlata was arrested from her home.

Villagers block road over power cuts

Residents of Kithana village falling under the Rajaund block resorted to road blockade here today.

The traffic remained disrupted for about three hours causing great inconvenience to commuters. The villagers were protesting against acute shortage of power in the village. They said due to frequent power cuts their day-to-day life was being adversely affected. Crops were withering for want of water due to non-functioning of tubewells. They lamented that the authorities had failed to redress their grievances.

SDO of the Uttar Haryana Bili Vitran Nigam accompanied by SHO of Rajaund police station Pritpal Singh and in charge of Kithana police post Dharamvir Singh assured the villagers that their problem would be solved, following which the villagers called off the agitation.

Power panel increases trading margin

The Central Electricity Regulatory Commission (CERC) has increased the trading margin for interstate trading in electricity to the benefit of big power suppliers.

Alok Kumar, secretary of the CERC, in a press note said the trading margin would apply only to short-term buy - short-term selling contracts for the interstate trading. Trading margin would not exceed 4 paise per unit if the selling price of electricity was less than or equal to Rs 3 per unit. The ceiling of trading margin would be 7 paise per unit in case the selling price of electricity exceeded Rs 3 per unit.

The CERC had made clear that traders cannot circumvent the ceiling by routing the electricity through multiple transactions. The new ceiling rates on trading margin would come into force after a month.

Telecom tower installation case

Haryana’s decision to hike the fee for installation of towers in municipal areas by mobile telephone companies today came under the Punjab and Haryana High Court’s scanner. Describing it was “arbitrary” and “illegal”, a Karnal-based company has sought directions for quashing the notifications of November 11 last.

The petitioners said the installation fee has been raised from Rs 10,000 per tower. It now stands anywhere between Rs 1.50 lakh and Rs 2.50 lakh. The Bench of Chief Justice Mukul Mudgal and Justice Jasbir Singh issued notice to the state of Haryana for March 11.
