Dehradun, October 6 Dr Nishank had directed employees and officials to ensure punctuality, so that files could be disposed of speedily. However, during his surprise check of various sections, he found many officials and employees absent or late. Taking serious note of the absence of some officers and employees from their place of work, he issued a stern warning to them. Chief Minister said disciplinary action would be initiated against such erring officers and employees, if found absent in future, he cautioned. The Chief Minister said the state secretariat played a pivotal role in the entire government and administrative system. He pointed out that top priority should be accorded to discipline and all works should be completed in a time-bound manner. Officers and employees of the secretariat should set an example for others by expediting their work and reaching office on time, he added. After inspecting dispatch registers, the Chief Minister directed that movement of files should be accelerated, so that benefit of welfare schemes could reach to the people. He also directed the officers concerned to ensure an up-to-date maintenance of record and to digitise all documents. |

Trade fair put off due to rain
Dehradun, October 6 This time there will be almost 500 stalls from various states displaying their specialities. Starting from government departments and ministries, FMCG products, electronics, home appliances, furniture, interiors and exteriors, luxurious home needs, fashion, garment, jewellery, educational institutes and kitchen accessories, there’s something for everyone. “Compared to last year, this time we wanted to make the trade fair youth oriented. We have got all major players in the education, power, baking and agriculture sector so that along with shopping and enjoyment they also get to learn and enhance their knowledge,” said Rohit Verma, Media in charge, Trade Fair. Moreover, along with showcasing unique items of different states, the trade fair particularly lays emphasis on the handicrafts and food items of Uttarakhand. Shawls and Nehru jackets of Uttarkashi district will be offered at nominal rate. Nankeens of Kumoan are also expected to be sold like hot cakes. “Though there are exhibitors from Gujarat, Rajasthan, Uttar Pradesh, Himachal Pradesh, Orrisa, West Bengal and many other states of India, our endeavour is to promote the host state as we feel that as Uttarakhand is young and has the potential to grow. It should be given a platform so that it can excel in all spheres,” added Rohit. Adding more variety and spice to the fair, a number of cultural shows will be presented every evening. From fashion shows, cultural programmes and stage shows, there will also be a rock show. |

Stamp duty exemption for women notified
Dehradun, October 6 The Tribune had in its September 29 issue highlighted that the proposal had been hanging fire even as the office of Chief Minister Ramesh Pokhriyal Nishank formally received it on August 7. The Chief Minister had announced this in his budget speech this July. It was hailed as a big incentive for women who comprise about half of the total population of the state. As per the notification, if the transfer deed in favour of a woman is valued more than Rs 20 lakh, the stamp duty up to this limit will be calculated on 25 per cent reduced value while the duty on value of property higher than this will be calculated as per the previous prevailing rate. If the deed is executed in favour of one or more women and one man or more, then the stamp duty on such instrument will be reduced to the extent of the share of woman/women. But, if such share is not specified in the instrument, then the duty will be payable as if no reduction in duty had been granted on such instrument. During the Congress regime in 2006, women were given exemption of 25 per cent stamp duty payable on a property worth up to Rs 10 lakh at the time its registration. The decision is estimated to hike loss of government revenue by about Rs 8 crore. |

Anganwadis: Probe ordered into bogus registrations
Dehradun, October 6 In a letter, a copy of which is with The Tribune, the Secretary, Women Empowerment and Child Development Department, Dr Rakesh Kumar, has written to the Director, Integrated Child Development Scheme (ICDS), to conduct a verification drive at these centres within a month. There are a total of 12,340 anganwadi/mini-anganwadi centres in the state. As per norms, up to 40 children can be registered at each centre. The Central government provides 90 per cent funds while the state government bears the remaining 10 per cent to run these centres. Sources said the government smelt rat as the figures submitted to it regarding the number of children registered at these centres did not seem realistic when compared with the population of the area concerned. The suspicion seemed all the more credible when it was found out that at several places a majority of children were also enrolled at the local government primary as well as private schools. These facts led the government officials to believe that bogus registration had been done to maintain existence of the centres to legitimise the distribution of diet to children only on papers. As per the letter, Dr Kumar gave instructions that the mukhya sewaka of each anganwadi centre would prepare a verification report, which would be countersigned by the child development project officer (CDPO) concerned. The district programme officer concerned would then submit the same to the Director, ICDS. If the figures provided in the verification report did not match with the figures of a random checking done by government officials, the government will take a strict action. In that case, the CDPO, along with mukhya seawak, her assistant at the centre concerned would be personally held guilty. Besides, initiating criminal and disciplinary proceedings, all of them would be liable to compensate the financial loss to the government. |

Markets abuzz with activity on eve of Karva Chauth
Haridwar, October 6 Markets in Main Haridwar, Middle Haridwar, New Haridwar and sub-urban townships of Kankhal, Jwalapur, Kathaira, BHEL and Bahadrabad wears a complete festive look. Long queues were seen at the stalls of roadside mehndi artists where women were patiently applying mehndi on their hands and feet. Mehndi artists make good business and till late evening were busy carving mehndi designs. Rates of mehndi artists too soared with Rs 50-60 per hand while packages were touching anywhere between Rs 800-1,000. Add to this, Rs 200-400 were charged extra for providing services at the customer’s doorstep. According to Acharya Prateek Mishrapuri, Karva Chauth has a special significance for married women and by observing the fast they pray for the longevity of their husband as well as a happy married life. “The auspicious time for the puja of Goddess Parvati is 7:47 pm and the fast should be broken only after sighting the moon through a sieve. The significance of the moon provides calmness and purity to the minds of the couples,” said Dr Mishrapuri. A huge rush could been seen at the shops of jewellery, make up, bangles, sweets and of puja items especially the speherical clay pots called ‘karve’ which are used to pour water while seeing the moon. The term karva is derived from this while chauth means the fourth day of the Ashwin, hence the term Karva Chauth originated. “This is my first Karva Chauth and my husband works in New Delhi, but he will be here tomorrow and I am excited about the festival. Earlier, I have seen my mother and relatives observing Karva Chauth and so I know all the rituals,” said Meena Negi, a working executive in Haridwar. |

Dehradun, October 6 Along with prayers for the well-being of their spouse, mehndi plays an integral role as it is considered auspicious and must for married women to apply it. While summers and monsoons are not so profitable months for the mehndiwalas, these months of festivals prove quite profitable for them. Mehndi artists at Paltan Bazaar are busy and doing good business as women throng their stalls to apply mehndi for the festival. In order to provide some convenience to their customers, these artists are providing their services at your doorsteps. “Karva Chauth is the best time for our business. We started at 9:30 am today and continue till late evening. The price per hand is Rs 25 and it varies according to the designs,” said Raju, mehndi artist. From basic Indian designs, there are Arabic, Marwari, glitter and tattoos mehndi which are quite popular among all age groups. Arun mehndiwala is in the business from the past 12 years. With a team of 27 workers, he plans to sit till 4 am as there is a mad rush and he doesn’t want to disappoint any of his customers on Karva Chauth. “I started my business from Delhi. For the past 12 years I have got a fabulous response and apart from Dehradun we are have our business in Jaipur, Jodhpur, Ahmedabad, Pune, Mumbai, Mysore, Haridwar and Bangalore,” said Arun mehndiwala. Arun’s team keeps travelling to various parts of the country as they receive bookings from everywhere. He painted almost 500 hands on Monday and today he is hoping to break all records. |
ITI principal attempts suicide
Dehradun, October 6 He was rushed to a hospital in Dehradun and admitted to ICU. His situation is said to be critical. Though the girl (identity withheld) hadn’t lodged a complaint with the police, told mediapersons that she was sexually harassed by the principal. The principal said the girl wanted to tarnish his image as she had to return his money. The SP City said the police hadn’t received any complaint in this regard. Trainee cop dismissed
A police recruit was dismissed from his services today after the documents, which were produced by him during the constable recruitment process last year, were found to be fake. According to the police, Pitambhar Juyal was a typist, but to get priority in the constable recruitment test he presented himself as a Home Guard. He had also submitted Home Guard’s documents, which were found to be fake. The investigating officer of the case said four Home Guards were hired as constables last year and Juyal was one of them. However, one of the Home Guards who couldn’t make it to the post revealed that Juyal was a typist and not a Home Guard. A case under Section 420 of the Indian Penal Code had been registered in the Kotwali police station. The police said his arrest would be made soon. 2 wood smugglers held
Uttarakhand Forest officials today nabbed two alleged forest wood smugglers in the Bannakhera area of Terai West Division. However, two of their accomplices managed to flee. Acting on a tip-off, the forest officials, led by circle officer Lalit Mohan Joshi, apprehended four wood smugglers from plot No. 19 of the Bannakhera Range in Reserve Forest area of the division. A drama prevailed at the Basant Vihar police station after the police caught two persons who were suspected to be robbers and later turned out to be grass mowers. The media and senior police officials, including the SP, City, and the CO, City, reached the police station. According to the police, residents of Basant Vihar had gheraoed both persons in the courtyard of a house and claimed that they had come there with the intention of burglary. They called up the police, which took both persons to the station. Those arrested have been identified as Prakash (17) and Phukran (38). They told the police that they were mowing the grass when some kids who were playing nearby approached them to bring their ball which had fallen in the courtyard of the house. Shakuntala of Udham Singh Nagar took the silver and Savita Rawat of 40 PAC had to be satisfied with bronze. Dehradun, October 6 It was a closely fought match between Sports College and Garhwal Boys. The young agile Sports College team gave the much-experienced opponents a hard time on the field. Sports College created numerous opportunities but were denied much-needed goal for a long time. It was Sports College forward Dinesh, who scored for his side in the 29th minute of the first half. Student tests positive for swine flu
Haridwar, October 6 The virus has been found in the student of class VI of Swami Hariharanand School situated in the Kankhal area of the city. The child was reportedly ill for the past few days. As he was showing the symptoms of swine flu, the student was tested and his reports came positive. The school management has closed the school for the fortnight as a precautionary measure. School Principal Hema Patel said the half-yearly examinations had been postponed. |
