Setback for Nishank, Chaufal It was with much fanfare that Vinod Kandari was anointed as president of the state unit of the morcha by Uttarakhand state unit president Bishan Singh Chaufal and Chief Minister Ramesh Pokhriyal Nishank last evening
Dehradun, October 16 Nishank announced that Kandari would help him realise his dream of Mission 2012 of winning the next assembly elections in the state. However, the jubilations were shortlived. National president of the Bharatiya Janata Yuva Morcha Amit Thakkar took offence to the appointment of Kandari without his consent and cancelled his appointment. In a letter addressed to the Uttarakhand state unit chief, Thakkar termed the appointment as wrong for having made without his consent. The letter by the national president of Bharatiya Janata Yuva Morcha alleged that it was only national president as per the constitution of the party who has the power to appoint a state unit chief. An embarrassed Uttarakhand state BJP chief Bishan Singh Chaufal tried to wriggle out of the situation by claiming that the appointment was sent to the national president of the Bharatiya Janata Yuva Morcha for clearance, but he had not responded for the past three months. “Since We have to work, we have no other choice but to appoint a president of the state unit of the the Yuva Morcha. The appointment of Kandari would be regularised in due course,” said Bishan Singh Chaufal. There was intense rivalry between Saurab Thapliyal and Kandari for the post of president of the morcha. Both contenders were lobbying with the national president delaying the appointment but the state unit of the BJP, led by Bishan Singh Chaufal with the blessings of Chief Minister Ramesh Pokhriyal Nishank, appointed Kandari much to the chagrin of other contenders, who complained to the national president of the
morcha. |

Dehradun, October 16 Talking to The Tribune after the launch of a premium range of high-mast lighting system and luminaries here today, its deputy Managing Director (Operations and Corporate Management) Arvind Bansal said the the proposal to hire more people was part of the company’s expansion plan under which Surya Group would invest Rs 550 crore in a year. “Accordingly, we are planning to hire around 500 people in addition to 2,000 already working at our Kashipur plant by the end of financial year 2009-10,” he said, while pointing out that the state government’s policy to provide 70 per cent jobs to local people would be adhered to. The company has proposed to expand this plant by starting production of four new chains of CFLs. On plans to set up any new factory in the state, Bansal said the company saw no economic sense in doing that because the existing land at Kashipur plant was not being used fully. “So, instead of starting new venture, we have decided to expand the existing plant operations by making use of surplus land,” he added. Bansal said a new factory was coming up in Madhya Pradesh to produce high-mast lighting system. Around 2,000 jobs would be created at the time of starting commercial production there by the end of this fiscal. Similarly, another 2,500 people would be hired for a spiral-pipe factory at Bhuj, Gujarat, where commercial production was expected to start by January 2010, he added. |

Dehradun, October 16 He said a proposal to the tune of Rs 1,000 crore had been sent to the Union HRD Ministry for the compensation of the assets handed over to the university. He said the continuation of the non-teaching staff of the university should be ensured. Dr Nishank announced this at a high-level meeting of officials of the Higher Education Department at state secretariat here today The Uttarakhand government has also decided to constitute a state-level education commission to recruit teachers for higher education. A requisition, which has already been made to the State Public Service Commission to fill vacant posts in the department, will be withdrawn. Similarly, a requisition already sent to the Public Service Commission for the selection of teachers in government degree colleges will be withdrawn. A total of 583 posts which are lying vacant in the Higher Education Department will be fulfilled soon. The decision on the appointment of part-time, contractual teachers, visiting lecturers and ad-hoc teachers would be also taken soon. The Chief Minister reiterated that to provide quality education, the availability of teachers in degree colleges should be ensured. He also said the vacant post of Joint Director at the Higher Education Directorate should be filled soon and other eligible officers and employees due for promotion should get it as soon as possible. He directed officers concerned that posts of principal in six degree colleges should be created within a month. Besides, immediate action for the creation of posts should be initiated in Government Degree College, Garun and Gupt Kashi, where no post as of now existed, he added. He expressed dissatisfaction at the non-installation of the EDUSAT equipment purchased by the Higher Education Department in 53 degree colleges. He directed RK Singh, OSD, Higher Education, to submit a report in this regard. |

Roorkee, October 16 The institute had made a demand of Rs 1.25 crore for required maintenance at its branches as well as the replacement of old machinery with new one, but now has to be satisfied with the one-fifth part of the demanded amount. The IRI, a renowned R&D institute, has a huge infrastructural base at Roorkee besides having several branches in the state being
indulged in multiple studies on water resources, including designing of dams. Apart from that, the institute also provided its expertise in the development and construction of hydro-power plants and canals. It has worked on many famous projects of other countries in the past. The institute was reportedly in a dire need of finances to carry out the maintenance. According to department sources, most of the equipment and machines in the institute are old thus needed to be replaced. Besides, many other works related to upgrade the institute are yet to be carried out. “The financial crunch forced us to keep abeyance all these works. In Roorkee, there is lot of maintenance work to be done while at our Bahadrabad model study centre, we need to replace old machines with new advance machines,” said SC Sharma, IRI director. The reason behind the alleged
apathetic attitude of the government towards this institute is the dispute over the claim of its ownership between the Uttarakhand government and Uttar Pradesh government. Both the states claim that the institute is their property,
resulting in the neglect of it by both the governments. The recent visit of the Uttarakhand Irrigation Minister Matbar Singh Kandari is seemed to have given a fresh lease of life to the institute as he assured the institute for a full financial assistance from the government to carry out its pending

Deer Park to have bamboo hut that can last 5 decades
Dehradun, October 16 The hut can withstand earthquakes and can last for more than five decades. The uniqueness attached to this hut is that while the plinth is constructed at the site, the bamboo structure is made elsewhere and is only assembled at the site. “Sixty per cent of structure is ready and the rest is expected to be completed within one week,” said STS Leptcha, head of the board. The board had taken opportunity to learn from Teude, his exclusive expertise on pre-fabricated bamboo structures, till now almost unknown to the forest authorities in the state. The structure came up as part of training programme of pre-fabrication technique held at Dehradun. But Malsi Deer Park has been beneficiary in process as the prepared structure would now be at its disposal and can be utilised for facilitation centre at the park. A brainchild of Teude, the bamboo hut will be a quake-proof structure due to inclusion of more of columns. Though Jeffery’s method of constructing bamboo houses initially involves high costs but does not rule out their cost effectiveness in near future. Teude describes his technique a very handy and in relevance to modern times as it could withstand all weather conditions and is environment-friendly. Leptcha said board had been working for promotion of bamboo and fibres in the state and thus furthering the cause of making as viable source of livelihood in the hill predominant state. |
Missing Tooth of Dead Elephant
Kotdwar (Pauri Garhwal), October 16 On October 4, the decomposed carcass of a male elephant was found in the Tot Gadhera section of the Khoh river beat in Lansdowne forest division in Pauri district. The preliminary investigation showed that the carcass was lying for more then a month at the spot. On getting the information about it, officials, including Divisional Forest Officer Nishant Varma rushed to the spot. The right tusk of the elephant was missing from the root while the left tusk was sawed off by poachers. A post-mortem examination was performed on the carcass and it was buried. Later, Varma instituted a departmental inquiry into the incident. According to Varma, the 25-year-old male elephant had lost its right tusk in a fight last year. The department had recovered that tusk later in the forest. He admitted negligence on the part of the department in reporting the death of the elephant. This gave the poachers time to cut off the left tusk. The department would take action against the erring forest employees after the inquiry, said

Third death due to H1N1 virus in state
Dehradun, October 16 The woman suspected to be suffering from H1N1 virus was undergoing treatment at Mahant Indresh Hospital. She died on October 14, health officials said. “We received positive reports of her medical samples today. As soon as we telephoned the patient’s relatives, we were told that she had passed away on October 14. We had taken the samples of the patient in the morning after the Mahant Indresh Hospital authorities informed us. Probably she died later,” said Dr Pankaj Jain, State Nodal officer. Earlier, the H1N1 virus claimed lives of Raunak Singh, a resident of Dehradun, and Rubina of Mussoorie. Confirmatory reports of the disease came after their death. |
Team to monitor air, noise pollution during Diwali
Dehradun, October 16 Every year during the festival, 20 or 30 per cent increase is recorded in air and noise pollution levels, according to the figures provided by the Uttarakhand Pollution Control Board. Officials of the department said there hadn’t been much change in the levels of air and noise pollution and every year 20 or 30 per cent increase was recorded by monitoring machines. Three machines have been set up to monitor the frequency of air pollution. “Nehru Colony, Clock Tower and Raipur Road are the three places where we have installed these machines. Clock Tower is comparatively records lesser air pollution as it is mostly a market place where the rush finishes by 8 or 9 pm while Nehru Colony and Raipur Road record increased pollution levels during Diwali,” said one of the officers of the department who will lead pollution-monitoring exercise. He said eleven places had also been earmarked for monitoring the noise pollution. The places include Nehru Colony, Race Course, Doon Hospital, Prince Chowk, Clock Tower, Survey Chowk, Basant Vihar, Ballupur Chowk, ISBT and Rispana Bridge. The department has been monitoring air and noise pollution for three days. “We will be monitoring pollution on October 16, 17 and 18 and it will take us a day time to tally the meter recordings,” said another officer. Eight employees of the department would be working round the clock for three days to monitor air pollution apart from registering the rising decibels. The air quality would include monitoring for sulphur dioxide and nitrogen dioxide levels and the suspended particular matter. |
Manch threatens agitation on Oct 28
Dehradun, October 16 Addressing a press conference in Dehradun today, Mohan Singh Rawat ,organisational secretary of the manch said the government was not at all serious towards genuine identification of state agitators. He said the government was trying to go back on his promise on benefiting the active state agitators. Rawat said the manch prominently sought identification of state agitators on the basis of local intelligence unit reports. Another agitator Ved Prakash sought Rajya Senani status for the agitators. He said the state agitator must get benefits on the lines of benefits provided to freedom fighters. The agitator also sought 10 per cent reservation for state agitators in the government jobs. Referring to the demand for pensions, Ved Prakash said the states of Bihar and Madhya Pradesh were providing pensions to those who took part in the emergency while Uttarakhand was yet to introduce such arrangements for those who had struggled for the creation of the state. The agitators said they strongly favoured permanent capital status for Gairsen and there was no going back on it. They said the true development could only come to the state when the capital was located at a central located hill place. |

According to sources, the duo had also looted a house a few days ago and fled with valuables. Later, they were said to be involved in some other theft incidents.
